Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

"GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. S. Bureau of Mines in cooperation with R. M. Lambie, chief of the Mining Department of the State of West Virginia who assigned L. W. In October, the Aluminum Company of America restarted the fourth of seven pot-lines at its Point Comfort, Tex. primary aluminum smelter. The price of primary aluminum ingot, as quoted by American Metal Market, was increased from a range of 60.5 to 63.0 cents per pound at the end of September to a range of 66.0 to 66.5 cents per pound at the end of October. BERYLLIUM On October 15, Brush Wellman, Inc., of Cleveland, one of two U.S. producers of primary beryllium products, announced a planned $6 million expansion of its extraction plant at Delta, Utah, increasing the plant?s capacity to extract beryllium from bertrandite ore by 25%. Another $5 million will be spent on two mine expansion programs in Jaub and Millard Counties, Utah. Other mineral claims and 1 eases he 1 d by The Anaconda Company will be taken over by Brush Wellman through lease or purchase. This expansion, when completed in 1981, will decrease U.S. dependence on imported beryl ore.

"INTRODUCTION In a previous publication4 results were given of numerous experiments made on the in-flammability of gas mixtures consisting of methane, hydro a. carbon monoxide, nitrogen, and carbon dioxide. Data were obtained and tables prepared giving the inflammable limits of each of these combustibles when mixed with various proportions of carbon dioxide and nitrogen. By the use of these data and the application of Le Chatelier's law, it was found possible to calculate the limits of inflammability of any gas mixture containing any or all of the above gases.Various mixtures of the five gases given above were prepared and their limits determined experimentally and then calculated. Good agreement was found between the determined and calculated results when complex gases encountered in mine safety work were tested. Of special significance was the accurate calculation of the limits of inflammability of gases from mine fires, gases from mine explosions, detonation products of explosives, blast—furnace gases, automobile exhaust gas, and other gases of a similar character.Using the method given in the above report, Yeaw5 investigated a number of industrial gases including oven, coal, producer, blue, carbureted blue, and dry quencher gases, and found the determined and calculated results to agree remarkably well, thus giving further proof of the value of such a means of determining dangerous conditions when combustible gases are encountered in practice.GASES FROM A POTASH MINEGases were recently encountered in a potash nine in New Mexico, containing the com-bustibles, methane, hydrogen, and ethane. In one special case a mild explosion occurred when these gases were mixed with the right proportions of air and ignited it therefore became necessary to know the inflammability of these mixtures in order that the proper precautions could be taken to prevent explosions."

The three major objectives of this contract were (1) to survey underground diesel-powered mining machinery to determine noise exposure problems, (2) to recommend noise control techniques, and (3) to develop a technique for predicting underground sound levels from surface sound power measurements. The objectives were achieved. The contractor developed information on the severity of the noise problem caused by diesel engines underground and pinpointed the equipment causing the problems. He recommended a number of corrective techniques that can provide relief until long-term solutions are found. A procedure for predicting underground noise levels from above-ground measurements of the machine noise was found valid for several cases tested.

DOMESTIC OUTPUT of white arsenic, As2O3, was derived entirely as a byproduct of smelting arsenic-containing copper ores by The Anaconda Company at Anaconda, Mont., and American Smelting and Refining Company at Tacoma, Wash. Arsenic metal was not produced. Consumption, and Uses.-Most of the white arsenic produced in 1964 was consumed in manufacturing lead and calcium arsenate insecticides. In the 12 year period since 1951 the production of lead arsenate insecticide has varied between 7,800 tons and 4,900 tons, indicating that lead arsenate has maintained its position in competition with organic insecticides.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. .1. The purification pilot plant and the equipment, solution, and gas cycle used for removing hydrogen sulfide and carbon dioxide are described. 2. As sulfur recovery is necessary in any large Fischer-Tropsch plant, pilot-plant runs were made at 300 p.s.i.g. to study the efficiency of tri-ethanolamine solutions in removing selectively hydrogen sulfide from gases containing varying amounts of carbon dioxide. 3. Aqueous solutions of TEA of 20, 30; 35, and 50 percent were investi¬gated. Data indicate that 30 to 35 percent is the optimum concentration if both selectivity and economy are considered. Slightly better selectivity is obtained with the.20 percent solution, but steam consumption is greater owing to the higher solution rates. Results from our pilot plant runs indicate that a 50 percent solution not only produces an acid gas of lower hydrogen sulfide content but also requires high solution rates to effect hydrogen sulfide purification. 4. Data from 37 runs using TEA are presented in tabular form. In addition, the data are correlated and presented in three sets of curves. By using these curves, it is possible to calculate the compositions of the purified and acid gases for various raw gas mixtures. 5. In cooperation with the Southern Natural Gas Co., investigations were carried out at 300 p.s.i.g. on the simultaneous removal of hydrogen sulfide and carbon dioxide, from gases using various concentrations of diethanolamine. 6. Data from 17 runs employing 20, 30, and 40 percent DEA are reported in both tabular and graphic form. 7. A comparison of the data from one DEA run made at 200 p.s.i.g. with those from the runs operating at 30O p.s.i.g. shows float the absorption capacity of the solution, and, hence, the steam requirements per gallon are about the sage for both pressures. .The only real advantage of the higher pressure is the additional volume of gas that can be treated. 8. The quantity of steam needed to reactivate fouled TEA and DEA solutions increased as the reactivator pressure was increased about 1,0 to 1.1 pounds of steam was required for each gallon of circulating solution when the reactivator was operated at 5 p.s.i.g. 9. A curve is included that shows the effect of the hydrogen sulfide con-centration in a lean 35 percent TEA solution on the hydrogen sulfide content of the purified gas and on steam consumption for reactivation. 10. Both TEA and DEA reduced the organic sulfur content of the raw synthesis gas considerably. Analyses of the lean amine solutions showed a gradual build up of sulfur compounds, indicating that the compounds formed by the amines and organic sulfur do not break down under the ordinary operating conditions of the reactivator. 11. Considerable operating difficulty was encountered in the pilot plant owing to foaming of the amine solutions. Laboratory experiments in which the effectiveness of certain antifoam agents was studied showed Alkaterge C to be most promising for the particular conditions studied.

Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic.

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft Sinking operations could be reduced by over 30%, on the average with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.

This report presents the results of an investigation by the U. S. Bureau of Mines in cooperation with the State of Colorado, on the yields and properties of oils produced from oil shale, lignite and subbituminous coal using the standard assay method developed by the Bureau for oil-shale testing,. The purpose of this work, which is part of the general study of oil shales being conducted by the Bureau of Mines and cooperating agencies, was to obtain information on the amount and character of the yield of crude oil or tar from different typical oil shales, the yield of light oil or naptha that might be suitable for use in motor fuels, and other products of shale oil. As the west has large resources both of oil shale and low-grade non-coking coals, it is of interest to know the relative yields of tars, light oils, and combustible gases that can be produced from these coals when retorted under conditions similar to those suited for oil-shale retorting. Source of Samples The coal samples were obtained from deposits on or adjacent to the public lands in the States of the Rocky Mountain region. Many of the mines sampled are operating under Government leases or permits. The number of coal samples secured from the various states are: Colorado, 6; Montana, 9; north Dakota, 6; New Mexico. 1; South Dakota, 1; Wyoming, 9. Of these samples, 14 were lignite coal, 16 subbituminous coal, and a bituminous coal. The standard channel method of the Bureau of Mines was used for sampling. Coal samples received at the Boulder Office weighed about twelve pounds each, and duplicate samples were sent to the Pittsburgh Station for proximate and ultimate analyses. The origin of the samples and description of the deposits are given in Table 1.

The results of a comprehensive investigation of conveyance arrestment devices (safety catches) in United States coal mines are presented. Availability and use, performance, inspection, maintenance, testing, procedures, and regulatory requirements were investigated. Information was obtained from equipment manufacturers, mine operators, and regulatory-agency personnel, as well as from studies of domestic and foreign mining safety regulations. Traditional mine hoists and commercial elevators for mine use were investigated. Results of this and an earlier study of wire-rope practice in United States coal mines show a continued need for conveyance arrestment devices. A wide variety of these devices are in use. Only two types have been proved reliable for stopping a conveyance without injuring passengers or equipment. These are elevator overspeed-actuated wedge-clamp (Type B) safeties and broken-rope-actuated devices for wooden guides using a single-tooth-dog design developed in Ontario as a braking element. Elevators are widely used in U. S. coal mines. When maintained according to American National Standards Institute (ANSI) Specifications A17. I and A17. 2, they appear to present no major arrestment problems. Of 42 coal-mine hoists used for man transport that were inspected, 30 are in vertical and 12 in inclined shafts. Twenty-four vertical shafts use wood guides; 6 use steel. The 12 inclined-shaft systems use flanged-wheel T-rail guidance. Two wood-guided vertical-shaft systems use the single-tooth Ontario-type dog; the other 22 use multi-toothed wedges, cams, or dogs that have been proved highly unreliable. The arrestment devices in the six steel-guided vertical-shaft systems and in six of the inclined-shaft systems cannot be evaluated because performance data are lacking. The remaining six inclined-shaft systems have no arrestment devices at all. Of the 36 hoists with arrestment devices, the devices of 16 are never tested, the devices of 10 are actuated periodically with the conveyance at rest, and the devices of the other 10 are actuated periodically with a slow-moving conveyance. Although high speed is as probable as low speed in an emergency and would provide the best test of arrestment capability, no tests are performed in the United States which demonstrate the ability of an arrestment device to stop a loaded conveyance from high speed. Mine operators indicate little confidence in their conveyance arrestment devices, and manufacturers recognize a need to improve their products. Neither state nor Federal regulations provide a guide to this improvement. Mine operators, manufacturers, and state and Federal regulatory agency personnel would welcome specific guidance. In view of this, a set of application, design, actuation, stopping-performance, and testing and inspection criteria is presented as a guide to eliminating the inadequacies of these devices. Recommendations are included for improving hoist controls and machinery directly affecting conveyance safety.

The Brunswick Mine Diesel Particulate Filter Study was one of several research projects initiated by the Diesel Emissions Evaluation Program (DEEP). The study was carried out at Noranda?s Brunswick Mine in Bathurst, New Brunswick by Noranda Technology Centre and Brunswick Mine personnel with the collaboration of Natural Resources Canada - Canada Centre for Minerals and Energy Technology (CANMET), National Institute of Occupational Safety and Health (NIOSH), Andreas Mayer of VERT, and diesel particulate filter (DPF) system suppliers. The study began in early 2000. Field evaluations continued for 20 months. The final report?authored by Sean McGinn?was submitted to DEEP in the Autumn of 2003.

This paper discusses the design of small head frames that will fill the needs of prospectors and small operators whose operations are conducted through shafts. The head frames considered were designed to handle relatively small tonnages. It was assumed that the shafts in which buckets are used would not exceed 300 feet in depth and that not over 60 tons of rock would be hoisted, in, 14 hours. In the design of the larger head frames, a hoisting capacity of about 250 tons per 6 hours from a depth of 300 to 500 feet was assumed. Under these conditions, hoisting speed, rate of acceleration, and weight of rope have a negligible effect on the head frame design and, therefore, have been ignored in the following, discussion. Because timber is relatively cheap and easily obtained in most mining areas, the discussion has been confined to timber construction.

"At one time the Alaskan Eskimo lived in many small settlements scattered along the Arctic coast. These settlements extended as far south as Bristol Bay and several miles inland on the large rivers. When the white man established trading posts, schools, hospitals, and missions, these people gradually congregated around them in a few large villages. The natural fuel supply near many of the large villages along the Arctic coast became exhausted as a result of the abnormally large influx of people from small outlying settlements.The population of Barrow, Alaska, according to the 1940 census, is 363 persons, but since that time it has increased considerably, and later estimates place the present population between 400 and 500 persons. With the exception of 25 white persons, the entire population is comprised of Eskimos.The government maintains a school, hospital, radio station, and weather station at Barrow. In addition to the government, installations, there is a church, a privately owned trading post, and cooperative store owned by the Eskimos.For many years the Barrow Eskimos depended on driftwood and petroleum residue from Cape Simpson for their fuel supply. This fuel provided not only warmth for the Eskimo during the long cold winters but also heat for melting ice, the only source of 'water during .the winter. In recent years the sources of petroleum residue and driftwood have not been adequate to meet the demands for fuel During the winter of 1942-43 and again in 1943-44, Barrow experienced an acute shortage of fuel.The fuel problem at Barrow was brought to the attention of Governor Ernest E. Gruening, who was instrumental in getting a Bureau of Mines engineer4/ to investigate reported coal occurrences in the vicinity. Coal deposits along the Meade River and at Peard Bay were examined during the spring and fall of 1943. The Alaska Native Service shipped in mining equipment in September 1943 and commenced stripping an open-pit mine on the Meade River in June 1944. In conjunction with this work, an engineer5/ of the Bureau explored by churn drilling to determine the tonnage of- coal in the vicinity of the mine. In addition to this work, the Bureau of mines examined coal deposits in Peard Bay area and along the Kuk River south of Wainwright."

This paper, describing milling methods and costs at the Hillside Fluorspar Mines at Rosiclare, Ill., is one of a series being prepared for and published by the United States Bureau of Mines on non-metallic milling methods. The milling practice described is that of one of the large mines in the Kentucky-Illinois fluorspar field in southern Illinois and western Kentucky, on the Ohio River. Milling methods throughout the district are similar in their general principles, although details vary considerably in different plants.

Tables based on 1985 data, which were not available in time for publication of the "1985 Minerals Yearbook," are included in this chapter; corresponding tables for 1986 are not yet available. Raw nonfuel minerals produced in the United States during 1986 had an estimated value of $23.5 billion, an increase of $0.25 billion over the 1985 value. This is the fourth consecutive year that the value has increased, and except for a de- crease in 1982, the value each year has increased since 1971, or 14 out of 15 years. Industrial minerals growth slowed from a 3% increase in value in 1985 to a 1.5% increase in 1986, reflecting the slow growth in the domestic economy. The value of industrial minerals, more than three times larger than the value of metals, easily offset the less than 0.5% decline in the value of metal mine production. Although the decline was small, this decrease makes 1986 the fourth year in the past 6 years in which a drop in the value of metal mining production occurred in the United States. U.S. production continued to lag behind the growing world production. Overall, the estimated raw nonfuel mineral production rose 1% over that of 1985. Domestic mine production of ferrous metals declined as follows, in decreasing order of production: nickel, iron ore, tungsten, and molybdenum. All remaining domestic primary nickel and tungsten mines had closed down by yearend. Nonferrous metals that similarly declined included titanium, rare-earth metals, lead, silver, zinc, and magnesium. For the second consecutive year, aluminum, produced predominantly from imported bauxite, declined in production, while imports reached record-high levels. Somewhat modest gains were made in beryllium and copper. As has been the case for a number of years, gold was a bright spot in the domestic and internation-al metal mining industry. Gold production was spurred on by the increasing usage and development of heapleaching techniques that make lower grade ores, which were previously uneconomical, profitable. Additionally, various mining companies, the U.S. Mint, individual States, and a number of foreign countries began production of gold bullion and commemorative coins. Gold output in the United States increased from 2.43 million troy ounces (revised) in 1985 to about 3.73 million troy ounces in 1986, a dramatic 54% rise.
