A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

Port Gaspé is located on the back side of Gaspé bay and is protected by a natural sand barrier with a length of 2,5 km, from which it got its name, Gaspé Sandy Beach (1). Since 1904 the Gaspé region had a deep water wharf, initially very different, in fact, from the one existing just before the recent reconstruction (2). This wharf with a length of 228 m and a width of 23 m was build of timber cribs. The outside walls of these cribs had been doubled with a wooden wall, creosote impregnated to provide resistance to decay and to the attack of marine organisms (limnorias) (3). Fifteen years ago the upper part of the wood construction had to be removed, because of progressing rottenness and was replaced by an L-shaped reinforced concrete structure (4).

The results of a program to demonstrate the technical feasibility of hydraulic borehole coal mining are presented in this report. The hydraulic borehole method of coal mining involves inserting a hydraulic mining device into a borehole that has been drilled from the surface into the underground coal bed. The borehole mining device issues a jet of water under high pressure, which breaks the coal. These pieces of coal, along with the water, form a slurry, which flows to the base of the borehole where it is pumped to the -surface. Phase I of the program encompassed the design, fabrication and factory-testing of a hydraulic borehole mining device. The program was successfully completed with the field tests being conducted at the Wilkeson-Carbonado Coal Field near Wilkeson, Washington. The technical feasibility of hydraulic borehole coal mining was demonstrated by mining 32 tons of coal at a depth of about 75 ft over a period of 4 hours.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

The methods used and the funds available for the development and oper- ation of shall mines and the reopening of small abandoned mines frequently present problems that tax the ingenuity and resourcefulness of the mining engineer far beyond that required in the mass production from large deposits. The objective of this paper is to describe in considerable detail the means whereby engineers have solved local problems in reopening an abandoned mine at which equipment, facilities, and funds were limited... The Etowah Coal & Iron Co. Gadsden red-iron-ore mine at Gadsden, Ala., 18 of interest in this category since it is the only independent red-ore mine under active development in the State. All other red-ore mines in Alabama are owned or controlled by the large iron or steel companies. The The mine, located on the southwest end of Shinbone Ridge in the outskirts of Gadsden lies in an ares once productive. but now idle, for many years. ore is relatively highgrade compared with that in the Birmingham area, but the bed is thin and somewhat lenticular. The presence of a large blast furnace at Alabama City, 3 miles from Gadsden, and the growing scarcity of red-iron ore supplies for it offered inducements for reopening the mine in 1946. Up to the time this circular was prepared (1947) only a small quantity of ore (about 1,500 tons) has been produced and shipped to the furnace. A force of 14 men was employed in sinking the main slope and developing a third "lift" (a local term for level) 100 feet below the old mine workings.

In this paper, results of a novel synthesis method of carbon-coated LiNi113Mn113Co11302 cathode material for lithium-ion battery are reported. The carbon coating was produced from a precursor, glucose, by microwave-pyrolysis method. The structure, morphology and electrochemical performance of the bare and carbon-coated LiNi113Mn113Co11302 were characterized by X-ray diffraction, scanning electron microscopy and charge-discharge tests respectively. The L8(27) orthogonal experiments were carried out to optimize LiNi113Co113Mn1130z/C technological conditions. The conditions of the orthogonal experiments were that the glucose content were 1.5 % and 4 %, the holding time were 15min and 30min, the heating temperature were 400 °C and 500 °C and the solvent were H20 and CH3CH20H. The main experiment target include specific capacity at 0.1C and 0.2C, Capacity retention rate, medium voltage attenuation rate and The fifth discharge medium voltage. The data were analyzed by Minitab 14 statistics software. The results of analysis of variance indicated that the most influential factor was the glucose content despite of discharge rate. Secondly, the effect of the solvent was equivalent to the holding time.

A major purpose of this contract was to evaluate a variety of dust suppressants to determine their effectiveness in mitigating dust from taconite tailings. During the course of the investigation tailings from pilot-plant tests of Minnesota copper-nickel ores became available and chemical binders were also tested for dust mitigation effectiveness on this mineralogically different material. Field-test plots were established on taconite tailings and wind tunnel laboratory tests conducted. The laboratory tests consisted of comparing treated and untreated samples at wind velocities of 40 mph using a weight-loss method and direct dust emission measurements. It was shown that the emission of fine dust from taconite tailings, in the range of 4.5 microns to 0.85 microns, could be reduced by 99 percent using certain chemical suppressants. It was also demonstrated that a straight water spray on coarse tailings (3/4" to + 10 mesh) reduced dust emission by 95 percent. Although eight different chemicals were tested, most of the tests were made using Coherex, ammonium lignin sulfonate and sodium silicate. These same dust suppressants were used, singly and in combination on almost 75 field-test plots. The Coherex appears to provide the best results in terms of economics and durability. Wind tunnel tests on treated and untreated Cu-Ni tailings demonstrated that applications of dust suppressants reduced fugitive fine dust by better than 99 percent.

The purification of hafnium by electron- beam melting at moderate energy inputs and at low pressures was examined in detail . Most metallic impurities and hydrogen were removed in the first few minutes of operation ; oxygen , carbon , and nitrogen were removed at a slower rate . Samples treated by electron bombardment suffered a small loss of weight and a gradual lowering of hardness . The magnitude of each change varied with the energy input and the duration of the melt . Analysis of the data confirms the loss of oxygen as a hafnium monoxide . Approximate activity coefficients for other contaminants are given .

Through metallurgical calculation and process analysis based on metallurgical theory, it is aimed to raise the concentration of smelting oxygen and improve the update speed of reaction interface, accelerate the reaction and achieve a high-intensity smelting at the stage of converting. The PM plant has launched a theoretical research on model of high-intensity converting aiming at increasing the oxygen concentration of converting, carried out transformation of Kaldo furnace converting system, performed a series of industrial trial operations, conducted multiple rounds of tracking test and data comparison in reducing the furnace cycle, lowering the unit consumption of fuel and stabilizing the furnace lining life. The move has practically tested and verified the correctness of high-intensity smelting theory.

This article examines the spatial variability of dust concentrations within a coal miner?s breathing zone and the impact of sampling location at the cap lamp, nose, and lapel. Tests were conducted in the National Institute for Safety and Health Pittsburgh Research Laboratory full-scale, continuous miner gallery using three prototype personal dust monitors (PDM). The dust masses detected by the PDMs were used to calculate the percentage difference of dust mass between the cap lamp and the nose and between the lapel and the nose. The calculated percentage differences of the masses ranged from plus 12% to minus 25%. Breathing zone tests were also conducted in four underground coal mines using the torso of a mannequin to simulate a miner. Coal mine dust was sampled with multi-cyclone sampling cans mounted directly in front of the mannequin near the cap lamp, nose, and lapel. These four coal mine tests found that the spatial variability of dust levels and imprecision of the current personal sampler is a greater influence than the sampler location within the breathing zone. However, a one-sample t-test of this data did find that the overall mean value of the cap lamp/nose ratio was not significantly different than 1 (p-value = 0.21). However, when applied to the overall mean value of the lapel/nose ratio there was a significant difference from 1 (p-value < .0001). This finding is important because the lapel has always been the sampling location for coal mine dust samples. But these results suggest that the cap location is slightly more indicative of what is breathed through the nose area.

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown&apos;s modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers&apos; Z2 measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

This paper deals with roof bolting in Alabama coal mines and iron-ore mines from the time it was introduced in early May 1948 to May 1, 1953, a 5-year period. The Tennessee Coal & Iron Division of the United States Steel Corp. began systematic roof bolting in early May 1948 in a coal mine and in an iron-ore mine, which had some of the poorest roof conditions in the Alabama mines. After the efficiency of roof bolting had been proved by the Tennessee Co. it was gradually adopted by other companies throughout the State, until in May 1953 approximately 53 percent of Alabama&apos;s total coal production and 100 percent of Alabama&apos;s total iron-ore production, mined underground, was being produced from roof-bolted areas. Statistics in this report will show the advancement made in roof bolting in the 5 years and also the amount of roof bolting that was being done as of May 1, 1953. Significant progress has been made in the coal and iron-ore mines of Alabama in reducing the roof-fall fatality rates during the past several years by adopting systematic roof bolting. The groundwork was laid through successful experiments early in 1948 by the Tennessee Coal & Iron Division of the United States Steel Corp. in cooperation with the Federal Bureau of Mines. This experimental work was based upon the previous experience of the St. Joseph Lead Co.2/ in its Southeastern Missouri mines.

The mining industry uses many types of mineral and metallurgical plants to produce saleable product from ore mined. Plant design history has left current operations with a mixture of manual operation and various forms of automated process controls. Consequently, we typically see high-variability in the continuous operations together with a shortfall in the attainment of full capacity or higher utilisation of consumables.At a level of best practice, ‘operational performance excellence’ focuses on process control, using automation and control systems to deliver process optimisation. This more sophisticated delivery is a great deal more difficult than the first stage of equipment selection/installation. It includes the appropriate selection of the right instrumentation and control system, key process knowledge, individuals with a solid control engineering background/experience and the essential backing/support of the operations management team together leading to higher-value delivery. Robust solutions can be realised, considerably minimising process variation, thus leading to process optimisation. This approach results in an easier, efficient and safer process while providing considerable returns for the plant owners.How variable are your processes, and do you maintain optimised process performance with dedicated resources, modern instrumentation, ‘best practice’ control systems and performance monitoring tools? In this paper, these questions and their possible answers are discussed.I say we can do much more and be ‘more efficient’ in our efforts to remain competitive. The Fleming method is widely used for the analysis and prediction of single pile behaviour under maintained loading. The method does not distinguish between bored and driven piles. Driven piling avoids the need to dispose of spoil from the pile installation and is therefore becoming increasingly attractive. This paper considers the theoretical effects of the possible preload at the base of a driven pile after installation, using the hyperbolic functions as defined by Fleming. The Fleming method is reviewed and the equations and analyses are adapted, using spreadsheets, to allow for a possible preload. The simplifying assumption of the effect of the elastic compression of the pile is also reviewed and a more analytical method adopted to assess the elastic compression. Some driven pile test data is analysed to consider the possible effects of the preload on the performance of a driven pile and to test the theoretical relationships that are developed in the paper.

Present conventional techniques for primary steelmaking in both integrated and non-integrated plants are outlined. 'Direct reduction' alternatives are reviewed and categorized according to the nature of the product produced, with particular emphasis on the limited number designed to yield steel as the end product. A proposed new technique, referred to as the Sherwood Process, is described in some detail as a new combination of selected features from the prior technology. This process is in-tended to realize, in integrated operations, the result of continuons steelmaking directly from the ore in a single plant and, in non-integrated operations, continuons steel-making from a metallic charge of scrap, sponge iron or pig iron. Prominent features are continuons processing in elongated, horizontal, rotary furnace equipment, controlled direct heating of each process stage and, for the over-all integrated process, a size separation for removal of excess solid reductant and other waste just prior to the melting step. Material and energy balances are presented as well as exemplary cost data. Reasons for selecting this particular combination of process elements are dis-cussed.
