NO new ferrous alloys have been produced in the last five or six years that are as outstanding contributions to civilization as were the high-speed steels of the early part of the century or the stainless steels announced at the close of the World War. There have been, however, many developments of major importance having to do either with modifications of existing alloys or with new methods of treatment of older iron or steel alloys. Only a limited number of these new developments can be discussed and their selection does not necessarily imply that these are the most important but merely that they are of general interest rather than perhaps of greater importance in highly specialized fields.

JAMES DOUGLAS Dr. James Douglas, twice President of the American Institute of Mining Engineers, and one of its principal benefactors, died in New York on June 25, 1918, at the age of 81 years. After a life of extraordinary activity, failure of his health compelled him to retire about 2 or 3 years ago, and in view of his advanced years his death was not unexpected. His funeral was held at the Church of the Mediator, on June 26, and was attended by representatives of the American Institute of Mining Engineers and of the Canadian Mining Institute. His body was then taken to Quebec for burial in the family plot. An extended notice of Dr. Douglas, prepared by Dr. R. W. Raymond, will be presented in the September issue of the Bulletin. LEWIS NEWTON BAILEY Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., April 30, 1918, at. the age of 34 years. He was Master Engineer, .Senior Grade, in the Fourth Regiment, U. S. Engineers; and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. The topics include: single-phase and multiple-phase flow theory, formation productivity or injectivity improvement by artificial fracturing, and mass transport associated with fracture acidizing. Possible extension and application of such ideas to in situ mining in fractured rocks are presented.

Early in the nineteenth century, coal from Clearfield County entered the eastern commercial market. Ashley reports that coal was moved down the Susquehanna River by ark from Clearfield to Columbia, a distance of 260 miles, as early as 18o4. Around 1850, the famous Moshannon or Lower Freeport bed was discovered. Several years later the Moshannon Basin was developed extensively, and the coal from this area soon acquired an enviable reputation as a high-quality industrial fuel. Today much of the original Moshannon Basin coal is worked out, and the Lower Kittanning bed has replaced the Lower Freeport bed as the principal source of production in southeast Clearfield County. With depletion of the thick underground deposits, the importance 'of Clearfield County as a coal Producer would have diminished rapidly, if it had not been for strip mining the thinner beds. About 60 percent of the coal produced in the county is strip-mined, and the trend toward this mining method is expected to continue as the older underground operations are exhausted. Many strip mines are working in beds that are too thin to be recovered economically by any other method.

The Golden Cross mine is situated in a sensitive environmental setting on the North Island of New Zealand, about 150 kilometres south-east of Auckland and about 8 kilometres NW of Waihi. The mine is situated in dipping topography, with volcanic ashes making up soils, fault zones running through the area, and rainfall of about 3 m per year on average. Water management is the most demanding environmental challenge on site, and a comprehensive programme has been put in place to address tailings deposition, long term tailings storage, and water treatment during and after operations.   The tailings impoundment is built with an underdrainage system that collects groundwaters and waters that seep through the impoundment. The embankment and impoundment are both built to withstand the Maximum Credible Earthquake and the Probable Maximum Flood. Tailings are treated to remove cyanide and to decrease metal solubility to reduce long term risk to water quality after mining. A state-of-the-art water treatment plant is utilised to treat water from the underdrainage system and water decanted from the top of the tailings pond and stormwaters to remove residual cyanide and metals to extremely high standards with a great deal of reliability and at reasonable cost. Closure of the facility addresses long term post mining water quality issues, and rehabilitation of the area with wildlife habitat as a priority.

The position of Australia as a continuing long-term supplier of mineral sands, and their upgraded products, has been reinforced with the discovery of the extensive mineral reserves in the Murray Basin, an area covering parts of South Australia, New South Wales and Victoria. A major impurity in the Murray Basin is chromium, mainly present in ilmenite concentrates as individual chrome spinel grains. Magnetizing roast treatments are being evaluated as a means of removing the chrome spinel impurity from the ilmenite and as a result of the roast and magnetic separation treatments, the chrome spinels can be expected to be concentrated in the non-magnetic reject fractions. It is from these fractions that attempts were made in this study to recover a chromium-rich product by magnetic fractionation and by application of flotation. The high gauss non-magnetic rejects from the roasting of a primary and a secondary ilmenite fraction were magnetically fractionated to obtain a product with 40.5 and 28.7 per cent Cr2O3,respectively. From the high gauss non-magnetic reject from the roasting of a primary ilmenite, flotation produced a chromium-rich product assaying 29.5 wt per cent Cr2O3at 69.0 per cent recovery. In another test a magnetic fraction assaying 32.9 wt per cent Cr2O3was floated to yield a chromium-rich product with 39.7 wt per cent Cr2O3at 96.4 per cent recovery. X-ray diffraction patterns of all the products indicated that the spinel concentrated was a ferroan magnesiochromite with rutile, ilmenite and hematite as impurities. Since all products were from a single pass, further processing can be expected to remove the impurity minerals and yield higher grade products. The material produced from the Murray Basin ilmenites in this study had similar compositions to commercial chromite ores, except for titania levels that were much higher. The high titania levels were due to residual rutile in the products, but it is expected that this can be removed with further processing. The mineral sand deposits in the Murray Basin are scattered over a wide area and the amount of chromite that may be produced from each of these deposits is unlikely to be sufficient to support an export market. Consequently, any chromite produced in the Murray Basin will most likely need to be processed locally to value added products for a niche market such as chemicals production. This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

A research project was commissioned by the Australian Coal Association Research Program (ACARP) to improve the understanding of tailgate strata mechanics and to provide a more rigorous engineering basis for tailgate support design. A deformation mechanism termed æskew roofÆ was defined which relates the regional influence of differential horizontal strata movement (shear) about longwall extraction to gateroads. Confirmation of the mechanism was achieved by field investigations which included measurement of the shear displacement along weak interfaces. Under geological and mining conditions where the skew roof mechanism operated, strata units were found to move progressively further towards the goaf with height into the roof. 3D numerical modelling was used to assess the major geotechnical factors controlling the mechanism and to determine appropriate support strategies within a æskew roofÆ environment including the role of cables versus standing supports. The skew mechanism is considered relevant to; all roadways in the vicinity of longwall extraction including the faceline itself, chain pillar design, and support design.

Sulphuric acid of various concentrations has long been used as a reagent in the determination of olefins and aromatics in hydrocarbon oils4 such as gasoline, kerosene, and neutral oils from coal-tar distillates. Despite its long use, however, there is no general agreement as to optimum conditions and concentration of acid, and numerous methods and modifications have been recommended. In most cases, treatment of the neutral oil with 80 to 90 percent sulphuric acid, followed by distillation to the original endpoint to remove olefin polymers, is recommended for the estimation of unsaturated hydrocarbons. The distillate thus obtained is taken as olefin-free oil and used in later stages of the anlysis. Aromatic hydrocarbons generally are determined in the olefin-free oil by suphonation with more concentrated acid (96 to 100 percent and fuming sulphuric acid are recommended), the hydrocarbons not attacked and removed as water-soluble sulphoric acids being considered as saturated hydrocarbons. In some cases the saturates are examined further by differentiating between cyclic (naphthenes) and acyclic hydrocarbons (paraffins), Generally this is achieved by physical methods, although strong sulphuric acid is known to react preferentially with some types of saturated hydrocarbons. It was the purpose of the present work to make a general study of this type of analysis and to investigate the reactions of hydrocarbons under conditions often used in analyses that employ sulphuric acid reagents. Since previous work is not in good agreement, the optimum concentrations of acid for the different stages of the analysis were determined. Several sulphuric acid methods previously recommended and new modifications were compared, two synthetic solutions being used as the reference oil. The results obtained are presented below under separate headings.

Despite the abundance of solid mineral deposits, Nigeria only earns about 0.5-1% of its current Gross Domestic Product (GDP) from the solid minerals sector. This is as a result of the dominance of the oil and gas industry, which has negatively affected the competitiveness of other sectors of Nigeria’s economy. The dominance of this industry has resulted in unemployment, poverty, hunger, domestic price inflation, corruption, unstable government, and higher exchange rates. These impacts are typical for economies suffering from the effects of "Dutch Disease" and the "Resource Curse". Community-based small-scale mining offers hope as an economic activity that can create wealth, employment, reduce hunger and poverty, and provide basic amenities for rural communities with solid minerals endowment. This study presents preliminary results of ongoing research into the prospects of using community-based small-scale mining in a developing country like Nigeria to move towards rural sustainable development.

University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

Enthalpies above 298° K were determined for AgCl to 1,400° K and for AgBr to 1,200° K by copper-block calorimetry. Before melting, both compounds showed an anomalous increase in enthalpy, an effect associated with lattice defect formation. Melting points and heats of fusion were determined to be AgCl, 730° K and 2,945 cal/mole; AgBr, 700° K and 2,030 cal/mole. The heat capacity of both melted substances decreased with increasing temperature over the entire liquid ranges investigated. Enthalpies above 298° K were tabulated at even temperatures along with derived entropy increments and heat capacity values. The results were combined with the known heats of formation and entropies at 29.8.15° K to obtain values of the heats and free energies of formation over the range 298.15° to 1,400° K for AgC1 and 298.15° to 1,200° K for AgBr.

"Lonmin Platinum has experienced several cases of large-scale hangingwall instabilities during the extraction of the Upper Group 2 Chromitite Layer (UG2) at a number of the Marikana operations along the Western Limb of the Bushveld Complex. These instabilities were all attributed to the presence and interaction of prominent geological features and highlighted that assumptions made in the design of the stable pillars and stable span were potentially overly simplistic in these areas. Investigations into the various case studies over the past ten years have resulted in the identification and classification of the rock mass characteristics of the geological structures causing the instabilities.In order to get a better understanding of these instabilities, it is important to understand the structural geology in general, and the sequence of events that led to the formation of the Bushveld Complex in particular. The tectonics involved in the formation of the various layers around the economic mineralized layers has been investigated, and the influence of these tectonic events on the stability of the UG2 stopes hypothesized.Following this investigation, the behaviour of the various layers in the hangingwall of the UG2 is better understood. This paper presents a description of the ground conditions being experienced in the underground stoping environment, the possible source of the associated structures and the resultant behavioural mechanism of these structures causing the rock mass instabilities."

SUMMARY THE results of an enquiry into the structural nature of some 70 iron alloys containing both nickel and chromium over a considerable range of concentration 'are briefly described in this paper. This study is a part of a comprehensive program of investigation into alloys involving chromium in progress at the Union Carbide and Carbon Research Laboratories. All the compositions studied contained carbon in amount comparable to commercial alloys.

"Dry coal dressing was popular during the 1950’s and 60’s in many parts of the world. The devices mainly used were air jigs and air tables.The increase in ash and moisture content of run-of-mine coals due to the wide advanced mechanisation of mining methods during and after this period led to that pneumatic devices being unable to treat run-of mine coals with the desired efficiency. Since the 1960’s almost all new coal preparation plants have been based on wet processes that are highly efficient in terms of coal recovery and their ability to handle damp and sticky run-of-mine coals. (Frankland, 1995)However, water is becoming increasingly costly and the disposal of fine products, containing most of the water, is an environmental concern. There would be significant cost savings and a lower total energy consumption if coal could be cleaned dry. Efficient dry coal treatment would be an interesting solution in desert, arid or cold areas.In Germany one dry coal dressing plant is in operation. This is the last operating dry coal dressing plant existing in Europe. The actual technical standard of dry coal dressing has been analysed during test-work and sampling in this plant (Saar Region in Germany). The process and the advantages and disadvantages are presented. The plants problems are low efficiency in the fine fraction –6 mm and the coarse fraction +30 mm and a low overall throughput as well as the lack of an automatic process control system. The separation results in the medium size fractions between +6 and -30 mm are excellent"
