The fifth Annual RMCMI Mine Rescue Evaluation was held June 29 through July 2 in conjunction with the 92nd RMCMI Convention. Eight teams from four states participated. Ray Blaisdell Activities started with a Rope Rescue class taught by John Peleaux, from Innovative Access, at 1:00 p.m. on Saturday. The Mine Rescue Reception, Team Meeting, and Equipment Inspection was held Saturday evening. All participants received a T-shirt and cap. The Mine Rescue Evaluation started Sunday morning and ran until it was rained out around 3:00 p.m. There was a team swap meet Sunday evening at which teams bought extra caps and shirts. They also traded with other teams. [ ] The Evaluation resumed Monday morning and ran until mid-afternoon. The Evaluation was made up of seven stations. There were six scenarios and a written test. Teams were also challenged by a 14-foot confidence course wall to get their team over. The teams were evaluated by: Jack Knight Champion International, Pensacola, FL Becki Pickert Colorado Northwestern Community College, Craig, CO John Peleaux Innovative Access, Evergreen, CO Lynn Busskohl Kerr-McGee Coal Corp., Gillette, WY Lenny Altenburg Kerr-McGee Coal Corp., Gillette, WY Elvin Stanton Kerr-McGee Coal Corp., Gillette, WY Clarence Baker Kerr-McGee Coal Corp., Gillette, WY The victims for the scenarios were from the Kerr-McGee Mine Rescue-Team. They were: Dana Cooper, Doland Zink, Suzanne Ott, Mike Szuma, and Craig Moore. Also helping as a victim was Candy Cobb from Casper, WY. [ ] The program concluded Tuesday morning with the Awards Breakfast. A medical kit, donated by Strategic Supply, was given to the Solvay Minerals Team for the fastest time over the confidence wall. Engraved stone awards were given to the teams indicating the rating they achieved. Four teams received Level Ill (The highest rating) and three received Level II. The Kerr-McGee team also received an award for helping put on the evaluation. Additional stones were presented to Jack Knight, John Peleaux, Becki Pickert, and RMCMI President. Marcie Greenberg. The current plans for the 1997 Mine Rescue program are that Jim Andrews with Colowyo Coal will assume the chairmanship. Goals for next year are to increase funding and participation by establishing sub-committees or task groups. With the chair located in Colorado, coordination of the evaluation should be easier. Comments from all the teams were positive and they intend to return next year at Steamboat Springs. [ ]

PRESIDENT WHITESIDE: The chair will now throw the meeting open to discussion. GEO. B. PRYDE: In the old days at Rock Springs we had electric plants situated about half a mile from our mines; we had small boiler plants; we had an electric plant with about 600 kilowatt capacity. About ten years ago we discarded the old steam plants and started building towards a centralized power plant. We now have three 2,500-kilowatt turbine generators and one 1,000, and our peak load is about 7,000 kilowatts. We have had to rebuild the old power plant, scrap the old machines, and install water tube boilers. We did this as a matter of economy in a small local plant we had years ago, and it has grown to be a large central plant, supplying power for about 20,000 tons of coal daily, and distributing this power within a radius of twenty miles. We have found this method of power to be more economical than with the old plants, and the people who buy power from us in the Rock Springs field say it has been to their advantage also. We found this last year, when we had to shut down for five months, that that plant was the only plant operating in the Rock Springs field, supplying all the power, running of fans and pumping during the time the mines were shut down, and it helped the situation very much. We had an old wooden building which we had to tear down, raise the walls, and put on a steel roof; had to rebuild the boiler room and rebuild the boilers. The water situation at Rock Springs has never been very good; we get our water from wells 250 to 500 feet deep, and use one and one-quarter million gallons a week. We have two large spray ponds and we have gotten along well. There isn't any comparison between the central power station and the old method of making power. (Applause.) FRANK YOUNG: I listened with a great deal of pleasure to the paper just read, and it struck me it was remarkable how a paper prepared by anyone could be so nearly identical and coincide so very near with the experience of another. It is just like some work I have had. I had the engineering part to do for the power plant for ten years, and I think at that time we did all of the things that he mentioned in his paper. Also his analysis of the cost of power seems to me exactly right. If I had gathered the figures and made the statement myself I think it would have been very much the same as was read. The oil industry had its inception in the United States in 1859 when the first oil well was drilled by Col. Drake at Titusville, Pennsylvania. From, a production of 2000 barrels for that year there was a slow but steady increase, with some fluctuations, up to 1901 for which year the output was approximately 69,389,194 barrels. Since that time the production has increased with leaps and bounds due to the rapid rise of the automotive industry, the widening use of oil as a fuel under boilers and the development of the. Diesel engine. The production for 1921 is estimated to have been 469,639,000 barrels. During the same year more than 125 millions of barrels were imported from Mexico. The oil industry, including the production, transportation, refining and distribution of petroleum and its products, is now the third largest in the country. Present Condition of the Industry During and immediately after the war the demand for petroleum exceeded the domestic production plus the imports from Mexico with the result that our storage oil was heavily drawn upon. Prices for crude exceeded all previous levels in the history of the industry. Pennsylvania crude sold for $6.10 per barrel and Mid-Continent crude for $3.50. Such prices stimulated wildcatting greatly with the result that several important new oil pools were discovered. Then as production increased the depression came which caused a large falling off in consumption. Pennsylvania crude fell to $2.25 per barrel and Mid-Continent to $1.00. Large oil companies such as the Standard, Sinclair and Empire took advantage of the situation, erected additional storage tanks and bought up millions of barrels to hold until better prices returned. Prices have already improved owing to a better market, but the domestic production coupled with the Mexican importations is still in excess of the demand with the result that the surplus is being stored. At the close of the year 1921, the U. S. Geological Survey estimates that there were 183,890,000 barrels of crude in storage in this country, the largest stocks in the history of the industry, yet an amount sufficient to supply the country for only 119 days at the present rate of consumption. Price reductions are again anticipated in some quarters but in view of the probable falling off in the Mexican output in the near, future due to the rapid rate of exhaustion of several of the most important pools and in view of the expected increase in consumption of gasoline and kerosene during the spring and summer months it is more likely that the present price level will be maintained. Present Sources of Domestic Supply Seven major oil fields are recognized by the U. S. Geological Survey in the United States. These are the Appalachian, Lima-Indiana, Illinois, Mid-Continent, Gulf Coast, Rocky Mountain and California. Two of these, Mid-Continent and California, supply about seventy-five per cent of the present total domestic output

A great many questions were asked Mr. Bright, and Mr. Bright's opinion was given on a number of subjects. He spoke at length on spring suspension of locomotives, bringing out the necessity for better spring suspension due to heavier weights and higher speeds now developed. The subject of dynamic braking was brought up, and the opinion of the engineers present was that dynamic braking was not a desirable feature except where heavy, long, adverse grade is encountered. Mr. Goddard and Mr. Bright had a spirited discussion regarding ball bearings, bringing out the opinion of the meeting that ball bearings in motors are preferable to sleeve bearings, and the few failures so far encountered are due to improper application or insufficient size of bearing. Mr. Shubart brought up the question of locomotive speed, mentioning some high speed work on main haulage, also an interesting experiment in a large Eastern mine where very slow speed, 3 1/2 miles per hour, gathering locomotives were substituted for the high speed gathering locomotives with an increase in cars gathered and a material decrease in derailment and accident. Mr. Bright mentioned the improvement in gathering reels, and Mr. Shubart mentioned the safety in the use of the concentric cable in direct current, using the outer wire as the ground wire, so that in case of accident to the cable, the ground wire acted as a protector to the live wire, materially decreasing the danger of sparking. Mr. H. I. Smith of the Bureau of Mines brought up the question of explosion proof construction, and Mr.. Bright and. Mr. Shubart explained the construction adopted by two of the larger manufacturers. Experiment has shown that the force of explosion in motors due to gas does not exceed 150 pounds per square inch. All forms of screen or baffles have proven an actual source of danger, due to the collection of dust, usually soaked in oil, forming an active means of propagating flame, together with the fact that all these appendages are frequently left off when the motors are repaired. Modern construction eliminates all openings, screens, devices for stopping or extinguishing flame. The motor is made entirely enclosed, practically air tight, all joints are ground and all openings necessary for access and attention are closed by bolted plates. The case is made stout enough to withstand any interior explosions, and ample ribbing is provided for heat dissipation. Mr. Bright was asked regarding the use of contactor control. He replied that his company is now recommending contactor controls for series and parallel starting on all locomotives of 13 tons and over, and particularly on the tandem units that are now becoming popular in coal mining work. Your Chairman and the Program Committee have limited the time allotted to me, and so, with your permission, I will omit the preliminaries, and wade right into my subject. I believe I am safe in taking for granted that you are all agreed that electricity is the most feasible means of transmitting the power used in coal mining. If you are not, then the papers read before the Association in previous years have failed of their object. If you are so convinced, the only question is as to the choice between alternating and direct current, and the voltage. Fundamentally, this is primarily a matter of dollars and cents. With the sole exception of your trolley locomotives, there is no part of your equipment that cannot be operated as well on alternating as on direct current. With your pay rolls at their present high level and the efficiency of the labor you employ at the stage it now occupies, I believe you will agree, first, that everything possible must be done to increase the tons of coal produced per man employed; and, second, that ample power at all times must be available at every machine so that every one of your men can really get out a day's work without any avoidable delay. Speaking Electrically, all this means is a machine instead of a man wherever it is possible for a machine to do a man's work, and full voltage at the machine always, so that there can be no excuse for the work not being done promptly and efficiently-and dependably. The real reason for the selection of one kind of current or the other can best be understood by considering the formula which determines the size of wire required for transmitting electrical energy. The size of the copper required, and, consequently; its weight and cost, depends upon four factors: 1. The amount of energy or power to be transmitted. 2. The distance to be covered. 3. The percentage of loss allowed. 4. The voltage at the receiving end of the line. These factors enter into the problem to different extents, and, briefly, the size of wire depends directly upon the amount of power and the distance transmitted, and inversely upon the percentage of loss allowed and the square of the voltage. From this it will be seen that, with the amount of power and the distance fixed, if the loss is to be cut in two, the wire must be doubled with a given voltage, while if the loss remains constant and the voltage is doubled, the wire may be cut in four; that is, reduced 75 per cent in weight and cost. Now, standard motors are designed and recommended by their builders to run within a range of 10 per cent under voltage to 10 per cent above voltage - 440-volt motor, then, should preferably not be operated on less than 400 volts

A Japanese mining engineer was given a year's leave of absence by his company and dispatched on a tour of inspection of all the principal coal mining regions of the world. He visited the New Castle region of England, Wales, Scotland, France, Germany and Alsatian mines, the underseas col¬lieries at Nova Scotia and Vancouver, and our own important fields of Illinois, Pennsylvania, West Virginia, Kentucky, Colorado, Utah and Wyoming. You are probably surprised to know that after seeing all these, he pronounced the Gebo mine of the Owl Creek Coal Company as the most interesting operation he had seen. The Gebo Mine is located about three miles west of Kirby on the Chicago, Burlington & Quincy Railroad in the Big Horn Basin region of Wyoming, 500 miles north of Denver and 200 miles south of Billings, Montana. The mine is working on a coal bed five or six to eleven or twelve feet' thick, dipping 22 to 23 degrees toward the northeast. The coal occurs in what is called the Eagle formation; and is found between two massive sandstones from 25 to 65 feet thick, which, weathering into bold', gray-colored cliffs, serves as a guide to the location of the coal bed. The deepest workings have an overburden of 800 feet. Cleavage planes of the coal extend at an angle of 45 degres to the pitch, and perpendicular to roof and floor. The coal itself is generally clean and not difficult to cut. It ignites readily from spontaneous combustion, however, which circumstance makes an ever-present fire hazard which must be carefully watched and guarded against. The coal is classed as sub-bituminous with analysis about as follows: Moisture 17% Volatile Matter 33% Fixed Carbon 46% Ash 4% Sulphur, about ½ % B. t. u. value a trifle under 11,000. It is known as Owl Creek coal, is one of the best domestic and steam fuels in the West, and is very popular in Montana, Idaho, Washington, Wyoming, South Dakota and Nebraska. While the coal slacks somewhat rapidly when exposed to the weather, it stores readily for months if placed under cover. On account of the somewhat isolated position of the mine as regards manufacturing establishments, there was a decided difficulty in disposing of slack, especially during the early years of the mine (1907 to 1914), and approximately 10 per cent of the entire product had to be wasted as slack during those years. This difficulty has been largely overcome since 1914, due partly to growth of manufacturing establishments in tributary territory, and also to enlarged transportation facilities. Also largely due to its isolated position, the mine has been compelled to use an extremely large proportion of box cars, much over 50 per cent of the product (in some years 75 per cent) being shipped in box cars, which, of course, entails extensive loading equipment and increases cost of loading. The output of the Gebo Mine for 1920 was 348,000 tons, for 1921, 273,000 tons; the rate of production during the year 1922 was over 1,700 tons daily, and 2,000 tons daily in January, 1923. The mine was developed by driving three openings straight down the pitch, the main slope being 12 to 14 feet wide and 3,000 feet long. A little distance from the surface a pair of level entries were turned right and left, known as the first East and first West. RMCMI members were welcomed at 12:30 p.m. by President McKeever. Following the luncheon held at the Conference Center, McKeever introduced Mr. Brooks Mitchell who is President, Human Resources Management, Inc. in Richardson, Texas. His topic was "Perspective on the Last Five Years. " The RMCMI Championship Tennis Tournament was held at the Marriott's Mark courts under the direction of Chairman Alan W. Czarnowsky and his committee members Mary Kay Aisenbrey and Jon Pratt. EVENING Tuesday, June 29, 1982 From 6:00 to 9:00 p.m. a Mini-Banquet was held for the young people of RMCMI members in the East Room of Lionsquare Gore Creek Lodge. The 6:00 p.m. time found RMCMI members gathered for a social hour at Marriott's Mark poolside, The Annual Speechless banquet followed at 7:00 p.m. in the Conference Center. After the dinner, President McKeever introduced the Golf and Tennis Chairmen who announced the prize winners. Robert W. Wilson, Chairman of the Nominating Committee, presented the following slate of officers for 1982-83: President, Vernal Mortensen; Vice Presidents-Colorado, Charles W. Margolf; Montana, Art K. Neill; New Mexico, Robert Diederick; North Dakota, James A. Brown; Utah, Bernard Bernstrom and Wyoming, John T. Goodier. It was moved by Loren V. Linville, seconded and carried that the elective ballot of RMCMI be cast for the officers as nominated. Mr. Wilson advised RMCMI that a successor to Mrs. Whiteside would be selected at a later date by the Committee and Executive Board inasmuch as Mrs. Whiteside's resignation had been received only ten days earlier and there had been no time for interviews. There being no further business, the meeting was adjourned at 9:30 p.m. MORNING SESSION Wednesday, June 29, 1982 President McKeever called the meeting to order at 9:30 a.m. in Salon A of the Marriott's Mark. New business included a report of the Auditing Committee and it was moved by Chairman Paul Hronich, seconded and carried that the Financial Report as prepared by the Treasurer, Mrs. Augusta Whiteside, be approved as submitted. The report of the Resolutions Committee was presented by Chairman Ed Ziolkowski who moved that certain resolutions be approved. The motion was seconded, carried and the resolutions follow: 1. RESOLVED, WHEREAS, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the coal industry have suffered the loss, through death, of the services of: John Chrystal Richard R. At the meeting of the American Institute of Mining and Metallurgical Engineers, G. S. Rice, Chief Mining Engineer of the U. S. Bureau of Mines, announced the definition of a gassy mine. This definition has been awaited with much interest, especially by the Safety Committee of the Rocky Mountain Coal Mining Institute. It applies to the whole area of all mines, any part of which is on the public domain of the United States. Consequently it will be of wide application in the western part of this country. The safety committee of the R. M. C. M. I. has been hopeful that the Institute would adopt this definition without exception as the codes of rules to be recommended at all mines in the Rocky Mountain area. The statement follows: "The U. S. Bureau of Mines believes that all coal mines are potentially gassy; but for purposes of administration in respect to prevention of explosions and fires, the Bureau recommends the following classification: "Class 1 coal mine-A practically non-gassy mine in which flammable gas in excess of 0.05 per cent cannot be found by systematic search. "Class 2. coal mine-A slightly gassy mine in which (a) flammable gas has been found, ? but in quantity less than two per cent in still air in any active or unsealed-abandoned workings; or (b) flammable gas can be found, but in quantity less than four per cent, in some place from which the ventilating current has been shut off for a period of one hour; or (c) flammable gas can be found,* but in quantity less than one-fourth per cent in a split** of the ventilating current; or (d) flamamble gas is found in quantity greater than' specified rate*** of not more than 25 cu. ft. per minute. "Class 3 coal mine- A gassy mine in which flammable gas is found in quantity greater than specified for a Class 22 coal mine. GENERAL NOTES REGARDING DECISION NO. 3 "(A) Flammable gas found in coal mines is, with rare exceptions, methane. In coal-mining fields where natural gas is found in lower geologic horizons by deep wells which pass through or nearby the coal mines, there have been rare instances of la leakage from the well. Natural gas is chiefly methane; that constituent almost always forms more than 85 per cent of the whole, but it usually contains ethane, propane and traces of butane also. Therefore if the latter gases are found in mine air it is an indication of leakage. The lower limit of explosibility of methane-air mixture when there is turbulence of five per cent and of natural-gas-air mixtures with about ten per cent ethane and associated hydro-carbon gases is 4.6 per cent. The limit therefore varies with the character of the mixture. " (B) To determine the proper classification of a coal mine, it is advisable that systematic testing and sampling be done at least three times in a period of not less than 72 hours. All tests and samples of the mine air, except one, must show an inflammable-gas content less than the maximum limit of the class to which the mine is assigned. In other words, a tolerance of one test or analysis may be permitted to provide for a mistake or a very exceptional occurrence. "(C) When a new mine is being opened in a coal field where existing mines are generally gassy, it is common sense to assume that similar conditions will be found in the new mine, and its development and equipment should be based upon the expectation that it will be assigned to Class 3."

The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. Secretary's Apology: Although every effort was made to secure efficient stenographers, the railroad conditions at the time made it impossible to get stenographers from Salt Lake City. Practically all of the discussion was therefore lost, and the Secretary's apologies are offered to those whose names and remarks we are unable to record. 'We are indebted to R. Dawson Hall of Coal Age for what we have been able to print. The question was asked why belt conveyors are not more generally used. BENEDICT SHUBART: Belt conveyors lack the ruggedness of metal conveyors and require more accurate alignment. They are much used in England though comparatively scarce here. The H. C. Frick Company's belt installation at Colonial mine is an unusual installation for unusual purposes. It is hardly main haulage, but is more comparable to railroad transportation. The belts are in long sections,, nine hundred to twenty-three hundred feet, there are no particular grades, only two turns, and the immense tonnage handled justifies a quality of installation that at this day would not prove economical in most mines. EUGENE McAULIFFE, Union Pacific Coal Co., Omaha: Was much impressed on learning at the American Mining Congress that the Hudson Coal Company had mined last year 1,500.000 tons of coal from a 36-inch bed and had transported this coal to the mine cars by scrapers and conveyors. He did not believe that because one or two percent of the men around the mines were opposed to loading machines, that it should be said that the mine workers were inimical to such labor saving means. He believes that when duly explained to them they could see the advantages of the equipment offered and would be friendly to its introduction. The Sheridan-Wyoming Coal Company at Sheridan have eight Goodman Hydraulic loaders in operation in rooms .with Joy loaders driving the headings. It is not possible for the mines which had to pay high wages to compete with those whose wage scales were lower unless by the introduction of loading machines. He received a letter from Dr. L. E. Young of St. Louis, general manager of the Union Collieries Company, that his two Goodman Hydraulic machines were loading an average of three hundred tons each daily. THE SECRETARY: H. N. Taylor, president, Sheridan-Wyoming Coal Company, said Mr. Green of the American Federation of Labor told him he would have no trouble with Union Labor, and, if any local disturbances were created, they would be stopped. The Union nationally is with the introduction of labor saving equipment. J. B. FORRESTER, General Superintendent. United States Fuel Company, Hiawatha. In his opinion metal conveyors are preferred because they can be lengthened and shortened at pleasure, and so can be operated with greater flexibility than belt conveyors. W. C. It was said that when the Gunn-Quealy Company started their operations, the coal was very large, but now there is not so much care taken to produce large coal as the market is now demanding smaller coal. It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile. The briquetting of fuel is an industry centuries old and has followed the hammer and tongs method of making use of any by-product fuel by the simple process of sticking the mass together with anything that will stick. If fuel briquetting, as an industry, once in the lead over coal mining, had kept pace by introducing science, there would not at this time be the mad scramble to look up the fuel briquette family tree and accept every new method as fruit without the cultivation that makes fruit worth while. Cultivation of industry is a mass of evidence showing a tremendous expenditure of money for mistakes paving the way to success. Cultivation of the mining industry is practiced by nations and low temperature distillation and fuel briquetting will in the near future receive the same consideration. Fuel briquettes were used as a winter fuel in Ireland and Scotland before the discovery of America' or the introduction of coal as a fuel to replace briquettes in Ireland. This industry was practiced by the peasants who collected peat from the bogs and cut it into brick-shaped blocks, which were set up to dry in the sun and stored under cover for use or for sale. Demand for peat briquettes led to competition that resulted in a highly refined fuel. In some localities the peat was ground and purified from the earth by washing before placing in presses to squeeze out the excess moisture and form a block of peat about four inches thick. These blocks, after standing in the sun for a few weeks, were cut into briquettes about four inches square by twelve inches long and moved under cover where they remained until thoroughly dry. In this form peat makes an excellent fuel with considerable heat, small amount of smoke while burning, and tough enough to stand hauling in carts and boats without breakage. Slack from domestic coal, non-coking and anthracite, has until recently commanded a very low price and the attention of briquette men has centered on ways and means of preparing this class of fuel for the market in the form of briquettes. Industrial plants with automatic stokers have taken kindly to cheap slack or slack that was cheap because the price has been boosted to a figure where the cost of slack plus the cost of binder and operation makes fuel briquettes somewhat expensive. However, fuel briquettes are being turned out in commercial quantities to compete with prepared lump coal and the demand is in favor of the briquette man. Science has been called to aid the briquette and it is possible to purchase a complete coal briquetting plant that will turn out between four tons per hour and thirty tons per hour of briquettes at a calculated cost per ton to cover material and every item down to insurance on the plant. A few briquettes are being ' made with a mixture of- Portland cement and pulverized coal, where this class of briquette is cheap in the making, there is the increased amount of ash due to the cement to contend with and the briquette is not one that can compete with lump coal. Most binders have a fuel value, such as coal tar, pitch, asphalt residium, flour, glue and secret binders. Most briquettes are of an egg shape, weighing between one and one-half ounces and five ounces, pressed to form with a pressure varying between 1,000 pounds and 2,500 pounds per square inch. This' pressure, together with the binder, make a lump of fuel harder than most grades of soft coal. Most of the briquettes are free from pitch odor, and any tendency to leave a trace of the binder on the fingers, easy to handle, quick to, ignite, high in heat value and capable of indefinite storage without any change. Evaporative efficiency of briquetted fuel in stationary, marine and locomotive boilers has proved that a great many low-grade coals can be fired successfully in the briquetted form, where the same fuel without briquetting failed to give boiler rating.

In presenting a summary of the uses of fine and pulverized coal the writer has borne in mind that we are not trying to determine what a combustion engineer should know but we are only trying to find out in what ways the consumption of slack can be stimulated. First discussing the use of powdered coal it can be stated that it has passed the first experimental stage but is still capable of much development and improvement. It has already found successful application in stationary and locomotive boilers, cement kilns, calcining furnaces, reverberatory smelting furnaces and many other types of furnaces, such as open hearth furnaces and annealing furnaces. For stationary boilers it seems to have been thoroughly demonstrated that powdered coal is more efficient than stoker installations. Over-all efficiences of boiler and furnace in stoker installations of the best type run from 70 to 76 per cent; whereas the efficiency of powdered coal installations averages slightly over 80 per cent. However, due to the increased cost of pulverized coal, the increased efficiency of these installations over stokers, from a money stand-point, will not be more than 1 or 2 per cent. The fusing of the ash in pulverized coal installations has given some trouble but apparently is easily overcome, on the other hand the fine ash, which is carried along with the draft, causes trouble both in the boiler and by settling on surrounding buildings or ground. Offsetting the disadvantages the great advantages of pulverized coal for stationary boilers seem to be: First-the ease with which a change in the load on the boiler can be taken care of. Second-when a boiler is cut out for a short period the "stand-by" losses are much less and, Third-a much poorer grade of fuel can be used. In many cases where pulverized coal has been used it has replaced slack coal which is of little advantage to the coal operator. However,, in other places it has replaced gas or oil and this is where the coal man is interested. Pulverized coal has the same advantages as the liquid or gas fuel but the question as to which is preferable depends on their relative cost at the point of use. In small stationary boilers where stokers are not used, very frequently the larger sizes of coal are, and it would be an advantage to the coal industry for them to be converted so as to burn pulverized coal, but so far there are only records of a few of such small installations having been a success and there is apparently room for a large amount of experimentation. In furnaces, such as smelting and assaying furnaces, annealing furnaces, etc., slack coal is not used and where pulverized coal has been installed it nearly always replaces fuel oil or gas. Just how much increased consumtion of coal can be made by pulverizing it for use in furnaces of this type can not be determined but it seems worthy of investigation. For locomotive boilers pulverized coal has found some application up to date but where it was being used in the United States it was stopped when we entered the war. In Brazil, however, the Central Railway has been using pulverized coal for locomotives with excellent results. If it could be possible to apply it to locomotive use where fuel oil is now used, or the larger sizes of coal, it would certainly make a big difference in the slack situation. Now as to the uses of slack coal without pulverizing. The writer's investigations lead him to believe that the greatest opportunities in this direction are in the line of increasing its use by apartment houses and small home owners. In fact in looking into the subject I found that a number of men in Salt Lake City are using run of mine coal in the usual type of house furnaces, some of them by separating the fines and wetting them down before feeding to the furnace claim they get no loss whatever through the grate. However, for best results with fine coal different types of furnaces must be installed and for apartment houses it would seem necessary to have either a small automatic stoker or else spray the fine coal in with an air blast from

Men and institutions are what they are largely because of inheritance. Out of the past comes experience that enables men to build more wisely than did preceding generations. The field of possibilities has widened as the horizon of men's vision has been extended. The realization of these possibilities has depended largely on the application of men's natural endowments, brain and brawn, to the problems at hand. In the field of mechanized mining, Wyoming has a greater percentage of men with vision, who have a realization of the possibilities of mechanized mining, than any other state in proportion to tonnage production. With the introduction of mechanized mining systems have come problems that have caused the men who are connected with the safety work much thought. Discussions on mechanical drilling, cutting, loading, conveying, haulage, etc., have come in for their share of the debate. There have been a few attempts made to show that mechanical mining is safer than are the more primitive ways of doing underground work by man power. We also have a number of places in the coal producing States of the United States, where the mechanized systems have been abandoned chiefly on account of the safety element involved bringing about condemnation of the system by State inspection forces. Certain types of scraper systems have been condemned, and some have voiced opposition to long faces. This would lead us to believe that the question is still a debatable one as far as the safety element is concerned. It is only fair that we discuss the operations of mechanical systems and from the results obtained take analysis of conditions as they exist, basing our conclusions from the results obtained.

It is a real pleasure to attend another meeting of the Institute. This is partly because I am a Westerner by birth and training. As a young man I had personal experience with firing Colorado and Wyoming coals. The coal industry of the United States has done an outstanding job of producing coal. We can all be proud of the industry's record of continuously adopting technical improvements in coal mining. NEED FOR MORE EFFECTIVE COAL MARKETING However, it cannot be said that the industry has done an equally good job of marketing coal. There has been a rapid growth in U. S. population, and an even greater expansion of industrial demands for heat and power. Yet coal consumption for the past several years has been no greater than it was 40 years ago, in 1912 and 1913.
