Unfortunate occurrences resulting in injuries, loss of life, and destruction of property by explosion, fire, and other mishaps during shaft sinking in the past few years have focused the attention of the Bureau of Mines on the need for safety standards for such operations. Several States have some rules and regulations applicable to local conditions, and several Bureau publications (including some now out of print) cover the hazards that may be encountered in shaft sinking. Certain requirements of the Federal Mine Safety Code and Federal Coal Mine Safety Act may be applied, but there are no definite, uniform standards that will guide those desiring to sink a shaft safely and bring about uniform safety inspections.

Brisbane’s Airport Link is Australia’s largest road infrastructure project, worth a total value of A$4.8 billion. The project is using surface and underground blasting to excavate hard volcanic rock, Brisbane Tuff. This paper tells the story of the most challenging and difficult blast of the whole project: the removal of a remnant pillar of rock (approximately 2250 m3) next to a major arterial road and within 100 m of existing infrastructure including a number of heritage listed buildings, residences and privately owned sensitive receivers. The pillar consisted of a hard rock wall (Brisbane Tuff) between 2 m and 6 m thick, 15 m high and 35 m wide; with in situ precast concrete piles embedded within 1 m of the boundary of the pillar. Orica Australia Pty Limited was contracted by Thiess John Holland, to perform the work in this area, including design, modelling, drilling and loading of the explosives, as well as blast clearance and shotfiring. Access to the area was limited so all explosives and equipment, including the 20 t drill rig, had to be lifted in and out by crane. Due to the nature of the blast, with infrastructure 5 m directly in front of the 15 m high face, there was only ever going to be one chance to get this blast right. This was an extremely complex blast which required the use of a number of different types of packaged explosives, as well as special timing techniques only made possible by using electronic initiating systems. This type of blast is high risk, and is more typical of a building demolition in the urban environment. The blast was fired on the 25 September 2010, and was highly successful. The environmental results for vibration and overpressure were well under the imposed limits, and the embedded concrete piles remained undamaged.

The rate of FeO and MnO reduction from silicate and aluminate slags by carbon-saturated iron is dependent on both slag composition and temperature. Owing to variable stirring rules during- the course of reaction, the reduction processes occur in two stages in stationary graphite crucibles. In the first stage the slirring caused by CO evolution results in forced convection conditions in the slag. As the boiling action subsides during reduction, the flow conditions within the system become those defined by natural convection. Analysis of the data by an unsteady-state penetration model indicates that the rate of reduction is controlled by the rate of cocur-rent flow of' cations and anions from the bulk slag to the interface during both stages of reduction. The hearth reactions of the blast furnace have been extensively investigated from the viewpoint of equilibrium by deductions from controlled laboratory experiments. However, the literature contains relatively few studies that have been directed toward the area of slag-metal reaction kinetics, and the majority of these have been concerned with the rate and mechanism of sulfur transfer between iron and slag. More recently, attention has turned to the kinetic factors in the reduction of oxides from liquid slags. One of the first investigations in this field was conducted by Dancy1 on the reduction of pure liquid FeO and pure liquid Fe3O4 by carbon-saturated iron. The integrated form of the rate equation indicated that the reduction of FeO was of the first order up to 80 pct reduction. Over the initial 30 pct of reduction, the magnetite reaction was also interpreted as a first-order process. The rates of reaction were extremely rapid as indicated by a 30 pct reduction of the liquid magnetite in a time interval of about 1 to 2 sec. Phil-brook and irkbbride' studied the reduction of FeO from a lime-alumina-silica slag by carbon-saturated iron and solid graphite in stationary crucible assemblies. With the use of the differential form of the rate equation, the rate of the reduction reaction was found to be proportional to the second power of the concentration of the reactant FeO for both the slag-metal and slag-graphite reactions. These authors presented a number of comments in an effort to explain the difference between the molecularity of the above reaction and the observed second-order relation. One such argument, recently extended by Wagner,3 was that the rate-limiting step may well be one of transport control. A complete discussion of the proposed mass-transport control mechanism of this reduction reaction will be presented in a later section of this paper. Kinetic studies of the reduction of other oxide species, namely chromous oxide, titania, and silica, have also been reported. McCoy and philbrook4 used rotating crucible assemblies to investigate chromium reduction from Ca0-SiO2-A12O3 slags. First-order kinetic law was obeyed for the slag-metal reduction reaction as determined by the integration method of data analysis. Due to scatter of the data, any dependence of the rate constant on temperature or slag composition was obscured. Concentration-time data for the reduction of titania from blast-furnace type slags under reducing conditions were obtained by Delve, Meyer, and Lander.' The data were too few, however, for a formal kinetic interpretation. Kinetic data for the very slow reaction of silica reduction have been observed by McCoy and Philbrook6 and Fulton and chipman.7 The former experimenters found the reaction-rate constant for silica reduction by carbon-saturated iron to be 20 to 60 times less than the rate constant for chromium reduction. In their work on the reduction of SiO2 in mechanically stirred systems, Fulton and Chipman also found small values for the specific reaction rate and derived a high value for the energy of activation for the reaction. In both of these investigations, the reduction process was assumed to follow first-order behavior. schuhmann8 proposed that the rate-limiting step in this reaction is the diffusion of oxygen from the interface through a boundary-layer film to the bulk metal phase, and Rawling and Elliott9 have reported experimental confirmation of this hypothesis for temperatures below 1600°C. Turkdogan et a1.10 have also concluded that the rate of reduction of silica is a slow process and controlled by the diffusion of oxygen in the metal, but only in the absence of carbon monoxide bubbles at the slag-metal interface. In the presence of bubbles, achieved either by injecting carbon monoxide at the slag-metal interface or by blowing it through the metal and slag, these investigators found a rather rapid reduction of silica which appeared to be controlled by an interfacial reaction involving the de-sorption of silicate ions from the slag-metal interface to the metal phase as silicon and oxygen atoms. The primary focus of management today is safety, or preventing negative, generally irreversible, events of acute duration. The outcomes of safety-related events are usually visible and can evoke strong emotions if the results are severe. Experts now see that occupational illness and disease also result in significant emotional and financial toll to workers, their families and communities, and to their employers. Effective health and safety management must include acknowledging the importance of occupational health hazards and the proportionate application of resources to address those issues. Improvement in workplace conditions and decrease or elimination of illness and disability are due to actions within the workplace and result from the implementation of risk prevention and control measures. However, success may only be visible months or years later and may require interventions that have to be maintained over prolonged periods. This demands continuous, co-ordinated effort to ensure sustainability of diverse occupational health programmes and the relevant management systems. Too often occupational health is not seen as being part of the general management of business, but rather the function of a medical practitioner somewhere off site in a clinic. Integration of occupational health management systems with other management systems within an organization is essential for its success.

This U.S. Bureau of Mines report examines the causes and consequences of longwall face sloughage. Theoretical relationships were developed to evaluate mechanisms that produce slough age. From these relationships, contributory factors were identified for further analysis in field efforts. A survey identified 12 mine sites with sloughage problems, and these were investigated. From these studies, it was determined that the depth of cover and mining height are the two most significant factors causing sloughage on longwall faces. Coalbed friability and cleat orientation also were found to be significant factors in promoting sloughage. It was concluded that sloughage is primarily a problem in thicker seams or seams with friable coalbeds, and that the problem is more severe as the depth of cover increases. Sloughage also was found to increase as the rate of mining decreased. Observations indicated that face slough age can increase dust generation significantly on longwall faces. Current efforts to control dust generation from longwall sloughage are described.

Effective recycling or disposal of flue dusts is a continuing problem, particularly for secondary smelters treating low-grade Cu scrap. The Bureau of Mines investigated a variety of flue dust treatment approaches and demonstrated the technical feasibility of a bench-scale alkaline method that includes leaching, cementation, precipitation, and roasting. Flue dust was leached at room temperature with an alkaline solution of (NH4)2C03 and NHpH to solubilize ZnO and Zn metal. Some copper, lead, tin, and most of the zinc were dissolved in the leach step. Copper, lead, and tin were recovered in the cement product. The Zn in the flltrate was precipitated by pH adjustment to neutral using CO2 injection. The Zn salt was flltered from solution and roasted to give high-purity ZnO. The leach residue, enriched from 4.3 to lOA pct Sn, could find a ready market; the metallic cement product can be recycled back to the copper converter; and the high-purity ZnO product can be sold in several markets, leaving no material for disposal. The possibility for recycling of reagents, lower energy demand, and low environmental impact make this method economically and environmentally attractive for recycling secondary copper smelter flue dusts.

Leaching of a Georgia umber ore when using both ferrous sulfate and pickle liquor was studied in the laboratory . The ferrous sulfate content of the leach solution was the major factor affecting the extraction of manganese from the ore . Time , temperature , and the sulfuric acid content of the leach solutions had relatively little effect on leaching of manganese from the ore ; however , these factors did affect the amount of iron extracted from the umber and/or precipitated from solution . Simulated countercurrent leaching of the ore with pickle liquor containing 130 gpl (grams per liter ) ferrous sulfate ( 48 gpl ferrous iron ) produced a pregnant solution having 16 gpl manganese and 41 gpl iron . Filtration tests of the leach slurries indicated that separating the leach solution and solids by vacuum filtration was impractical , whereas pressure filtration was feasible when the cake thickness was limited to about three- fourths of an inch . Fired pellets of the filter cake yielded a firm , hard product analyzing 56 percent iron and less than 0.1 percent sulfur .

Recent updates on tailings dam design guidelines require analysis of undrained (short-term) stability with the application of the SHANSEP model. The SHANSEP model, which was originally developed for alluvial soils, predicates that the Undrained Shear Strength (Su) increases with increasing effective stress. Residual soils by their nature do not necessarily follow this relationship. This paper examines an alternate method to define Su over a range of effective stress conditions for residual soils. Residual soils, formed by weathering of their parent rocks, are generally micro-structured in nature. The microstructural features, such as interparticle bonding, play a fundamental role in stress-strain behaviour of the residual soils. As interparticle bonding is independent of effective stress and void ratio, the undrained shear strength of residual soils is expected to be less dependent on effective stress than alluvial soils, especially at low stress levels. A series of triaxial tests conducted on residual soils, however, indicated that the undrained shear strength and the undrained shear strength ratio (Su/σv’) are to a degree dependant on effective stress. It was found that the undrained shear strength ratio is significantly higher under low stress levels and progressively reduces with increasing effective stress. Based on the laboratory testing data, a strength function with varying undrained shear strength ratios can be developed for the residual soils under the stress range anticipated for a design of a tailings dam. This includes capping the input undrained strength at lower effective stresses based on the drained (effective) and minimum undrained strength. The Factor of Safety (FOS) calculated for the embankment utilising the traditional limit equilibrium (LE) method indicated the application of undrained strength function for the residual soils can provide a significant optimisation for the embankment design compared to adopting a constant undrained shear strength ratio or constant undrained shear strength in the design.

It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

The global mining industry will always face significant challenges. Some, though, are bigger than others. What do you consider the major challenges facing the mining industry as a whole and SME in particular? Without a doubt, the major issue in both coal and metal/nonmetal mining industries is the ?graying? of the workforce in all aspects of mining. As the baby boomers continue to age, valuable experience is being lost by industry, government and academia. And there is the potential for SME to lose some of its membership. Now with that said, I should note that, despite the aging of the workforce, SME membership continued to grow by 7.1 percent during 2011.

"Corrosion resistance of RE-Ni-W-P-SiC composite coating and 3 l6L stainless steel in corrosion media of H2SO4, HCl, H3PO4 and FeC13 solutions at different concentrations by means of immersion methods and anodic polarization curves obtained by DHZ-1 electrochemical synthetic tester and HDV-7 transistor constant potentiometer. Immersion experiment results show that corrosion rate of RE-Ni-W-P-SiC composite coating as-deposited in HCl solutions increases with the rise of HCl concentrations, on the contrary, the corrosion rate of the composite coating after heat treatment decreases with increasing the HCl concentrations the corrosion rates of the coatings as-deposited and after heat treatment in H2SO4 and H3PO4 solutions respectively decrease with the rise.of H2SO4 and H3PO4 concentrations the corrosion rate of the deposit as-deposited in FeC13 solutions decreases with increasing FeC13 concentrations, while the rate of the composite coating after heat treatment increases .with the rise of FeC13 concentrations.In addition, the corrosion rate of 3 l 6L stainless steel in the corrosion media of H2SO4, HCl, H3PO4 and FeC13 solutions at different concentrations increases with rising of concentrations. "SynopsisA number of important areas in nuclear fuel cycle, at both the front end and back end, offer ideal opportunities for the application of non-destructive evaluation techniques. These techniques do not only provide opportunities for non-invasive testing of e.g. irradiated materials, but also play an important role in the development of new materials in the nuclear sector. The advantage of penetrating radiation used as probe in the investigation and testing of nuclear materials makes X-ray and neutron radiography (2D) and tomography (3D) suitable for various applications in the total nuclear fuel cycle. The unique and different interaction modes of the two radiation probes with materials provide several opportunities. Their complementary nature and non-destructive character makes them most suitable for nuclear material analyses, analytical method development, and the evaluation of the performance of existing nuclear material compositions. This article gives an overview of the X-ray and neutron radiography/tomography applications in the field of nuclear material testing, and highlights a few of the success stories. Several selected areas of application in the nuclear fuel cycle are discussed to illustrate the complementary nature of these techniques as applied to nuclear materials.IntroductionDuring the development of new materials for the nuclear industry, materials testing and characterization are of the outmost importance to maintain safety standards and reliability. No compromise on safety in the workplace in any area within the total nuclear fuel cycle can be tolerated, and therefore most in-situ material characterization and testing is conducted by certified and qualified personnel schooled in destructive and non-destructive testing (DT and NDT) methods. Introduction The importance of coal in our economy is well established, but it may not .be so generally realized how important a part it plays in our daily life. Select a product - any product - and, if it is made in America, bituminous coal has touched it first. Everywhere we will find coal, derivatives of coal, or functions made possible by coal. Apart from the well known major uses of coal for domestic purposes, coking, utilities, railways, and manufacture of steel and cement, there are over 200,000 products derived from coal, from lipstick colours to nylon products and perfumes. An item of interest is the recent action of the Canadian Government in voting $90,000 for development of coal deposits in Yukon Territory to make coal available to the settlers in that area. The value of this move, in case of some emergency, is very evident. Coal in its several stages of formation as peat, lignite, sub-bituminous, bituminous, semi-bituminous, semi-anthracite, and anthracite, has been used for centuries. Coal, as such, was not very well known to the ancients. First reference to "magic stone', or coal, was in 371 BC by Theophrastus, a pupil of Aristotle. This substance was said to burn like wood coal or charcoal and was used by the smiths. The first record we have in modern times was in 852 AD, when sea coal was gathered by the cowled monks of Durham, in Britain, and even at that time a major problem was transportation. Our first record of coal in this continent was near Richmond, Virginia, in 1700. Commercial mining was not under way, however, until 1750. The anthracite fields (presumably in Pennsylvania) were opened in 1793. Even so, there was no extensive mining until about the year 1820. The famous Pocahontas coalfields were opened in 1883. The earliest record of coal mining in Canada is about 1746.

This Bureau of Mines report presents results of an underground evaluation to determine the respirable dust and gas control effectiveness of a combined (push-pull) face ventilation system for coal mines. The system utilizes both blowing and exhaust curtain, continuous miners equipped with radio remote control, and flight conveyors. Bureau of Mines tests showed a 97% reduction in respirable dust concentrations from the usual cab position on the continuous miner to the remote control operator's position. This allowed the remote control operator to be well within, and the usual cab position to exceed, Federal respirable dust standards. Tests utilizing a safe tracer gas, sulfur hexafluoride (SF6), to determine the face ventilation effectiveness of the combined blowing and exhaust system showed that the system also has excellent methane dispersion capability. Where wide entries permit, this combined face ventilation system and use of remote control can be a very effective method for dust and gas control.

I speak to you today on the subject assigned to me, "Subsidence - a Real or Imaginary Problem", as a representative of Consolidation Coal Company (a wholly owned subsidiary of Continental Oil Company). The information I relate to you is our experience in the Pittsburgh Coal Company Division of Consol and covers the Pennsylvania properties and mines with particular emphasis on the mines in the south- western portion of the State or in the immediate vicinity of Pittsburgh, Pa. Mining of Freeport and Pittsburgh seams of coal in the Pittsburgh vicinity dates back over one hundred years. Consol, or its predecessor, Pittsburgh Coal Company, has been actively engaged in mining in the area since Pittsburgh Coal Company was organized in 1900. Pittsburgh, Pennsylvania came into prominence as the Steel City largely because of the vast reserves of high grade metallurgical coal readily available in the immediate vicinity and also because of its favorable river transportation. Early in the 1900's we operated over 100 small coal mines, with operations located in the Counties of Allegheny, Fayette, Washington, Westmoreland. We have also operated mines in Somerset and Greene Counties. Titles in Pennsylvania can be in three estates: (1) title in fee, (2) title to the mineral, (3) mining rights permitting the removal and extraction of the mineral with or without waiver of surface damage. Consol has over the years acquired good legal title to the coal lands purchased from individual farm owners, with good broad mining rights, and in 98% or more of its title has a complete waiver of surface damage or the right to subside the surface land. In the early days of our Company, individual coal farms were purchased from land owners. Many of these titles severed the coal estate from the in fee title and good mining rights with waiver of surface were conveyed in the original severance deed. Thus, minable coal reserves were put together by the purchase of the coal under many individual farms in an area. In the early years, the mines practiced hand dug mining - later going to mechanical cutting with hand loading of the coal. Systems used were entry driving with room and rib panels. We have practiced full recovery mining as far as practical during the years of hand loading, as well as in the later years when the mines were mechanized. Mining system layouts, methods and procedures have changed from time to time to keep pace with improved mining machinery and new inovations, such as roof bolting and rubber tired haulage.

"Borehole permeability tests that measure flow or head changes in boreholes located within seepage barrier walls are commonly used to estimate the in situ permeabilities of those walls for quality control and assurance. The current state of practice for estimating permeabilities from these barrier wall borehole tests is to use equations published by M. J. Hvorslev in 1951. Hvorslev’s borehole test equations model an infinite stratum of uniform permeability, which is not the actual condition for a test performed in a low permeability barrier wall located within a high permeability stratum. We examine and develop alternative equations based on line source analytical models, which more closely match barrier wall test conditions. We describe how these alternate equations can be used to estimate barrier wall permeabilities from borehole tests and compare the results to those obtained from the Hvorslev models. We also provide recommendations that consider differing upstream and downstream water levels.Barrier Wall Permeability Tests - State Of PracticeThe installation of seepage barrier walls has become more common in a variety of applications ranging from dams and levees to contaminated sites requiring retardation of groundwater flow. The types of seepage barrier walls and installation methods include soil-bentonite, soil-cement-bentonite, concrete, self-hardening slurry, geomembranes, and sheet piles, installed with various soil mixing, slurry-supported trench, and driving methods.Owners and contractors have used a variety of methods to evaluate the permeability of these seepage barriers. The following table lists commonly used quality control/assurance tests for evaluating the permeability of a seepage barrier."

OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. This paper , describing the operation of the Ward Sand and Gravel Co.'s plant at Oxford , Mich . , is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining and preparing sand and gravel throughout the United States . These papers are designed to disseminate technical information regarding the methods used . The cost tabulations represent local operating expenditures only and not total production costs . It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole . On the other hand , operating costs are essential to the technical discussion and study of the methods employed . The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue . The plant described is a dredging operation with many unique features ; especially noteworthy are the mining of the sand and gravel with hydraulic jets operating on the principle of a water ejector , the unusual construction of the dredge and the self- unloading barges that tend it , the transportation of the sand and gravel to shore in barges instead of in pipe lines , the large storage capacity of the plant , and the fact that all material goes into storage before being shipped .

"The objective of this research is to evaluate the magnitude of carbon prices required to drive process development and innovation for the global nickel industry in a direction that tackles the multifaceted sustainability challenges that the industry faces, including air pollution reduction and greenhouse gas abatement. The results suggest that the currently considered carbon prices are not sufficient to drive innovations in processing methods or upstream pollution prevention. The co-benefits of climate change mitigation and pollution prevention cannot be readily realized under climate change policy alone. Increased coordination between climate change policy and performance-based environmental legislation is necessary. INTRODUCTIONNickel is an important metal in our modern society as it is used in stainless steel, alloys, electroplating and rechargeable batteries, all of which are integral to our economic growth and development (Eckelman, 2010).However, nickel production is energy intensive and therefore susceptible to emerging climate change policies, which may lead to production curtailment and/or increased unit costs of production unless changes in efficiency or energy sources are made (Mudd, 2010). The industry is faced with multi-faceted constraints: future technology must not only deal with metallurgical, financial and environmental constraints but also promote low energy and low carbon practices. This presents a challenge for this industry where technology innovation, development and commercialization are often lengthy, risky and costly processes (Imrie, 2006).Climate change is one of the many challenges faced by our society. Others include other pollution to air, water and land, resources shortage and economic development. From a policy perspective, it is important to balance multiple and often competing needs in an integrated manner. It would require some levels of trade-off in order to maximize the overall effectiveness but also to ensure that one policy does not undermine other policy objectives.The aims of this study are to evaluate how developments in climate change policy would affect the nickel industry in the context of existing environmental regulations and how the industry could respond under these constraints."
