Mineral development and utilization affect the health of the economy and the pattern of long-term development throughout Canada. There are many diverse opinions on the contribution of minerals to the economy, but there is a dearth of adequate quantitative information. This paper discusses some recent research and provides some new information.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. Companies generally must look to the following:

The Taharoa ironsand deposit is 1600 hectares in size and is located 144 km south of Auckland on the west coast of the North Island, New Zealand. The sand predominantly contains heavy mineral-rich sediments, quartz, and feldspars. One hundred and two samples were collected from all areas of the mine, from the stockpile, black sand areas, tailings and Te Akeake Sands. Samples were collected with the primary focus on the next predicted mining path and secondly on gaining a good geographic spread throughout the mine. All samples were analysed for the dry, wet and particle density, the porosity and the magnetic, non-magnetic and clay minerals content.Stockpile samples had an average magnetic mineral content of 92 percent. Dry, wet and particle density values for stockpile material exceed all values from untreated ironsand samples with average values of 2.8g/cm3, 2.9g/cm3 and 4.4g/cm3 respectively. Black sand samples from the mine came from various areas such as the central area, the forest, the southern area and the benches. All black sand samples are remarkably consistent, with dry and wet density values between 2.3 û 2.5g/cm3 and particle densities that range from 3.7 to 3.9g/cm3. The porosity values are comparable to all other areas of the mine (average 37 per cent). The tailings and Te Akeake Sands have different physical properties due to their different mineral contents. The dry, wet and particle densities are all lower than that of all other areas with averages of 2.1g/cm3, 2.2g/cm3 and 3.3g/cm3 respectively. These lower values reflect the lower magnetic mineral content (average 18 per cent) and the associated increase in non-magnetic mineral content (average 78 per cent).

To determine the retorting characteristics of a column of mine-run, ungraded oil shale ranging in size from fines to pieces weighing as much as 5 tons, a 150-ton batch retort was designed and constructed at the Laramie Energy Research Center, Laramie, Wyo. The retort vessel is 45 feet high by 11-1/2 feel in inside diameter and is supported in a 92-Foot-high steel superstructure. Mine-run shale from the Bureau of Mines facility near Rifle, Colo., assaying about 25 gallons of oil per ton, is currently being used as the test shale. To date, three runs have been completed. Results of the second and third runs are reported in this paper. The two runs considered in this report are the first of a series of nine to determine operating conditions that will yield maximum oil recovery from a column of mine-run shale. Variables studied :ire the oxygen content of the retorting gas and the space velocity of the retorting gas expressed as ft3 gas/ft3 bed/min. Oil recoveries for the two runs reported are 62.2 volume percent of Fischer assay for the run using higher oxygen and space velocity, compared with 39.3 volume-percent when less oxygen and a Lower space velocity were used.

THE installation of the gas-producer power-plant in America has been so unusual that all engineers have viewed it with in¬terest; a large majority, however, regard it with a lack of con-fidence and many with positive distrust. Despite the fact that European engineers have usually been less inclined to take the initiative along experimental lines than are Americans, they have, nevertheless, developed the gas-producer plant to a very high state of efficiency to which they were forced by the neces¬sity of economy in fuel-consumption. The gas-producer power-plant is so common in Europe that engineers as well as the general public regard it with the same degree of confidence that is now universally placed in steam¬plants. Gas-engines, both small and large, are in general use there, and central stations, aggregating several thousand horse¬power, are quite numerous. THE Tuesday afternoon session", H. A. Bedworth chairman and T. S. Fuller, vice-chairman, was opened with D. J. McAdam, Jr.'s paper entitled "The Influence of Cyclic Stress on Corrosion." This paper dealt with the influence of cyclic stress on corrosion of alloy steels, corrosion-resisting steels, monel metal and aluminum alloys. The paper was discussed by T. S. Fuller, who pointed out that steels under stress corroded more than unstressed steels when subjected to steam.

The heats of formation of four sulfides --MnS ( alabandite ) , FeS ( hexagonal pyrrhotite ) , ZnS ( wurtzite ) , and CdS ( greenockite ) -- were determined by hydrochloric acid solution calorimetry . The heats of formation from the metals and rhombic sulfur at 298.15 ° K are , respectively , -51.01 ± 0.19 , -23.81 ± 0.24 , -45.86 ± 0.20 , and -35.70 ± 0.30 kcal /mole . The corresponding free energies of formation were calculated from the heats of formation and the pertinent entropy values .

Separation of the slightly soluble minerals (Ksp? 10-10), one from the other is one of the more difficult tasks confronting flotation engineers. This study has focused on means of separating such prominent members of this class as scheelite, fluorite and calcite from one another. Some experimental work has also been done on the minerals magnesite, dolomite and apatite. Carboxylic acid-type collectors are commonly used industrially to float all of these minerals. Thus, the problem at hand is to ascertain means of achieving selectivity between minerals known to respond rather similarly in flotation. Four techniques have been proposed for the separation of minerals of this class from each other: 1. Control of potential determining ions 2. Use of stereo-specific collectors 3. Use of flotation rate differences 4. Use of selective activating and depressing compounds. This study was directed toward a cursory evaluation of each of these techniques, and each was found to be a possible method of achieving selectivity. Stereo-specific collectors -- those whose parking area may closely match the available adsorption site on one mineral but not on another -- are a possible means of achieving selectivity between scheelite, fluorite and calcite. Stereo-hindered carboxylic acid salts and sulfonates all show selectivity between the three minerals tested. Separations also appear to be possible by the controlled use of the lattice ions (e.g., Ca and [W0=4] for scheelite, CaW04), H+, [OH-, C0-3 and HCO=3]; all of them ostensibly potential determining in the systems studied. Flotation rate differences of the minerals as a function of pH under conditions of starvation collector usage also showed promise. Scheelite and fluorite float most rapidly with sodium oleate in slightly acidic (pH 4-7) solutions whereas calcite floats most rapidly near pH 10. Use of Mn++, Pb++, or other heavy metal hydroxy complexes as activators was seen to effect each of the slightly soluble minerals differently. This is in sharp contrast to the oxygen containing, relatively insoluble minerals, where all minerals respond in a similar manner to such activation procedures. Results indicate that all four methods outlined above may potentially be used to achieve flotation separation of the slightly soluble minerals. More extensive research should be undertaken to detail the spcific applicability of each of the procedures and to make a more complete evaluation of the effect of collector type and concentration, mineral type, pH and size effects.

This work was done by the Bureau of Mines to provide quarry operators with an uncomplicated, first-approximation method for designing blast patterns, considering geologic structure, and to show the valid use of the technique by comparing drill and blast pattern dimensions used in the quarry with those determined by the presented method. The author visited 12 limestone and dolomite quarries in Ohio (Adam, Crawford, and Highland Counties), Wisconsin (Milwaukee, Racine, and Waukesha Counties), and Minnesota (Fillmore, Olmsted, and Wabasha Counties); observed the blasting practices; studied the major geologic features; and after discussion with the quarry managers, foremen, and blasters, compared the quarry blasting patterns with those as calculated by the empirical formulas (after R. L. Ash), with geologic structural considerations. When geologic structure such as bedding, jointing, folding, and caves, as well as explosive properties and field performance characteristics are accounted for in a manner suggested by the research, the presented empirical formulas may be used as a good first approximation. The included steps in planning a blast design and generalized blast patterns should be of help to the quarry operator. Design changes are recommended for those quarries where problems are occurring.

Sulfide tailings from past and present mining activities are important hosts of critical elements and precious metals. This review paper presented a literature survey on the recovery practices of some critical minerals containing Te from sulfide tailings with a special focus on the physical beneficiation and hydrometallurgical separation methods. Finally, a conceptual framework and possible processing flowsheets were proposed. The findings of this review will be useful for the researchers in the field of geochemistry, mineral processing, and metallurgy to evaluate the separation processes for reprocessing of mine tailings for the recovery of critical minerals.

In the course of an investigation3 of the flow of gases through beds of broken solids the author obtained a number of data .on the specific volume of beds of broken solids of variously mixed sizes. A mathematical theory of the limiting conditions has been developed and some generalizations have been made for intermediate cases. A more definite knowledge of the relation between space occupied and size composition would be valuable to all those who are handling large quantities of broken materials. Such knowledge might be advantageously applied to the operation of a coke oven. For example, the output of the oven depends in general upon the number of pounds of coal which can be put in the oven at charging. It is known that the capacity of one battery of ovens was increased several per cent by slightly increasing the proportion of fine material in the charge.

As a by-product of the steelmaking industry rich in iron and zinc, electric arc furnace dust (EAFD) landfill disposal is restricted in many countries due to the metal lixiviation risks. Several approaches have been examined to recycle or reuse EAFD. Hydrometallurgical methods mainly include the preparation of pregnant acid leached solution (PLS) using inorganic acids followed by selective metal recovery using different methods. We herein proposed a hydrometallurgical process initiated by acid leaching and finalized by thermal treatment to produce nano-ZnO from EAFD. At the condition of this study, only 67% of zinc was leached by sulfuric acid from EAFD into PLS while 98% of surplus leached iron was removed through precipitation by sodium hydroxide. Additional purification of iron removed PLS was accomplished using di-2 ethylhexyl phosphoric acid to extract Zn+2. The addition of ammonium hydroxide to purified PLS provided (Zn(OH)2)3(ZnSO4)(H2O)5 as the final precursor for nano-ZnO that ultimately transformed to nano-ZnO (60 ± 6 nm particle size) at 850 °C. The achieved results were scrutinized through various tests and analyses including TEM, XRD, SEM, EDS, FTIR, and TGA.

Among the known iron deposits in Canada, many are of low grade and require beneficiation to produce an acceptable blast-furnace feed. Some of the deposits have never been considered for commercial exploitation due to the lack of a suitable concentrating process. A number of deposits of this type are located in Northern Ontario. The problem in upgrading these deposits is three fold. Firstly, the iron occurs as a mixture of magnetite and hematite. Secondly, the grain size of the material can be fine to very fine. Thirdly, the complex mixture of gangue minerals, which consists invariably of silica, flaky silicates and carbonates, slimes excessively on fine grinding. Algoma's efforts to concentrate these iron-bearing materials culminated in the development of a "Selective Flocculation and Desliming Process" employing slimes removal as the sole beneficiation technique. The process was applied successfully in the laboratory using two stages of grinding and a total of seven deslimings. Prior to the removal of slimes, the iron-bearing fines were selectively flocculated from a thoroughly dispersed pulp using a modified starch as flocculant, Sodium silicate was employed as dispersant. An attempt was made to optimize some of the process variables using material from one specific iron formation near the town of Geraldton in Northern Ontario. The preparation of the starch proved most critical. This matter, and the method used to evaluate the degree of breakdown of the starch molecule, are therefore discussed in some detail.

"INTRODCJCTJONPlatelet activating factor (PAF) is a glycerophospholipid (1-0-alkyl-2-acctyl-sn-glycerol-3-phosphoryl choline) which has been shown to mediate a broad range of biological activities. 1·3 Its pulmonary actions include contraction of pulmonary tissue,4 secretion of leukotrienes from leukocytcs,5 airway constriction,6 pulmonary edema,7 and enhanced migration of neutrophils into the airspaces of thelungs.8-9PAF can be released from several different cell types, such as, basophils, neutrophils and alveolar macrophages, in response to a variety of particulates or membrane stimulants which include zymosan, calcium ionophore, phorbol esters, chemotactic agents, and endotoxin. 1~1 3 Therefore, PAF may play an important role in the development of pneumoconioses by mediating pulmonary responses of lung cells to a variety of occupational dusts. To investigate this possibility, we determined the effects of P AF on several physiological parameters of neutrophils, alveolar macrophages, and alveolar type Il epithelial cells.METHODSIsolation of CellsNeutrophils were isolated from human blood by dextran settling and centrifugal elutriation.14 Isolated neutrophils (93% pure) were resuspended in HEPES-buffered medium (145 mM NaCl, 5 mM KCI, 10 mM HEPES, 5 mM glucose, and 1 mM CaC12; pH = 7.4). Cell number and volume were determined with an electronic cell counter equipped with a sizing attachment.Rat alveolar macrophages were obtained by pulmonary lavage with ea2+, Mg2+-free Hanks balanced salts solution. 15 Alveolar macrophages (94% pure) were resuspended in HEPES-buffered medium, counted, and sized electronically.Rat alveolar type Il cells were isolated by enzymatic digestion for 35 minutes at 37°C with 40 µ/ml type I elastasc and 0.1 % collagenase and purified by centrifugal elutriation. 16.17 Type Il cells (92 % pure) were resuspended in HEPES-buffered medium for measurement of membrane potential, oxygen consumption, and trypan blue exclusion. Type Il pneumocytcs were resuspended in 0.1 M NaCl plus 0.05 M HEPES (pH = 7.8) to measure cytochrome P450-dependent activities and aggregation. Cell size and number were determined electronically."

The major mining health and safety problems of concern to United States Government and private industry researchers in 1981 included the difficulty experienced by longwall operators in complying with the Federal 2 .0-mg/m3 respirable dust standard, the accident rate associated with falls of ground and materials handling hazards, and the upsurge in the incidence of disasters after the steady decline in recent years. Although the many mines and manufacturing companies involved in the research projects to be described are not specifically identified, it is important to note their significant involvement. This is not by way of acknowledgement, but rather to establish that these projects, using mostly Federal funds, represent close cooperation between the U.S. Government and the mining industry. The ongoing work to be described on the development of critical longwall dust control technology is a classic example of Government-industry participation through the phases of problem identification, planning, cost-sharing, and implement at ion.

The constitution of the nickel-tungsten system has been studied by a number of investigators, the most recent of which are Ellinger and Sykes.1 On the basis of metallography, electrical resistivity and hardness measurements and some X ray diffraction work, they constructed a consitution diagram (Fig 1). Ellinger and Sykes report a0 for the alpha face-centered cubic phase (nickel saturated with tungsten) as 3.66?.‡ The gamma phase (tungsten saturated with nickel) is given as body-centered cubic, but no value of a. is recorded. At 43 pct tungsten by weight (approximately 20 at. pct) a beta phase is reported, but structure and lattice parameter are not known. Primarily on the basis of metallographic evidence, they conclude that beta is a new phase and rule out the possibility of formation of a superlattice since they- observe a new phase in the microstructure. Grube and Schlecht2 report an ordering reaction in a system similar to the Ni-W (Ni-Mo) and Harker3 has shown that NirMo forms a superlattice upon the pre-existing face-centered cubic lattice of the alpha phase. Elliniger arid Sykes observed a change in the diffraction pattern of a 4.3 pct W alloy upon aging and attributed it to the formation of a new phase. Thus, there appears to be some question as to the character of the beta phase reported by Ellinger and Sykes. The purpose of the present work is to determine precisely the structure and nature of the beta phase in the Ni-w system of X ray diffraction methods. Experimental Procedure One inch diameter ingots of 43.66 pct, 40.15 pct and 34.06 pct .tungsten by weight (19.8, 17.6 and 14.1 at. pct respectively) were melted and cast under vacuum from electrolytic nickel and pure wire filament grade tungsten. The ingots were soaked for 16 hr at 1300°C in a hydrogen atmosphere furnace, then swaged at this temperature and finally drawn to 0.020 in. diam wire. Some of the bar stock was retained in 1/2 in. diam rod for hardness and metallographic studies. Wire samples for diffraction work were sealed in evacuated quartz tubes and subjected to the various solution and aging heat treatments in a hydrogen furnace. X ray photograms were taken in a Debeye-Slierrer camera using copper K radiation filtered by nickel foil. Results X RAY DIFFRACTION The lattice parameters of the alpha and gamma phases at saturation were determined by an X ray photogram of the 19.8 at. pct W alloy after solution heat treatment at a temperature well within the alpha-gamma range above the peritectoid temperature (17 hr at 1150°C—oil quenched). The alpha phase was found to be face-centeted cubic with a. of 3.594 ± 0.001?, while the gamma phase was determined as body-centered cubic with a. of 3.158 ± 0.001?. Exactly the same phases and parameters were ohtained with the 17.6 at. pct W alloy for the same solution heat treatment. Ground-water and tailings pond monitoring in the Upper Santa Cruz Basin Mines Task Force's Special Studies Area has been performed to determine the nature and extent of aquifer contamination from copper tailings pond's recharge in the basin. A monitoring program for each of three mining areas (Mines A, B, and D) was developed. Analysis of data shows that recharge from Mine A's ponds has caused increased hardness, sulfate and total dissolved solids in local ground water. However, pumpage in the area has controlled most of the water's movement. Pond recharge from Mine B has led to similar conditions, and the degraded water is moving towards a local public-supply well. Pumpage from Mine D's interceptor wells is controlling some, but not all, of the movement of recharge seepage from Mine D's ponds. Recommendations include the need for enhanced monitoring programs at each current mine site, development of a monitoring program for Mine C's area, development of water budgets for all mines, investigation of tailings pond compaction and sliming, establishment of mine closure plans for containment of recharged pond water, and the need for additional interceptor wells in several locations.

Mine planning and long-term schedules in co-operation with the mine operating departments.6. Grade control (long term and short term) and the preparation of ore and waste removal schedules to maintain a uniform grade of mill feed. This also includes the calculation of metal reserves and metal production forecasts.7. Surveying, underground and surface.8. Operations research at the mine site.9. Industrial engineering.10. Chemical analyses and assays.11. Instrumentation.12. Environmental control.A staff of approximately 35 supervisors, engineers and scientists, and 80 technicians, supply the foregoing services. Consulting engineering and drafting firms are used to supply specialized services and technical personnel in-house at Timmins to handle overloads on capital projects under the direction of Ecstall engineers.The operating and maintenance departments depend on the engineering department to supply engineering, design and drafting services for any new facilities or for any planned alteration to existing facilities. To do this efficiently requires a high level of communication and co-operation with these departments. This has been a major factor in developing the present organization of the department shown in Figure 63.The organization is predicated on a strong central technical and engineering resource from which personnel can be assigned responsibilities for different projects, and in different areas, as the work load demands. Job satisfaction is very high because of the variety and challenge in the tasks. Additionally, participation in projects with production and maintenance personnel broadens each technical employee's knowledge of operating and maintenance problems."

This paper briefly describes some of the phenomena encountered when materials are submitted to extremely high pressures, such as those produced by the detonation of an explosive charge placed in contact with the material. It was found that extensive changes take place in the? microstructure of iron and steel. Diffusion-controlled processes, such as the transformation of lamellar pearlite, the recrystallization and grain growth of ferrite, and the homogenization of the pearlite-ferrite structure, can take place within micro-or milliseconds. Mechanical twins can propagate without deviation from ferrite to pearlite, thus indicating a proeutectoid ferrite-pearlite-ferrite orientation relationship. The propagation and interaction of intense stress waves in materials was demonstrated with the use of Armco iron. Finally, a comparison is made of the damage produced in metals by the formation of craters made by explosive shock and by hypervelocity impact.
