This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

When Haematite Explorations Pty. Ltd. began prospecting for petroleum in 1960, there was only ill-defined geological evidence on the land bordering Bass Strait to support the belief that petroleum lay trapped in sedimentary formations beneath its shallow waters.A reconnaissance of the area, made in 1961 by the airborne magnetometer method, covered the waters and islands of the Strait and overlapped the Victorian and Tasmanian coasts. The survey indicated the presence of the Bass Basin (which is completely water-covered), assisted in outlining the Otway and Gippsland Basins, and showed that each basin contains sedimentary rocks over 10,000 ft thick. Information on the regional geology and minor volcanic activity was also obtained.Marine seismic surveys carried out from 1962 to 1965 defined these basins more accurately and showed the nature and structure of the thick sedimentary sections.Correlation of the seismic data with onshore wells identified the sediments as Tertiary and Mesozoic. Subdivisions of the former in all basins and the latter in the Otway Basin were made. These Tertiary and Mesozoic rocks are not seriously deformed and they have good prospects of containing petroleum.Possible structural and stratigraphic traps, recognized from the seismic record sections by petroleum geologists, are being tested by offshore drilling which began in 1964.

The study of gas emitted from face coal samples at the coal face is part of an investigation of instantaneous outbursts of coal and gas. Normally, seam gas essentially comprises methane of which the origin in the metamorphism of coal is undoubted. The origin of other gases sometimes occurring in high proportion in seam gas, particularly carbon dioxide, is more controversial. A simple meter for rapidly assessing gas in coal was developed. Tests with the meter enabled comparisons of seam gas in face coal at some outbursting and nonoutbursting mines, and under various working conditions. The varying results of widespread testing suggest certain trends, including some prospect of recognising outbursting potential at the coal face.INTRODUCTIONThe aim of this work is identification of differences in gas condition between coals subject to instantaneous outbursts and coals which have not outburst, and between faces of coals which will and which will not subsequently outburst. Any comparative test should be conducted right at the coal face on coal about to be worked and the results of testing should be available after a short period. Moreover, the method and the comparison of results should require no special skill, and be well within the capacity of junior mine officials. Any consistent relation between gas condition and subsequent mining conditions - outbursting or not might be valuable in prediction of outbursts.INSTANTANEOUS OUTBURSTSInstantaneous outbursts (Hargraves, 1958) , are largely unpredictable and unaccountable ejections of coal (up to 5,000 tons) and gas (up to 5,000,000 cu.ft.) from a standing coal face. For low density materials such as coal, density-based fractionation of particles via the sink-float method is relatively simple due to the availability of liquids of suitable density; however, for high density minerals, suitable heavy liquids are less available and those that are available are expensive and pose significant hazards. At best, sink-float separation can be performed up to densities of 4400 kg/m3 with the use of Clerici’s solution at elevated temperatures. Hence the direct measurement of grade-recovery and density-partition curves is problematic. Therefore, in most cases, beneficiation plants must rely on methods such as QEMSCAN, density tracer particles or very limited information to guide them in the design and optimisation of their plants.This paper describes a density-fractionation method utilising laminar flow through a system of parallel inclined channels to generate a series of overflow fractions at different flow velocities. Here the particles are subject to precise hydrodynamic forces with minimal dispersion or mixing. The size distribution of each overflow fraction at a given flow velocity is obtained using a laser particle size analyser, and combined with a laminar flow model to deduce the corresponding density distribution. The paper describes the application of the method to measure the separation achieved using a REFLUX Classifier to obtain the corresponding feed, product and reject ‘washability curves’, and in turn the full partition surface. Enhancing the understanding of gravity flow in caving operations is a key factor in the design, operation and success of caving methods. Consequently, much research has been performed to increase knowledge about gravity flow. Many valuable theories have been gained from different research approaches, which include physical modelling, numerical modelling and a limited number of full-scale tests. Recent advances in technology have allowed Codelco Chile to carry out trials using Smart Markers technology. This technology was used in Esmeralda mine’s Block-2 at El Teniente mine from August 2012 to January 2015. This paper aims to determine the characteristics of the extraction zone and obtain the data that will allow greater understanding of gravity flow for design and draw control purposes.The collected data from recovered markers were analysed using a linear interpolation of both the initial position of the markers and drawbell accumulated drawn tonnage. For each drawpoint in the trial, the regularity or irregularity of flow was analysed based on the recovered markers and the drawn tonnage. Correspondingly, the relationship between flow characteristics and observed fragmentation in drawpoints was analysed. The gravity flow of the Smart Markers revealed that current drawpoint spacing provides the interaction conditions of adjacent flow zones. However, it is possible to increase the drawpoint spacing while allowing caved rock to be extracted from the major and minor apexes.The results of this research also verified that full-scale test data are the predominant factor in the production level design and production control at El Teniente mine.CITATION:Garcés, D, Viera, E, Castro, R and Meléndez, M, 2016. Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

Reclamation field trials commenced in 1985, two years before the granting of the Mining Licence. The level of pasture production on varying soil depths (0 cm, 5 cm, 15 cm and 25 cm) overlying both tailings and oxidised waste overburden was assessed.   After seven years, the rate of increase of N, C, P and S, losses of Sand P and pH changes were investigated on the plots where grass seed was sown into bare tailings. It was determined that on these plots it would take approximately 24 years to reach the original carbon and nitrogen levels at the mine site. Further tailings trials have been initiated to investigate alternative land use options for the tailings dam. Growth increases of 73% occurred in native species growing directly in tailings, and growth increases of 78% occurred in tailings amended with compost over the first six months. Pasture trials on tailings with and without a compost amendment have also been initiated. Research has commenced to investigate the restoration options for acid producing pit slopes. The early field trials have been put into practice with the restoration of oxidised waste on the tailings embankment. This is progressive with approximately 16 ha restored to productive pasture at present. Yields compare well with those of the most versatile and productive soils types investigated in baseline studies of the area before the tailings dam was constructed.

Longwall mining and related subsidence, and watercourse diversion for surface mining operations have the potential to impact on fluvial geomorphic processes and the health of river systems. This is evident in the Isaac River in central Queensland. The scale and likelihood of these impacts are a function of the extent of existing and proposed mining developments and of the ongoing geomorphic, hydrologic and ecological processes within the Isaac River. Understanding the objectives for the river, the past and ongoing processes at work, the cumulative impacts of longwall mining development and the options for managing those impacts is essential for the development of an effective strategy to manage the health of the river system. An assessment has been undertaken to identify and understand the cumulative impacts of mining subsidence and other mining influences on geomorphic processes and waterway health in the Isaac River over a river length of approximately 100 km near Moranbah in central Queensland. The assessment included the development of a vision and objectives for waterway health. The assessment has identified mining and landuse changes that have impacted on the hydrology, geomorphology, ecology and hence the health of the Isaac River. The assessment has then sought to identify the cumulative impact of longwall mining and related subsidence on current stream condition and the proposed vision for the system. The primary impact of longwall mining on the river was found to be associated with sediment transport. The investigation included assess- ment of total sand available for transport, the volume of sand transported annually and the fluvial process response to subsidence. Recommendations have been developed for the management of the system and for longwall mining to increase system robustness and achieve the river health objectives.

Deposits of the Reefton Goldfield, West Coast, New Zealand, are hosted on N-NE striking, upright folds of the Greenland Group. High-grade quartz lodes are hosted on axial planar shears, typically have short strike lengths, and form shoots that pitch steeply on the hosting shears. Deposits within the field area of a detailed structural study share these characteristics. Field mapping and microstructural analysis have demonstrated that the Greenland Group was affected by a multideformational sequence. Gold mineralisation is hosted on shears axial planar to the F2 folds, but occurred during a subsequent deformation event (D4). Deformation during D4 resulted from N-NE directed shortening, near parallel to the trend of the F2 folds. This event produced F4 kink folds that were accommodated by layer parallel slip on S2 parallel shears, gold mineralisation during D4 being confined to the dilational hinges of F4 kink folds. The semi-brittle nature of D4 allowed the formation of stockwork veining and disseminated mineralisation within the F4 hinge zones. Most deposits within the goldfield are similar to those within the field area, and are interpreted to have been mineralised during D4. The two largest known deposits within the goldfield, however, are distinct. The Blackwater Deposit, striking parallel to the hosting folds, has a combined strike length of 1 km. The Globe-Progress Deposit is hosted on an E-W striking discordant shear in which a brittle zone of disseminated mineralisation encompasses high-grade quartz lodes. The characteristics that distiguish the Globe and Blackwater deposits may be due to formation before and after D4 respectively. Detailed field mapping in the vicinity of known deposits throughout the goldfield will further refine the relationships between the F2 folds, later deformations and the localisation of ore deposits. Additional mapping may also help constrain the position, orientation and extent of additional orebodies.

The search for modem casting plant concepts today focuses more and more on the harmonisation and optimisation of overall concept lines to obtain a continuous quality control and reduce the cost of production (Figure 1). Fin I As far as continuous casting plant concepts are concerned, this specifically requires an optimal adaptation and flexible operation when converting liquid steel into a directly processable product without any in-between treatment. Continuous casters need to fully satisfy the requirements of both the upstream steelmaking facilities as well as the downstream rolling facilities.

Reconnaissance geochemical exploration in the vicinity of low angle detachment faults which bound the core of the Paparoa metamorphic core complex yielded Au up to 14 ppm, with 35% of greywacke, granitoid and quartz vein samples in the northern range exceeding the 0.01 ppm detection limit. Au is associated with Ag, As, Sb and Cu anomalies consistent with epithermal-type mineralisation. The Ag and Cu anomalies also distinguish this mineralisation from older, mesothermal Au deposits widespread in the Ordovician 'slate belt' greywackes, which comprise much of the upper plate of the core complex. Baryte, molybdenite, fluorite and stratiform U mineralisation in the northernPaparoa Range may also be related to hydrothermal activity along the detachment fault zones.

Conceptual studies of the run of mine stockpiling and reclaiming requirements commenced in 1975. Final selection of equipment was made in 1978 and the equipment was commissioned in June, 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world. The equipment selected is described and compared with the alternatives. Foundations were designed to minimise cleanup effort and to ensure stability of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia. The paper describes technical aspects of successful gold project development including metallurgical test work, feasibility studies, choice of process flow sheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management. A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

Smarter Gravity Separation Using the Kelsey Centrifugal Jig With relatively coarse grained and easy-to-process ore sources rapidly dwindling, smarter techniques are becoming more necessary for the continued success of mineral processing operations, while increasing environmental pressures also require more environmentally friendly solutions. Gravity concentration has long been employed to pre-concentrate minerals using water, reducing or eliminating the need for less environmentally friendly processing techniques such as flotation. Conventional gravity recovery devices however, operate in a 1 g environment with limited efficiency in the separation of fine particles of heavy and gangue minerals. More recently developed centrifugal concentrators operate in a multi-g environment and enable finer heavy minerals to be recovered, but also exhibit limited separation efficiency due to the separations being based on solid particle mass differentials. Further enhancement of gravity separation has been achieved using the Kelsey Centrifugal Jig (KCJ), which also operates in a multi-g environment, but separates minerals on the basis of specific gravity differentials, using 'ragging' media and a pulsation mechanism, which maximises the effect of differential particle accelerations. This enables the efficient separation/recovery of minerals down to a particle size of ~6 ¦m and/or separation of minerals with a low specific gravity differential. This paper presents details on the principals of operation of the KCJ, recent improvements in the technology and recent developments in modular KCJ plants, as well as some KCJ application areas, which offer smarter, environmentally friendly processing opportunities for the mineral processing industry.

This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880s with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978 - 1981 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6 per cent Sn). Spectrum Resources Australia Pty Limited acquired a 98 per cent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to 1 mm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of six to seven years.

The Zeehan field has yielded over 190 000 tons of lead and 26,000,000 oz of silver. Moh of the production took place between the initial discovery of silver-lead ore in 1882 and 1920, and the greatest part was extracted from fissure lodes in the Proterozoic to (?) lower Cambrian rocks. It is demonstrated that the prosperity of the mines relied upon the silver content, which is apparently highest in these beds, particularly where spilitic rocks are associated with them. In contrast, galena occurring in orebodies emplaced in the Gordon Limestone is low in silver.Most of the workings are relatively shallow due in some cases to enrichment related to erosion surfaces.Fault zones within a complex anticlinal structure exposing the Proterozoic to (?) lower Cambrian formations appear to have been major factors in the control of mineralization.

This study explores two evolving 3D surveying technologies, photogrammetry and laser scanning, and applies them to deformation monitoring of rock faces and mine highwalls. A quantitative analysis focused on 3D coordinate determination is performed. Furthermore, a qualitative assessment directed at the practicality and viability of each system operating near a rock face or in a mining operation is undertaken to reveal one systemÆs deficiencies over the other. Two photogrammetric and four laser scanning surveys aimed at optimising accuracy and precision within a short period of data acquisition are conducted on the rock face at Organ Pipes National Park, Keilor, Victoria. The accuracy and repeatability of each survey is determined using a combination of iWitness photogrammetric, and Cyclone laser scanning software. The 3D coordinates of targets placed on the rock face are determined by triangulation and resection principles within a bundle adjustment. The coordinates determined by each system are then compared in a 3D transformation. Controlled deformation conditions are established to determine the precision to which each system can detect movement in the rock face. An object of known dimensions is placed on the rock face to simulate deformation. The relative orientation of images taken for the pre- and post-deformation photogrammetric surveys provide an overall 3D point accuracy of 1.255 mm and 1.804 mm respectively. A 3D transformation shows discrepancies of less than ¦22 mm (RMS) between the geometry of the photogrammetric and laser scanning models. Both systems are able to detect the simulated deformation to a precision of 50 mm. This work also identifies how to obtain millimetre accuracy for 3D coordinate determination of rock faces, thereby providing a quality data set for surveyors, geotechnical engineers and mine geologists. Photogrammetry is shown to be a mobile, time and cost-effective technique that is more amenable to mining operations than terrestrial laser scanning. However, both systems demonstrate that they are capable of detecting movements that may lead to failures in the rock face, and possibly endangering human life. The implications are significant for surveyors, geotechnical engineers and mine geologists working in mining operations where enhanced safety conditions, increased productivity and lower operational costs are important considerations.
