Consideration is given to the strategic long-term planning process, an investment prioritization methodology and specific tools and techniques based on the discounted cash flow philosophy.

Fluctuating SO2 gas streams represent a difficult task for designers of SO2 removal systems (with respect to designing the plant), but in spite of the designers great efforts to solve the problems, the operation of such plants requires much care and attention. A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

Pipe pigging is a technique for the in situ (field) coating application, to create a seamless internal anti-corrosive lining of long pipelines. The technology originated in the cleaning of pipes, and these proven cleaning methods continue to be used today. Firstly mechanical cleaning of the pipeline is performed, using wire brush, razor back, course stud and fine wire pigs, then foam pigs, or criss cross pigs, and urethane blade scrapers to remove loose debris, wax, residual hydrocarbons and corrosion products from the pipeline. Part of the proprietary techniques and expertise is to ensure that these cleaning pigs do not get stuck Next chemical cleaning of the pipeline is performed, using repeated pig runs with detergents, solvents, acid etching, corrosion inhibitors, consecutively batched between two pigs, to ensure a clean, dry metal finish to a visual cleanliness standard of ISO SA2½. These in situ techniques were developed, 40 years ago to apply internal corrosion protection to pipes using a thin layer of epoxy based paint (50 to 100 micron). Until recently these old techniques were never improved upon. Although many thousands of kilometres of pipes were successfully coated with these thin film epoxy based paints and old application techniques, these thin paint films had problems in weld coverage, and were also unable to fill pits caused by pitting corrosion, and unable to replace metal loss caused by channel erosion. New coating material developments, revised application methods and modified pigging equipment have now made it possible to apply thick film coatings as corrosion barriers to the internals of pipes in the field, using these pigging techniques. The thick coating films can be up to 1 mm (40 mils) thick in a single coating run over long distances. The new thick film coating materials and application techniques are similar to continuous screeding, creating a far more robust seamless internal pipe lining when compared to the old technology of thin film paints. With thick film polymers the option now exists to create a structural GRP pipe within a pipe, be it steel or cementicious. It has been preferable, even necessary, to move away from the traditional epoxy paints and coatings. It was found difficult or impossible to use epoxy materials for these pipe coating applications due to the requirement for achieving a suitable viscosity with adequate hold up. In order to reduce epoxy viscosity a solvent or reactive diluent is required. This inevitably lead to solvent entrapment and poor cure characteristics in cold climates. Further mud cracking in over thick areas, the inability to extend or reduce pot life, poor control of cure time and limited resistance to aggressive or chemical environments made solvent based epoxy resins a poor choice.

The empirical pillar strength formulae have been widely, and in most cases successfully, applied to design underground pillars for mines in the Bushveld Igneous Complex (BIC). This paper presents the case for combining the empirical method with numerical modelling when it comes to crush pillar stability analyses. The benefits include an understanding of potential failure mechanisms, which may then be accounted for in the designs. In addition, the impact of weak layers, such as shear zones, the impact of the dip of the orebody, differences in layouts, such as holing widths and the presence of advanced strike gulleys (ASGs) immediately adjacent to the crush pillars, and stress regime (k-ratio) may be studied using numerical modelling, as it is not accounted for in the empirical method.

In mineral exploration the place that yields the first significant result is marked and two questions are posed immediately. Where should the next sample be drawn and how big should it be? At present the answers are arbitrary and ad hoc. They depend on personal experience and sentiment?that is hunch. The thought processes involved in reaching the decisions are unsatisfactory and unsatisfying for professionals. This paper proposes guidance on choosing sample spacing and sample size. The guidance is obtained from the grades of the samples. The grades also imply the extent of influence of each sample assay. Thus sampling and assay are integrated. The integration is achieved by changing the unit of value in which assays and grades are expressed and by exposing meanings and functions of grade beyond that of measuring rock value. The proposals are extended to guide comminution of particle size in sample size reduction and to deal with the problem of erratic high assays. Also, elucidation becomes possible of the computation of a reliable figure for average grade as a statistical weighted mean.

Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

This paper describes measurements of current and voltage done on submerged arc furnaces. The aim is to focus on and attempt to separate from one another the electric arc current and the current bypassing the arc through the charge. Toward this goal two measurement campaigns on AC-arcs burning on coke beds are ac-counted for. The first was done on a 150 kVA pilot furnace at SINTEF in Trondheim Norway, and the second one was done on a 48 MVA industrial furnace run by Icelandic Alloys in Iceland. The measurements were compared to simulations employing an advanced MFD arc model. The main results are that a coke bed does not necessarily behave as a linear conductor. However the warmer chemically transformed part of an operating Si-metal or FeSi furnace probably exhibits linear behaviour and passes a considerable fraction of the phase current, perhaps on some operating conditions, as much as 50%.

Irrigation of agricultural crops may be a cost-effective option for the utilization of gypsiferous minewater as it may also create an opportunity to produce crops during the dry winter season on farm sin South Africa, such as in Mpumalanga. In this study, intensive field monitoring systems were developed and implemented to assess the feasibility and sustainability of irrigation with gypsiferous mine water. Soil water and salt balance components, as well as crop yields, were monitored in field trials carried out at Kleinkopjé and New Vaal Collieries (Anglo Coal), and at Syferfontein (Sasol). Field measurements indicated that high crop and pasture yields can be obtained, provided fertilization and irrigation water management are appropriate. Soil water and salt balances indicated that considerable amounts of minewater can be used and considerable masses of salts can be removed through precipitation of gypsum in the soil profile. With appropriate management, water and salt runoff and salt leaching can be intercepted, thereby minimizing the impact on groundwater. The SWB model is being validated through on-going monitoring. This will allow the use of the SWB model at other sites to predict the long-term impact of irrigation with mine water on soil and groundwater, as well as to run scenario simulations in order to recommend sustainable management of irrigation with minewater.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

In over ninety per cent of mineral sand plants, the most commonly used equipment is the spiral concentrator. The tonnage treated over typical spiral plants can range from as low as 200 ton per hour up to 6 000 tons per hour. Due to the limited capacity of each spiral, plants consist of multiple spirals assembled into banks. The mixture of minerals present in the sand feed requires several spiral stages to achieve the desired mineral recovery. Due to the complexity of the spiral circuits, there are always some design and operating problems that present themselves in plants. These range from slurry distribution, spirals operating at incorrect design parameters and feed variations. The material being treated is difficult to maintain in suspension due to its high density, resulting in segregation and preferential flow in pipelines, distributors and sumps. The objective of this paper is to highlight common problems associated with spiral installations to designers and operators of plants. Practical solutions are recommended in order to prevent and minimize these mistakes in the design. These solutions may be used to improve performance on operating plants.

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

The introduction of extra low profile (XLP) mechanized equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations` incorporating injury-free production and cost-effective mining technologies. The method allows for the introduction of a suite of ultra-low profile equipment in narrow reef (1.2 m) stoping operations. For the first time it is now possible to achieve total trackless mechanization at these widths and indications are that XLP mining has the potential to add more value when benchmarked with conventional mining and low profile (1.8 m) room and pillar methods. Various mine layouts were tested at different sites within Anglo Platinum and the XLP breast mining layout proved to be the most effective. This paper describes the results of the trials at Waterval Shaft and concludes with recommendations on our future strategy on implementation of XLP technology within Anglo Platinum.

Mining companies are increasingly looking to the developing world for the next generation of mining projects, often in countries that have little or no previous history of large-scale mining. One of the major challenges for such projects is hiring?and retaining?personnel that have technical skills and experience in mining-related disciplines. Staffing a mine with an expatriate workforce is neither cost-effective nor sustainable, and many countries now insist that mining companies ?transform? the profile of their workforce to more closely mirror the demographic profile of the host population. The need to nurture mining-related skills in emerging mining nations is not solely limited to the workforce: there are also pressing economic and sustainability imperatives to develop capacity within local service providers such as consultants and contractors, as well as to facilitate informed engagement between mining companies, government and civil society. However, few educational institutions in emerging mining nations currently have the ability to offer practical training in mining-related disciplines. Local employees who are sponsored by companies to develop their skills through international study maybe impeded by language and cultural barriers, and may also be taught using course content that is of limited relevance to the specific challenges of their future working environment. This paper addresses the challenge of skills development and retention in emerging mining nations and uses examples from sub-Saharan Africa and the Asia Pacific region to explore practical means of developing capacity in mining-related disciplines. It examines the need for companies to implement strategies to develop local technical capacity in countries where they envisage a long-term operational future and also highlights the need to foster partnerships between academia, developmental institutions, mining companies, governments and civil society to establish the critical mass of mining-related skills required to nurture the development of a sustainable mining industry.

The concept of selectively extracting copper from a low-grade dump leach solution followed by stripping the copper into an acid solution from which electrowon copper cathodes could be produced occurred to the Minerals Group of General Mills in the early 1960s.This simple, elegant idea has resulted in a technology by which about 2.2 million tonnes of high quality copper cathode was produced in year 2000. The growth of this technology is traced overtime with a discussion of the key plants, the key people and the important advances in leaching, plant design, reagents and electrowinning that have contributed to the growth of this technology. Some thoughts on potential further advances in the technology are also given.

The safety of mining operations is significantly influenced by the in situ stress fields in which the mining excavations are created. From the point of view of planning of mining operations, the in situ stress field is a most important input parameter for valid modelling of excavations. Many in situ stress measurements have been carried out for mining and civil engineering projects in southern Africa over the past 30 to 40 years. A database of in situ stress measurement results and observations has been compiled. This paper presents results extracted from the database which are considered to be of particular interest to mining areas in South Africa. The database will permit the estimation of likely stress conditions in new areas of mining, provide a basis for evaluation of results from future in situ stress measurement programmes, provide a basis for comparison of observed behaviour with expected behaviour, and provide a source of data on which realistic design and layout analyses can be based. The information contained in the database indicates that horizontal to vertical stress ratios in the Carletonville, Klerksdorp and Rustenburg areas are significantly higher than the value of 0,5which is commonly used in mine layout planning.

The basis of this paper is a compilation of work in the design and construction of copper heap leach facilities, and interviews with various heap leach operations personnel in Chile and Peru. The purpose is not to highlight specific mines and their performance, but rather to discuss geotechnical/civil features of copper heap leach facilities that function well, as well as features that do not. During the 1990s several copper heap leach facilities were brought on-line in South America. Many of these facilities have now been operational for a number of years during which time the operators have been able to monitor the performance of their heaps. This paper serves as a compilation of operators? experiences, and provides a discussion of the lessons learnt over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of inter-lift liners. This conference provides a timely update of the original paper (Burkhalter et al, 2002).

It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context in which they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage such as nuclear power generation where international cooperationis eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit its mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. "The cost efficiency and high reliability of semi-mobile or combined in-pit crushing-conveying (IPCC) and truck systems, compared to conventional truck-shovel systems alone, make them more attractive for use in modern mining operations. Semi-mobile systems, which are the most common systems in open-pit mining, combine the advantages of both systems such that fewer trucks are required, operating costs are lowered, and the operation is environmentally sound. One major aspect of utilizing this system is determining the location of the in-pit crusher and the timing of relocations. Facility location models are rarely used in the mining sector, but these models may be used for solving the in-pit crusher location problem. To this end, the main parameters affecting the IPCC location in open pit mines are reviewed and examples given of how they are applied to a dynamic location-relocation problem. Subsequently, the model is implemented for Sungun copper mine in Iran and the number and the exact time of relocations of the IPCC units determined. IntroductionNowadays, compared to the last century, metal prices are more volatile, average and cut-off grades have decreased, and stripping ratios increased. From a mining engineering point of view, many ore deposits with simple access and low capital and operating costs have been exhausted. The remaining deposits are located at depth, with no easy access, which requires high initial capital costs (Osanloo, 2012). Mining at great depths and high tonnages is possible only through open pit mining. Today, more than 80% of open pit mines in the world use a shovel-truck system for loading-hauling operations (Osanloo, 2010).With increasing depth, haulage distances increase and the number of loads per truck decreases. As a result, fuel, tyre, and depreciation costs per ton increase. Owing to these factors, open pit mining at great depth (300 to 1000 m) using shovel-truck systems faces some technical and economic problems. In-pit crushing-conveying (IPCC) systems have been known in the mining industry for many decades. The idea was introduced in 1956 in Germany. Today, the cost efficiency and high reliability of IPCC make it more appealing than conventional shovel-truck operation, especially in longer life projects with lengthy transportation distances and high production rates (Koehler, 2003). Since 1956, different aspects of this system have been reviewed by many researchers. Barua and Lanergan (1985) developed a computer program that compares the tonnage aspects of various conveyor layouts. They believed that to maximize the economic benefit of lower haulage costs associated with in-pit conveying, one must first minimize the cost of the flatter slope, which is expressed in terms of additional stripping or tied-up ore. Dos Santos and Stanisic (1987) evaluated the design of a high-angle conveyor at the Majdanpek copper mine. Then, Sturgul (1987) applied GPSS (general purpose simulation system) to find the best location of an in-pit crusher."
