La Bolivie possède tout pour réussir. Son vaste territoire de plus d'un million de km2 et qui occupe une position stratégique au coeur du continent sud-américain recèle des ressources naturelles (forêts, minéraux, gaz naturel, etc) variées et abondantes. Elle a une frontière avec pas moins de 5 pays dont le géant que constitue le Brésil ainsi qu'avec l'Argentine, l'autre puissance régionale. Pourtant, malgré tous ces atouts, la Bolivie demeure l'un des pays les plus pauvres du continent. Ce paradoxe n'est nulle part mieux reflété que dans le secteur minier. Celui-ci fait face à une situation de crise en dépit d'une tradition minière de plus de quatre siècles et d'un potentiel géologique indiscutable ayant conduit à la découverte et à l'exploitation de fabuleux gisements d'argent et d'étain. Les habitants des districts miniers vivent dans des conditions de pauvreté extrême et les indicateurs de développement humain de ces régions sont parmi les plus bas en Amérique du Sud. La Bolivie réussit difficilement à attirer les compagnies minières alors que, chez les voisins, et particulièrement en Argentine, qui n'a pas de tradition minière, les investissements miniers majeurs affluent. Dans cette conférence, nous chercherons à expliquer les causes de cette situation et proposerons des solutions possibles.

Co-disposal of partly-dewatered mixed-plant rejects (MPR) from coal processing into spoil dumps is gaining favour amongst Australian coalmine operators in preference to conventional tailings disposal methods which require a tailings dam. Owing to their often low permeabilities and high degrees of saturation, MPR materials may be prone to the development of excess pore pressures when covered by spoil during routine dump advancement. The likelihood of dump failure will increase if these pore pressure regimes and the associated delay of shear strength development are not accounted for during waste dump design. To date however, little is known about these pore pressure regimes due to the complexities associated with their in situ measurement.This paper describes the in situ measurement of pore pressures in a cell of MPR placed within a coalmine spoil dump. Four vibrating wire piezometers (VWPs) were placed within a cell that was then filled with MPR and allowed to consolidate under self-weight before advancing an adjacent tiphead across the cell. The VWPs recorded the transient pore pressures during MPR placement and dump construction, and their interpretations are described within the context of laboratory measured parameters. Froth flotation is a physico-chemical separation process that takes place in two phases; pulp and froth phase. It is widely recognised as a complex process, due to the range of interactions present within the system. Of critical importance is the role of the froth phase within the system. The pulp kinetics governs the maximum potential recovery within a flotation cell, while the froth phase governs the selectivity via the froth?s stability. Higher froth stability improves recovery at the expense of grade, and lower froth stability improves selectivity. It is well known that the two major factors affecting froth stability are attached particles and solution chemistry. This paper looks at a flotation bank at different froth depth and frother concentrations. The air recovery to the concentrate is determined at each condition and relates the effect of the operating conditions on froth stability and transport to the amount of solids that are recovered to the froth and concentrate by true flotation. The results presented show that, for a given process objective, which in this case was a consistent mass pull profile, depending on the operating conditions, solids recovery in the pulp is affected by the air rate required to maintain the target mass pull. To a smaller extent, the changes in the pulp composition affect down-stream pulp recovery. The variation in solids recovered into the froth drives the froth stability at the start of the flotation bank, while the frother drives the froth stability at the end of the bank. The performance in between these two extreme conditions arises from an interaction of these two effects. The consequences of these interactions can give rise to counter-intuitive responses that can confound efforts to optimise the performance of the bank.

The Bureau of Mines investigated technologies for determining the integrity of in situ leach mining wells. A self-contained trailer-mounted well integrity testing system (WITS) was designed and built to enable rapid testing of well casings for leaks as required by environmental regulations. The WITS utilizes two inflatable packers to seal off the entire casing length or any portion thereof. Water pressure is built between the packers to the desired test pressure, and the presence or absence of casing leaks is determined by monitoring the pressure drop between the packers. A winch and steel cable are used to run the packers in and out of the well. The WITS underwent an industry field test at the Irigaray in situ uranium leaching mine near Buffalo, WY. A total of 37 wells with an average depth of 225 ft (69 m) were tested at an average rate of four wells per 8-h shift with a two-person operating crew. This represents a 75-pct time savings and an 83-pct labor savings compared to the rigid-pipe method previously used at the mine, with which a three-person crew tested an average of one well per shift.

Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are improving but more slowly and yet, serious accidents and fatality rates are not: in fact, these rates of more serious incidents have plateaued or deteriorating. In more dramatic cases, organizations that had ?exemplary? safety statistics, suddenly had a catastrophic or multi-fatality event occurring. Popular books such as In Search of Excellence of Peters and Waterman or Good to Great of Jim Collins created many delusional ?secrets? or recipes, to achieve great performance and yet, most of those ?great? or ?excellent? companies have now declined in their performance, some dramatically and some have fallen from grace, like Fanny Mae, a company Jim Collins identified as a ?great? one, that had to be bailed out in the latest financial crisis. These organizations share several ?delusions? about managing a business, and often, these delusions are created by academics, consultants and authors of popular books about (safety) management. More damaging however is that safety management is defined by a set of key practices or axioms: a focus on human error, compliance to rules and regulations, creating consistency of systems and actions, reacting to accidents and incidents and on prevention of those, measuring safety with performance metrics and rewarding employees on those measurements. All of these axioms contain the seeds of destruction, and they create conditions and dynamics that precede the disaster - and ironically, they are all 'good things' we do in safety management. For example, a mere focus on safety in the business, and the measurement of it, create a culture of repression of mistakes and incidents, leading to a situation where the organization knows incrementally less and less of risks and risktaking behaviour - until the day it all coincides destructively! This paper discusses seven such safety delusions and how they impact on the views and safety management approaches. They are: ??The delusion of (risk) control, that risks can actually be identified, analyzed and mitigated. ??The delusion of compliance, that mere compliance to rules will safeguard the business ??The delusion of consistency, that standard operating procedures will ensure safe operations ??The delusion of predictability, that accidents and trends tell us everything about the risks of the future ??The delusion of human error, that people are the weakest link and that it can actually be dealt with through discipline and enforcement. ??The delusion of statistical trends, that safety is measurable with statistics ??The delusion of invulnerability, that we have achieved high levels integrity and capability to deal wit risks. Organizations that suffered catastrophes all share some or all of these delusions and this paper traces how these played a role in many disasters, ranging from the Titanic, Challenger, Piper Alpha, Bhopal, BP Deepwater Horizon and many more.

Cast ingots of 99.99 pct purity A1 and aluminum/copper alloys containing up to 2 pct Cu have been found to contain four zones rather than the three previously accepted, i.e., chill, colummar, and equiaxed zones. The fourth zone consists of a coarse dendritic layer across the top surface of the ingot which is open to the atmosphere. It is also found that the grains in the equiaxed region have a "cornet" shape, with a head which is coarsely dendritic and a tail which grew with the same structure as the columnar grains. Experiments using mechanical barriers, and others involving the elimination of the surface dendrile layer, have indicated that nucleation of the equiaxed zone is caused by the showering of dendritic particles from this surface dendrite layer. These particles are the dendritic heads found in the comet grains. A mechanism of nucleation and growth of these comet grains is put forward. Experiments with a number of other metals and alloys suggests that these conclusions may apply generally to ingots cast without the addition of nucleating agents, and solidified under normal conditions. THE macrostructure of cast ingots may contain the following three zones: i) a peripheral zone of fine equiaxed grains, commonly called the chill zone; ii) a zone of columnar grains extending inwards from the chill zone; iii) a central zone of equiaxed grains; these are normally larger than the chill grains. All three zones are not necessarily present in any particular ingot since their existence and magnitude depend upon the casting conditions and composition of the cast material. The mode of formation of zones i and ii is fairly well understood. However, the cause of the central equiaxed zone remains a matter of conjecture. Previous theories put forward to explain the mechanism of nucleation in the equiaxed zone have been examined by Chalmers1 and Winegard.2 At the time when the present work was carried out the most re -cent hypothesis was that due to Chalmers,1 who recognized more fully than previous workers that conditions in this zone during solidification were not conducive to nucleation. In his hypothesis, he suggested that nuclei were formed near the mould wall during the very early stages of solidification, and that they can drift into the central zone by convective motion. This was supported by evidence from experiments using mechanical barriers to stop the drift of nuclei. A similar hypothesis had previously been put forward by Genders.3 More recently, Jackson et al. 4 have observed that dendrite arms in organic compounds can melt off during solidification. They have postulated that this occurs in metals and alloys, and that the dendrite arms which have been freed from the main dendrite act as nuclei for the equiaxed zone. In the present work, critical metallographic examination has shown that there is a fourth zone in the macrostructure of cast ingots which is a dendritic layer over the top surface of the ingot. It is also shown that there is a relationship between this zone and nucleation of the equiaxed zone. EXPERIMENTAL DETAILS The alloys examined were prepared from super -purity aluminum of 99.99 pct min purity (spectro-graphically detected impurities of Cu, Fe, Si, and Mg) and copper of 99.98 pct min purity (spectrographically detected impurities of Si, Zn, As, Fe, Pb, Bi, Ni, Sn, Mn, Ag, Cr, and Al). Three compositions of ingots were examined, containing 0.0, 0.1, and 2 pct Cu, respectively. The alloys were melted in an alumina-lined salamander crucible using a medium-frequency electric induction furnace; when the appropriate casting temperature was reached, the alloys were cast without degassing or fluxing treatment. The mould used was made of electrode graphite and had the following dimensions: external diameter 6 in., height 9 in., with a mould cavity 8 in. deep and a diameter tapering from 5 in. at the top to 4 in. at the bottom. Casting temperatures used were generally in the order of 70" to 90°C above the liquidus and the mould was at room temperature before casting. Inserts kere placed in the mould cavity in some experiments. These consisted of either an 18-g stainless-steel tube of 2 in. diam held axially in the mould i in. off the bottom and extending 1 in. out of the top of the mould or a "trap-door" barrier of stainless-steel gauze of 24-mesh held horizontally in the mould 31/2 in. down from the top. The construction of this insert is shown in Fig. 1. All inserts were preheated prior to casting to prevent chilling. RESULTS The macrostructures of ingots of the three compositions are described, in terms of the three generally recognized zones, in Table I, and illustrated in Figs. 2(a) to (c). The most interesting observation in this table is that relating to the shape of the equiaxed grains, which were not in fact equiaxed but of almost tear-drop shape. Closer examination of these grains showed that each consisted of a head which had a coarse dendritic structure and a tail which always grew in the opposite direction to heat flow, and which had the same structure as that of the columnar material of the ingot concerned; i.e., in the pure aluminum and 0.1 pct Cu alloy it was cellular and in the 2 pct Cu alloy it was cellular-dendritic. "Copper containing different types of nanocomposites have been characterized for nanolabelling and ID. Three types of the rare earth nanoparticles were used for this study, the oxide and the sulphur compound of the Eu and Tb. Characterization techniques uses SEM, and Raman for morphology, chemical composition, and optical characterization respectively. It has been shown that it is possible to include the rare earth particle in a copper matrix without damaging its physical properties. INTRODUCTIONThe development of new materials, often involves the addition of new properties without changing the beneficial properties of the original material (Chen et al., 2009; Khana et al., 2007; Patil et al., 2008). Nanocomposites are nanostructured materials, whose structural elements including clusters, crystallites or molecules, of dimensions ranging between 1 to 100 nm (Moriarty, 2001), or a composite material where one of the phases is a one, two or three dimensionally nanostructured material (Nanotechnology, 2006; Wang, 2001). Nanocomposite materials research is a fast growing area due to the high demand for materials for specialized applications (Edelstein & Cammarata, 1998), such as biolabelling, magnetic storage media, solar energy transformation (Jisen et al., 2004), and resistance welding applications (Bessergenev et al., 1997; Kwon et al.,2006).The properties of the nanocomposite materials depend not only on the properties of their individual parent materials, but also on their morphology and the interfacial characteristics. Thus, significant efforts have been focused on the control of the nanoscale structures via innovative synthesis approaches. Therefore, novel materials of unique properties may be obtained by combining properties from the parent constituents into a single material (Balan, 2006; Garcia et al., 2009). Possible effects of nanocomposites in the original material may include changes in the mechanical properties such as hardness , wear resistance (Rafaja et al., 1987), and electrical properties (Britton et al., 2003). The inclusion process may therefore be used to tailor materials to have particular mechanical, electrical and optical properties (Das et al., 2009). However, to fully understand the nanocomposite, it is necessary to study the fundamental properties of both the host matrix and the inclusions (Li, 2008)."

Introduction The separation of minerals from complex sulfide ores by flotation requires careful control of the surface chemical behaviors of the minerals constituting the ores. When the minerals in the ore are finely disseminated, extremely fine grinding is needed to liberate the minerals. Fine grinding is not only an energy-intensive operation, but also influences the flotation behaviors of liberated minerals. Steel balls are commonly used for grinding. Galvanic interactions occur not only between sulfide minerals and grinding media but also among the different sulfide minerals themselves. The electrochemical characteristics of chalcopyrite and pyrrhotite when they are independently coupled with steel grinding media and the relevance of these characteristics to the flotation behavior of these minerals have been exten¬sively studied (Cheng and Iwasaki, 1992: Li and Iwasaki, 1992). These studies dealt with reactions in two electrode combinations, simulating mineral-grinding medium and mineral-mineral interactions. In practice, however, it is more common to involve more than one sulfide mineral. In a study of a pyrite-pyrrhotite-mild steel system, Pozzo et al. (1989) provided evidence that a mineral having an intermediate potential could behave differently, depending on the condi¬tion of galvanic contact. This investigation was undertaken to study a chalcopyrite-pyrrhotite-mild steel system to gain better in¬sight into the mechanism of multiple galvanic interactions. A three-electrode system was chosen to simulate a typical copper sulfide ore. The sulfide minerals were represented by chalcopyrite and pyrrhotite. The grinding medium was rep¬resented by mild steel. The nature of galvanic interactions involving these minerals and grinding medium in an oxygen atmosphere was investigated in a three-electrode combina¬tion, and an attempt was made to relate the laboratory flotation results of pyrrhotite-chalcopyrite ores. Possible implications to the differential flotation of complex sulfide ores are discussed. Key words: Electrochemistry, Flotation, Sulfide ores Experimental The pyrrhotite (57.74% Fe, 0.09% Cu, 4.84% Ni and 36.54% S) sample was obtained from Falconbridge Ltd.'s Strathcona mine, Ontario, Canada, and the chalcopyrite (26.00% Cu, 28.57% Fe, 0.05% Ni and 31.52% S) sample came from Transvaal, South Africa. Mild steel (AISI 1020, 0.2% C) was chosen to represent grinding media. A conventional three-electrode cell was used in the elec¬trochemical measurements. The working, counter and refer¬ence electrodes were, respectively, sulfide minerals or mild steel, graphite rod and saturated calomel electrode (SCE, 0.245 V vs. standard hydrogen electrode). The exposed areas of the sulfide minerals and grinding medium electrodes were approximately the same (0.17 to 0.19 cm2). The preparation methods of working electrodes, the reagents used, the experi¬mental procedures and the instrumentation were the same as those described previously (Cheng and Iwasaki, 1992). Rest potentials of pyrrhotite, chalcopyrite and mild steel were measured individually in 0.05-M sodium sulfate solu¬tions. Combination potentials and galvanic currents of the sulfide minerals and grinding medium were measured in short-circuited two- and three-electrode systems. The Synthetic Liquid Fuels Act (58 Stat., 190; 30 U.S.C. Sup., Secs. 321- 325) was approved by Congress April 5, 1944; it directed the Bureau of Mines to build demonstration plants to produce synthetic liquid fuels from coal, oil shale, and agricultural products. The most important oil-shale de- posits in the United States are in the Green River formation of Colorado, Utah, and Wyoming. The oil shale of western Colorado generally is more amenable to exploitation, more persistent, and apparently richer than elsewhere in the Rocky Mountain Region. It occurs at the top of a high plateau surrounded by bold, nearly vertical escarpments 500 to 600 ft in height. The top 400 to 500 ft of these escarpments comprises an oil-shale measure that averages 15 gal of shale oil per ton; the bottom 70 to 100 ft of the measure, called the Mahogany Ledge, averages over 30 gal per ton. The full measure in a 1000-square-mile area is estimated to contain 300 billion barrels of shale oil;' the Mahogany Ledge is estimated to contain 100 billion barrels of oil. The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, decreased about 24% in 1992. The decrease in the value of tripoli production was the result of a decrease in total production. Emery decreased owing to a decrease in the volume of the material produced. Special silica stone experienced a significant increase in unit value and decrease in the quantity produced. Garnet showed a 6 % increase in quantity and a 36 % decrease in unit value. Staurolite decreased about 27 % in the quantity produced and value compared with those of 1991. The fused aluminum oxide industry showed a slight increase in the quantity produced and a 4 % increase in the value of production. The silicon carbide industry saw a 7 % increase in the quantity produced and a 10 % increase in the value of production. Combined, the industries increased 4 % in quantity and 6 % in value compared with those of 1991.

Since the annual meeting held in February, 1917, when the Woman's Auxiliary to the A. I. M. E., was formed, the work of organization, which of necessity must be slow, has steadily gone forward. Under the Chairmanship of Mrs. C. C. Burger of the Welfare Committee, three active sub-committees have been formed: that of Americanization; under Mrs. Levi Holbrook, who is eminently fitted for such a position, by her active and valuable work in a number of the fine patriotic societies of our country; the Belgian Relief Committee, under Mrs. Henry H. Knox, which has clone phenomenal work in the three months of its existence, and whose report is later given in detail; and the Emergency Committee under Mrs. Herman A. Prosser, which has a fund already established, and is. in close touch with Major Arthur S. Dwight, ready to act when necessity arises. The officers of the Auxiliary feel more than gratified at the response so far received, and in a later issue will print extracts from letters, if permission can be gotten from the writers, showing the interest and enthusiasm that have beer aroused by the formation of a Woman's Auxiliary. Answers have even come from far Korea "the hermit nation," from Australia, from South America, showing what a bond of sympathy and, helpfulness is in process of growth. It is our sad duty to announce the death of our Treasurer, Mrs. George D. Baryon, who, from the very inception of our plan to organize, was an inspiring and valuable co-worker. Her place will be difficult to fill. Mrs. Arthur S. Dwight is Acting Treasurer at present. The Auxiliary wishes to express its heartiest thanks to Mr. Stoughton, the genial and efficient Secretary of the A. I. M. The steelmaking process requires the input of ferro-alloys to implement the adjustment of some elements composition in the final product. In the particular case of stainless steel production, the high carbon FeCr alloy stands out as one important precursor. However in the production of this material a certain quantity of fine powder with remarkable chromium and carbon content is also generated, which, in turn, could be processed through alkaline roasting in order to selectively recovery this element in a subsequent aqueous route. In the present work, this process is investigated, using excess of NaOH as oxidizing agent, and H2O2 for precipitating chromium as Cr(OH)3, which is next calcinated to Cr2O3. According to the results, the global achieved recovery has shown to be around 98%, suggesting that the proposed route can be seen as a potential process for chromium oxide production from the mentioned fine powder.

We studied the phase diagram of Na3AlFe-ZrO system, reduction of ZrO2 by aluminium and electrochemical behaviours of ZrO2 in the system. The results show that Na3ALF6-ZrO2 system is a simle eutectic one, that the velocity of reduction of ZrO2 in the system is rapid al 960'C and that the Zr content in the alloy abtained can reach as high as 2.5wt%. Potential scanning shows that there exist new current peaks on the potential scanning plats except for the cuurent peaks corresponding to the oxidation of aluminium. The method of making Al-Zr alloy in our paper has advantages over the traditional method of mixing metals.

With the exception of the mentions of coal in Illinois in the period 1660-1680, already referred to, the first coal found in the United States was in the James River, Virginia, field. In 1699 a large tract of .land above the present city of Richmond was allotted for a settlement of French Huguenots by the colonial, government, near the present Manakin, about fourteen miles above Richmond. They soon found coal, tradition says it was uncovered by a hunter pulling out a small tree in a. steel) bank near a stream, and Colonel William Byrd, F.R.S., the most prominent man of his day in the colony, wrote to the Colonial Council of Virginia, May 10 and 11, 1701: "The 10th of May, last., I with Coll. Randolph, Capt. Epes, Capt. Webb, &c., went up to the new settlements of ye French Refugees at ye Manaken Town.... We went tip to ye Cole, w'ch is not above a mile and a half from their settlement on the great upper Creeke, w'ch, riseing very high in great Raines hath washed away the Banks that the Coal lyes bare, otherwise it's very deep in the Earth, the land being very high, and near the surface is plenty of Slate.", Some of the Frenchmen were evidently familiar with the use of coal, as on May 22, 1702, "David Menestrier a black smith and one of ye french Refugees Inhabiting at Luciana Petitioning his Excellency that he may have leave to use ye coal mines lately discovered there for his forge his Excellency by and with ye advice of ye Council loth hereby give Leave to ye said David Menestrier to take what coales he shall want. out of ye said Coal mine for ye use of his forge according to ye Prayer of ye said Petition."2 There was some uncertainty about the grant of these lands to the Huguenots which caused the request for leave to use this coal, as a Virginia patent in its usual form allowed the owner to mine all minerals excepting gold and silver, which were subject to royalties for the Crown. After the visit to the coal above mentioned, "Wm. Byrd, understanding the land had not been granted to the French, took out a patent for 344 acres, including the same, (the coal) which patent was dated October 20, 1704".3
