[THE BUREAU OF MINES receives many requests for information regarding the low-temperature carbonization properties of American coals. This report presents in collected form the results of Fischer-Schrader bench-scale, low-temperature carbonization assays at 500° C. made by the Chemistry and Physics Section at the Pittsburgh station of the Bureau of Mines. Most of the assays were made of coals tested in connection with a survey of gas and coke-making properties of American coals,4 which was started in 1928 by the Bureau in cooperation with the American Gas Association. Other coals were assayed in connection with miscellaneous investigations. Since 1930 about 400 samples of coal were assayed from nearly every coal-producing State, Alaska, and British Columbia, Canada. The results of the tests on about two-thirds of the coals are scattered through more than 50 separate publications. This paper summarizes the data in the published reports as well as all unpublished data obtained to January 1, 1956. Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

The Furnish mine, Caharrus County, W. C., was operated intermittently until 1905 as a gold mine. Scheelite was discovered by A. L. Mash in the mine dumps of the Furniss and Phoenix mines, and he later informed the Bureau of Mines of his discovery. The Bureau of Mines, in two projects at the deposit in 1948 and in drilled 12 holes totaling 1,706.6 feet, examined and sampled the underground workings, excavated by bulldozer and hand, 3,155 linear feet of trenches and collected numerous samples for assay. The best scheelite shown; was found in the underground exposure of the Furniss mine.

Nineteen eighty-seven was a year of significant change in the Bureau of Mines-change to help it better adapt and respond to the wide range of new challenges facing the U.S. mineral industry. The Bureau has been regarded as the world's premier mineral information and research agency. Its authoritative, comprehensive data and its pioneering research have contributed significantly to the minerals position of the United States. Yet no organization in today's complex, dynamic world, with its rapidly advancing technologies, can afford to rest on its laurels. Mission and program must be constantly fresh and relevant to the day's issues and problems. Moreover, rather than reacting to events, the organization must strive to anticipate and prepare for them. It must have a sense-a vision, if you will-for the future.

ELASTIC constants of yttrium and eleven of the rare earth elements have been measured. This has been accomplished by measuring the propagation velocities of ultrasonic pulses. The velocity measurements were made by noting the elapsed time between an applied pulse and the appearance of successive echoes. The pulse-echo technique has become relatively common, and the basis of the measurement is outlined in several standard tests, e.g., Heuter and Bolt.1 Two important assumptions are made when using this method for the determination of elastic moduli. First, the pulse is assumed to propagate as a plane wave. To justify this assumption, the cross section of the test specimen should be large compared to the wave length of the transmitted pulse. For these measurements on the rare earth elements the minimum cross section wave length ratio was about 20. A second assumption which must be made when using polycrystalline specimens is that the grains are sufficiently numerous and randomly oriented so that the specimen may be approximated as elasti-cally isotopic. The grain size in the as-cast specimens which were used is believed to be sufficiently fine for this approximation, and the degree of preferred orientation is believed to be small. Supporting this viewpoint is the fact that elasticity measurements by the pulse-echo technique on as-cast specimens of other metals give results which are in satisfactory agreement with values obtained by other techniques. Hence, it is believed that the measured elasticity values for the rare earth elements are not apt to be seriously in error due to the assumption of elastic isotopy. The apparatus used in this determination was a modified Sperry Reflectoscope with a precisely calibrated time base circuit. Piezoelectric transducers were used both to generate the pulse and to detect the echoes. X-cut quartz crystals were used for the longitudinal modes, and Y-cut quartz crystals were used for the shear modes. Frequencies of 2.25 and 5 megacycles per sec were employed. Most of the specimens were 2.5 to 5.0 cm in length. Results Table I is a tabulation of the measured propagation velocities of longitudinal waves and of shear waves, together with densities obtained by Sped- ding, Daane, and Herrmann2 from lattice parameter measurements. The shear modulus, Poisson's ratio, and Young's modulus were calculated from the data in Table I through use of the following relationships: µ = pv32 [1] s=2-(vb/vs)2/2[1-(vb/vs)2] [2] and Y= 2µ(l+s) [3] where s is the shear modulus, Y is the Young's modulus, s is Poisson's ratio, p is the density, V0 is the longitudinal wave velocity, and v, is the shear wave velocity. The calculated quantities are shown in Table 11. Compressibility values can be computed from the relationship and the computed values may be compared with measured values obtained by Bridgman.8 Table III lists the data for such a comparison. The agreement is satisfactory, being particularly good for neodymi- um and gadolinium, poor for samarium, and intermediate for the other elements. Some variation is expected since Bridgman's measurements are isothermal, whereas the present measurements are adiabatic. In addition there may be some effect due to small variations in purity. Though most of the rare earth metals measured by Bridgman and all of the metals used in the present measurements were prepared at this laboratory, minor purity variations might exist since the samples came from different lots. Also, any imperfections such as dislocations, vacancies, voids, grain boundaries, microcracks, etc., should contribute to the volume change of a com-

Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

"During the calendar year 1925 the Bureau of Mines received from the operators of several hundred mines and quarries complete accident records covering deaths, permanent disabilities, and “lost time” temporary injuries. Some of the companies, - those that participated in the National Safety Competition-also furnished information showing the number of man-hours of work performed during the year. With these two types of information it was possible to calculate the accident-frequency and accident-severity rates of the different plants. Complete and comparable reports of accidents and Man-hours of “exposure” were received from 34 underground metal mines, 59 underground coal mines, 15 underground mines producing other nonmetallic minerals, and 102 open quarries or open-pit mines. The figures in the table appended to this report show the accident severity rates and other data for each of the 34 underground metal mines and for the group as a whole. It is proposed to publish similar figures for the other classes of mines and quarries at an early date.The 34 metal mines listed in the table are situated in Arizona, Idaho, Kansas, Michigan, Minnesota, Missouri, New Jersey, New Mexico, Oklahoma, South Dakota., and Utah; they employed 5, 925 men, an average of 174 men per mine, including employees above-ground as well as underground. With but few exceptions, 50 men was the minimum number of employees in any mine. The total period of employment or “exposure” at the 34 mines was 14,612,607 man-hours, an average of 2,466 hours per man, or the equivalent of 308 work-days of eight hours for each employee. Accidents resulted in 15 fatalities, 9 permanent disabilities, and 1,950 temporary “lost time” injuries (causing disability exceeding remainder of shift). The fatal and nonfatal injuries represented 132,575 days of disability. Thus the accident frequency rate for the group was 135 accidents per million hours and the accident severity rate was 9.073 days lost per thousand hours of 1 “exposure”. The severity rates ranged from 0.227 to 88.653, while the ·range of the accident-frequency rates was from 16. 6 to 307 .4. In compiling the accident severity rates shown in the table, all accidents caused by explosives were weighted at twice the number of days actually lost, as one of the purposes of the National Safety Competition was to stress the prevention of accidents caused by explosives."

"Waste electric and electronic equipment currently comprises the fastest-growing waste stream in the world, but at the same time it is seen as an important source of metals for the recycling industry. E-waste is usually treated pyrometallurgically, with hydrometallurgical methods used to a lesser extent. This paper reports the results of research on the selective recovery of copper from smelted low-value electronic waste. Pyrometallurgical pretreatment of the scrap allowed the removal of plastics and the increase of metal content in the material. The obtained alloy of copper, zinc, tin and silver was a multiphase solid consisting of two brass phases and inclusions rich in iron, lead and silver. Copper alloy was further anodically dissolved in ammoniacal chloride solution. It resulted in high degradation of the material and accumulation of the metals mainly in the slime. The slime was then leached in acid or ammoniacal chloride and sulfate solutions followed by selective copper electrowinning. Hydrochloric acid was the most efficient solvent for the slime, but ammoniacal solutions were more selective for copper. Copper could be leached with 96 to 100 percent and 87 percent efficiency from the slime by the chloride and sulfate solutions, respectively. Copper with 90 to 99 percent purity at current efficiency of 42 to 76 percent was obtained from the acid solutions, while copper with 98 to 99 percent purity at current efficiency of 60 to 86 percent was deposited from the ammoniacal baths. IntroductionObsolete electrical and electronic equipment makes up the fastest-growing waste stream in the world (Baldé et al., 2015), due not only to the introduction of wider ranges of new types and models of a variety of electronic products but also to the shortening of their life-spans, sometimes referred to as planned obsolescence by producers (Keeble, 2013). About 42 million tons of electronic waste, or e-waste, are estimated to have been generated globally in 2014 (Baldé et al., 2015), and it is expected that in the European Union alone the waste electrical and electronic equipment (WEEE) stream will reach more than 12 million tons by 2020 (European Commission, 2015). Accurate evaluation of e-waste generation (Wang et al., 2013) and its global transport (Breivik et al., 2014) is difficult, mainly due to a lack of high-quality data related to its market and socio-economic dynamics.Many countries introduced legislation to control e-waste flow, collection and recycling. For example, Directive 2012/19/EU on waste electrical and electronic equipment (European Parliament and the Council of the European Union, 2012) obliges all E.U. members from 2016 to maintain a minimum collection rate of 45 percent of the total weight of WEEE collected. From 2019, the minimum collection rate to be achieved annually shall be 65 percent of the average weight of electronics placed on the domestic market in the three preceding years, or alternatively 85 percent of WEEE generated in the territory of the particular member."

Presence of the ground water, especially flowing water, causes limitations in the type of the explosives, which can be used for the blasting development in the open cats and quarries. This presents really big problem in Russia, because more than 70% of the blasting holes are wet and filled by flowing water. The waterproof explosives need to be used in these conditions, which increases the cost of the blasting development. So the search of the methods to remove the water from the blasting hole and to prevent direct contact of the explosive material with the water is important. It will give possibility to use nonwaterproof explosives (such as ANFO) and decrease the cost of the blasting development.

? THE man is always greater than his work.? The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. PAYMASTER CONSOLIDATED MINES, LIMITED, began an investigation into the economy and use of detachable bit drill-steel in June, 1937. This investigation has continued to the present time, and was made necessary by transportation and distribution difficulties that had arisen through the use of standard steel in three widely separated mine areas serviced by a central steel-sharpening shop. Detachable bit drill-steel performance was first studied in the workings of No. 2 mine, where the rock being drilled was composed mainly of porphyry or tourmaline, and where standard drill-steel transportation costs had been excessive. The results obtained in this early work definitely established the economy of detachable bit drill-steel at No. 2 mine. This conclusion was reached when the 're-grind' system of re-sharpening dulled detachable bits was 1n use. Preliminary observations on the performance of detachable bit drill-steel in the quartz-carbonate veins of No. S and No. 6 mines gave encouraging results, and warranted a large-scale investigation under practical mining conditions. All drilling operations were gradually changed over to use of detachable bit drill-steel. This change was completed by February, 1938.

My first contact with underground, bolt conveyors came when I was hired as a draftsman by the La-Del Conveyor & Manufacturing Company in 1935. At that tine relatively few nines were using haulage belt conveyors. Wore they were in use, they were usually loaded by chain or shaker type room conveyors which in turn were hand loaded at the working face. Duo to the low room tonnage, a gathering belt might receive who output of from six to eight rooms. For several years belts 26 and 30" in width were the favorites for coal mine use. Belt speeds very seldom exceeded 200 ft. per mm. at that time. Conveyor lengths for the majority of units lay between 1.000 and 2000 ft. For a number of years 25 H.P. drives were adequate for those conveyors. From 1940 until about 1950 loads and speeds went up slightly and 40 H.P. drives became the standard. Since the majority of mines were then using direct current power systems, we were able to use controllers with 3 or more steps of starting resistance. The slow belt speeds coupled with relatively long starting cycles kept the rate of acceleration low and gave us smooth, easy starts.

In response to increasing national energy requirements. highlighted by the continuing growth in demand for coal for the generation of electric power the output of bituminous coal and lignite in 1965 passed the 500-million-ton mark for the first time since 1956, thus emphasizing the steady up-ward trend from the recent low of 403 million tons in 1961. There were corresponding upward trends in consumption, exports mechanization, and productivity. Production.-The output of bituminous coal and lignite in the United States in 1965-512 million tons-was 5 percent greater than the 487 million tons produced in 1964. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

A quarter of a century of service of steel rails on our oldest railroads, many of which have changed their standard sections three or four times, has furnished, and is furnishing, excellent opportunities to study their wear and behavior in the track. Such experience is valuable for the design of new sections, now required to meet the constantly increasing severity of railroad service. Before presenting the new sections for consideration, I will briefly call attention to some features of past experience. For convenience of study, rails may be separated according to their weight and height into four groups, viz.: 1. Hails weighing per yard from 52 to 60 pounds, and 34 to 4 inches high. 2. " " " " " 60 " 72 " " 46 to 44 " " 3. " " " " " 72 " 90 ' 41/8 to 5 4. " " " " " 85 or more " " over 5 " I Experience in this country is confined mainly to sections in groups Nos. 1, 2 and 3. • During the past few years I have had the opportunity to run my car over many thousands of miles of railway laid with the principal sections in use, and to obtain diagrams showing their deflections, permanent set, and, in a great measure, their manner of wear. The First Group.—The first steel rails imported, and those manufactured here, were light sections—included in the first group—and many of them, being rolled in rolls used for rolling iron sections, have pear-shaped heads, 2 3/8 to 2 1/2 inches wide, the base being heavy and from 1/4 to 1/2 inch narrower than the height. These rails were laid upon ties of solid timber, at least 8 inches face, spaced 2 feet from center to center. The moments of inertia of these rails were low, only ranging from 8 for the lightest sections to 12 for the heaviest. The original analogue instrumentation at Lornex Mining Corporation to optimize the throughput by controlling the power drawn by the semi-autogenous mills was found to be inadequate because of the frequent changes in ore type. Although the trunnion bearing pressure of the mill was a crucial control criterion, it was not utilized in the original control scheme. After several plant tests of different types of analogue controllers were unsuccessful in finding any control equipment suitable for this application, it was concluded that a digital process control computer was required. Computer control strategy to optimize the grinding rate by controlling the power and the bearing pressure of the semi-autogenous mill was developed and a Fox 2 /30 computer made by Foxboro was selected. After six months of experimentation, it was found that the throughput was increased substantially by computer control.

Coastal and marine mines affect the seabed?s biological resources, eg fisheries, when large volume wastes such as tailings are placed on the seabed, and by the extraction processes from marine mining. Worldwide monitoring of such effects for the past 30+ years now provides information to describe Best Practice design, construction and monitoring procedures. The critical environmental factors for submarine tailings placement (STP) are the selection of an appropriate deposition site and discharge depth, the deposition rate of the tailings, and the speed of biodiversity recovery to a sustainable ecological succession. These should be predictable at new sites using current modeling and experimental procedures. Prediction procedures are still needed to minimize potential destabilization of deposited tailings, and consequent biodiversity recovery setbacks. Comparable environmental information is needed from marine mining sites.

It is generally recognized that the productivity and ultimate recovery of an oil well may be reduced as a result of reduction in permeability of the sand at the well bore by invasion of filtrates and clay particles from drilling fluids. As a means of determining whether a sand has been "damaged" from these sources, several investigators2 3 4 5/ have developed methods of analysis based on the rate of increase in bottom-hole pressure while a well is shut in. Because of growing recognition of the importance of completion practices as related to the quantity of oil that may be recovered from wells, the Bureau of Mines has studied completion practices in California and the Midcontinent area. Well-interference and pressure-buildup tests were completed Ear seven wells in the Scurry Reef field to determine the effective permeability in the reservoir.6/ Also, a study was made of the pressure-decline curves obtained from 35 water-input wells in 5 different production areas of northeastern Oklahoma and eastern Kansas.7/

In the exploitation of porphyry-type deposits, the quality of the ore is mostly defined according to its grade. Besides the simplest distinction, ore-waste, several grade categories may exist and they correspond to the different ways in which the ore is further processed. At the time of mining the selection of the different categories is done from extensive information available from blast holes. But planning has to be done before this information is available and it is necessary for the geologist to forecast, from exploration and development data alone, the possible outcome of the selection done later on a block, a level, or the whole deposit and ultimately predict the ore reserves and value of the deposit. A good statement of this problem has been presented at the 1976 AIME annual meeting by Williamson and Hueller (1976). They have shown that, if the cut-off values are directly applied to the estimated grade of blocks, a gross overestimation of the recovered tonnage of ore (14%) will occur. This problem, now termed "the vanishing tons problem" (DaVid, 1977) seems to be common in many open-pit operations and it has been explained several times (DaVid, 1972; Huijbregts, 1975). In order to solve it l.Jilliamson and Mueller proposed a solution based on compiling masses and masses of blast hole data available from mined-out portions of the deposit. They derived empirical correction factors which provide for every block, given its estimated grade, the expected tonnage and average -grade of each category of material within that block. The purpose of our work is to repeat the same exercise but ignoring the blast holes data i.e. we want to derive the correction factors from the only DOH data. Doing this, we are more in the real conditions where the valuation of the mine and are reserve analysis has to be made before production actually starts.
