With the United Nations Conference on Sustainable Development fast approaching it is timely to reflect on the integral role seafloor polymetallic nodule mining will play in facilitating sustainable development and alleviating global poverty. Polymetallic nodule mining presents mankind with a unique opportunity to advance the world?s sustainable development aspirations, particularly given the ultimate beneficiaries from polymetallic nodule mining will be the billions of people around the world that require greater access to more affordable minerals for their social and economic development. This paper discusses the importance of polymetallic nodule mining in the context of sustainable development and forecasted growth trends, supply and demand dynamics, the decreasing grade and quality of terrestrial mineral resources, and the Green Economy, as well as in light of a comparative analysis that demonstrates polymetallic nodule mining offers a socially and environmentally advantageous alternative to terrestrial mining.

Every year approximately 22 million tonnes of marine sand and gravel are dredged form British waters. The eastern English Channel (EEC) contains substantial reserves, a proportion of which have been identified by the aggregates industry for potential future exploitation. The main aim of this study is to produce broadscale marine habitat maps of the EEC area. The UK aggregates industry has formed a consortium of representatives (the eastern English Channel Association), and have sponsored an initial baseline survey and follow-up sampling programmes as part of a Regional Environmental Assessment (REA) covering a patchwork of aggregate prospecting areas. To complement this effort, a large-scale geophysical survey was conducted in 2005 to place the REA in a wider spatial context and, thereby, to help assess the environmental significance of any future impacts arising from commercial aggregate extraction over the broader region of the EEC.

One of the numerous challenge for underwater mining is the positioning. This paper describes an architecture for the integration of an Ultra Short BaseLine (USBL), an Acoustic Synthetic BaseLine (ASBL) operating in Sparse Array mode and a Doppler Velocity Log (DVL) closely coupled with an Inertial Navigation System (INS) for precise subsea positioning in severe environments. By using such architectures, the INS can help to reduce the noise on the measurements coming from acoustic sensors. Another advantage is the capability to reduce the number of required transponders on the seabed, and as a consequence, reduce the time for the deployment and calibration of each transponder. The paper further describes sea-trials performed to assess the ability of a complete positioning system to provide decimetric positioning precision even with a single beacon deployed in the navigation area.

Traditionally, mining activities have been developed in firm land, but technological advances and human needs have opened in the last year?s new opportunities in the maritime field. This has happened not only in the oil or hydrocarbons industries, but also in relation to the exploration or exploitation of other minerals, metallic and non-metallic. This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.

Several potential marine mineral deposits of various types have been identified within the Norwegian EEZ. The Norwegian University of Science and Technology has recently designed and built a new remotely operated vehicle (ROV) system for scientific investigations of the deep-ocean and seafloor. A program to locate and investigate the most interesting of the identified marine mineral deposits using the new ROV system is underway. The ROV has been designed for detailed survey and sampling tasks. Although initially built for a major marine archaeology project, the design is equally suited to locate and investigate marine mineral deposits. The ROV is equipped with a high precision multi-sensory package that consists of various high quality cameras and lighting systems (together with state-of-the-art video and photo mosaic systems), several sonar systems, magnetometer and various other sensors. The ROV is also equipped with a 7-function manipulator arm and an excavation system. Internal collection baskets are used to store material for retrieval to the surface. A closed-loop control dynamic positioning system is used for detailed positioning of the ROV. Position data and other information are stored in a digital data management system. The ROV will also be used together with a specially developed remotely operated tool (ROT). The size and shape of this benthic lander can be adjusted before it is carefully lowered to the seafloor. The ROV can be docked on a moving platform on the ROT, to do detailed scientific investigations. The ROT can also be equipped with a separate sensor and system package, including drilling, excavation and coring units. This paper will present the new remotely operated system and the planned projects in Norway.

Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0-17 bars, 0-25ºC), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. It is becoming increasingly evident that naturally occurring gas hydrates are significant component of the shallow geosphere and are of societal concern in at least three major ways: as an energy resource, a geologic hazard and a major contributor for climatic changes.

The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).

In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

The University of New South Wales Mining Research Centre (UMRC) has a longstanding research reputation in mining research, with particular expertise in mining systems, mining geomechanics and excavation engineering. The UMRC is now focusing this expertise on the potential of mining Seafloor Massive Sulphides (SMS). The UMRC has initiated a three-year research project that will identify and examine the requirements to effectively and efficiently mine SMS deposits. The major aims of this project are: ? To develop an understanding of the geomechanical characteristics and local physical environmental conditions associated with a ?typical? SMS deposit. ? To develop and evaluate a range of both conventional and innovative excavation processes for mining SMS deposits, and define the engineering parameters required for each extraction option, and ? To identify the materials handling and lifting requirements of the ?mined? SMS material, and the possible integration of the lifting system with the excavation processes considered.

The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

In the western Woodlark Basin, propagation of seafloor spreading is occurring directly into the continental crust of Papua new Guinea. The spreading is not strictly in a back-arc tectonic setting, rather it appears associated with microplate rotations related to the complex convergence of the Indo-Australian and Pacific plates in the southeastern Pacific region. Volcanic rocks along the western Woodlark spreading axis range from normal mid- ocean ridge basalts to basaltic andesites with back-arc geochemical affinities. Rare peralkaline rhyolites also occur. Hydrothermal deposits occur at a basaltic andesite volcano located on the neovolcanic zone near its westernmost propagating tip. Franklin Seamount is a 250m-high cone constructed largely of pillow lavas and talus which sits astride a 450m-high ridge of similar lavas oriented subnormal to the spreading direction. At its crest, 2150m below sea level, there is a 100m-deep caldera.

The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

Manganese nodule, the aggregate of fine grained manganese oxide minerals, is very brittle and fragile. In exploitation of manganese nodule, manganese nodules are easily broken into small pieces or powder during collecting and lifting from the sea floor. The broken manganese nodule under few millimeters and bottom sediment pumped up with manganese nodule affect to the lifting process. In this study, we tried to understand the physical properties of the powdered manganese nodule and bottom sediment, and to know the effect which may be rised to the actual mining of manganese nodules.

Recent studies estimate the depletion mid-point (dmp) for conventional natural gas to be reached around year 2022, and for conventional oil to be reached around year 2017. These numbers are based on simplified assumptions of unchanged demand and do not include increasing reserves from discovery of new fields and also do not include a shifting of resources to reserves e.g. due to an increasing oil price (Gerling et al., 2005). Anyhow, these prospects require conventional hydrocarbons to be substituted in the near future.

Since becoming a public company in October 2005, Neptune Minerals has continued to advance its primary aims. Subsea mineral deposit exploration aboard the R/V Onnuri was performed along the northern Central Indian Ridge (CIR) between 8°S and 17°S in December 2009 ~ January 2010 (09IR Leg01 and 09IR Leg02) and December 2010~ January 2011 (10IR Leg01, 10IR Leg02, and 10IR Leg03). Final goal of the expedition for the first Korean research cruise on mid ocean ridge system is to define seafloor massive sulfide ore bodies through searching the active hydrothermal vents nearby spreading centers as well as to elucidate the nature of spreading segments of the northern CIR area where no systematic survey have been operated before by mapping and sampling of volcanic rocks. The preliminary result of topographical interpretations of bathymetry clearly display ocean core complex between 10°S and 11°S. The ocean core complex is featured by topographic-high area with corrugated surface. Lineaments of corrugations of the ocean core complex are clearly perpendicular to abyssal hill direction which is triggered by symmetric-normal faults. Ocean core complex are favor for hydrothermal fluid path because of the long-lived faults. In further exploration, more detailed examination, including systematic CTD casting and tows, need to narrow down actual venting site around ocean core complex. Magnetic field survey is able to estimate the location of hydrothermal vents with the properties that high temperature of hydrothermal fluids over Curie-point can cause thermal demagnetization. In magnetization intensity map, most of low magnetization zones are located at the nodal point over the ridge axis and the ocean core complex.

Recently, the Korean government prepared a strategy for deep seabed mining, which consists of three stages for 20 years until 2010. The first step of the program is focused to conduct deep seabed exploration until 1993. The apparent "hurry-and-spend to catch-up" policy that the Korean government has shown in deep seabed mineral exploration was motivated by an effort to qualify a prerequisite requirement to be a pioneer investor as a developing country under the terms of Resolution II and the New York Understanding. Since 1983, KORDI (Korea Ocean Research and Development Institute) under the auspices of the Korean government has carried out deep seabed mineral exploration. The KORDI had a joint exploration program with USGS from 1989 to 1991 aiming to evaluate the potentiality of manganese nodule in the western part of Clarion-Clipperton Zone as well as that of manganese crusts in the western Pacific. In 1992, Korean government accelerates its program by the confirmation of national policy and the equipment of new built research vessel, Onnuri-Ho. The RIV Onnuri-Ho is about 1400 G/T, which is equipped with various advanced instruments including GPS, multi-beam echosounder (Seabeam 2000), multi-channel seismic system, and MDM system.

Studies of benthic recolonization in the aftermath of marine aggregate dredging in the U.K. and elsewhere are limited and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed extraction sites in the U.K. at various times following cessation of commercial dredging are very limited, and so judgments as to the likely progress towards environmental restoration and the time-scales involved continue to be based on predictions rather than real data. This field-based research programme was commissioned to enhance the understanding of processes leading to physical and biological recovery of the seabed following dredging, thereby aiding the identification of practices to minimize environmental harm at licensed sites, and to promote rehabilitation on cessation. The outcome of survey work will have the notable benefit of allowing questions about the present status of locations hitherto subject to commercial exploitation to be answered directly, rather than by inference.
