The current emphasis on environmental problems has focused attention on the massive nationwide accumulations of mine, mill, and smelter wastes that represent potential air and water pollution hazards. The pollution hazards can be reduced or eliminated by utilization or stabilization of these wastes. The U.S. Bureau of Mines, since the inception of the Solid Waste Disposal Act of 1965, has been conducting research to determine the practicality of various utilization and stabilization procedures. Investigations include partial extractions of desirable waste components and full utilization of the wastes as simulated soils or in ceramic or other structural products. Chemical, vegetative, and combined chemical-vegetative methods of stabilization have been actively studied. This report updates information previously developed by the Salt Lake City Metallurgy Research Center and presents the current status of antipollution solid waste work 1/,2/.

These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.

In this paper, the technology of producing fluxed pellets by using hydrated lime as binder instead of bentonite was carried out. Green balls with 0.8% bentonite and others with 2% hydrated lime were obtained under the same conditions of 1.5% coke, 1.45 basicity and balling at 8.5% moisture for 13 min in disc pelletizer. The properties of two types green balls were as follows: drop numbers of 4.8 to 5.0 times/0.5m, compressive strength of 19.7 to 24.2 N/pellet and thermal shock temperature of 280 to 385?, respectively. Comparing with bentonite as binder, the compressive strength of fired pellets with hydrated lime is elevated by 13.8% and climbs up to 3113 N/pellet under the following conditions: preheating at 1050? for 10 min and firing at 1300? for 15 min. The hydrated lime also improves the metallurgical performance of fired pellets. The reduction index was enhanced from 68.6% to 70.6%, RDI+3.15 increased from 90.1% to 98.8% and reduction swelling index dropped from 22.4% to 7.4%, respectively. Therefore, hydrated lime can not only replace bentonite as binder to enhance the firing behaviors of green balls, but also effectively improve the metallurgical performance of fluxed pellets which can be used as high quality feed for blast furnace.

While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

This report is one of a series of reports on the characteristics of commercial aviation gasolines, It presents compilations of inspection test data on their products furnished by 16 manufacturers of commercial grades of aviation and special date obtained in Bureau of Mines laboratories on 66 samples of these gasolines, Data are presented for 19 samples of grade SO, 17 of grade 91/98, 22 of grade 100/130, and 8 of grade 115/145 aviation fuels. These gasolines are designated July 1948 production, although some of the samples may have been produced a month earlier or later.

Yukon, one of the most potentially accessible, relatively undeveloped, regions of Canada, has major mineral possibilities. The Klondike placer gold fields and the Mayo silver-lead ?district are the sole major producers but large base-metal re-serves have been discovered in re-cent years and important asbestos deposits are now being explored. Several major exploration companies are active in this region despite short seasons, permafrost overburden, remoteness, lack of transportation, and resultant high costs. Pro-posed new roads can be expected to accelerate development. At ?present the major future mineral possibilities are considered to be lead-zinc, copper, aslbestos, silver-lead, gold, and mineral fuels. These and other mineral possibilities are outlined for various geological subdivisions of Yukon. Major favourable metallogenic features of Yukon include complexity of rock types and structures, widening of the Cordillera with cross-trends, and variety and quantity of mineralization found even with limited prospecting. Comparisons with southern 'British Columbia and the U.S. Cordillera suggest that further exploration will result in discovery and development of more major ore deposits and reserves which will eventually revolutionize economy of mining in Yukon. Such mineral resources, with interior petroleum and natural gas possibilities, and ?huge coastal hydroelectric power potential, are the foundations of a much larger future mining industry in Yukon.

There are many factors which affect the gold cyanidation mechanism— mineral composition, free cyanide and dissolved oxygen (DO) concentrations, heavy metal additions, etc. This study combines electrochemistry and surface analysis methods to examine the effectiveness of the above factors on gold cyanidation process. Three gold ore samples were used in this study. Sample 1 was a pyrite concentrate, contained mercury and silver. Sample 2 also contained sulfide minerals, including galena. Sample 3 contained pyrite with sphalerite and galena. In the case of samples 1 and 2, the presence of heavy metals enhanced gold cyanidation kinetics, though the addition of higher DO was not effective on improving the kinetics. Sample 3 showed an opposite behavior: the kinetics was not enhanced by galena, because of its relatively small amount, however, the use of higher DO made improvement in the gold leaching kinetics, likely caused by iron species generated by pyrite oxidation.

In response to a request from the President, the Department of the Interior joined with other agencies in a comprehensive study of the land and water resources of the New England-New York region. As part of this study, chemical engineers of the Bureau of Mines have visited 1,025 mineral-industries plants to inventory the waterborne wastes of mineral origin, discharged by the mineral industries of the New England-New York region. Four-hundred and sixty-two of these plants disposed their wastes to a public sewer of some type, but waste control remains a problem for moat of them. The 1,025 plants are discussed in main industry groups according to their production: Chemical and allied products. Stone, clay, and glass products. Iron and steel and their products (except machinery). Nonferrous metals and their products. Electrical machinery. Machinery (except electrical). Transportation equipment. Miscellaneous mineral industries.

"The principles of the derivation of statistical-thermodynamic models to interpret the compositional variation of thermodynamic properties in non-stoichiometric intermetallic compounds are discussed. Two types of models are distinguished: the Bragg-Williams type, where the total energy of the crystal is taken as the sum of the interaction energies of all nearest-neighbor pairs of atoms, and the Wagner-Schottky type, where the internal energy, the volume, and the vibrational entropy of the crystal are assumed to be linear functions of the numbers of atoms or vacancies on the different sublattices.A Wagner-Schottky type model is used for the description of two examples with different crystal structures:For B'-FeAl (with B2-structure) defect concentrations and their variation with composition are derived from the results of measurements of the aluminum vapor pressure; the resulting values are compared with results of other independent experimental methods.For Rh3~ (with an NiAs-derivative structure) the defect mechanism responsible for nonstoichiometry is worked out by application of a theoretical model to the results of tellurium vapor pressure measurements. In addition it is shown that the shape of the activity curve indicates a certain sequence of superstructures.In principle, there are no limitations to the application of statistical thermodynamics to experimental thermodynamic data as long as these are available with sufficient accuracy, and as long as it is ensured that the distribution of the point defects is truly random, i.e. that there are no aggregates of defects."

PURSUANT to a recommendation made by the Section delegates at their conference at the Annual Meeting of the A.I.M.E. last February, the Directors, at their meeting on March 15, 1944, appointed a committee charged with the duty of investigating the present status of licensing and registration of engineers, and to make a report on the whole subject for the information of the mining fraternity. The committee consisted of E. W. Ellis, chairman, H. D. Keiser, Henry T. Mudd, J. J. Croston, and Simon Strauss. Messrs. Keiser and Strauss were unable to assist in the work of the committee, and Mr. Mudd was forced to resign in July, his place being taken by A. F. Greaves-Walker. Able assistance was given the committee by T. Keith Legare, executive secretary of the National Council of State Boards of Engineering Examiners, and by Ed. ward Larson, executive secretary of the National Society of Professional Engineers. The accompanying somewhat condensed version of the report of Mr. Ellis's committee, dated Oct. 15, 1944, is confined to facts rather than to recommendations. The "Model Law" to which reference is made was first drafted by repre¬sentatives of six national engineering societies in 1911. It has since been amended many times, the latest version dated June 1943 is recommended to the State Licensing Boards as a pattern for formulating or amending state laws. Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

The formation of secondary - recrystallization tex-tlires in cube-textured 18-8 stain less steel (Type 304) Ilas been studied at three temperatures. Prolonged annealing at 100°'C protluces a PredoninanGly (520) [OOZJ-type texture, which is related to the cube te.ture of the primary lnatrix by a rotation of approxivzately 22 deg around the [001] axis in the rolling direction. Annealing at 1200 or 1300°C facers the formation of the (123)[272/-type texture, which is related to the matrix texture by a [111] rotation of app.voxiniately 40 deg. These observations suggest that in the secondary recrystallization of cube-texlut-ed stainless steel an apparent actilation energy for growth is higher for grains related to the tncrtuix Og [111] rotations thun those reloted by [100] rotations. THE formation of secondary-recrystallization textures in cube-textured primary matrices of fcc metals has been studied widely by various investigators. For Fe-40 pct Ni alloys, Pawlek' and wassermann2 reported that the orientations of secondary grains were related to the cube texture by rotations of 30 and 38 deg around [001] in the rolling direction. However, Rathenau and custers3 found that, while in one Fe-48 pct Ni alloy, most of the secondary grains were oriented with respect to the cube-textured matrix by rotations around [001] of 26.5 deg, in another alloy of a different origin, the orientations of secondary grains were related to the cube texture by rotations of approximately 35 deg around a [lll] axis. Similar orientation relationships were also observed between the secondary grains and the cube-textured primary matrices of copper.4"a No attempt was made to differentiate these two types of orientation relationships; reorientation by either a [111] or a [100] rotation was considered to be equally favored. The present investigation consisted of a study of the secondary recrystallization textures in cube-textured stainless steel. It was noted that the secondary grains formed in stainless steel were considerably smaller than those of Fe-Ni alloys or copper. This offered the advantage that the secondary recrystallization texture could be determined by the texture-goniometer technique, and a more detailed study of the textural development during the course of secondary recrystallization could be made. The effect of annealing temperature on the formation of secondary-recrystallization textures was also investigated. MATERLAL AND METHOD It was shown earlier"-" that a strong cube texture can be obtained in 18-8 stainless steels by rolling at 800°C to produce the copper-type deformation texture, followed by annealing at 800" to 1000°C for recrystallization. To improve the cube texture for the present study, a commercial-grade 18-8 stainless steel (Type 304) was rolled at 800°C first to 5 mm (0.2 in.) thick plates. Three of these plates were then stacked and welded together along the edges into a sandwich assembly. After annealing at 900°C for 20 min: the assembly was finally rolled at 800'C to 90 pct reduction in thickness with reheats and end-for-end reversals after each pass. Only the central strip, which was reduced from 5.0 to 0.50 mm (0.7 in. to 0.020 in.) thick, was used. The chemical composition of the steel in weight percent was as follows: C, 0.06; Mn, 0.38: Cr, 18.71; Ni, 9.56: P, 0.011; S, 0.009; and Si, 0.39. The purpose of rolling the strip in a sandwich assembly was to prevent direct contact between the central strip and the rolls. It was observed earlier" that, when the strip was rolled at 800°C without being enclosed in a sandwich assembly, the cube texture obtained by subsequent annealing at 900" or 1000° C for recrystallization was largely confined to the central section of the strip, while most of the recrystallized grains formed in the surface section of the strip were not cube-textured. This was obviously due to the fact that the actual temperature at the strip surface during rolling, as a result of direct contact between the strip and the cold and massive rolls, was considerably lower than 800°C. By using a sandwich assembly for hot rolling, the cube texture obtained upon subsequent annealing for recrystallization was found to extend through the entire thickness of the strip. After rolling, the central strip was taken from the sandwich assembly. and cut into specimens. Prior to annealing. the specimens were etched to 0.25 mm (0.010 in.) thick. A tube furnace provided with a purified, dry argon atmosphere was used for annealing. Textures were determined by the reflection technique. using a Siemens automatic texture-goniometer and ZrOz-filtered MoKa radiation. With a time constant of 4 sec. the preferred orientation of the secondary grains could be measured satisfactorily by the integrated intensities. Both (111) and (200) reflections were measured, and corresponding pole figures were constructed according to the techniques described previously.10 The agreement between results deduced from these two reflections was excellent. RESULTS AND DISCUSSION Secondary-Recrystallization Texture due to Prolonged Annealing at 1000°C. Fig. 1 shows the primary-recrystallization texture of a specimen annealed at 1000°C for 30 min. A substantial improvement in both sharpness and intensity of the cube texture, owing to the present processing method, can be noted readily by comparing Fig. 1 with similar pole figures shown earlier in Refs. 9 and 11. In 1989, the U.S. Bureau of Mines conducted a mineral investigation of the Mallard study area near Elk City, Idaho. The study area comprises most of the original Mallard RARE II area (1-847) plus some additional lands. The investigation is part of an ongoing, multi-year study of north-central Idaho that is being conducted in cooperation with the Idaho Geological Survey and the U.S. Geological Survey (USGS). The only identified resources are rock suitable for road metal. Five lode prospects and a pyrite-bearing rock quarry, which is operated by the Forest Service for aggregate, were examined for metals. One of the prospects warrants additional exploration for silver in quartz veins, but the chance of finding an economically minable deposit is limited. Several rock and stream sediment samples were anomalous in various metals. Two of the more promising localities for gold and/or other metals are adjacent to a unit of the Frank Church-River of No Return Wilderness that the USGS classified as having a moderate potential for gold deposits related to fossil hot springs.

"INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

FIVE mills are operated in Southeast Missouri by the St. Joseph Lead Co.; these have a total rated capacity of 24,300 tons per day divided as follows: Federal, 12,000 tons; Leadwood, 4800 tons; Desloge, 3600 tons; Bonne Terre, 2400 tons; and Mine La Motte, 1500 tons. These concentrators are similar in a general way, differing mainly in size and type of equipment and in minor variations in flow sheet. No attempt is made rigidly to standardize procedure in the various mills in spite of a general similarity in the ores. Each mill may be regarded as a separate laboratory in which new ideas and changes may be tried. A generalized description of the process is given, noting important differences in procedure at the various plants. The concentration process may be divided into five main stages: dry crushing, wet grinding, desliming and classification, tabling, and flotation.

"Recycling of WEEE has already gain prime importance from both environmental and economic point of view. For the recovery of metals from e-waste, many conventional physical, bio/hydrometallurgical and pyrometallurgical processes are proposed. Economic potential of e-waste is mainly driven by its precious metal content. Physical separation methods (e.g. electrostatic, magnetic, eddy current and gravity separation) exploit the differences in the physical properties of metals and non-metals. Physical separation methods are simple and economically sound but they suffer from metal losses and ineffectiveness at fine sizes. Hydrometallurgical processes are promising owing to their relatively low cost, reduced environmental impact, potential for high metal recoveries and suitability for small scale applications. Hydrometallurgical processes can be developed for selective extraction of base/precious metals using suitable reagent systems. Sulphate-based leaching with a suitable oxidant (e.g. H2O2, O2, Fe3+) is effective for copper and other base metals. After removal/recovery of base metals, precious metals can be easily extracted using various lixiviants including thiosulphate, thiourea, cyanide and chloride. However, further research is required to develop new, cost effective and environmentally friendly processes and/or refine existing ones for leaching and, in particular, downstream processes. INTRODUCTION Electrical and electronic equipments are indispensable to modern societies with numerous applications in the field of medicine, transport, communication, education, security and environmental protection. With technological developments and innovations, the replacement of old equipment leads to ever fast accumulation of waste materials such as waste electrical and electronic equipment (WEEE or e-waste). People are upgrading their mobile phones, computers, televisions, audio equipment and printers more frequently than ever before (Babu et al., 2007; Lee et al., 2007). With the rapid growth in technology today, the life span and utilisation period of most electronic and electrical equipment has been reduced considerably with concomitant generation of huge amounts of WEEE over the past several decades. According to statistics presented by Balde et al. (2015), total WEEE produced around the world was 41.8 million tonnes in 2014 and expected to rise to approximately 50 million tonnes by 2018. Kumar et al. (2017) estimated that annual growth rate for the WEEE stream is 3–5% (Singh et al., 2016). The aim of this paper is to provide an overview of physical separation and hydrometallurgical methods available for the treatment of WEEE."

"INTRODUCTION Approximately 1,250,000 tons of 2-1/2-inch and 1-1/2-inch slack, representing over half of the output from 40 to 50 mines, is produced in the Denver region each year. Part of this slack is made by crushing lump, and some of it is rescreened to make pea and modified pea sizes measuring 1-1/2 inches by 2-1/2 inches and 3/4-inch by 1-1/2 inches, round-hole. Modified pea is popular as domestic stoker fuel. Approximately 900,000 tons of slack 0 by 2-1/2 inches, 0 by 1-1/ 2 inches, and 0 by 3/4-inch in size are consumed by industrial plants, the principal consumers being a large power plant and the beet-sugar industry. The power plant uses annually 250,000 to 275,000 tons of pulverized fuel and can pulverize slack of any size, while the sugar factories consume about the same quantity of coal in stokers. The sugar factories store about 110,000 tons of 2-1/2-inch slack under water from January to October, and burn the remainder of their consumption directly during the campaign season from October to December. For this purpose, sugar-factory power plants can use any size of slack, which is recrushed to pass a 3/4- or 1/2-inch screen before burning on chain-grate stokers. About one-third of the 2-1/ 2- inch slack produced in the field is used in smaller industrial plants that employ stokers.Certain factors affect the utilization of 2-1/2-inch slack in the Denver region. The increasing production of hydroelectric power has reduced the consumption of coal at power plants slightly. If more hydropower is generated, the trend of consumption of slack might be downward, unless industrial activity offsets this greater output. Rapid increase in number of domestic stokers during recent years has necessitated preparation of greater quantities of stoker coal, with the result that more lump is crushed, and preparation facilities are changed. At present about 19 percent of the coal produced is crushed to meet the constant demand for industrial fuel as well as the increasing but variable demand for the small domestic stoker sizes. The quantity crushed has increased 12 percent during the last 6 years. These factors are shifting constantly. The trend toward the use of clean and smaller sizes for domestic stokers gives a slack having a larger proportion of fines. In future, even greater quantities of small stoker coal probably will be prepared, and the resulting greater quantities of small slack will have to be used for industrial purposes."

IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.

The U.S. Bureau of Mines has conducted research on methods to reduce and to measure diesel particulate matter (DPM) aerosols in underground coal mines. One objective of this report is to present findings from an investigation of the DPM reductions obtained by an engine-mounted integrated control system consisting of a dry system (DS) and a diesel particulate filter (DPF). Another objective is to present results from the usc of a size selective personal sampler to measure DPM concentrations in an underground coal mine. Bureau laboratory tests of the integrated dry system and diesel particulate filter (DS-DPF) have shown that DPM emissions can be reduced up to 97 pet with little change in gaseous emission concentrations. The DS-DPF is undergoing certification tests conducted by the Mine Safety and Health Administration (MSHA). Subsequent to passing all safety requirements, it will be tested in an underground coal mine. A baseline survey of DPM concentrations and aerosol size distributions in a cooperating mine was completed in August 1988. A prototype DPM personal sampler was tested during this survey. Based on results from this test, an improved unit has been developed. This unit is scheduled for extensive field testing by MSHA in 1989.
