"Three heats of 17-4PH stainless steel: with zero, three percent, and seven percent cobalt addition were melted in a 45kg (1 00lb) induction furnace under argon; and cast into no-bake molds and preheated investment shell molds. Specimens were sealed into quartz tubes under vacuum, and homogenized at 1200°C from 2h to 72h. Computational thermodynamics and optical microscopy were used to predict and characterize the microstructures. The lath martensite packet size and the amount of 8-ferrite were observed to be inversely related. A compromise between decrease in segregation and increase in lath martensite packet size was chosen for the optimum homogenization treatment. The specimens were austenitized, quenched, and characterized for retained austenite using x-ray diffraction. Age hardening kinetics were studied at 454°C (850°F), 468°C (875°F), and 482°C (900°F); and, the activation energies for precipitation of copper were calculated. Tensile properties and Charpy V-notch impact energies were measured in the peak aged condition. Fracture surfaces were observed using scanning electron microscopy and Energy Dispersive Spectroscopy. The addition of cobalt was found to be beneficial for the improvement of strength as well as notch toughness.IntroductionSegregation in the as-cast condition is one of the drawbacks of metal casting. This paper presents a study on the homogenization treatment of 17-4 PH cast stainless steel and the effect of cobalt addition on tensile properties and Charpy V-notch toughness. Lattice dilatation studies show that additions of up to 6% Co to iron has a negligible effect on the lattice parameter, whereas both the modulus of elasticity and shear modulus increase with increasing cobalt additions5• An ordering reaction has been reported in cobalt-containing, maraging steels and contributes to the hardening during ageing1-4• Although, cobalt addition in maraging steels has been extensively researched, and has been reported to be beneficial; it has not been explored much in other age-hardening stainless steel systems. In a previous study, the addition of 3% Co in cast 17-4 PH martensitic age-hardenable steel was found to improve the strength and elongation while maintaining the charpy V-notch toughness6."

Sunnyside Mines, owned and operated by the Kaiser Steel Corporation, are situated near the city of Price, Utah. The complex comprises three adjacent mines, named simply Nos. 1, 2 and 3, all connected underground. Two seams, the upper and lower Sunnyside have been worked. These dip at about 10 percent to the north-east. The surface cover is variable due to the mountainous nature of the topography. The Sunnyside upper seam varies from 5 1/2 ft (1.7m) to 9 ft (2.7m) In thickness whilst the lower seam remains at about 6ft (1.8m). The separation between the two seams has ranged from 7 to 45 ft over the mined area (2 to 14m). Longwall mining has been practiced at Sunnyside for over 20 years due to difficulties of roof control encountered when using the roan and pillar system. Number 3 mine is bounded on the north and south sides by mines Number 1 and 2 respectively. Whilst current production is concentrated into Number 1 mine, much of the future of the complex lies in the further development of deeper reserves in Number 3 mine. Workings in this latter mine were curtailed in 1978 due to difficulties in ventilation. Present developments are ventilated partially from the neighboring Number 2 mine where no workings are in progress. The layout of Number 3 mine is illustrated on the schematic Figure 1. Trunk airways extend down dip from the surface at No. 2 Canyon and the Water Canyon for a distance of some 9,600 ft. (2930m). The area between the two sets of trunk airways has been worked extensively in both seams as have the corresponding reserves on either side in the connected adjacent mines. At the present time exhausting fans are sited at the top of a shallow shaft in No. 2 Canyon and an 8 ft (2.4m) diameter shaft sunk to a depth of 1013 ft (310m) closer to the current developments (Figure 1). The current airflow system, even with an additional 116,000 cfm (55m3/s) entering from No. 2 Mine, is adequate only for the development work now in progress but will be unable to support new longwall faces further downdip. The basic ventilation problem of this mine may be stated quite simply. In a situation where all intake and return airways pass through extensive old workings, a ventilation system design was required that would be effective, efficient and economic for the foreseeable future of the mine. ORGANIZATION OF THE PLANNING PROCEDURE The procedure followed during the study is illustrated on Figure 2. Initial ventilation surveys established the current state of the airflow system and provided the necessary data for setting up a Basic Network File in a computer store. The data in this file was a mathematical model of the ventilation system of the mine. The basic network was analysed by a ventilation network analysis program in order to correlate the measured and computed airflows and to establish the basic network as a true representation of the mine as it stood at the time of the surveys. The network model could then be extended to simulate the future development of the mine and alternative ventilation designs investigated. The remaining sections of the paper outline the work involved in each of these main phases of the planning procedure. VENTILATION SURVEYS Conduct of Surveys Two types of measurements were conducted simultaneously throughout the air-carrying routes of the mine: (i) Airflow measurements were made by anemometer traverse or smoke tube at 221 selected stations. Anemometer traverses were repeated at each station until at least three gave results to within 5 per cent. (ii) Pressure drop measurements were made across ventilation doors, regulators and, wherever possible, across stoppings. Additionally, frictional pressure drops were measured along airways where such pressure drops were significant (above 0.01 inches of water gauge or 2.5 Pa over a 100m distance). The trailing hose method was used to determine these frictional pressure drops. This involved laying out 100m of abrasive resistant plastic tubing (3 mm internal diameter) with a 4 ft. pitot-static tube facing into the airflow at either end and a low range pressure gauge connected into the line. The trailing hose method was preferred to the alternative barometer technique for this study because of (a) the relative ease of access between measuring points and (b) the greater accuracy within individual airways. The anemometers used were Davis Biram Type A/2-3" (30 to 5,000 ft/min) and Airflow Developments AM-5000 digital (50 to 5,000 ft/min). The pressure gauges employed were Dwyer magnehelic instruments. These were preferred to liquid in glass manometers because of their portability and dependability under adverse mining conditions. A checklist of the equipment used in the survey is given in Appendix 1. The instruments were calibrated before and after the surveys in the mine ventilation laboratory at the University of California, Berkeley. A sulfide ion selective electrode was used to control sulfidiser addition in the flotation testing of a synthetic and a naturally occurring ore containing malachite in order to compare the behaviour of sodium sulfide and calcium polysulfide. Both slug and controlled potential sulfidisation methods of addition were used. Under defined optimum CPS conditions, calcium polysulfide was a more effective sulfidising agent than sodium sulfide on the basis of both capital and operating costs. Surface and solution studies were used to compare the mechanism of each sulfidiser. For calcium polysulfide, XPS showed that polysulfide ions are adsorbed, whereas for sodium sulfide it is the hydrosulfide ions that are adsorbed on the mineral surface. For calcium polysulfide, the CuSx layer was believed to form on the malachite surface, which promoted the flotation of the malachite, by xanthate. Studies of surface morphology of the sulfidised malachite showed that a fairly uniform sulfidised layer is formed with both reagents. The use of sodium sulfide resulted in a thinner initial sulfidised layer compared to polysulfide at equivalent initial sulfur concentration.

"Microwave induced cracks have the potential to enhance metal recovery from coarse sphalerite particles in heap leaching operations by creating new crack surface areas for lixiviant and enhancing value mineral exposure. The mode of fracture and the extent of mineral exposure due to microwave induced cracks have not yet been investigated. The objective of this study was to determine the extent of particle damage and mineral exposure in microwave treated particles. This was done using X-ray computed tomography (XCT) and image analysis techniques. XCT analysis was conducted on small (–5+4.75 mm), medium (–16+9.5 mm), and large (–25+19 mm) sphalerite ore particles before and after microwave treatment (MT). Geometrical properties, such as volume and surface area of each mineral phase in each particle was determined from the XCT reconstructed images using VGStudioMax image analysis software. These geometrical properties were used to calculate the interfacial areas of sulphide mineral grains in microwave treated particles before and after MT. The ratio of specific interfacial area after MT to specific interfacial area before treatment was used as an indicator of the degree of preferential grain boundary fracture. The results showed significant grain boundary fracture after MT at all sizes. For small sized particles, about 31% of the interfacial area was lost compared to 23 and 16% for medium and large particles, respectively. The results also showed an increase in the degree of mineral grain exposure of 28, 26, and 15% for small, medium, and large particles, respectively, after MT. These results provide experimental evidence supporting improved mineral exposure due to MT. INTRODUCTIONFor some years it has been suggested that microwave treatment (MT) of ores might result in preferential grain boundary fracture that would have benefits such as improved grain exposure and particle weakening. (Kingman, 2006). Most of the experimental work investigating the application of microwaves to mineral processing flow sheets has focused on assessing the benefits of applying microwave technology to flow sheets consisting of size reduction and mechanical flotation cells (Kingman et al., 2004). Experimental studies have shown that coarse crushing during tertiary grinding of microwave treated ore resulted in a better liberated coarser flotation feed (Scott, Bradshaw, & Eksteen, 2008). It has been suggested that improved liberation in milled flotation feed, was due to the presence of grain boundary fracture in microwave treated particles. However, this improvement in coarse particle liberation does not necessarily translate to a significant improvement in downstream flotation recovery (Kobusheshe, 2010). This is as a result of the size limit to the flotation of coarse material, due to detachment forces acting on particle-bubble aggregates, which increase as the particle size increases (Jameson, 2012). Current conventional, mechanically agitated flotation cells are not designed to float coarse material (Jameson, 2012). Hence it has been difficult to show the downstream processing benefits of applying microwaves to ores processed by comminution followed by flotation (Kobusheshe, 2010). It is clear from investigations carried out so far that inappropriate downstream exploitation of microwave treated ore would fail to realise a meaningful process benefit (Kobusheshe, 2010; Ali & Bradshaw, 2011)."

"This paper delves into the constraints on the nature, origin and thermal evolution of the accretions formed in the uptake shaft of the flash smelting furnace operated by Atlantic Copper in Huelva, Spain, outlining recommended practices for preventing accretion buildup. The accretions were investigated using quantitative electron probe microanalysis, X-ray diffraction and digital imaging techniques, and the experimental data on mineral composition, crystal chemistry and textural relationships were interpreted in terms of thermodynamic phase equilibrium in the SiO2-Fe-O-S system. The results suggest that two distinct types of accretions were formed by the fractional crystallization of two coexisting immiscible melts, under changing conditions of oxygen partial pressure (pO2). The type I accretion of magnetite + delafossite ± cuprite ± tridymite ± metallic copper crystallized from a fractionating copper-rich melt at pO2 above about 10-5 atm, while the type II accretion of magnetite + fayalite + metallic copper + chalcocite derived from a melt with lower copper concentration when pO2 levels dropped below that critical level. Phase compositions and textures were consistent with a cooling history of both compositionally contrasting liquids from about 1,250 °C, the liquidus temperature of magnetite, to eutectic or near-eutectic temperatures of around 1,100 °C. The maintenance of appropriate temperatures — above the liquidus temperature of magnetite — and oxygen partial pressure levels may be critical for the prevention of accretion buildup. IntroductionCopper flash smelting with oxygen-enriched air, an autothermal process developed half a century ago by Outotec (Espoo, Finland), formerly Outokumpu, currently accounts for about 50 percent of the world’s primary sulfide-based copper (Schlesinger et al., 2011). The partial reaction of copper sulfide concentrates produces two separate molten streams, copper-iron-sulfide matte and iron oxide-rich slag, and releases sulfur dioxide (SO2) gas. The matte is sent to converters to remove the remaining iron and sulfur, leaving blister copper with grade of about 99.5 percent copper (Cu), which is cast into anodes for electrolytic refining.The SO2-rich gas generated by the oxidation of sulfide feed particles contains a significant proportion of dust that is entrained in the process off-gas. The gas from smelting is transferred into a waste heat recovery boiler, where it is cleared of dust and cooled before it is converted into sulfuric acid. If the process is not operated properly, the dust-bearing gas may form accretions between the uptake shaft of the flash smelting furnace and the waste heat recovery boiler, causing severe problems in the gas handling system (Swinbourne, Simak and Yazawa, 2002; Miettinen, 2008; Stefanova et al., 2012). Removing the dust accretions usually requires a greal deal of time, effort and resources. Understanding the buildup of accretion may help in reducing the problems and optimizing the process"

Introduction Tin continues to be as much a strategic metal as it was during the war. This situation is due to the fact that the tin mines in the major producing areas of Malaya and the Netherlands East Indies have not yet reached their pre-war production. Moreover, the world requirements for tin in certain fields, particularly in the food pack industries, are steadily increasing. At present, tin is still under International allocation by the Combined Tin Committee, of which Canada is a member nation. This Committee reviews periodically the availability of refined tin for export from the producing countries and makes allocations of tin to ensure equitable distribution to the consumer countries. In 1947, availability permitted an allocation of only 70 per cent of stated requirements. From 1935 to 1938 the price of tin in New York averaged 49 cents a pound and during the war the price in Canada was controlled under a subsidy programme at levels from 60 to 70 cents per pound. Just recently, this price has been raised to 96 cents. The value of the Canadian production amounts to about half a million dollars annually and the whole of this is obtained as a by-product of the lead-zinc-silver ores of the Sullivan mine in British Columbia. In 1947 Canada's imports of tin were 3,961 long tons valued at over $6,000,000. In addition, tin plate to a value of $8,000,000 was imported from the United States; the tin content of this is estimated to be from 650 to 700 long tons. An increase in domestic production would, therefore, be of great national importance, and the present high price may make the search for and development of tin deposits more attractive than it has been in the past. Although no one can foretell what future prices will be, there is reason to believe that, unless there is a drastic downward revision of production costs, the price will be maintained at present levels for some years. A number of tin occurrences are known in Canada, but none of these have been developed for their tin content alone.

For some years past the Safety in Mines Research Board of Great Britain has been making an intensive search for. materials that would be more efficient than rock dust and that could replace it wholly or in part as a moans of preventing the prorogation of coal-dust explosions in mines5/ In the course of this work several rock ducts and numerous inorganic compounds were tested. The results place incombustible substances in two main groups; (1) Those whose effect in suppressing the combustion of coal dust is proportional to their capacity for absorbing heat, and (2) those that shoo much higher effectiveness than would be expected from their heat capacity. The first group includes several inorganic compounds and materials commonly ground for use as rock dust, such as shale, gypsum, and limestone. Outstanding examples of the second group are compounds of the halogens6/ with the alkali metals,7/ especially potasium and sodium8/. British investigators term those salts "inhibitors" because it is assumed that their presence has a hindering or inhibiting effect on one or more of the chemical reactions that together constitute combustion. In other words, the action of an inhibitor is postulated as chemical rather than physical; theoretically, the effect is to prevent liberation of energy instead of to absorb energy already liberated.

This report summarizes the work performed under USBM Contract No. H0155155, "Demonstrating the Noise Control of a Coal Preparation Plant." A Consolidation Coal Company coal preparation plant (the Georgetown Plant) was selected for demonstration of various noise control techniques and materials in a commercially operating plant. At the start of the project, the 1650 tons per hour (tph) plant was surveyed to document the existing sound levels and worker noise exposures. On the basis of the survey, individual noise sources were characterized and assigned priorities for treatment. Four categories of noise control treatments were installed in this plant: ? Resilient impact pads ? Curtains ? Chute liners ? Resilient screen decks. Currently (1977) available resilient impact pads and curtains were found to be suit-able for general use in coal preparation plants; in the Georgetown Plant, they provided significant noise reduction [6 to 10 dB(A)]. The overall performance of the chute liners which also provided useful noise reduction, was strongly dependent on the specific installation. Although the resilient screen decks have the potential for 7 to 9 dB(A) of coal/screen impact noise reduction, blinding and delamination (in composite decks) en-countered at the Georgetown Plant represented major design problems for these products. This program achieved noise reductions of up to 10 dB in various areas of the Georgetown Plant (within the restrictions imposed by the plant's operation) resulting in significant reduction in worker noise exposures.

CERTAIN physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. The appearance of the surface of the copper when cooled is considered as to its "pitch," or the general contour of the surface, and the "set," or the decail appearance of the surface of the shape. The set of the copper is, in a very large measure, directly related to the pitch; and so intimately are these characteristics connected that they are often used as synonymous terms by the refiner when he is speaking of well-refined copper. Oxygen is often spoken of as a medicine for copper, it being used to regulate the pitch.

This study puts forward a virtual memory cutting method based on the prediction of AFC shape. The integrated key technologies include the generation of virtual teaching cutting curve, the height adjustment strategy of front and rear drum, cutting height adjustment strategy, the reciprocating cycle of cutting technology and so on. Through the two algorithms, SVM and ELM, the form of the next working cycle can be obtained by rolling prediction using the form information of AFC in the first several circulations. Based on the obtained dynamic fluctuation of the form in the vertical and horizontal working faces, the position and cutting information of the shearer during its operation can be controlled and predicted in advance, the memory cutting template can be adjusted and modified in time. Employing this method, the more stable, accurate and timely memory cutting of the shearer under the uneven coal seam could be realized.

Organo-bentonite production enjoys important applications including solvent based paints and, more importantly, the production of polymer/bentonite nanocomposites. Quarternary ammonium salts in this regard are still considered as the most versatile reagents in the process of hydrophobization. In this study, a purified form of Resadiye region bentonites, which is one of the most significant sodium bentonite deposits in the world, was used. The raw Na-Bentonite was typically characterized by chemical analysis, XRD and DTA analysis and more importantly for its cation exchange capacity (CEC). Other technological properties such as swelling index, pH, apparent viscosity, water absorption, oil absorption were also conducted on the raw bentonite. The mineralogical analysis of the raw bentonite reveals that it contains about 80 % montmorillonite together with other associated gangue minerals including feldspar, quartz, calcite, dolomite, coloured impurities and other clay minerals. The raw bentonite was subjected to two stage processing involving a series of hydrocylones. Different apex and vortex diameters and different pressures were employed in order to produce a bentonite concentrate with 95 meq/100g CEC from a CEC of 71 meq/100 g. This high quality concentrate was used in the production of organo-bentontonite. The modification was performed with two different quaternary amines, i.e. Trimethyl Phenyl Ammonium Chloride (TPAC) and Hexadecyl Trimethyl Ammonium Bromide (HDTMA-Br). In the modification procedure, three parameters, i.e., adsorption density, zeta potential, swelling index and apparent viscosity were studied simultaneous-ly from the same suspension to identify both the mechanism of the process and also the degree of hydrophobicity. Adsorption measurements were made as a function of conditioning period, pH, and reagent concentration. Simultaneous examination of the adsorption density, zeta potential and apparent viscosity enabled us to pinpoint the optimum region of hydrophobicity which was subsequently tested by settling and critical coagulation concentration in both water as polar and toluene as nonpolar solvents. The results are analyzed in the light of experimental data.

The Michigan Department of State Highways makes extensive use of geophysics for subsurface surveying which would be applicable for uses in other fields. Examples of resistivity surveys are given which include a proposed large volume excavation with suggestions for land use after excavation, subsurface evaluation for engineering design, and a subsurface survey for land appraisal. An example of a combined refraction seismic and resistivity survey is shown where the resistivity is used for outlining the unconsolidated soils, while the seismic method Is used to outline bedrock and to evaluate it for rippability. A refraction seismic survey at the bottom of bridge caissons for evaluation of bedrock uniformity and a relative aid In assessing rock strength is reported.

"INTRODUCTION According to the Roane Iron Co. of Rockwood, Tenn., the Chamberlain. Barnardville iron deposit produced approximately three million tons of iron ore previous to 1928. The deposit is divided into two synclinal bodies termed the north and south synclines. Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1989-1990 year followed by a brief profile. All winners, except Emmet Roache from New Mexico, were present as guests of the Institute at the June convention in Steamboat Springs, Colorado to receive recognition at the Welcome Session Monday, June 25, 1990. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program, and the various vice presidents contribute the travel expenses to conventions for these outstanding young collegiates. [ ] Mildred Benally University of Arizona Tuscan, Arizona Mildred has attended San Juan College in New Mexico, and will graduate from the University of Arizona in May, 1991. Upon completion of her, schooling she hopes to pursue a career in the coal mining industry. In preparation for her goal, her work experience includes being a lab technician, a mining engineer intern, and a lab technician assistant; she also is very skilled in various computer applications. She has been a member of SME-AIME, and secretary to the U of A Student Chapter, and recipient of the SME Coal Division Scholarship and past recipient of the Navajo Tribal Scholarship. [ ] Joshua Olmsted Colorado School of Mines Golden, Colorado Josh is a sophomore majoring in mining engineering at the Colorado School of Mines. He is an outstanding student as well as an accomplished athlete. Josh was on the Academic Honor Roll 1988-1989 and has been awarded an athletic scholarship. He plays varsity soccer and intramural basketball.

Silver minerals are known to have slow leaching rates and low overall extraction and require a high concentration of cyanide and a long retention time to maximize leach extraction. Their response to cyanidation is considered mild to moderately refractory, largely due to complex mineralogical compositions. New research on improving the dissolution of silver minerals in cyanide was performed using high-purity minerals, as well as a high-grade ore sample from the Kupol property, owned 75% by Kinross Gold. The high-purity silver minerals studied in the leach investigations included acanthite, stephanite and pyrargyrite, which were also the predominant silver minerals in the Kupol ore sample. Dissolution of silver from acanthite produced only 37% extraction in 48 hours of leaching with 500 ppm NaCN. Analysis of the leached acanthite surface showed appreciable formation of polysulfide species, which can interfere with silver leaching. Adding lead nitrate into a pretreatment stage increased the acanthite silver extraction to 86.2%. No polysulfide species were formed with the addition of lead nitrate from the surface analysis. Cyanidation of stephanite and pyrargyrite produced very low dissolutions of silver, only 12.6% and 10.4%, respectively, in the absence of lead nitrate. Silver extraction from stephanite improved to 98% by adding lead nitrate directly to the leaching stage, whereas pyrargyrite required a pretreatment with lead nitrate to extract 83.2% Ag. With the addition of lead nitrate, the mineral surfaces had a PbO species and minor amounts of Pb(OH)2 and antimony was oxidized on the stephanite and pyrargyrite surfaces during leaching. There was a much greater concentration of Sb(V) on stephanite relative to pyrargyrite. Therefore, lead forms a redox couple on silver mineral grains and favors the oxidation of silver minerals. The high-grade Kupol sample assayed 22.6 g/t Au and 359.3 g/t Ag following treatment by gravity separation. Gold and silver extractions from the Kupol sample were 94.5% and 82.9%, respectively, using 500 ppm NaCN and 250 g/t lead nitrate. The findings to improve the extraction of silver from the ore sample with lead nitrate addition were congruent with those to improve the extraction of silver from the individual high purity minerals. Pretreatment did not, however, improve gold or silver extraction significantly with the ore sample.

Printed circuited boards contain considerable quantities of valuable metal, while also containing many environmental pollutants making them unsuitable for landfill. In this study the decomposition of common plastics used in printed circuit boards were studied. Polytetrafluoroethylene (PTFE), polyvinyl chloride (PVC) and polyethylene (PE) were heated in both C02 and argon atmospheres using a thermo-gravimetric furnace (TG) coupled to a mass spectrometer (MS). Soda ash Na2C03 and baking soda NaHC03 were used as reactants. The degradation temperatures and evolved gases are presented for single plastics and mixtures. Mixed plastics are shown to behave as a sum of the individual plastics. The mass loss temperature is the same in CO2 and argon. However, less residue is formed when heated in CO2.

Tennessee is the largest federal program state in the nation, with 62 active surface and underground coal mines. Tennessee's coal resources lie in 22 coal seams in 22 counties. Twelve seams are being mined at this time. Mining in the northern counties is primarily in steep slope areas in the Cumberland Mountains. The relatively flat terrain associated with the Cumberland Plateau makes area-rnining the most common production method in Tennessee's southern counties. The State of Tennessee gained primacy August 10,1982, when its regulatory program was conditionally approved, subject to the correction of certain deficiencies. On May 16,1984, the Tennessee General Assembly repealed most of the Tennessee Coal Surface Mining Law of 1980, effective October 1, 1984. With this action, withdrawal of the state regulatory program was formalized, and on October 1,1984, the Office of Surface Mining's Knoxville Field Office became the regulatory authority. Tennessee is not eligible to receive funds for an abandoned mine reclamation program because it does not have an approved regulatory program. Accordingly, the Tennessee Abandoned Mine Lands Program does not receive federal AML grants. Since 1984, AML projects have been completed under cooperative agreements between OSM and the state; emergency projects are completed by the Office of Surface Mining.
