In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

Construction of the Boddington Mine 130 km (81 miles) southeast of Perth, is about 89 percent complete. When the $2.9-billion development is finished, it will be the largest gold mine in Australia, producing 31 t/a (1 million oz/year), according to project majority owner Newmont Mining. Newmont?s acting regional group executive for Asia Pacific, Philip Stephenson, told a gold conference in Australia that the project would be ?the biggest thing for Newmont this year.? The project has been in the works for more than 10 years, but because of a three-sided ownership and fluctuating gold prices, it struggled to get started. However, Newmont is set to become the full owner of the project and is moving ahead on the low-grade project. ?We are targeting annual production of 31 t/a (1 million oz/year) for each of Boddington?s first five years. When it is in full production, Boddington will be the largest gold mine in Australia,? Stephenson said. ?The mine?s costs applicable to sales will be around US$9.64/g (US$300/oz) and that puts Boddington into the bottom quartile of the global cost curve. ?Strategically for Newmont, Boddington coming on-line will improve Newmont?s overall global geopolitical risk profile as it delivers greater exposure to an AAA-rated country.? Boddington has a projected mine life of 20 plus years. It has current total reserves of 622 t (20 million oz) and rising. Stephenson said Boddington has the largest reserve base of all gold projects in production or those that are about to go into production in A-rated countries or better. And it will be an important asset for many years to come. Newmont will acquire the remaining 33 percent share held by AngloGold Ashanti in a deal that should be concluded in the next two months. Various methods have been developed through US Bureau of Mines research to remove gas in advance of, during, and subsequent to mining. These include drilling horizontal or cross-measure boreholes from a mine opening, and vertical boreholes stimulated for drainage in advance of mining or for gob gas drainage. Techniques and equipment now exist that allow drilling a borehole at any angle to the vertical, and even along an arc. Stimulation treatments have also been developed that provide for increased gas production capability. This paper describes the long-term production history of five select gas drainage installations. The Bureau of Mines conducted or participated in four studies. The remaining study was conducted by the Equitable Gas Co. Principles of storage, release, and migration of coal bed gases The amount of gas contained within any given area of a coalbed depends on the coal's inherent storage capacity and the physical conditions of the coalbed. The gas storage capacity of coal is primarily a function of rank. As such, it cannot be affected by the presence of drainage holes (Kim, 1977). Certain physical conditions of the coalbed can, however, be changed that will affect the release and migration of gas. By pumping water out of the coalbed through the vertical boreholes, two important changes occur - pressure is reduced and water saturation is lowered. Reducing reservoir pressure releases gas as the coalbed adjusts and equilibrates gas to the change. Increasingly large amounts of gas are released for each incremental decrease in pressure. Lowering the water saturation level raises the permeability of the coalbed to gas and allows the gas to more readily migrate to the wellbore (Kisse and Edwards, 1975). For horizontal boreholes completed near mine openings, the coalbed has already undergone a pressure or water saturation reduction phase. This condition thus allows such boreholes to be highly productive with minimal water production. Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites, and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite, fluorite were deposited dominantly under high temperature conditions and they exhibit strong cathodoluminescence (CL). Three types of carbonatites have been recognized at the Okorusu, Namibia carbonatite complex and fluorspar mines by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite, and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

The Toulon tunnel project is a key component of the Highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960?s. The tunnel project is made of 2 separate tunnels: South and North tunnel. The North tunnel was built between 1992 and 2002 after 10 years of difficult construction (for example, on March 15th, 1996, a collapse of the tunnel in the ?Marchand Area? generated a sink hole in the city Center, causing 20 months delay). The South tunnel alignment runs parallel to the North tunnel at the same depth below Toulon historical downtown (20 to 40m depth with some areas with less than 10m of cover). The Risk management program was studied to be a State of the Art program in urban tunneling construction. The Hydro Geological Context The whole project area is covered with backfills and colluviums of 1 to 4m thick. The Schist, marls and sandstones, randomly distributed along the alignment below the first layer have different characteristics. While the Schist are pretty compact, the marls are fractured. The other layers have very different characteristics, and many faults are located along the alignment, especially in the limestones. The Breccia are heavily decompressed and deformable, as well as the other soils located in the Marchand Area. This 80m long area is where the settlements need to be controlled with an extensive monitoring program. The complete Geological profile is presented in Figure 1. [ ]

Many conventional structural analysis and design methods in current use are not appropriate for the mining industry. Two major reasons for this are that: • The economic life of a particular mine is limited, and • Much of the equipment and machinery used by the mining industry operates at relatively low speeds. Both of these factors can have significant cost implications if they are not properly accounted for during plant design. In particular, the often used practice of mitigating excessive vibration by adding mass to machinery supports is not only expensive but may worsen the vibration effects. Some of these problems, such as increased wear and tear, are not always easy to trace back to inappropriate design. This article focuses on vibration related issues and demonstrates that the mining sector has unique problems requiring unique solutions. Vibration: the basics Historic developments leading to current vibration design practices provide the key to why such practices are often inappropriate for the mining industry. To understand this, it is necessary to introduce some basic vibration theory. Consider a simply supported beam or foundation on which a vibrating machine is mounted. For analysis of the system's dynamic response, it may be viewed as a mass attached to a spring and a damper, such as the shock absorber of a car.

Pillars in underground limestone mines are required to support the overburden and provide a safe, stable working environment for mining personnel and equipment. Pillar stability was assessed by the National Institute for Occupational Safety and Health in underground limestone mines in the Eastern and Midwestern United States. It was found that current mine layouts have been successful in providing support to the overburden, while a small number of isolated pillar failures were observed. The stable pillar layouts and failed pillars were plotted on a chart that demonstrates the relationship between pillar width-to-height ratio and pillar stress. The results show that pillar failures occurred at the lower range of width-to-height ratios and can occur at relatively low stress levels. Zones indicating the potential risk of pillar instability are shown on the chart, based on hazards associated with the onset of rib spalling, large angular discontinuities and unconfined pillars. The chart can assist limestone mine planners to evaluate potential instability in current or new pillar layouts that are similar to those included on the stability chart.

One of the main objectives of this study was to evaluate a fine-coal cleaning circuit using an enhanced gravity separator specifically for a high sulfur coal application. The evaluation not only included testing of individual unit operations used for fine-coal classification, cleaning and dewatering, but also included testing of the complete circuit simultaneously. At a scale of nearly 2 t/h, two alternative circuits were evaluated to clean a minus 0.6-mm coal stream utilizing a 150-mm-diameter classifying cyclone, a linear screen having a projected surface area of 0.5 m2, an enhanced gravity separator having a bowl diameter of 250 mm and a screen-bowl centrifuge having a bowl diameter of 500 mm. The cleaning and dewatering components of both circuits were the same; however, one circuit used a classifying cyclone whereas the other used a linear screen as the classification device. An industrial size coal spiral was used to clean the 2- x 0.6-mm coal size fraction for each circuit to estimate the performance of a complete fine-coal circuit cleaning a minus 2-mm particle size coal stream. The ?linear screen + enhanced gravity separator + screen-bowl circuit? provided superior sulfur and ash-cleaning performance to the alternative circuit that used a classifying cyclone in place of the linear screen. Based on these test data, it was estimated that the use of the recommended circuit to treat 50 t/h of minus 2-mm size coal having feed ash and sulfur contents of 33.9% and 3.28%, respectively, may produce nearly 28.3 t/h of clean coal with product ash and sulfur contents of 9.15% and 1.61%, respectively.

This is an update of an original dissertation on this topic by Lavallee, McIvor and Stolovitch (1992). A step-by-step, technical procedure used to measure and improve the performance of plant grinding circuits was adapted into a training program. ?Systematic Design of Instruction? was applied to: ? Determine if training was a suitable way to deliver this new technology; ? Define the technical content of the program; ? Select program specifications based on learner and context characteristics; ? Design, create and test prototypes of the training modules; and, ? Establish a process for plant implementation. The training program covers numerous skills that are extremely valuable for plant personnel, not only in the grinding area, but also for many other parts of the plant. This paper describes how new skills are brought into the workplace through designed instruction can be an effective alternative to hiring during severe skilled labor shortages.

Mill crushing drive systems are essential to cement producers. With the increased emphasis on operating efficiency, it is vital that these systems be dependable and reliable. No one needs the costs or headaches associated with unscheduled downtime or inefficient machinery operation. A reliable drive system starts with the proper selection of the ring, or girth, gear and continues through proper maintenance. Ideally, selecting the right girth gear brings together the gear manufacturer, the system designer and the end user. The gear manufacturer must know the details of the application, the demands that will be placed on the gear and the nature of the equipment to be driven. Similarly, the user and the system designer must be familiar with the variables that affect gear drive performance and service. For example, an application that places a torque load on the drive in excess of its rated capacity will result in gear tooth distress and, in severe cases, breakage.

TBM case histories from over 400 tunnel sections are analyzed presenting a comprehensive application of the Rock Mass Excavability (RME) index (Bieniawski et al.2006). The paper introduces two new adjustment factors, called the Factor of Tunnel Length and the Factor of Crew Effectiveness, which were established to represent more realistically the interaction of the rock mass characteristics, the TBM parameters and the performance of the crew operating the machine. A new correlation is provided for predicting the average rate of advance of double-shield TBMs working specifically in the double-shield mode.

The contract for the construction of the Inline Pump Station for the Milwaukee Metropolitan Sewerage District involves the sinking of three shafts and the excavation of a pump chamber. The shafts are being sunk to a depth of 104 meters and pass through 52m of sediments before encountering dolomitic bedrock. The pump chamber is constructed in dolomite. The sediments are alluvial, estuarine and lacustrine in origin, with some ice margin deposits. They comprise loosely consolidated fine to coarse grained sand, silts, clays and gravels, and they are heavily saturated with a water content often above 60%. The water table is at a depth of 3m. The dolomite is silurian, generally dense, with some clay-filled vugs and shale partings. Until 1983, underground construction in the Milwaukee area had been limited to depths of 26m in the sediments and 20m in the dolomites. Water control methods had included caissons, compressed air, extensive internal and external dewatering, and grouting. Flows of 20 liters per second were commonplace with as much as 80 liters per second being encountered in the rock. However, in 1984 work was commenced on the deep sections of the Milwaukee sewerage scheme with the letting of three major contracts including the Inline Pump Station. With excavation taking place at greater depths, it become obvious that previous methods of water control would be inappropriate. To protect against major inrushes of high pressure water in the rock, an extensive program of pre-grouting from the surface was specified. Water control in the sediments was left to the discretion of the contractor and in each case freezing was choosen. This paper describes in detail the grouting and freezing procedures.

When considering all the aspects of a viable mine plan, it is important to estimate the accurate cost of mine ventilation, which varies as a function of airway dimensions, fan selection and ventilation network. Optimization of the overall elements of ventilation design can lead to very significant cost savings when capital and operating cost savings are considered in combination. This paper will describe a methodology, whereby ventilation costs can be minimized by optimizing the ventilation aspects of mine design and fan selection, by providing a brief description on ventilation theory and the factors which affect ventilation operating and capital costs.

A common problem during the operation of the Kaldo furnace is the formation of accretions and blockage of the injection lance due to splashing. This typically occurs during the processing of anodic slimes for the production of doré. In this work, a 1:7 scale model of the Kaldo furnace currently in operation at Metalúrgica de Cobre, Mexico, was built in transparent acrylic plastic. Water and colored oil were used to represent the doré and slag, respectively. The model was used to determine the maximum penetration distance of the injection lance under a variety of experimental conditions at room temperature. Input variables included two types of oil, rotation speed, inclination angle, and the fraction of the vessel volume occupied by the liquids (φ). A mathematical correlation for the dimensionless maximum penetration distance of the injection lance d ∗ as a function of φ, the Froude number of the liquids in the vessel (Fr), the Reynolds number of the gas jet (Re), and the oil-to-water kinematic viscosity ratio (η)was developed. Reasonable agreement between the calculated and experimental values was obtained. Digital images showed that splashing was caused by the turbulent gas jet impinging upon the free surface of the liquids, whereas the cascade effect was negligible. The results of this work have been useful to improve the operation of an industrial Kaldo reactor.

By Dec. 10, our cutoff date, we had 430 responses, representing about 1.5% of the 28,238 people who received the September issue of ME. In the data that follow the tabulation and percentages are based on the number of individuals who responded to the particular question. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded told us something positive - you look at or read the magazine. Of the 430 respondents, 428 or 99.5% indicated that they had read or looked through the July and/or August issues. Those of you who refer to the magazine once are 207 or 48.5%. Those of you who refer to the magazine two or three times are 193 or 45.2%. Those of you who refer to the magazine four or more times are 27 or 6.3%. How much time do you spend reading the magazine? Rare earth elements (REEs) are crucial to green technology such as hybrid-electric vehicles, wind turbines and fluorescent light bulbs. As of 2011, China dominates the global production of REEs and is reducing its export quotas. To predict the supply of rare earths in the United States based on future supply scenarios, a web-based database and geographic visualization tool was built. Five case scenarios with varying levels of REE demand were created by varying several economic conditions including (1) international trade policy, (2) greenhouse gas regulations, (3) environmental mining regulations and (4) tech applicability ratio of REEs. The most likely scenario, which is based on current international demand levels, indicates the importance of expediting the development of extractive operations of current REE resources within the United States. The results of the different case scenarios are supported by using dynamic geographic maps indicating the location of rare earth ore (REO) resources.

Universities are not immune from the large number of retirements facing the mining industry. Department heads anticipate that we will need to replace all of the senior mining engineering faculty in the U.S. by 2020. Long term studies of Ph.D. completion times and success rates indicate that in Engineering disciplines in the U.S., the ten year completion rate is 65% at best and the four year completion rate is less than 8%. We do not have accurate data on completion rates and times for mining or metallurgical engineering Ph.D. students in the U.S. but students self-report their expected completion times are around 4 years. National data on doctoral students indicate that younger, full time students with sufficient financial support have a higher probability of success in completing their degrees in a timely manner. Students in Eastern U.S. mining engineering programs are on average 32 years old, 85% are full time, and the gap between support and cost of attendance is $5,000 per year. Students in Western U.S. programs are on average 38 years old, 78% are full time, and the financial gap is $8,483. Further, it appears that domestic graduate students are not very geographically mobile. The current demand for new faculty is higher in Western programs but the longer term retirements are higher in Eastern programs. While all Ph.D. students who responded to the 2010 survey indicated an interest in a faculty position at some point in their careers, very few were applying for the open positions. Over the past 35 years for which data could be obtained, the maximum number of Ph.D. students enrolled in mining engineering in the U.S. is 115 with a maximum of 27 degrees granted in one year. On average 89 students are enrolled in doctoral programs in mining engineering in the U.S. with average degree production of 15 Ph.D.s per year.
