One of the major activities of the Bureau of Mines is the promotion of safety in mining and other industries, In this connection, the Bureau determines the explosion hazards' of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. Many dangers are likely to confront men who must enter a building immediately after it has been damaged. Rescue workers must watch constantly for common gases and vapors that may be present in dangerous concentrations in and about demolished, buildings. Fuel gas is the most common source of danger, although refrigerants, gases from furnaces, flues, fires, sewers, and industrial processes, and gas from bomb, explosions in confined places also constitute definite hazards. To rescuers and trapped casualties, these gases offer the hazards of (1) explosion, (2) toxic effects, including asphyxiation and death, and (3) displacement of air so that the oxygen content of the atmosphere is reduced to or below the danger level.

This circular describes the activities and publications of the Bureau of Mines, Explosives Research Laboratory4 for the fiscal year 1960 (July 1, 1959 -June 30, 1960). Part 1 describes briefly the principal projects that were active during the report period, and presents some data not scheduled for publication elsewhere in the near future. Certain of the results are only preliminary and should be regarded as tentative, pending the findings of the completed investigation. Publications that appeared during the report period are listed and described briefly in part 2. In general, the research activities reported in these publications antedate fiscal year 1960. The published material relating to activities that are still current is indicated by references in part 1.

"IntroductionHydraulics has been considered a science for thousands of years. Applications included water wheels, dam; and slice gates but today the term ""hydraulics"" commonly refers to ""power hydraulics"" in which fluid is used under controlled pressure to do work. The mining industry employee’s hydraulics in practically every aspect of its operations, on such equipment as trucks, front end loaders, LHD units, crushers and hydrostroke feeders. The many benefits of hydraulic drives such as ease of variable speed control, high power: weight ratio low envelope size of hydraulic actuators and ease of maintenance have been extensively developed in the pulp and paper, chemical, steel, and other basic industries, but until quite recently, concentrator operators have not taken advantage of the versatile methods of power transmission offered by hydraulic systems.After some preliminary testing at the Lynn Lake concentrator Sherritt Cordon Mines Limited installed several hydraulic system; at their Fox Mine concentrator to drive slurry pumps and conveyors. The systems used at Fox and the systems which will be installed at the Ruttan concentrator are briefly described in this paper. Since acceptance is based mainly on understanding a few basic principles of hydraulics system; including pumps, motors, circuitry and central methods are also presented in the paper.PRINCIPLES OF POWER HYDRAULICSBasicsHydraulic systems provide an uncomplicated, versatile means of power transmission. The basic system is quite simple. It consists of five main elements, as shown in Figure 1, which are:1. Prime Mover - generally an electric motor.2. A dynamic testing program was performed to evaluate installation procedures, assess capacity of 610-mm (24-inch) diameter open ended steel pipe to evaluate set-up and provide minimum pile tip elevation based on the dynamic testing results. The program was performed for a marine terminal project consisting of a 570-meter (1900-foot) long, overwater railroad trestle. The project location is Santa Marta, Colombia, South America. The subsurface profile generally consisted of 4m (12 ft.) of water and soft to hard silty clays. The piles were installed to an approximate tip elevation of -22 meters (MSL). Three piles were initially dynamically monitored during installation and then later monitored during restrike driving to evaluate pile drivability and bearing capacity including time related capacity increases due to soil "set-up". Knowledge of change in pile capacity with time after end of initial driving is important for design of pile foundations.

The concept of a pile for construction is credited to a Neolithic tribe called the "Swiss Lake Dwellers" who lived in what is now Switzerland about 6,000 years ago. They used piling, not for supporting heavy loads as we do today, but for elevation to protect themselves from wildlife. The Romans often used piles, and built many structures, including buildings, homes, bridges, roads and viaducts on piling. The Romans built the first bridge across the Tiber River in Rome on timber piles in B.C. 1620. Homes in the cities of Venice and Ravenna were built on piles from B.C. 100 to A.D. 400. The Romans also built the first bridge across the Thames River in London in A.D. 60 on timber piling.

"Rare earth resources usually contain minor amounts of radioactive elements. The most widely recognised sources of radioactivity are associated with thorium and uranium. However, also present in the resources are isotopes of rare earth elements (REE) that are themselves radioactive, including lanthanum (La-138), lutetium (Lu-176) and samarium (Sm-147). These radioisotopes, as well as remnants of the natural thorium (Th-232) and uranium (U-238, U-235) decay series, can contribute to significant levels of radioactivity in mixed REE concentrates and in separated products. Levels such as these can present challenges for transport, transboundary movement, product storage, workers’ health and safety, as well as waste management issues at the facilities that separate out the individual REE’s. These are discussed in this paper. A particularly challenging radioactive isotope is Ac-227 (a decay product in the U-235 decay series). Actinium behaves chemically similar to lanthanides and hence normally concentrates with REE multi-element composites. Reliable analysis of Ac-227 is not widely available and the methodology required to deal with this challenge is briefly described. A principle reason for minimization of radioactive content throughout REE processing is restrictive specifications by concentrate purchasers in order to reduce waste management challenges. Approaches to the minimization of radioisotope content in REE concentrates and separated products are outlined in this paper."

In addition to fractures and joints, compositional factors and bedding influence the strength of clastic sedimentary rocks. Rock mass rating schemes must therefore consider all of these factors. In this paper, a rating scheme for clastic sediments based on geophysical measurements is described. Geo-physical logging allows an approximation of rock com-position to be obtained and an assessment of bedding frequency and laminations. Velocity measurements incorporate the effects of fracturing. The rating requires scores for the intact rock, bedding/cohesion, and defects. These are combined to yield a Geophysical Strata Rating (GSR). Determination of the GSR is objective and repeatable. GSR values are typically between 20 and 80 and can be related to the Coal Mine Roof Rating.

3D seismic surveys have become a well-accepted method of imaging sub-surface geology in the Bushveld Basin. Because both the seismic sources and receivers are placed at surface, most surveys are limited to imaging faults with >=7 m throw. However, some areas such as shaft infrastructure can benefit from the ability to detect smaller structures prior to shaft sinking. Borehole radar and logs such as the acoustic televiewer can identify these structures in the shaft barrel, but not within -200 m from the shaft. Therefore, Anglo Platinum has developed the method of high-resolution 3D vertical seismic profiles (VSPs) for structural sterilization of shaft sites prior to shaft sinking. VSPs utilize a surface source and sub-surface receivers deployed down a borehole. This means that seismic energy goes through the near surface only once, and therefore suffers less frequency loss than when both source and receivers are on surface. Furthermore, VSPs can record 3 component (3C) data which comprises P wave, Sh (horizontal) and Sv (vertical) wavemodes. Because S waves travel at about 0.6 of the velocity of a P wave, shorter wavelengths and therefore higher resolutions are possible using S wave data. VSPs were first used in their one dimensional, zero offset, mode to correlate borehole geology with seismic stratigraphy within seismic surveys. This showed that VSPs record -30% higher frequencies than surface seismic surveys. The program then applied two dimensional VSPs to the problem of imaging geological structure close to a borehole. 2D VSPs confirmed that high frequency results could be achieved, and that this enabled a more accurate image of the Merensky Reef than could be achieved by surface seismic data. Finally, the program has achieved the successful recording and processing of 3D VSP data, with both compressional and shear wavemodes giving a high resolution structural result. Although P wave data gives -30% frequency improvement over surface seismic surveys, S wave data can give as much as 80% improvement, further improving the structural image achieved. The high fixed costs of VSP surveys mean that they should ideally be run in multi-client batches, which can reduce the per borehole cost by up to 50%. Their application is anticipated to be on high value capital infrastructure with a geological risk from faults which are not imaged by surface seismics-generally in the sub-7 m range. Hydrogen fuelcells are a known technology, having been applied to stationary (e.g equipment, buildings, power plants) and vehicle applications (e.g transit buses, space shuttles). There is currently a growing need to provide alternate power systems to diesel fuel for underground mining vehicles to improve underground air quality and reduce production costs and green house gas emissions. To date, however, fuelcells have not been exposed to underground mine air and physical conditions. A testing program was carried out to provide information on the vulnerabilities of fuelcells as part of a number of proof-of-concept projects to apply hydrogen power to underground mining vehicles. The fuelcell type of choice for the industry, the Proton Exchange Membrane, would function at the range of temperatures encountered in underground and surface operations, and use hydrogen that is stored under low pressure and risk. A small fuelcell stack was tested in a cooperative project between CANMET, the Fuelcell Propulsion Institute, INCO, the Ontario Ministry of Labour, Sandia National laboratories and H-Power. This article will review the tests carried out to measure the effects from high humidity, mineral dust, diesel emission gasses and diesel particulate matter as well as from shock and vibration provided to the unit in underground conditions, at INCO?s 175 Orebody minesite and INCO?s Stobie Mine. The test results provided will show that the unit was not affected by the underground conditions: physically and electrically the unit performed without any reduction in operation or adverse effects imposed.

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

Techniques have been developed for the dissolution of a wide range of rocks and minerals by a sodium peroxide sinter process. A olarge number of elements are determined by atomic absorption spectroscopy, and other elements such as arsenic and sulphur are determined by chemical analytical methods. The methods adopted to overcome inter-element and ionization effects on the atomic absorption results are discussed.

The realignment of U.S. Highway 95 in Sandpoint, Idaho, is being designed on a site underlain by glaciolacustrine soil that includes very thick deposits of soft, sensitive clay to estimated depths of greater than 200 m. The highway realignment will include construction of numerous embankments, mechanically stabilized earth (MSE) retaining walls, and pile-supported bridges. The area of the proposed new highway corridor also includes existing historic and commercial buildings, a railroad, sensitive environmental areas, and economically vital tourism/recreational assets. The evaluation of pile axial capacity included the use of a variety of methods, including total stress, effective stress, and empirical methods using the results of piezocone soundings and conventional borehole and laboratory tests. These methods were used along with the findings from an instrumented static loading test to design the piled foundations for the bridges. A critical factor throughout the design of the pile foundations was controlling settlements to levels that could be tolerated by the bridges. Also, because of the proximity of the pile foundations to the existing structures and the proposed new embankments, the project has required careful consideration of the potential interaction between these elements. The analysis of piles also considered the potential for settlement of embankments, drag loads on the piles, and downdrag.

Construction contracts in the USA contain the clause "Value Engineering" ? an interesting and curious clause allowing contractor initiated design changes. Misleading is the interpretation of value engineering implying cost saving and sharing with the owner, and curious is the timing, just before beginning of actual construction. It is not surprising that such a clause would simply be ignored, because it involves change, often major design changes in very short time; and change is feared, moreover, it is vehemently resisted by all parties, owner, designer, contractor. The problem in the USA may lie in the divergence and separation of the two entities: Designer/Engineer and Builder/Contractor, assigned to the "one" engineering project. The priorities and incentives of these two groups are very different. The Engineer spends years, even decades, in design and prepares contract drawings often without a deep understanding of construction methods. Worse, with all the time available to him and in our era of tremendous advances in computational methods and speed, the designer turns in plans that are inexcusably exaggerated code-based design with excessive safety factors. As to the Contractor, he builds, often without appreciation of design principles or regard for design engineers. Redesign to apply a new technology or optimization of an inferior design just before construction becomes unthinkable. It is not surprising that adverse and hostile relationship between the designer and the contractor is a norm with extended disputes and claims, not to mention the cost these entail. Surprisingly, "Value Engineering" was successfully implemented in record speed on several very large projects in the metropolitan New York area. The process of change was unconventional, painful, and even comical. Four case studies are presented: two Design/Build: the 1.2 billion dollars Hudson-Bergen Light Rail Transit System in New Jersey and the 90 million dollars MTA Bus Depot in Manhattan, and two Conventional Design/Bid/Build: the 90 million dollars Queens Boulevard Bridge and the 150 million dollars Long Island Expressway.

The brief resume of the activities of the Metallurgical Division that appears annually in its progress reports series serves a useful purpose by making available a rather comprehensive but concise recapitulation of the current work, and publications of the division. An unprecedented opportunity to attack the problem of producing ferro-grade material from low-grade domestic manganese ores effectively was provided by the act designated as Public 667 of the 76th Congress of the United States, approved June 26, 1940, which made available an appropriation for "Expediting Production of Equipment and. Supplies for National Defense." Although the funds were not immediately available to the division, good progress has been made in the, solution of the many and diverse problems presented in the studies undertaken to determine the best methods for the recovery of useful products from a wide variety of manganese ores.

Borehole mining (BHM) is a remotely operated method of extracting rock material through boreholes by high-pressure water jets. Figure 1 illustrates a BHM tool and fluids circulation. The tool consists of at least two pipes, one for pumping down high-pressure water, the second for delivering slurry to the surface. This article reviews the BHM process. It discusses current and new applications for borehole mining and help the readers determine if BHM is applicable in their situations. Previous articles in ME about BHM explained either a particular project (ME, April 2001, pp. 33-36) or a newest patent in this area (ME, March 1991, pp. 313-318). However, neither one provided an overview on the modern BHM technology.

In recent years the demand for products of greater refractoriness has placed an ever-increasing emphasis on ceramic materials, including the metallic oxides. Magnesia (MgO) is one of the most important of these oxides, exhibiting, as it does, high electrical resistivity, high slag resistance, and a melting point of 2,800° C. However, magnesia has a tendency to hydrate in the presence of water and to volatilize above 1,500° C. in certain kiln atmospheres and has a comparatively low resistance to thermal shock. Because of these disadvantages, the previously listed advantages inherent in this material have been largely overlooked, and research on magnesia has lagged behind that on oxides such as alumina and zirconia. This bibliography has been prepared in an effort to present to Government and industry a comprehensive picture of the prospects for greater utilization of magnesia as a refractory material in future research. To provide as selective and accurate a collection as possible, the references included cover magnesia in a pure state, not as an additive or in combination with other materials. However, several references discuss the effect of minor impurities (less than 5 percent of the total) on the properties of magnesia, as these papers are considered to be of special importance. A few references to articles on forming techniques are also included, as they are valuable additions to the overall treatment of the subject. The processes used in obtaining and refining the raw materials are adequately covered in earlier publications and are excluded. A number of references are omitted as being of questionable value in enhancing the cumulative study of pure magnesia as an ultra-high-temperature refractory material.

A uniform hoisting-signal code for mines hoisting from more than one level, if adopted by all mining States, would be beneficial to employees and owners alike and should largely reduce the number of hoisting accidents. Misunderstood hoisting signals cause many shaft accidents involving injuries to men, damage to equipment, and loss of production from the resultant delay. Many of the metal-mining States have adopted codes for hoisting that are effective within the borders of that State but usually entirely different from the signal code, if any, in use in an adjoining State. For many years safety engineers have recognized this lack of uniformity as a distinct hazard, but a uniform code has never been adopted by the States or by the mining industry in those States that have not incorporated signal codes in their mining laws or mining regulations.
