"Over the years, it has been increasingly difficult for the minerals industry to raise the necessary capital for its activities. To alleviate this phenomenon, complete transparency and capital market efficiency is needed. Since a company’s mineral resources and mineral reserves base is an essential component to obtaining capital, reporting these assets must also be transparent and efficient. This must occur, however, at an international level given that mineral industry operations, and its financing, are international. To achieve this, an international committee (i.e. Australia, Canada, South Africa, the United Kingdom and Europe, and the United States) was formed and has been developing standards for the reporting of mineral resources and mineral reserves.The effectiveness of these standards, however, depends on adoption by the required regulators. Unfortunately, these standards have not been recognized by the U.S. Securities and Exchange Commission (SEC). Instead, the SEC adheres to its old standard (Industry Guide 7), making it increasingly expensive and difficult for international mining companies to obtain capital in the United States. Compounding the problem is the SEC’s influence over the current work of the International Accounting Standards Board and the International Organization Organization of Securities Commissions. These organizations are in the process of standardizing international accounting practices and international securities rules and regulations. Their current position may prevent adoption of the industry-developed mineral resources and mineral reserves standards which are internationally recognized."

"The concentrator of Mattagami Lake Mines Limited commenced operation in 1963. It had been designed with instrumentation proven at that time. New control techniques were added in subsequent years.An on-stream X-ray analyser was installed in 1968. It provided circuit analyses for six years without the aid of a computer. In late 1974, control of the flotation circuit by computer was incorporated into the system. Flotation efficiency improved considerably, zinc"" recovery increased by one percentage point and concentrate grade by four-tenths of a percentage point. Reagent costs decreased modestly through reduction of copper sulphate consumption."

Bitumninous and semianthracite coal reserves underlie about 1,400 square miles of Arkansas, less than 2.7 percent of the state's total area. These deposits, located near the western border, contain an estimated 2.2 billion tons, of which about half are recoverable. This represents less than one-tenth of one percent of the national reserves. Most of the commercial coal is mined from thin beds that are at least 14 inches thick. In some locations, however, the coal beds can be as much as eight feet thick. Lignite was mined in southern Arkansas before the Civil War. Current estimates indicate that the reserves may be as high as 9 billion tons, which could be used in the state's coal-fired electric generating plants; however, these deposits are not being mined at present. Because many coal operations in Arkansas are small and the demand for coal is unsteady, the industry employs fewer than 25 miners on a daily basis. Arkansas gained primacy when its regulatory program was conditionally approved November 21,1980, subject to the correction of four minor program deficiencies. The regulatory program was fully approved January 22, 1982. Authority of the state to administer its Abandoned Mine Land Reclamation Program was granted upon approval of the Arkansas Reclamation Plan on May 2, 1983. Arkansas was the first state to assume responsibility for abandoned mine land emergency projects when its Reclamation Plan was approved.

Many of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed, in operating and anesthetizing areas. When ether was first introduced, candles and gas-lights and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions -many of them fatal to patients -have been attributed, with good reason, to sparks from static electricity. In this paper the authors present facts to show the prevalence of static electricity in the average hospital anesthetizing area, and the degree to which this easily developed electrical form of energy constitutes an explosion hazard. An effort is made throughout to explain how static electricity behaves, why it is a hazard, and why certain safety measures are needed and recommended. Following the introduction and a short general discussion of static electricity, which incorporates a glossary of pertinent electrical terms, an account is given of inspections and tests made in a number of hospitals. This account includes many suggestions that should be useful to any person who plans to make similar inspections and tests. However, a comparison of materials and equipment used with those described in the report will reveal, in many cases, the potential dangers and obviate the necessity for tests. The hospital work was supplemented by considerable laboratory research designed to determine the spark energies required to ignite anesthetic-gas mixtures and the exact amount of time involved in developing the usual static charges. The results of this research are reported and the implications examined. The paper concludes with a general discussion of static and related hazards in anesthetizing areas and of the most urgent preventative measures.

Wet desulfurization of Pittsburgh No. 8 coal and Illinois No. 6 coal were conducted with sodium hypochlorite in the laboratory. Pittsburgh No. 8 coal was leached by hypochlorite at high pHs in one step only. The hypochlorite concentration varied from 0.2 to 0.6 molar; sodium hydroxide concentration, from 0.2 to 0.8 molar; and temperature was at the levels of 80 and 90°C. The desulfurization of Illinois No. 6 coal was conducted in three consecutive steps of pretreatment in concentrated ammonia at room temperature, leaching with hypochlorite at room temperature and hydrolysis in sodium hydroxide solution at 90°C. In the leaching step, hypochlorite concentration varied from 0.2 to 0.8 molar. The desulfurization method of Pittsburgh No. 8 coal was found to reduce mainly pyritic sulfur. More than 70% of pyritic sulfur removal was achieved at the optimum conditions of 0.4 molar hypochlorite, 0.4 molar sodium hydroxide and 90°C. The desulfurization method for Illinois No. 6 coal was capable of reducing significant amounts of organic sulfur. The removal of organic sulfur achieved a 37.8% reduction at the optimum operation of leaching at 0.4 molar hypochlorite and room temperature followed by hydrolysis at 0.3 molar sodium hydroxide and 90°C. The chlorine content in the coal produced by the chlorination during leaching was kept below the threshold value of 0.3% at the optimum conditions of the desulfurization method for each coal.

This final report summarizes the work done by The Bendix Corporation, Environmental Science Division, under contract to the Bureau of Mines to design, develop and test two improved systems for remote sampling the air at the working face of a coal mine in conjunction with approved portable methane detectors and machine-mounted methane monitors respectively. The work was started in May 1973 with preliminary design studies and was completed in May 1975. Five portable and two machine-mounted sampling systems were delivered. Contract "add-on" requirements for (1) modification of the machine-mounted system to accommodate a flame safety lamp and (2) a study of sensor response time improvement for the machine-mounted system were also completed.

1. The investigation shows that the Coal Creek has been the most productive, bed in Campbell County and contains the largest recoverable reserves of coal. The Pewee, Red Ash, and Jullico have been relatively productive beds and contain appreciable recoverable reserves of coal. The Blue Gem also has been productive in the past, but available information indicates that most of the remaining coal is Less than 28 inches thick. The Big Mary has relatively large reserves over 28 inches thick, but the coal is high in ash and sulfur. Thick partings in the Windrock bed have discouraged mining in that bed. The Poplar Creek and Rex beds generally are below drainage, and large areas have been excluded from the reserve estimate, Reserves in the Walnut Mountain bed will be difficult to mine due to the irregu¬lar thickness and lack of continuity of the bed. Estimated coal reserves are- small in the remaining five beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-Foot of coal in place, are estimated to be 398 million tons as of January 1, 1953, o? this total, 267 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.

A method is outlined for computing the contribution of a micropile group to global stability of a sliding mass. The forces in the micropile are computed in a way which accounts for the effect of soil mass movement on the mobilization of axial and shear forces and which maintains compatibility between shear and axial force as a function of displacement. The method provides a rigorous model to incorporate the pile forces into the stability calculations, including the effect of pile forces on the resultant shear and normal forces at the sliding surface. This paper demonstrates the proposed solution using a simple example slope.

This study examined the group differences in accident susceptibility among underground coal mine workers accounting for their personal and workplace characteristics. A logistic regression model was used for this purpose. Data were collected from five underground coal mines for a period of four years. The case study results revealed that different age and experience groups of workers bear no significant differences in their accident susceptibility; however, the workplace location and occupation groups show significant differences in their risk of injuries. It is inferred based on the logistic model results that among the three occupation groups, the face workers are more susceptible towards accidents/injuries compared to the haulage and other workers. "1. Introduction Mattagami Lake Mines and Orchan Mines operate zinc copper mines adjacent to one another near Matagami, Quebec, situated approximately 300 kilometres north-east of Rouyn-Noranda. (Note: Mattagami Lake and Orchan are in the process of being absorbed by Noranda Mines and will become Noranda Mines-Matagami Division). Both concentrators began operations in late 1963.The Mattagami Lake concentrator is capable of treating up to 3,500 metric tons per day of massive sulphide ore with a mineral composition shown in TABLE 1. The Orchan concentrator consists of two separate circuits - the Orchan circuit with a capacity of 1,050 metric tons per day and a custom circuit with a capacity of 825 metric tons per day. Throughout its operation, Orchan has custom milled ore from several smaller deposits in the Matagami district."

The Ti-Fe and Ti-Fe-0 systems were re-examined because of the controversy regarding the existence of Ti2Fe, and to consider all available data points to the existence of Ti,Fe. The Ti-Fe-0 system contains two ternary compounds: E, corresponding to Ti2Fe; and y. SEVERAL authors have investigated the constitution of titanium-rich alloys of the Ti-Fe system. The most extensive study of titanium-rich portions of the Ti-Fe system was by Van Thyne, Kessler, and Hansen,' who investigated this system up to 50 pet Fe and used the highest purity materials available for their alloy preparation (iodide titanium was used for alloys up to 20 pet Fe). According to Van Thyne et al., phase relationships in the region of investigation are governed by phases a,ß, and TiFe. No evidence of an intermetallic compound Ti,Fe was found. although earlier. works by Laves and Wallbaum,' and Duwez and Taylor' reported its existence. Rostoker's study on the occurrence of TilX phases" confirmed the findings of Van Thyne et al. Rostoker proposed that the compound Ti Fe found by Duwez does not exist but is actually a ternary compound, Ti1Fe3O, originated by inadvertent oxygen contamination. The partial isothermal section of the ternary Ti-Fe-0 system as reported by Rostoker' seems to confirm this explanation. In the course of phase diagram work conducted at New York University, however, certain irregularities were observed to be associated with ternary systems of the type Ti-Fe-X. The ternary phase 6, observed in the systems Ti-Fe-Mo' and Ti-Fe-V." was found to be structurally identical to the com-pound Ti2Fe as reported by Duwez and Taylor, and to Rostoker's compound Ti1,Fe2O. Since the amount of oxygen possibly present in the Ti-Fe-Mo and Ti-Fe-V systems could not account for the observed amounts of the compound, it appears that the d phase in these systems is not Ti,Fe,O. On the other hand, considering the amounts of the 6 phase, particularly in the Ti-Fe-Mo system, the location of the phase was uncertain. It was felt that the introduction of the Ti2Fe phase would alleviate some of the inconsistencies of the two systems. Because of the uncertainties relating to the phase Ti2Fe, or Ti1Fe2O, it appeared worthwhile to re-examine the Ti-Fe and Ti-Fe-O systems in the vicinity of these compounds with highly sensitive metallographic techniques and with X-ray methods. Experimental Procedure Alloy Preparation—For the study of the binary system four alloys were prepared, containing 26.9 (30 wt pct), 34.0 (37.5 wt pet), 41.2 (45 wt pet), and 56.3 (60 wt pet) atomic pet Fe, and for the ternary Ti-Fe-O system 18 alloys were prepared in the composition range of 1.6 to 16.9 atomic pet 0 and 24.3 to 55.7 atomic pet Fe. The materials used for the Ti-Fe alloys were iodide titanium (99.98 pet Ti, 0.002 pet 0) and Ferro-vac-E iron (99.95 pet Fe, 0.0052 to 0.0072 pet 0). For the Ti-Fe-O study the materials used were sponge titanium containing less than 0.06 pet 0, Ferrovnc-E iron, and Baker's analyzed TiO2. The nominal weight and atomic percentages of the ternary alloys prepared are shown in Table I. Melting—Charges of 10 to 15 g were melted in a nonconsumable arc furnace in argon atmosphere according to the technique described elsewhere.'" Since there was practically no weight loss through the various stages of melting and oxygen losses have not been observed previously, it appeared justifiable to use nominal composition for interpretation of data. Iodide titanium control buttons, of the same mass as the Ti-Fe charges, and melted under the same conditions, were used to check hardness pickup during melting. A hardness increase of 2 to 3 Vhn was found. Heat Treatment—The specimens were annealed in quartz capsules under argon. Research workers From the Bureau of Mines and industry met with other government and industry representatives in Pittsburgh, Pa., on January 22, 1975, to discuss the results of research under the Bureau of Mines Noise Control Program. The program, aimed at reducing noise in mines, is functionally divided into three major areas: Instrumentation, personal protection, and noise abatement. This proceedings contains the opening remarks to the seminar and seven technical presentations based on various aspects of noise abatement and control.

Column flotation has been successfully implemented on a production scale in the Athabasca oil sands. In this application, bitumen is recovered and mineral matter is simultaneously rejected from a middling stream originating from a primary separation vessel. Exploiting the natural hydrophobicity of bitumen, the middlings streams have traditionally been processed utilizing conventional, mechanical flotation cells. Although these cells offer adequate bitumen recovery and mineral rejection rates, operating costs are high due to the required maintenance of the wetted mechanical components. In comparison, column flotation provides superior metallurgical performance while offering a lower maintenance demand. Both metallurgical and mechanical characteristics of column flotation are discussed to demonstrate the benefits of this technology for the recovery of bitumen from oil sands.

Since 2001, CVRD is carrying out a modernization project in it’s pelletizing plant’s automation systems, that comprehends instrumentation, control and information systems. In addition, the project includes implementation of advanced control systems, using artificial intelligence techniques, including fuzzy logic, expert systems and dynamic physical models, to increase production, reduce fuel and energy consumption and improve quality. This paper reports CVRD’s experiences in carrying out an optimization project.

Introduction In the design and operation of gravity concentration circuits, the application of process models for spiral concentrators offers significant benefits. A substantial amount of work has been produced over the last 30 years in the field of modeling the metallurgical performance of spiral concentrators. It is not the aim of this contribution to add to the refinement of modeling technique but to share some of the experiences and potential improvements which can be achieved in a relatively simple way. The design of spiral circuits usually requires extensive testing. This is often conducted in batch operation only, either due to lack of suitable continuous testing facilities, the unavailability of sufficient quantities of sample, or other constraints. Typical problems arising during circuit development from batch testwork are the extrapolation of results to different feed conditions, and resolving of internal recycles. Model selection and development The classic approaches in spiral modeling technique range from fundamental fluid dynamics, based on the Navier-Stokes equations in combination with expressions for local slurry properties, to fully empirical and statistical models. With the initial objective of developing an in-house tool for gravity circuit optimization and development, mathematical model types from each category, available either commercially or in the published literature, were evaluated. Model selection For the desired purpose, an approach proposed by Holland-Batt (1990) was found suitable, which was adopted and modified. Holland-Batt reported that the shape of release curves in spiral applications could be described by a combination of a linear function in the initial recovery zone, and a power law function outside this zone. For the use of those who prefer manila rope to wire rope for light hoisting and hauling, the Ingersoll-Rand Co. has brought out a new model Little Tugger Hoist which is designated No. 11. The square piston, reversible driving engine, automatic lubrication, inclosed gearing, rum release clutch and worm-operated band brake are essentially the same as in the No. 1 model which was introduced about two Years ago. The main differences are in the diameter and length of the drum, the width of the flanges and, necessarily, the main frame and overall dimensions. The new No. 11 Little Tugger has a hoisting drum 7 in. in diameter by 17 in. long with 5-in. flanges. This accommodates 300 ft. of 7/8 -in. manila, rope. The maximum capacity of this hoist is conservatively rated at 600 1b. The weight of the hoist itself is 358 lb. It is 21 ½ in. long, 31 ¼ in. wide and 23 in. high.

"Batch centrifugal gravity concentrators, which produce very high ratios of concentration, have become common place for recovering free gold within milling circuits. Their effectiveness has proven to be especially useful in recovering finer gold particles. The knowledge related to testing, modeling and scale-up of these systems has been well established over the recent decade mostly due to the efforts of the late Dr. Andre Laplante.Gravity separation technologies such as jigs, spirals and shaking tables can provide the increased mass yields required for minerals that occur at higher concentrations than gold, however their effectiveness tends to diminish at finer particle sizes. The development of high mass yield centrifugal concentrators has provided the opportunity to be able to recover a wide range of minerals at finer particle size classes when compared to the more traditional gravity concentration devices. These concentrators also provide additional benefits such as smaller unit footprint and automated operation.This paper discusses the background, current practices and future applications for high mass yield centrifugal concentrators in base metals, sulfides and industrial minerals. Bench scale, pilot scale and plant practice examples are also presented.INTRODUCTIONGravity concentration, one of the oldest mineral beneficiation processes, has evolved over the decades and continues to play an important role in modern mineral processing operations. The development and growth of froth flotation in the early part of the twentieth century led to a decline in the importance of gravity concentration. However, gravity concentration continued to be used for ores that are difficult to beneficiate using froth flotation; such as tin, tungsten, niobium/tantalum, iron, industrial minerals and oxidized coal. In recent decades, many operations have begun to employ a combination of both gravity concentration and froth flotation Since flotation relies on surface chemistry and gravity concentration relies on specific gravity differences, putting these techniques in series provides today’s metallurgist with unprecedented opportunities to maximize grade and recovery of many of these minerals."

A Major Hazard Risk Assessment (MHRA) was developed in Australia after a series of mine disasters in the 1990?s. A MHRA is used to help prevent major hazards, i.e. fire, explosion, wind-blast, outbursts, spontaneous combustion, roof instability and chemical and hazardous substances, from injuring miners. A MHRA is a structured process that identifies the characteristics of major hazards, assesses and ranks the risk they present, and evaluates engineering and administrative controls to mitigate them. These controls typically consists of a broad spectrum of prevention, monitoring, first response, and emergency response techniques and helps to move an operation from a reactive to a proactive approach towards safety. This paper documents a MHRA performed at an underground mine where strata instabilities and fire hazards may threaten the condition of its escapeways. The objective of this MHRA is to 1) identify what hazards could affect the egress through the mine?s escapeways, 2) determine what unwanted events pose the greatest threat for the mine, and 3) recommend a plan to prevent or recover from the potential disruption of egress through the escapeway. The plan provides information on the key existing controls that should be monitored and audited, and makes recommendation of new potential controls to further reduce related risks. By documenting the use of MHRA to this specific ground control issue, this paper provides a framework for others to judge the merits of this approach and to help design and perform these activities.

Spontaneous firing of coal during storage end even during shipment has long been a serious problem, especially in some regions and with some coals, and methods for preventing such firing have been investigated at intervals for more than 70 years. Spontaneous or other firing of coal waste, either outside or inside mines, has also been a problem probably for as long as mining has been practiced extensively. Much trouble has been caused by such fires, and much money has been spent in attempts to extinguish them. It is known generally that surface waste banks in bituminous-coal fields are very likely to take fire sooner or later, but it is not known so generally that anthracite refuse-bark fires also are common and that at least some of them are more serious in their effect and results than being regarded merely as a nuisance. There surface refuse fires probably would have attracted much more than local attention long ago had it not been that they usually cause no more serious trouble than air pollution. A few supposedly effective methods of preventing or extinguishing spontaneous fires have been reported rather recently. Unless one or more of these prove to be widely applicable, methods of solving these problems are no more certain today than they have been for many years.
