Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

The FAB presents a platform for the exchange of information about the worldwide mining commodities in the dialogue with German and foreign institutions. The expertise of the member companies in mining and related activities is based on a long term operation and consulting experience in Germany and abroad. This forms the basis for the special international competitiveness "Made in Germany". The FAB is particularly engaged in the following topics and tasks and acts as a focal point for: • international project developments with the German mining industry, • sustainable mining, consulting and equipment services, • geological and environmental technologies, • project financing and • intermediation of contracts, project enquiries, professional symposia and events. The FAB acts as a contact- and coordination site for international business partners, organizations and governmental authorities. Together with the federal government the FAB organizes bilateral working group meetings in the commodity and mining sector. Project enquiries are being distributed from the FAB among their member companies."

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

"Soft technology" computers and computer programs-brings to mind a room full of machines, tape drives, disks, plotters, and printers spitting out financial reports. Computers now have a much broader scope of applications because of reductions in equipment size and cost. For example, people now interact directly with computers to control events. Such computers and associated equipment-called interactive control systems-are often small, relatively inexpensive, and can be designed to increase productivity at mining operations. This is accomplished by improving communications between individuals; giving employees the information needed to make decisions in real time, as events are happening; and giving individuals the background needed to perform more effectively. This paper will describe a procedure for determining the return on investment for interactive control systems, and describe four such systems. The analysis process is general in nature and can be applied to any type of mining operation or production process.

Product take-back regulations implemented in Europe have presented significant challenges to the consumer electronic product and battery industries. Initially companies established single compliance organizations within individual Member States. These programs met business needs but were inefficient and costly. They were protected from pressures of marketplace competition and could not leverage economies of scale. In order to address these problems P&G, Hewlett Packard, Sony and Electrolux conceived a pan-European compliance organization to collect waste electronic equipment Europe-wide. This organization, called the European Recycling Platform (ERP), operates in competition with existing national compliance systems. Since 2005 ERP has collected 800,000+ tons of waste electronic products and delivered millions of dollars in cost savings. This presentation reviews the steps needed to establish successful competitive collection organizations that provide sustainable recycling at the lowest cost.

The transformations in eutectoidal systems have been extensively studied as they occur in steels.&apos; As a consequence of these studies the martensite, bainite and pearlite reactions found for most steels are widely recognized. Further, because of the work of Smith and Lindlief2 and of Greninger and Troiano3 these reactions, except for the bainite reaction, are considered as typical for all eutectoidal systems. The primary alloy studied by Smith and Lindlief2 was a CuAl alloy of near eutectoid composition as was the alloy more recently studied by Mack.4 The transformations in these alloys were, for the most part, studied metallo-graphically, while an X ray analysis of structures was essentially wanting. It has appeared desirable, therefore, to investigate selected CuAl alloys at and slightly away from eutectoid composition. For this purpose three alloys were prepared containing 10.5,11.9 and 13.5 pct A1 respectively. The results of a metallographic and X ray analysis of structures obtained for isothermal transformation of the ß-phase are reported here for the 11.9 and 13.5 pct A1 alloys. Introduction The phase equilibria in the CuAl alloys of immediate concern are indicated in the equilibrium diagram section presented in Fig 1.5 The equilibrium and transition structures which have been reported in this system are as follows: a = copper rich terminal phase (f.c.c.) ß = high temperature eutectoidal phase (b.c.c.) r2 = aluminum-rich intermediate phase (r-brass structure) a&apos; = modified a-phase postulated by Bollenrath and Bungnrdt.26 ß1 = ordered ß (b.c.c.) ß&apos; = martensite structure: A1 < 13 pct (near h.c.p.) ß" = ß&apos; of Smith and Lindlief2 7&apos; = martensite structure: A1 > 13.5 pct (h.c.p.); ß2 of Bollenrath and Bungardt.26 The eutectoid transformation can be suppressed at sufficiently high cooling velocities. The ß-phase is then retained to about 500°C where ordering sets in. The ordering interval is not satisfactorily known but indirectly appears to be non-suppressible. Subsequent to the ordering reaction and consequently at lower temperatures, the ordered ß1 decomposes to a marten-sitic structure. The kinetics of these reactions and in particular those of the martensite reaction have an important bearing on the results obtained in this investigation. Since some confusion exists concerning certain reported aspects of these reactions, they will be considered in some detail. Construction blasting has allegedly been the cause of property damage in the following situations: (1) When the detonation of the shot hurls rock and debris into the air that causes property damage upon impact; and (2) When property owners notice cracks in their walls and foundations after they experience the momentary vibrations that coincide with the detonation of the shot. The current state of the law for both these situations is firmly established. Blasting is classified as an abnormally dangerous activity, for which the blaster is held strictly liable, whether the damage is the result of flying debris or vibrations and concussions generated by the blast. It is when the alleged blasting damage is supposedly from concussions and vibrations, however, that the courts usually reach the wrong result. The typical scenario involves property owners that thoroughly investigate their property after feeling blast generated vibrations, and find cracks that they believe did not exist beforehand. Most often the truth is that the property owners have never noticed these cracks before because they have never looked that closely before. Any structure has a certain number of cracks due to a variety of causes, such as settlement overtime and temperature and humidity changes.

Fans used to ventilate subway, passenger rail and vehicular tunnels are similar to the fans used to ventilate underground mines. However, tunnel ventilation fan systems are typically designed to meet NFPA 130 or 502 standards, while mine ventilation fan systems must comply with the appropriate federal mine safety regulations. As a result, fan operation requirements and performance criteria, as well as typical fan and duct configurations differ significantly for tunnel and mine ventilation applications. Variations in environmental conditions in tunnels as compared to mines also result in differences in fan performance and material specifications. The need to enclose tunnel fans within building structures creates space restrictions impacting fan size selection that are not commonly encountered in mine fan installations, resulting in different approaches to selecting fans for the two types of tunnels. This paper discusses the various similarities and differences in design considerations for tunnel and mine ventilation fans.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O&apos;Reilly (who, in addition to Heinz&apos;s ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a &apos;regional corporate capital&apos;. &nbsp; Why would someone like Dr O&apos;Reilly hold that view? No doubt, as one of Ireland&apos;s great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that&apos;s not sufficient to support such a view. &nbsp; He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this &apos;the most rational in which to locate [an] international headquarters&apos;, including û +&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; we have no capital gains tax; +&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; a more &apos;pro-business environment&apos;; +&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; a &apos;first class&apos; legal and banking system; and +&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; a &apos;simple political system&apos;. &nbsp; I can find no better &apos;text for today&apos;s address.

TEMCO has been producing manganese ferroalloys in submerged arc electric furnaces for over 40 years. The furnace linings all along have been of conventional insulation type until 2001 when a freeze lining of UCAR concept was installed for a 20 MW Furnace. Continuous improvement of furnace lining performance has been a key component in improving the business competitiveness of TEMCO. The expected minimum campaign life of the freeze lining is fifteen years as compared to the ten years of the conventional linings. The success of the freeze lining is very critical to the quanta and direction of heat flow through the lining that control the freeze protection. Under freeze protection can lead to reduced lining life and over freeze protection, on the other hand, can lead to operating difficulties and loss of smelting efficiency. It was, therefore, necessary to develop a computer based system to monitor and control the freeze protection. The computer based monitoring and control system uses the basic principles of heat transfer, activeX object and heat flux from dual thermocouples and that is reviewed.

This Bureau of Mines study is a listing of fuels -related projects that are presently under construction, planned, or proposed by various companies and organizations in the Western United States. The future facilities covered in this report fall into the following categories: coal mines and expansions to existing mines, electric powerplants and expansions to existing plants, coal conversion plants, waste-to-fuel conversion plants, oil shale projects, tar sands projects, potential geothermal facilities, coal slurry pipelines, railroads related to fuels development, uranium mines and expansions to existing mines, uranium mills and enrichment facilities, oil refineries, and natural gas processing plants. The projects are listed by state. Data concerning the company, location, planned markets, process type, initial operating date, capacity, water requirements, employment, current status, and other relevant information are included. Each project has been plotted on an accompanying state map. Due to present uncertainties concerning the fuels industry, some of the listed projects may never he constructed. No attempt has been made to determine the degree of certainty or viability of each project.

The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

Construction of the Northeast Boundary Tunnel (NEBT), the last leg of the Anacostia River Tunnel System on DC Water’s Clean Rivers Project, started in September 2018 and was completed in April 2021. The 26-foot-bore earth pressure balance (EPB) tunnel boring machine (TBM) mined 26,737 feet at elevations between 80 to 160 feet belowground. Approximately 55% of the tunnel was cut through lower predominantly coarse-grained facies identified as the Cretaceous Patuxent Formation (undifferentiated) (PTX), and the remainder was cut through upper predominantly overconsolidated fine-grained plastic material facies identified as the Cretaceous Patapsco/Arundel Formation (P/A). Mixed face conditions were encountered in the transition from the P/A to the PTX and vice versa. This paper reviews the performance of the TBM that mined the NEBT through several unique challenges, including 8,000 feet of tunneling under the heavily developed Rhode Island Avenue corridor, major sensitive structures, cast iron water distribution mains, and other sensitive utilities.

"INTRODUCTION Red-iron-ore deposits in northeast Alabama have been exploited at vari¬ous times for nearly 6o years. About 3-1/2 million tons of ore have been produced in the Gadsden district; but mining activity has been dormant since 1926, and furnaces within this section of the State now suffer a shortage of red ore.To alleviate these shortages, work by-the Bureau of Mines was recommended after preliminary investigations. 4/5/ Diamond drilling, to determine the lateral and vertical extent of ores of known deposits in Greasy Cove and on Shinbone Ridge, was done from August 1946 to May 1947, as Project 9-106, Alabama Red Iron Ore. Three holes were drilled in each area.ASKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of domestic mineral resources to the end that they- make the greatest possible contributions to the national security and economy. It is the policy of the Bureau to publish the facts developed by each project as soon as possible after its conclusion. The Mining Division, Lowell B. This paper discusses how benefits in engineering design can be achieved from combining existing GRP concrete design guidelines with carbon steel design codes primarily made possible due to the increase in the constitutive properties of modern composite rebar or GRP. It also examines the technical and practical considerations necessary to both construct and ensure the integrity of composite rebar during transportation and handling on site and the measures taken by Franki-Cementation Joint Venture to ensure the safe deployment of the GRP in the workplace on the Noord/Zuidlijn Project in Amsterdam between 2003 and 2006.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents-ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.
