A literature review concerning dredging hazards and dredge safety practices and an examination of MSHA accident and injury statistics on dredge mining in the United States provided the background for an analysis which was completed by visiting 31 dredge operations, dredge manufacturers, and dredging experts. The principal hazards are discussed and countermeasures are suggested in several areas. Drowning is the single largest fatal injury category. Special emphasis is given to the design, care and use requirements of personal flotation devices.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

The authors have proposed and discussed storage of low temperature materials such as LNG, LPG and frozen food in rock caverns. In this case, as the rock mass around the caverns will receive effects of low temperature, it is necessary to consider the thermal behavior and the stability of caverns. In this study, strength and deformation characteristics obtained by the uniaxial tension test and the compression test at low temperatures were discussed. Using the results, temperature and stress distribution around caverns when LNG was stored, were analyzed. Then thermal behavior of the rock mass around caverns was discussed. Tumbling mills and some theoretical and practical aspects of milling are discussed. Attention is directed towards the difficulty of relating the dynamical analyses of the motions of particles within mills to the existing treatments of breakage processes. This synthesis may be advanced by a study of milling that utilizes the matrix analysis of breakage processes. Application of the matrix analysis to results obtained on (i) grinding in open-circuit a zinc ore in a conical pebble mill and in a modified conical mill, (ii) "grinding of cement clinker in a compound mill, and (iii) to some drop-weight grindability tests is discussed. It is shown that the 'IT-breakage model adequately describes the breakage processes of each of the tests. (The proportion broken in each breakage cycle is given by 'IT and is independent of particle size.)The size distributions of the products are accurately predicted in the cases considered. Matrix analyses of the breakage of coals, various ores and a cement clinker have been made. Appendices give an elementary account of the matrix methods and give the equations fully describing reverse order closed circuit operations. The matrix analyses of breakage processes and the survey are used to examine briefly closed circuit grinding.INTRODUCTIONTumbling mills are slow-speed crushing and grinding machines which have been developed from some fairly simple types into many widely differing forms. The importance of "good voltage,? especially for direct-current systems in coal mines, is not always fully appreciated. From the practical 4 aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.

A method to predict stress-induced failures around excavations based on the mapped geological and rock mechanical information is studied. Totally of 7 km of newly excavated tunnels are mapped in the Inmet’s Pyhäsalmi mine in Finland at depth between 1000 - 1440 m from which the results and conclusions from the firstly mapped 1.7 km of tunnels are reported. The main rock type at the site is very hard volcanite having uniaxial compressive strength of 230 MPa in median and GSI-value 72 - 80. The maximum in situ stress around the tunnels is 65 - 85 MPa. The prediction of observed stress failures was preceded by comparing elastic 3-D simulation results of tunnels with three statistical yield criteria. Read’s or Hoek & Brown’s yielding criteria are found the most relevant, though, the effect of anisotropy was found to be significant. The most important parameters having a correlation with stress failures are the tunnel orientation and the foliation of rock. Also, the rock type and its strength, tunnel shape and the geological anomalies have their effects. Further, a delay time on mapping was found to clearly diminishing of the most violent failures. Une méthode de prédiction des contraintes à la rupture autour d'excavation, établie sur la base de cartographie géologique et d'information sur la mécanique des roches, à été étudiée. Au total, 7 km d'un tunnel nouvellement percé à une profondeur de 1000 à 1400 m ont été cartographiés dans la mine de Inmet’s Pyhäsalmi en Finlande. La roche principale du site est une vulcanite dur ayant une résistance à la compression uniaxiale de 230 MPa (valeur moyenne) et une valeur GSI de 72 - 80. La contrainte in situ maximale autour du tunnel se situe entre 65 et 85 MPa. La prédiction des contraintes à la rupture observées a été évaluée en comparant les résultats d'une simulation 3D d'un tunnel avec trois critères de limite d'élasticité statistiques. Le critère de limite d'élasticité de Read ou de Hoek & Brown’s se trouvent être les plus important, même si les effets de l'anisotropie sont significatifs. Les paramètres les plus importants ayant une corrélation avec la rupture sont l'orientation du tunnel et la foliation de la roche. De plus, le type de roche et sa résistance à la compression, la forme du tunnel et les anomalies géologiques ont aussi leur importance. Finalement, un délai dans la cartographie résulte en une diminution nette des ruptures violentes. Das hauptsächlich vorkommende Gestein ist sehr hart und vulkanischen Ursprungs mit einer mittleren einachsialen Druckfestigkeit von 230 MPa (Medianwert) und einem GSI-Wert von 72-80. Desweiteren haben Gesteinsart, Tunnelprofil und geologische Anomalien ihren Einfluss. Ausserdem zeigt sich, dass eine Verzögerung bei der Kartierung die ausgeprägtesten Versagen deutlich verringern.

The widely accepted kinetic model for the gaseous reduction of hematite is critically examined. The formation of the wustite layer during internal reduction cannot be explained in terms of solid-state diffusion. Present evidence indicates the existence of a micropore system in the wustite adjacent to the magnetite with the gas/solid type of reaction occurring not only at the iron/wustite interface but also at the wustite/magnetite interface. During the partial reduction of dense hematite pellets, in a controlled atmosphere, porous magnetite and wustite are formed as products. The mean pore size, as measured by mercury injection, increases with time at constant temperature and with temperature increase over the range 6500C to 950°C. The sizes of the pores indicate that Knudsen diffusion is the principal gaseous transport mechanism across thick layers of magnetite or wustite.The kinetics of the gaseous reduction to iron are consistent with a mixed control mechanism involving the interaction of gaseous diffusion effects with a first order reversible chemical reaction at the iron/wustite interface. Because of the larger pore sizes in the iron layers, ordinary molecular gaseous diffusion must be the principal transport mechanism. The usual experimental methods used for establishing the validity of chemical rate ~ontrol are incapable of differentiating between the mixed control- mechanism and exclusive chemical control.Some implications of mixed control kinetics are developed, including a predicted independence of rate on reducing gas pressure at higher pressures.INTRODUCTIONAn extensive literature review of the reduction of iron oxides has been compiled recently by Themelis and Gauvin (1962). From the large number of papers published and the widely divergent opinions of workers in this field, it appears that a simple unified quantitative analysis of reduction kinetics is not possible. In the middle of 2000, BHP Billiton implemented a Six Sigma Plus business improvement program known as Operating Excellence. It was developed based on a business bottom line initiative to deliver 35 - 40c/share and was one of the BHP Billiton strategies to deliver $2 earnings per share and a longer term $40 share price (BHP share price). Cannington is a silver, lead and zinc mine owned and operated by BHP Billiton. Through implementing Six Sigma Plus Cannington wanted to:have in-house capabilities to change and improve; tailor for the needs of each business unit and department; have æSharing of its KnowledgeÆ as a tool for improvement and have a competitive edge across Cannington û to be better than our competitors; learn from and leverage off the successes of improved safety and prior business improvement efforts; and ensure networking and sharing of information have common measurement systems across all assets. As with most business improvement programs û Six Sigma Plus was met with some degree of skepticism, especially given the amount of resources involved. After 18 months, much of this skepticism has been replaced with enthusiasm as peopleÆs understanding and acceptance of its fundamental concepts are being realised. The idea behind Six Sigma Plus is that it combines sound technical solutions with high acceptance by those who need to work with or implement the change. The future vision for Six Sigma Plus is that it become part of what we do at Cannington û just like safety and environment û so that Six Sigma tools and methodologies are used in our every day work.

This report describes the development of skip and guide desings for vertical shafts in deep vein mines. Skip and guide systems for bottom dump skips are identified as being used in current practice. Mine visits were made to obtain current information on the needs and problems of operating mines. Methods of structural and mechanical analysis of skip bodies and bails are outlined. A dynamic computer model was written to find the dynamic interaction between skips and guides for guides with geometric misalinements. A materials evaluation section identifies currentavailable and applicable materials that can be used effectively for new skip construction. Guide materials are also presented. Analysis includes the economies resulting from streamlined buntons and from low skip payload ratios. Selection of materials is based on strength, abra¬sion and corrosion resistance. Design requirements related to the shaft environment are presented. Consideration for the selection of guides and buntons is also given. Conceptual design includes the concept of cylindrical skips, center-seeking guide rollers, and asymmetric bail design to decrease dynamic interaction. An outline for field tests is presented. Future research areas are: testing, guide geometry measure¬ment, advanced suspension, dynamics, and structural configurations.

IN this paper it is proposed to present certain features of operating practice at the Port Pirie works of The Broken Hill Associated Smelters Proprietary Limited, in the smelting in a blast furnace of lead ores carrying a high concentration of zinc.The subject matter selected for presentation is:(i) The effect of zinc on lead blast-furnace operations, together with an outline of the methods adopted in actual practice in dealing with the zinc problem.(2) Development of the height of tuyere above the bottom of the jacket, and the extension of the tapping interval and the combined effect of both factors upon the lead content of blast furnace slag.It will later be seen that one phase of the investigation carried out in connection with the effect of zinc on blast-furnace operations was largely responsible for the decision to increase to a marked degree the height of the tuyere above the bottom of the jacket.Due to this interdependence, it has been considered advisable to deal with the two features above mentioned.The high concentration of zinc in the lead-bearing materials smelted at Port Pirie has brought with it those troubles which are associated with zinc in the smelting operation.In the early stages of the history of The Broken Hill Associated Smelters Pty. Ltd. the trend towards increasing cost for labour, fuel, and stores, etc., rendered it necessary to increase the lead content of the charge, and reduce to a minimum the quantity of barren flux used.

The Bureau of Mines, through a 4-year program of combined in-house and contract research, has developed the necessary hardware and software technology to provide rugged, reliable automatic fire protection for surface mining mobile equipment. One element of this program was a continuing effort to help foster rapid mining industry acceptance of the technology by keeping end user costs reasonable. This report is an analysis of the economic impact of surface mining mobile equipment fires and the cost benefit of utilizing automatic fire protection systems to abate these losses.

Light Detection and Ranging (LiDAR)-based applications for geomechanical purposes have recently proven to be a highly reliable and accurate form of remote analysis and documentation. The ability to remotely collect, process and evaluate rockmasses for structural geomechanical applications has benefits ranging from safety to efficiency, and provides a permanent record that can be assessed before and after an excavation has been completed. With the collaboration of Queen’s University and Rio Tinto, the Iron Ore Company of Canada (IOC) mines in Labrador City, Newfoundland and Labrador, evaluated the practical application of the I-Site 4400 LiDAR equipment, in conjunction with the Vulcan geotechnical module for geomechanical purposes. The project provided a comparative analysis between conventional hand-mapping and digital analysis. The analysis indicates that digital mapping could be employed as an active tool within the general geotechnical workflow, where results would be used in pit wall and rockmass support designs. As well, the field work enabled the generation of effective operational guidelines and protocols to maximize scanning efficiency.

This study describes the principles involved in the design of a booster fan installation, the basic requirements, and the provisions needed to guarantee a safe operation of the unit. It also describes how a booster fan should be selected and what measures should be taken so that events such as uncontrolled recirculation of air in a mine can be avoided. A computer program called MFSELECT is presented to assist the ventilation engineer in the design process a For a given mine ventilation network, the program determines the duties of fans and regulators that will fulfill the airflow requirements of a mine and minimize the total power consumption. The application of the program is illustrated by the detailed solution of a sample problem. A Case Study based on the Jim Walter Resources' No. 7 Mine is utilized to describe the basic requirements for the design and operation of booster fans, and illustrate their potential benefits in mine ventilation. Finally, the study discusses a process control system designed to evaluate the safety conditions in the mine and report on the status of both surface fans and underground booster fans.

Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

The U.S. Bureau of Mines has, primarily through its contract program, used large-scale centrifuges to determine design criteria for tailing embankments. The centrifuge runs were made at two installations, the University of Cambridge, Cambridge, England and Sandia National Laboratories, Albuquerque, NM. The major problems considered were as follows: slope stability of embankments, modeling erosion and seepage, use of the phreatic surface level to ascertain the validity of centrifuge modeling, and the effects of compaction and weathering on a tailings embankment. This report summarizes the results of the four test series conducted at University of Cambridge and Sandia National Laboratories. A review of prior centrifuge applications to mining problems is included. Consideration is given to future centrifuge application to mining problems in both soil and rock mechanics.

We can be proud of our growth over the 61 years since the inaugural meeting in Adelaide in April, 1893, which followed suggestions from a provisional committee of mining men, formed in 1892 in Broken Hill.We can also be proud of our technical achievements in the fields of economic geology, mining and metallurgy.Should we be content with the growth of our mining and metallurgical industries over these years? My answer is in the negative. The discovery of new mineral deposits is essential for the continuance and development of the industries we represent.Let me review the background and trends of our industry in an attempt to emphasise the changing factors influencing the search for minerals and their exploitation.Australia was blessed with the discovery of coal in New South Wales in 1796; copper in South Australia at Kapunda, Burra, Wallaroo and Moonta in the eighteen-forties; gold in Victoria and Eastern Australia in the 'fifties; tin at Mount Bischoff, Tasmania, and gold at Charters Towers, Queensland, in the 'seventies; lead-silver at Broken Hill, New South Wales; gold and copper at Mount Morgan, Queensland, and copper at Mount Lyell, Tasmania, in the 'eighties; and gold at Kalgoorlie, Western Australia, and zinc-lead atRosebery, Tasmania, in the 'nineties. Records show that waterflooding was tried in Osage County as early as 1934, but it was not economically important until a large unitized flood in the North Burbank field was begun in 1950. Development was rapid and by the end of 1960, there were 70 active water flood projects and 16 active pressure-maintenance projects in the County. The locations and status of the water-flood and pressure-maintenance projects in Osage County on December 31, 1960 are shown in figure 1, and information pertaining to these projects as of July 1, 1960 is given in table 1. For the past several years, Bureau of Mines petroleum engineers have arranged tours of selected waterflooding projects for the spring meeting of the Kansas-Oklahoma Water flood Association. These tours are conducted to demonstrate unique operating methods and new field equipment and to provide additional opportunities for exchanging information. Each of these tours has been supplemented by a published report describing in detail the projects visited. This report has been prepared for distribution during the 1961 spring tour of three waterflooding projects and a pressure-maintenance project in Osage County, Okla. (fig. 2).

"THE SUPER CYCLE IS GONE The utopia of the rising sales volume, for mining companies from 2002-2011, was entirely due to rising production volume and prices. The Australian mining sector experienced an 18 percent annual growth rate in revenues, and 11 percent growth in prices. (1) However, EBIT remained flat during the same time period. In addition, Australian mines saw a 7 percent annual decline in both labor and capital productivity. (2) Mines in the U.S. and Canada produced similar results, whereas the world-wide mining industry has seen a productivity drop of 40% since 2001. (3) The decade “Bull Run” of rising prices was trashed by companies that chased low-quality assets while increasing debt on their balance sheet. It seemed everyone believed the “super cycle” would last forever, while completely ignoring the history of cycle downturns. Worldwide mining operations are as much as 28 percent less productive today than a decade ago, according to new McKinsey research. The results from McKinsey’s new MineLens Productivity Index (MPI), which adjusts for declining ore grades and mine cost inflation, show that the pronounced decline in productivity is evident across different commodities and is seen in most mining players and geographies. (4) McKinsey sees three important areas of focus to address the root causes of productivity decline. 1) Embed effective management operating systems at mines 2) Prioritized operational excellence and capabilities development 3) Focus on innovation Reality has now settled back in and companies are struggling to make ends meet. The basic management staple of controlling costs and improving the production/productivity that was lost in the excitement is now back in play. Traditional cost-cutting approaches, such as across-the-board spending cuts, layoffs, and hiring freezes are only short-term initiatives and will not permanently improve a company’s cost structure or improve long- term competitiveness. This can only be accomplished by engaging front-line employees and empowering them to make necessary improvements in their daily work. It is time for leaders to lead and develop cultures of continuous improvement within their organizations in order to sustain their mining project to the end of mine life. Successful operating managers require two different skill sets of Leadership and Management; knowing how to lead people in their organization and how to manage the work they do."

By walking the path with refractory materials, from their initial uses in BC times, to the composite materials that are used nowadays, and the nanotechnology developments that are currently taking place in this field, the reader will come to agree that refractory materials are indeed very ?cool?!
