Direct current electrical systems are used in most coal mines primarily to power the main haulage trains and secondarily to feed other equipment and passageway lighting. Electrical power is supplied from rotary machines or static rectifier equipment and is distributed through the mine by open trolley wires and feeder cables. The rails of the haulageway are used as a current return path. This exposed power distribution system is very vulnerable to conditions which lead to undesired leakage currents and short circuits and, consequently, the possibility of fires or other hazards to personnel. Present techniques and equipment have been utilized in so far as practical to improve the safety of the dc electrical system; however, there still appears a need for further improvement. Because of this need, this program was sponsored by the Bureau of Mines to investigate two specific technical areas related to improvement of dc electrical system safety. One area included the determination of the characteristics of mine electrical systems and their protection requirements and the verification of the adequacy of available protective devices for mine service. Despite the widespread application of industrial protective equipment in mines, there was little detailed technical information available related specifically to the performance of this equipment in service. Our task was not only to develop useful information regarding mine system protection, but also to define and verify the adequacy of the protective devices available. "INTRODUCTION Previous investigations of the Boulder City station of the Bureau of Mines have demonstrated that low-grade domestic chromite concentrates can be roasted with carbon to obtain selective reduction of the contained iron, and that the reduced iron can be removed by acid leaching of the roasted products to produce residues with higher chromium iron ratios. Thus, some chromite ores or concentrates that originally contain too much iron to be acceptable for the production of ferrochrome can, by this treatment, be rendered marketable as ""high-grade"" chromite. 3/The present report supplements the earlier work of the Bureau and re¬cords the results of small-scale laboratory tests investigating the effects of:1. Temperature and time of the reducing roast.2. Chromite and carbon particle size.3. Ratio of carbon to chromite in the initial roast mixture.4. Variations in the alumina and silica content of the ore.5. Back-oxidation of the roast product.6. Temperature and time of leaching .of roast product.This work differs from that done previously in that particular emphasis was placed on roast mixtures containing just enough carbon for the reduction of the iron in the chromite, whereas some two and one-half times this amount of carbon was used in the earlier work.In addition to these tests, the mechanism of the production reactions was examined for the purpose of explaining the precance of acid-soluble chromium, which occurs under certain conditions of chromite reduction."

As part of the research effort on investigating the effects of microwave energy on the chemical and physical properties of minerals and ores, the U.S. Bureau of Mines (USBM) Tuscaloosa Research Center has conducted research to measure the dielectric properties of these materials. The objective was to establish a reliable database for use in predicting the effects of microwave heating on a wide range of minerals. The dielectric constants and loss factors of minerals, commonly referred to as the dielectric properties, were determined utilizing the theory of microwave propagation through an open-ended, air-filled coaxial line that was terminated at its open end with the particular mineral under investigation. In this phase of microwave research, the USBM measured the dielectric properties of powdered minerals with medium to high electrical conductivities in the frequency range of 300 MHz to 3 GHz and as a function of temperature from 25 to 325 °C. Since the minerals were prepared as powders, techniques were used to relate the measured dielectric properties of the powdered minerals to the dielectric properties of the mineral at its theoretical or natural density.

Regulations are needed to keep construction vibrations in tolerable limits. The existing regulations were developed for low-rise residential structures, but they are incorrectly used for different super and underground structures. The existing regulations cannot prevent most of harmful vibration effects on sensitive devices, people and structures from construction and industrial vibration sources. It is important to determine the areas of application of the existing regulations and bring attention to the necessity of measurement of the structural responses for assessment of vibration effects on structures. For multi-story residential, commercial and industrial buildings, the frequency-independent safe limit of 51 mm/s (2 in./s) can be chosen for the peak particle velocity of structural, not ground, vibrations. Specifications for construction operations with dynamic sources have to consider specifics of each construction site. Preventive measures can be used to mitigate harmful vibration effects on various structures and settlements in sand and clay soils.

Three well-known copper and gold deposits in northern Luzon, Philippines are located in the Mankayan Mineral District. These are the Lepanto Copper-Gold Deposit, the Far Southeast Porphyry Copper Deposit and the newly discovered Victoria Gold Deposit. The latter discovery led LCMC to shift from a predominantly copper mine to a gold mine. The pre-Eocene Lepanto basement andesite and the middle Miocene Balili volcaniclastic sequence underlie the Mankayan Mineral District. They are intruded by tonalitic to gabbroic Bagon Intrusive followed by diorite-quartz diorite intrusions. Diatreme emplacement of late Miocene-early Pliocene Imbanguila dacite pyroclastics and porphyries took place much later. Faults in the district mostly form a conjugate fracture pattern dominated by north and northwest trending shears, east-west trending extensional fractures and few north-south trending fissures. Victoria is an epithermal gold-base metal rich quartz vein deposit. The veins occur along tensional structures and it is common to observe crustiform and banded features among the sulphides and gangue minerals. It is an open space infilling type of mineralisation. The Victoria vein systems are divided into zones based on continuity. In each zone are major veins and associated spits. Dacite pyroclastics and porphyries predominantly host the major veins with a few narrow veins hosted by the Balili volcaniclastics and the Lepanto metavolcanics. The veins generally trend east-northeast with 75 - 80 dips towards the south. The longest vein can be traced fairly continuously for a horizontal distance of about 600 metres. The vertical persistence of major veins exposed on three level drives has a range of 150 metres and can reach as much as 400 metres based on drill hole intercepts. The vein widths vary from two to eight metres. Right lateral movements of either the NW or NE shear faults could have produced the east trending tensional fractures. The development of ore shoot patterns was recognised and has been helpful to the mining operations. Cymoid loops with defined pinch and swell features are noted both laterally and vertically. Complementing the structural pattern is the distribution of gold values along veins where lateral and vertical continuity is also observed. Gold is associated with quartz, sphalerite, galena and chalcopyrite. In relatively high gold zones, the abundant sulphides are sphalerite and galena. In relatively high copper zones, there is an abundance of chalcopyrite and tetrahedrite. Galena is always associated with sphalerite but less in abundance. Chalcopyrite occurs either as separate bands from or associated with sphalerite-galena. Chalcopyrite and tetrahedrite appears contemporaneous with sphalerite and galena but in some portions the former cuts the latter sulphides. The predominant gangue minerals are quartz, carbonates and gypsum. Rhodochrosite is the predominant carbonate gangue. Few sulphides are found in the carbonates. Gypsum (anhydrite) is found cross-cutting early mineralisation. It carries very few sulphides. The alteration halos around veins are relatively narrow. In an outward sequence, the silicic alteration occurs very near the veins, followed by sericitic-argillic alteration then to propylitic zones. It is also common to observe veins bounded by propylitic alteration. Preliminary paragenetic studies show apparent three stages of mineralisation, the early-quartz (-gold) stage followed by a carbonate stage and a late-gypsum stage. The abundance of base metals relatively decreases towards the gypsum stage. The Victoria gold deposit could have some genetic associations with the Lepanto Cu-Au deposit and probably indirectly with the FSE porphyry system. It is relatively apparent that the Victoria quartz-gold-base metal veins could have occurred similarly as the quartz-gold roots overprinting the Lepanto enargite mineralisation. This overprinting signifies the waning stages of the entire hydrothermal system.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. "Although the majority of new flotation column installations continue to be for cleaning or recleaning, an increasing number of flotation projects are specifying columns for roughing or scavenging duties. NICICO has recently installed flotation columns operating in rougher, cleaner and re-cleaner circuits at three new copper concentrators; Miduk, Sungun and Sarcheshmeh. Miduk is probably one of the unique operations that use flotation columns in a rougher circuit. The Miduk rougher circuit comprises five CISA parallel columns. The rougher concentrate constitutes 88% of final concentrate and reports to concentrate thickener. The rougher tailings are scavenged with ten 50 m3 mechanical cells. The scavenger concentrate is then reground and cleaned in three 3.2 m columns in parallel. The cleaner tailings are scavenged in six 50 m37mechanical cells. The cleaner tailings along with the rougher scavenger constitute final tailings.In Sarcheshmeh, the cleaner concentrate is re-cleaned in a column. The column tailings are sent back to the cleaning circuit and the concentrate is reported to the concentrate thickener.This paper reviews performance details of the flotation columns utilized in rougher circuits at Miduk and compares their metallurgical performances in an industrial scale with columns at cleaning circuits for copper flotation. Practical limitations for applying the flotation columns in rougher circuits will be discussed in details.INTRODUCTIONThe use of flotation columns has grown rapidly since the first successful commercial application at Mines Gaspe, where columns were used in a cleaning circuit to float molybdenite. Early applications of columns were restricted to replacing or adding final cleaning stages in existing circuits. Columns can achieve superior cleaning as compared to conventional cells due to their ability to support a large froth depth and the use of water for washing froth. Wash water travels down through the froth and crosses the pulp/froth interface, replaces the entrained particles reporting to the froth from pulp and improve the concentrate grade."

"Bubble area flux has been claimed to be a major tool to dimension flotation equipment. The paper describes laboratory scale (batch and 301 continuous cell using plant feed) and small-scale (1 ,8m3) industrial experiments with coarse-grained massive sulphide ore.Samples were taken with different froth thickness and air addition rates while the bubble size was measured with an UTC capillary device. Problems of averaging the bubble size measurements and the bubble area flux measurements are also discussed.Material balances were calculated using the commercial program BILCO. The flotation rate constants were calculated for pulp and for froth assuming that we can extrapolate the flotation rate constant of the pulp phase from tests using very thin froth thicknesses.The results indicate that the bubble area flux is not alone an adequate dimensioning tool. With fine sizes there was a nearly linear relationship between the bubble area flux and rate constant for constant impeller revolutions. For coarse sizes the form of the relationship is non-linear and seems to go through a maximum value. Thus the final flotation outcome is not a simple function of bubble area flux but depends on the particle size distribution and other more traditional flotation cell dimensioning variables. The effect of the froth residence time in the total recovery of coarse particles is large, but will not be treated in this paper."

"To adopt new technology advancement in Steel Plant, there is a requirement of shifting of operation process from Coke Wet Quenching (CWQ) to Coke Dry Quenching (CDQ). New CDQ chamber foundation with deep basement and underground conveyor tunnel are to be constructed in an operating plant where heavy foundations and structures are located in close proximity. Furthermore, the existing CWQ system will be in operation during new underground construction and erection. Challenges to deep excavation of tunnel and chamber foundation consist of non-uniform ground condition, prevent washing out of soil from bottom of existing foundations, stability of existing nearby structures, presence of large number of underground utilities, ensuring safe underground workplace to construction resources engaged in new construction work along with project schedule and budget constraints. A combination methods involving use of soil nailing, soil grouting, contiguous bored pile and micro pile had been adopted for protection of excavation sides as well as existing structures. Each side of excavation in different stretches were analysed during design as well as construction stages. The use of combination of all techniques in a single brown field project in context of the nature of site constraints and safety issues made this a unique project.INTRODUCTIONSteel Industry is one of the backbones of industrial growth of any developing country like India. Due to increasing land prices most of the steel plants in India are expanding within their existing plant facilities. In addition to that, there is demand of adoption of new technology for future expansion projects to set new benchmarks with global standards.The property owner had earlier installed a Coke Wet Quenching (CWQ) for their Coke Plant. Now, there is a requirement from process department to proceed with Coke Dry Quenching (CDQ). To facilitate the CDQ within the existing CWQ which will be in operation is the main challenge for the property owner. The second challenge is the limited space for underground construction and subsequent equipment erection within the stipulated time frame.From a geotechnical prospective, the project team had uncertainty and reservations in their mind about the construction methodology. Therefore, the role of three “C”: ‘Consultant’-‘Client’- ‘Contractor’ and their combining brainstorming is essential to freeze a working plan for achieving the goal. In this paper, only the excavation support systems for underground foundation structures have been highlighted in the context of solving geotechnical problems."

An environmental management system (EMS) is a key part of a company?s environmental stewardship. Procedures and practices to continually improve environmental performance can provide great benefits in operating the company. Managing site environmental quality data is a key component of this. An environmental data management system (EDMS) is an important element of the EMS for mining and other projects, providing project staff with the information that they need to make decisions that can have a significant impact on public health. Improvements in computers, data communications, and transfer formats have made it much easier to implement an integrated EDMS program for gathering, managing, selecting, and displaying data from the field and the lab. Software now lets users define sampling plans, create files for field data entry, and print Chains of Custody. Laptop and handheld computers facilitate field data entry and may provide automated communication back to the office. Most labs can now create usable electronic data deliverables. QC checks and limit comparisons can be largely automated. The result is organized data that can be efficiently used for reporting, graphing, and mapping, to better understand project issues.

Mechanical properties of the as-cast and heat-treated alloys have been related to constitution, determined by x-ray diffraction and microscopic methods. Investigations include the effects of aging and of small nickel additions on the properties of the alloys.

Researchers studying dust generation from blasthole drills developed a simple, quick fix that reduced respirable dust concentrations by more than 63% at the dump point. This device, which requires almost no maintenance, is small and inexpensive, and it will help operators maintain compliance to the dust standard. The thought process was that a reduction of respirable dust at any of the multiple sources on the drill, in this case the dust collector dump point, should reduce the total respirable dust generated by the drill. The U.S. Mine Safety & Health Administration (MSHA) has a coal respirable dust standard of 2 milligrams per cubic meter (mg/m3) for an 8-hour shift. MSHA and mine operators periodically collect personal dust samples to determine compliance with this dust standard. Drill operators have one of the highest exposure levels to respirable dust. This has been proven through many reviews of the MSHA dust sampling database. Prior to 1987, the highwall driller at surface coal mines had the most severe exposure to respirable silica dust, a trend that continues today based on MSHA's respirable dust sampling database. A review of the MSHA database for the years 1985 through 1992 shows that 81% of the respirable silica dust samples taken exceeded the permissible exposure limit for the highwall drill operator at surface coal mines. A more recent review of the MSHA database, for the years 1996 through 2000, shows that only 31% of the respirable silica dust samples taken exceeded the respirable silica dust limit for the highwall driller at surface coal mines. This suggests a substantial improvement in preventing the exposure of silica dust to the highwall drill operator. The drill operator, however, still tops the list of job occupations that have the highest exposure to respirable silica dust Respirable dust has been shown to be harmful to human health, especially when silica is present in the dust. It causes a disease known as silicosis, which can occur in three levels: chronic silicosis, which occurs after 10 years of exposure; accelerated silicosis, which occurs between 5 and 10 years of exposure; and acute silicosis, which can occur within a few weeks to five years of very high exposure to silica dust. Respirable dust consists of the dust particle size fraction whose median diameter is 4 micrometers (µm). The drilling machine generates high concentrations of respirable dust from several sources: drill table shroud leakage, dust leakage through the table bushing, dust discharge from the dust collector exhaust due to impaired filters, and dust entrained from the dust collector fines dumped onto the bench. The National Institute for Occupational Safety and Health's (NIOSH) Pittsburgh Research Lab (PRL) has been studying different methods to reduce respirable dust from these sources. During its testing, the institute identified a simple solution that reduces the amount of respirable dust generated at the collector dump point.

It is concluded that diamonds are held as cherished possessions, valued far above their real market price, retained as valued heirlooms, and widely used as a form of highly liquid currency. In order to sustain value, both from an investment and jewellery perspective, demand has been stimulated to keep pace with growing global supply while the illusion that ?diamonds are forever? has been fostered to ensure that most diamonds, once sold, do not re-enter the market.

The consolidation of thick and very compressible soil deposits by stone columns associated with cast-in-place plain concrete columns, has been performed for shallow foundations of some heavy industrial structures. The reduction of settlements and increase of soil bearing capacity were thus ensured as a result of soft soil interaction with stone and concrete columns. The results of model tests and in situ large scale applications are presented. A calculation procedure is also suggested for foundation bases improved by the proposed method.

Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

"Mineral prospectivity modelling of polymetallic nodule deposits has been completed over the Cook Islands Exclusive Economic Zone (CIEEZ) using the GIS based Weights of Evidence modelling technique. Polymetallic nodules, also known as manganese nodules, have been explored as a possible resource for a number of metals including cobalt since the early 1970s. Recent data on the nodule composition and abundance in the CIEEZ has led to a renewed interest in the prospectivity for manganese nodules in the region. The predictive modelling has used the most recently accepted mineral model for polymetallic deep-sea nodule deposition to identify factors that are most likely to map the presence of this type of mineralisation in the CIEEZ.Manganese nodules form on the deep seafloor as concretions formed by concentric layering of iron and manganese hydroxides around a core and they grow at a very slow rate, on the order of millimeters per million years. The available data for the CIEEZ indicates a greater abundance in the area of nodules formed by hydrogenetic processes, which are the result of slow precipitation of metallic components from seawater. The environment in which the nodules are most abundant is at depths between 4,000 m and 6,000 m in areas of low sedimentation rate. Hydrogenous nodules commonly grow on siliceous and pelagic clay sediment, they are less common on other types of sediment."
