In the last two years the Commission for the Environment has received four Environmental Impact Reports (EIR) for Audit and has been or is involved with at least four environmental impact assessments (EIA) related to mining. The EIRs have included Weavers Coal Mine, the Monowai-Maratoto mining proposal, the Martha Hill mine and the Wainui Road Mill. The EIAs are related mainly to coal fields in the Waikato but also included a further EIA on Martha Hill.

"The corrosion of support bolts in underground mines has become an increasingly prevalent issue over the past two decades. With an increase of premature failures due to Stress Corrosion Cracking (SCC), it is evident that understanding the environmental factor influencing the cable bolt corrosion is critical for maintaining effective ground support hence the safety and productivity of underground spaces. Experimental testing of rock and cable bolts were accomplished in a variety of packings, including saturated clay, saturated coal, mine water and grout/cement to investigate their corrosion behaviours. Water samples were obtained and analysed for pH and electrical conductivity (EC) during the experiment. After a period of 76 days the bolts were retrieved and analysed visually. Primary factors were found to be the presence of geological materials and the aeration of the bolts, i.e. the vicinity to air and air flow, while secondary factors were observed to be pH levels and EC. It was also found that the coal/clay interfaces and the water/grout/cement interfaces are non-relevant to corrosion of rockbolts and cable bolts. The proposed framework can be applied to other reinforcement materials used in underground spaces for improved understanding of corrosion environment.INTRODUCTION Rock bolts and cable bolts are the major reinforcement elements used in mining industry to improve the rockmass properties for safe and productive mining. They are normally used to pin large beams or blocks of rock in underground mines to stabilise the rockmass in the roof (strata) against collapse. The rockbolts are typically low cost hot rolled rebar while cable bolts are composed of strands of wire, normally wound together around a central king wire (Hyett and Bawden, 1993; Vandermaat, 2014). The typical length of the bolts in underground mines is 2.4 m and 4–12 m for rockbolts and cable bolts, respectively (Vandermaat, 2014; Windsor and Thompson, 1997). Cable bolts are much more flexible and usually offer a much higher load capacity than rigid rockbolts. Their increased length and flexibility allows cable bolts longer than the height of a roadway to be used in underground mines."

In the course of, investigation of domestic manganese-mineral occurrences, examining engineers of the Bureau of Mines collected 2-ton lots of ore from properties in the Cleveland-district, Idaho. As only one of the ores was high enough in grade for direct marketing to-producers of ferromanganese, ore-dressing concentration methods were investigated to determine their amenability to treatment. High-grade ore. (38.7 percent Mn) from the Idaho Manganese Mining Co. was taken from a replacement deposit in limestone consisting of several horizontal beds 1 to 5 feet thick, about 1 mile northeast of Cleveland. The manganese minerals occur as an intimate intergrowth of manganese oxides, containing minor amounts of limonite, ?quartz, and calcite as rather fine inclusions. However, the major contaminants are claylike products of rock decomposition, which can be eliminated by thorough washing of the ore at relatively coarse sizes. The Hot Spot property is 1 mile south of Cleveland. The ore occurs as a replacement deposit of medium-grade- ore in limestone, .The sample taken by the Bureau of Mines assayed 26.0 percent Mn. The manganese minerals consist of nodules, principally pyrolusite with some psilomelane and manganite embedded in wad.' The low-grade wad, containing manganese and siliceous minerals in intimate association, was easily rejected by washing.

The range of environments which control the level of ground support required vary greatly in terms of rock type, rock structure and the mining method used. At the operating mines visited during this review the level of ground support was such that incidence of rock-fall- related accidents were rare. It was also found that methods existed to support most of the conditions encountered. The main problem areas were weak rock, major geological structures, areas of heavy jointing, high development density and areas affected by high mining-induced stresses and blasting. With stope support the level of success was much lower than that achieved in development; the larger spans and more rapid changes in geometry of open stopes compared with cut and fill stoping (where cables were originally used) led to significant problems. Before a useable design method for cable support of stope walls and pillars can be obtained the precise failure mode of the walls and pillars, and the interaction of the support and the rock mass must be investigated.

At its Copper Cliff Smelter, Vale Inco Limited processes a bulk copper-nickel concentrate in two Inco oxygen flash furnaces. Coke supplies a minor proportion of the process heat requirements, limiting the flash furnace matte grade to the target 45% CuNiCo. Coke addition to the furnace offers a potential means of establishing a reducing barrier on the surface of the molten bath. Such a practice would be conducive to producing sulfur deficient (partially metallized) matte. At the same iron content, the iron activity of sulfur deficient matte is higher than that of regular matte. A supernatant coke barrier could, therefore, be expected to lead to higher nickel and cobalt recoveries, reduction or even elimination of magnetite furnace bottom build-up and increased sulfur elimination as SO2 in the flash furnace. Extensive experiments were conducted in a miniplant flash furnace to investigate the effect on process metallurgy of the suggested modified scheme. The introduction and description of the experimental set up were given in Part 1 of this paper and an early paper published in Yazawa symposium1 together with the results and some in depth discussion on metallurgy. This paper intends to discuss the kinetics of the miniplant flash furnace testwork.

The Bureau of Mines performed drill calibration tests on two industrial percussive drills of 2-5/8- and 3-1/2-inch piston diameters to determine operating characteristics for their use in conjunction with penetration rate data in developing drillability equations and furthering the knowledge of percussive drills. The use of a linear velocity transducer for measuring piston velocities and application of its instrumentation are described. Data presented include relationships between maximum piston velocity and feed air pressure other results confirm the theory or data of previous investigators, and some comparisons are made with the performance prediction formulas of other investigators.

In underground mining applications, successful blasting results in less damage, which may lower support costs, lower dilution and produce a uniform fragmentation. The explosive detonation process creates a pressure front that propagates a stress wave into the surrounding rock mass at a high velocity. The stress wave can induce varying degrees of damage, depending on rock strength and physical properties, to the excavated area. This paper presents a summary of a research project that was conducted to investigate the propagation of explosive-induced stress waves in hard rock media and the mechanism of rock damage and fracturing due to shock wave propagation. The primary objective of this work was to numerically simulate the experimental study of blast-induced rock fracturing conducted within Inco Limited, Mines Research department. ITASCA?s discontinuum code UDEC (Universal Distinct Element Code), was used to simulate the results of the controlled blasting experiments. In brief, the focal point of the paper can be summarized as follows: ? Investigate the size of the stress-wave-induced fractured zone around the blasthole, ? Examine the extent and direction of the radial fractures that form outside the blasthole, and ? Explore the mechanisms that cause rock breakage.

The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.

This is followed by a description of developing technology, which is the result of years of research and piloting effort directed to the development of a more economical method to produce high-grade metallic zirconium. Pillar collapses are events that due to their severe consequences can be classified as high risk. The design of pillars in underground room-and-pillar operations should migrate to risk-based design approaches. The authors of this work proposed a risk-based pillar design methodology that integrates stochastic discrete element modeling for pillar strength estimation, and stochastic finite volume modeling (FVM) for stress estimation. This paper focuses on the stochastic FVM component for stress estimation. The mining and geomechanical aspects of a case study mine (CSM) are described and pillar stresses are estimated by using three approaches: (1) analytical solutions, (2) 2D finite element modeling, and (3) 3D finite volume modeling. This operation extracts a 30° dipping deposit, which makes current underground stone mine design guidelines inapplicable for this CSM. This work compares results from each stress estimation approach and discusses uses the point estimate method as a simplified stochastic approach to evaluate the effect of rock mass elastic properties variability on pillar stress distribution. Results from this work show that the three estimation approaches lead to different estimations, possibly, due to the wide range of assumptions each estimation approach considers. It was also determined that the horizontal to vertical stress ratio has a significant impact on pillar stress magnitude. Therefore, it is recommended to perform in situ stress measurements, or assume worst-case-scenario values to account and reduce uncertainty due to this parameter. The stochastic stress estimation approach used in this paper provides results that can integrate a risk-based pillar design framework.

To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Now, coal marketing must be recognized in its "true leadership role," Daniel said. Marketing people must know when to use spot sales to balance production objectives and maintain cost-effective-

In-pit crushing and conveying (IPCC) is an option to decrease the enormous operating costs that a truck shovel can introduce in an open-pit mine. Finding the best locations for the IPCC over the mine life will impose a new set of requirements for the mine planning. Through a two-step mathematical programming model alongside the road network, this method finds the optimal in-pit crusher locations and relocation times first and then optimizes the long-term mine schedule. The model is verified by a real mine. The results show that the truck travel time could be reduced by 500% and the discounted cash flow increased by 8% with an optimized schedule considering the crusher placement.

Based on laboratory tests and preliminary field tests of off-the-shelf steel toed rubber boots, a molded sole design was developed to provide increased traction over conventional calendared sole miners' boots. The pattern provided sharp edges perpendicular to both lateral and fore-aft slip vectors. The sole was designed to reduce mud caking. An instep lace-up capability was added to better secure the foot inside the boot. A five month field evaluation compared the prototype boots to the boots the participants usually wear. Although objective slip and fall data showed no significant advantage for the prototype, subjective evaluations made by the participants indicated increased traction for the prototype boots. Approximately 75 percent preferred the prototype to their own boot. Approximately one-third used the lace-up capability. It was concluded that molded soles provide better traction than calendared soles for the underground mining environment.

The Brattice Window Method was used to measure the leakage rates of a total of 42 ventilation stoppings in 8 hardrock mines. Various types of stopping construction were evaluated. The following types are listed in order of decreasing effectiveness: 1) Cinder block, 2) Timber and mortar, 3) Timber and polyurethane foam, and 4) Timber and brattice material. There are slight differences in the effectiveness of the first three types, while the timber and brattice type is substantially inferior to the others. The repeatability of the Brattice Window Method was found to vary with physical conditions in the mine such as stopping location with respect to intersections, regularity of drift cross section, and the presence of hardware such as air and water pipes, timber sets and wire mesh. The Brattice Window Method is viewed primarily as a tool for estimating and comparing stopping leakages for the purpose of determining where repair efforts should be concentrated. A laboratory test program resulted in the derivation of several "rules of thumb" for employing the Brattice Window Method, which will aid in securing accurate and repeatable data.

The Lake Lynn Laboratory is a multipurpose mining research laboratory operated by the Bureau of Mines and located in Fairchance, Pa, It consists of both surface and underground facilities. The initial focus of the facility, scheduled for full operation in fall 1982, will be on the problems of fires and explosions in mines. The initial experimental explosion was fired on March 3, 1982. The intent of this document is to provide the reader with detailed information on the physical capabilities of the Lake Lynn Laboratory. Subsequent publications will focus on the capabilities of Lake Lynn as compared with those of other similar facilities worldwide, and a comparison of initial explosion test results realized at Lake Lynn and comparable results from the Bruceton Experimental Mines.

At its Copper Cliff Smelter, bulk nickel and copper concentrate is processed in two Inca flash furnaces and Peirce Smith converters to produce Bessemer matte containing 0.6%Fe. After slow cooling and Matte Separation, Bessemer matte is converted into three main products using magnetic separation and flotation technology: (1) a nickel containing chalcocite concentrate (MK); (2) two types of copper containing nickel sulfide (ME and MR); (3) metallics (MYN). MK is further processed in the Inca top blowing bottom stirring MK Reactor to produce semi-blister copper containing ~4%Ni and ~3±1 %S. The semi-blister copper is then purified in the multi-purpose vessels (MPV) to produce blister copper by reducing Ni, Fe and S content through oxidation. High melting point NiO is formed inside the MPVs. The accumulation of solid NiO and other oxides requires periodic cleaning by adding reductant and furnace matte, a unique process called "washout" at Inca. For many years, the reductant used for the "washout" process has been 15%Si Ferro-silicon. With increasing cost and limited suppliers for 15%FeSi, alternative reductants were pursued. This paper summarizes the development and commercialization of new alternative reductants for MPV "washout".

In 2011, the value of mineral production increased in the United States for the second consecutive year (Table 1). Production increased modestly for most mineral commodities mined in the United States, and price increases, especially for precious metals, resulted in increases in the value of production. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates. U.S. apparent mineral consumption (industrial) of 11 mineral commodities decreased substantially from 2005 to 2010 (aluminum, cadmium, cement, copper, iron, lead, salt, soda ash, steel, tin and zinc). Data for 2011 were not calculated, but the data show a sustained decrease (especially for the metals) preceding the recession through 2010, so consumption seems to be behaving differently than production and GDP. After continued decline following the 2008?2009 recession, the construction industry began to show signs of improvement during 2011, with increased production and consumption of cement, construction sand and gravel, and gypsum ? mineral commodities that are used almost exclusively in construction. Crushed stone production, however, continued to decline.
