This report relates to the sulfur industry of seven States--Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas--and is part of a national study of the sulfur industry by the Bureau of Mines. Markets as used 1n this report are divided into two components for individual analysis--(1) supplier markets which include regional Frasch and byproduct sulfur producers and (2) consumer markets which include processors and manufacturers requiring sulfur in their operations. The term sulfur as used in this report includes brimstone, native sulfur, elemental sulfur, or sulfur equivalents.

The Barrick Osborne concentrator has gone through a number of upgrades since commissioning and has increased production from the original 119 t/h design capacity to a milling throughput of 265 t/h in 2008. This was achieved incrementally over several years, by maximising operating efficiencies, in order to minimise capital expenditure, and take advantages of economies of scale; but more importantly it was reached with no measurable loss of recovery. Osborne currently processes a blend of underground and open pit material from the nearby Trekelano deposit. Following primary/secondary crushing, the material is processed through a rod/ball mill grinding circuit ahead of rougher/scavenger flotation that produces a copper concentrate. Osborne was seeking a further increase in plant throughput of the order of 15 per cent, but at more sustainable levels of secondary crusher plant utilisation. In early 2008, Osborne contracted Metso Process Technology and Innovation (PTI) to review the entire process from run-of-mine feed to final copper concentrate. This review would be done concurrently with surveys of both the crushing/grinding and flotation circuits being performed at the same time. The outcome would be a steady-state model of the complete flow sheet allowing the crushing/grinding model to interact with the flotation circuit model, such that overall process optimisation was possible. This was to apply both by exploring the operating limits of the currently installed plant, as well as looking at the logical next stage of capital plant expansions. Surveys of the crushing and grinding circuits were conducted at the Osborne concentrator in May 2008. The main objective of the surveys was to review the potential of increasing grinding throughput whilst maintaining the flotation feed 80 per cent passing size. This would also require improving the efficiency of the crushing circuit which was already operating in excess of 80 per cent of the time. Steady-state simulations were performed using the developed circuit models to identify opportunities to increase throughput and alleviate high circulating loads in both the secondary crushing and grinding circuits. Due to operational changes, the recommendations resulting from this project were considered by Osborne but have as yet only been partially implemented.  This paper covers part A or the crushing and grinding component of the project. A separate paper discussing part B or flotation is also being presented at this conference. The results of interactive simulations between the flotation and grinding circuit models are included in part B of this paper.

INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Geologically, coal measures were deposited from the lower Carboniferous (Pennsylvanian of the US) and Permian of late Paleozoic, mainly during the Jurassic of the Mesozoic and peri¬odically throughout the Cenozoic. The Soil-Foundation-Structure-Interaction (SFSI) problem involves Kinematic Soil- Foundation Interaction occurring during large (cyclic and permanent) ground deformations as well as Inertial Foundation-Structure Interaction occurring during shaking all of which take place while the soil and possibly structural properties degrade with time. The design of the deep foundations for liquefaction induced lateral spread loads include estimation of passive pressure applied by the liquefied material as well as the amount of anticipated displacement. Coupled analyses for SFSI problems that account for liquefaction induced lateral spread and their interaction with the deep foundation system can be performed using sophisticated numerical modeling techniques based on finite element and/or finite difference methods using computer programs such as FLAC or OPENSEES. Such complete SFSI analyses are very tedious and expensive and not feasible for most projects. In 2011, California Department of Transportation (Caltrans) released guidelines for foundation loading and deformation due to liquefaction induced lateral spreading. This simpler prescriptive approach combines empirical and analytical methods through decoupled analyses using computer programs such as LPILE and SLOPE-W together with liquefaction induced lateral spread estimates based on published empirical equations. Pile group effects and pile caps are accounted for using a concept of super-pile. In this paper, we discuss the solution of the same lateral spreading related SFSI problem using computer program CGI-DFSAP (CGI-Deep Foundation System Analysis Program) based on the strain wedge theory that can account for liquefaction, lateral spreading, pile groups, pile caps and nonlinear behavior of piles in a more coupled manner to analyze the foundation system under the lateral spread loadings. CGI-DFSAP can be used to analyze piles in sloping ground conditions as well as piles beneath the abutments near a free-face slope. We have included Strain Wedge Model (SWM) solutions using CGI-DFSAP of several field and laboratory case studies of lateral spreading related to pile foundations. Finally, we have also included the SWM solution of one of the Caltrans (2011) example problems.

Approximately 6,000 coal mines are operated in the United States. All of them have in some degree the elements that are likely to contribute to an explosion, hence it is surprising that explosion disasters are not more frequent and that many mines have been operated for years and finally worked out and abandoned without experiencing an explosion. The absence of coal-mine explosions does not always indicate that effective efforts have been made to prevent them but rather that the nine has been fortunate in that the combination of circumstances necessary to cause an explosion has not existed. In view of present knowledge of the methods of preventing explosions, disasters are inexcusable and discredit the mining industry. The methods of preventing mine explosions are known to experienced, well-informed persons engaged in coal mining, yet despite this knowledge far to many coal-mine operators continue to use practices and methods that they should know have resulted in numerous explosions. Moreover, many mine workers persist in following past procedure irrespective of consequences and in breaking safety rules or indulging in practices almost certain eventually to result in disaster. Continued failure to apply known common-sense methods of accident and explosion prevention unquestionably will cell for ultimate enforcement of law.

IN addition to the usual methods of manufacturing steel, a number of special processes have been the subject of considerable experimentation-and use in manufacturing practice. A number of these methods have been of a type in which a rapid refining action has been secured through the intimate mixture of fluid slag with fluid metal. The persistence with which more rapid methods are sought is indicated by the current interest in the Aston' method for producing wrought iron and in the Perrin2 process for dephosphorizing and deoxidizing steel. In the Perrin process, in particular, the mixing action is extremely vigorous and the reactions proceed with surprising speed.

"In mineral resource evaluations, geostatistical methods known as global change of support allow prediction of the theoretical histogram and gradetonnage curves prior to interpolations or simulations of grades. Two methods commonly used by professionals to guide the choice of interpolation parameters and assess results are the discrete Gaussian model (DGM) and the indirect lognormal correction (IndLog). These models rely upon an estimate of the dispersion variance of the blocks, which is derived by numerical integration of the variogram model over a discretized block. Due to difficulties in obtaining well-formed traditional experimental variograms (especially in the presence of outliers and limited clustered data), many professionals prefer to use ‘normalized’ variograms such as correlogram (non-ergodic variogram), pairwise-relative, or variogram of the normal score transform. A series of simulations with different grade distributions and variogram models are used to assess the performances and robustness of the various variogram estimators with respect to the DGM and IndLog global change of support. Our results show that the traditional variogram, the correlogram, and normal score variogram have better performances, compared to pairwise, for both DGM and IndLog. Moreover, DGM provided better results than IndLog for the grade distributions that are not strictly lognormal. These findings provide valuable guides for geostatistics practitioners. IntroductionWhen reporting resource estimates,practitioners are required to follow generalstandards described in the NI43-101 (CIMguidelines), JORC, or SAMREC codes. One cangenerally recognize three main parts directlyrelated to the block model:•,Pre-processing: exploratory data analysis (EDA), domaining, capping, compositing, declustering, variography•,Processing: block size, neighbourhood, interpolation types (linear or nonlinear)•,Post-processing: classification, reporting.Pre-processing aims to simplify and strengthen the processing step. Ideally, domaining, capping. and compositing is aimed at defining a single homogenous population. During the processing phase, a common practice is to use a block size corresponding to the planned selective mining unit (SMU). In most precious metal deposits (gold, notably), the SMU size is frequently smaller than the recommended half data spacing (Journel and Huijbregts 1978), resulting in high estimation variance and either a high degree of smoothing if the regression slope is managed or a high degree of conditional bias if it is not. Most actual resource estimates are made using block sizes between one-quarter to one-sixth of the average data spacing, sometimes even smaller. In addition to the block size, the interpolation choices for the neighbourhood selection and interpolator (e.g. inverse distance (ID) or ordinary kriging) are often based on the Qualified Person’s (the QP) experience and some basic validation plots that often do not consider the conditional bias (e.g. trends or SWATHs plots, which are designed to compare two sets of population using a one-dimensional graph)."

(Glen Summit Meeting, June, 1911.) THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. The Bureau of Mines tested a prototype tapered-element oscillating microbalance (TEOM) dust monitor for measuring respirable coal mine dust. The monitor uses the inertial behavior of a vibrating element to measure the mass of sampled dust. Tests were performed to determine variability, drift, the effect of humidity, placement of collection filter, and element orientation during analysis, and comparability with gravimetric measurements of respirable coal dust. Variability was about 1.6 µg. Over about 26 h at 46 pct relative humidity, drift was very slightly negative. When the relative humidity was increased to 78 pct, all units showed a total positive change less then 40 µg over about 70h. Filter placement variation on the tapered element resulting from in- consistent sizing of the filter mounting bases caused significant error (up to 0.2 mg). In practice, calibration of the system for each new filter will eliminate that error. Orientation of the element during analysis did not introduce significant error, but care is necessary when mounting the canister that houses the element to avoid damping oscillation of the element. Dust tests were performed in an aerosol chamber using coal dust. Measurements made by the TEOM dust monitor agreed to within 10 pct of simultaneous measurements by gravimetric personal samplers.

The energy supply in the 21st century is still secured by coal. According to estimates of the International Energy Agency (IEA), coal will have the same importance as oil for the world-wide supply of energy until 2030. Coal is also an important element of EU policy, its future use is closely linked to effectively addressing the environmental challenges it poses. Hard and brown coal represent approximately 80 per cent of European Union (EU) reserves of fossil fuels and coal utilisation can co-exist with the development of power generation based on renewables. Europe is the world's third largest consumer of coal behind China and the United States.The Czech Republic is poor in energy resources except for coal. Brown coal is relatively abundant (mineable reserves estimated at 1800 Mt, output 48 Mt/a) and significant quantities of hard coal (mineable reserves 900 Mt, 13 Mt/a), much of it suitable for coke production, are also present.Severoceske Doly (SD Company), the biggest Czech coal mining company (22 Mt/a, 48.6 per cent Czech market share) and one of the biggest in Europe, reinforces despite the last deep crisis in the Czech and European economies its long-standing stable and strong market and financial position. From 2009, the SD Company co-owns, with partners, a brown-coal mining company MIBRAG (21 Mt/a). SD Company invests in large mining equipment (eg new giant spreaders and bucket-wheel excavators, extension of overland belt conveyors), rebuilds and upgrades mining and processing installations, auxiliary and other machinery. We should see the investment we make today in tomorrow's mining and reclamation as an opportunity and not as a burden. They enable to make our position more resistant in the longer term. Projects focused on the environment and operational safety went hand in hand with these efforts.R&D activities relate to technical innovations, improvements of mining equipment, research and evaluation of conditions for extracting coal seam and/or overburden and mitigation of environmental impacts, utilisation of coal in new products. The company spends considerable amounts on reclaiming affected land and creating a new post-mining landscape.Our dialogue with influential stakeholders in the region where we operate contributes to the long-term improvement in the quality of life of local residents. Such dialogue with communities in the last ten years has been instrumental for confidence building. SD Company helps to develop many projects of towns and villages in its vicinity. The stable and transparent relations with our neighbours are in accordance with our basic principles of corporate social responsibility.

The reaction between calcined dolomite and ferrosilicon has been studies with the aim of developing a continuous process for magnesium production. Small-scale tests were made in vacuum retorts similar to those used in the vacuum retort process as developed by Pidgeon (1)2/ and operated during the period of World War II in several Government-owned plants. Factors investigated with respect to the silicon efficiency were the reaction temperature, reaction time, amount of excess dolomite in the charge, and effect of adding sodium silicate to the charge to serve as a binder. Additional laboratory tests were made to study the reaction at elevated temperature but at atmospheric pressure. Silicon efficiencies exceeding 80 percent were found to result when operating in the temperature range from 1,750° to 1,800° C. for periods of 20 to 30 minutes.

The Support Technology Optimization Program (STOP) has been developed by the National Institute of Occupational Safety and Health (NIOSH) to provide a comprehensive tool for evaluating the performance of available secondary roof support systems and designs based on support strength, convergence, cost, installation time and material handling considerations. This program uses engineering models developed from full-scale testing of numerous supports under controlled loading conditions in the unique NIOSH Mine Roof Simulator load frame to determine the support load-displacement performance as a function of the various sup- port design parameters. Both standing supports, such as wood cribs installed within the entry, and intrinsic supports such as cable bolts, can be evaluated. Support systems can be designed and compared for use in a new mining section or to evaluate potential replacements for an existing design. The support design requirements are defined from 1) estimating the failure height in the immediate roof, 2) in-mine measure- ments of support and strata interaction or development of ground reaction curves from numerical modeling, 3) the performance of an existing support system, or 4) from any arbitrary load and convergence criteria. All settings can be saved to permit resuming an evaluation in progress at a later time. This paper presents the updated MS Windows version of this tool, which can be easily installed and run on a personal computer. This Windows implementation will feature a project and application scenario setup where multiple scenarios can be assigned to one project. Scenarios can then be compared on support parameters and cost. Cost parameters can be provided either as individual cost items or using a price grouping feature. Additional support performance curves and/or additional ground reaction curves will be distributed with program updates as new information is developed. Users can also provide their own support and/or ground reaction curves.

A comparison between hydraulic and pneumatic rockdrills by D. CLEMENT The regulation of compressed-air reticulation systems is very poor compared with that of electrical systems; this means that electrohydraulic rockdrill systems offer greater flexibility, additional power being readily available at the working face. Hydrometallurgy A new journal devoted to all aspects of the aqueous processing of metals is scheduled to appear this year. Entitled Hydrometallurgy, the journal will be published in quarterly issues, one volume per year. Mineral dressing Contributions are invited for the Symposium on Recent Progress in Mineral Dressing in South Africa, which is to be arranged jointly by the South African Institute of Mining and Metallurgy and the National Institute for Metallurgy. THREE regional meetings are planned for this summer and fall following the spring meeting held under the auspices of the Iron and Steel Committee and the Ohio Section at Cleveland in April and in lieu of a general fall meeting of the Institute. Plans for all of them are maturing rapidly. Excellent programs and. interesting visits to points of local tech¬nical interest are already assured. THE SALT LAKE CITY MEETING This meeting will be under the auspices of the Milling Committee and the Utah Section. It will be one of the features of the joint convention held the week of August 22 to 26 with the Western Division of the American Mining Congress. Remarks of Mr. Robert W. Hunt, General, Superintendent, Albany and Rensselaer Iron and Steel Company., Troy N. Y.—In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to' draw conclusions. There are so many circumstances hearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill

Este estudo tem como objetivo apresentar as etapas, os desafios e melhorias na implantação da área da logística da Companhia Siderúrgica do Pecém (CSP) na primeira Zona de Processamento de Exportação (ZPE) do país que está localizada no estado do Ceará e tem a siderúrgica CSP como a primeira empresa a se instalar nessa área de livre comércio com o exterior. Nesse contexto a logística tem um papel importante e fundamental no planejamento e controle minucioso dos fluxos de entrada e saída de materiais e produtos cumprindo todas as legislações federais e estaduais de uma ZPE. O estudo é realizado através da análise dos conceitos logísticos de uma siderúrgica e das normas e portarias que regem uma ZPE. Os resultados alcançados estão pautados nas sugestões e alterações das disposições legais e na integração entre os sistemas controlados pela Receita Federal com o sistema da CSP. O estudo tem como conclusão que todas as melhorias que foram propostas e alcançadas nessa implantação pioneira, proporcionaram maior eficiência e agilidade nos processos de controle aduaneiro da ZPE voltados para uma siderúrgica, mantendo continuamente a interação entre todas as entidades legais sem impactar a dinâmica operacional da siderúrgica, agregando grande valor para a CSP.

The prevention of accidents to children from blasting cans is of vital importance not only to everyone using commercial explosives but to the country at large. The manufacturers of explosives have realized this danger for years and have attempted to publicize the hazards of allowing blasting caps to fall into the hands of children. Unfortunately, many of tie users of explosives have failed to realize the danger or have ignored their responsibilities in the matter. Investigations of accidents to children from blasting caps (and scores of them occur annually) reveal that most of them are caused by blasting caps picked up or made easily accessible to the victims. The children who are blinded, maimed for life, or killed are in large part the innocent victims of the carelessness, thoughtlessness, or negligence of their elders, by whom blasting caps are left lying about, carried in the pockets, dropped or lost around blasting operations, stored away and forgotten, or left in places where trey can be found or are accessible to children. Many such accidents occur to children under 12 years of age, when they are still curious or inquisitive. One of the first reactions of a child upon finding a blasting cap is to investigate and "see" how it is made or how it "works." A blasting cap in itself, with one end open, invites a child to poke it with a nail, piece of wire, or some other object to see what is inside; or he may attempt to break it open with a rock or hammer. A lighted match could be thrust into the open end, and there are numerous other approaches, may of which can result in serious accidents.

Results of work on the development of a phenomenological model for the continuous flotation process using short-lived radioactive tracer techniques for the determination of model parameters is reported. A model that incorporates a flotation first-order rate constant and a residence time distribution based on the cross flow finite state (CFFS) model has been derived and investigated. The short-lived radioactive tracer techniques necessary to extract the model parameters have been developed as have the necessary nonlinear search methods. The conditions under which all the model parameters can be extracted from a single radiotracer experiment are detailed and illustrated. A microcomputer-based unique data logging system has been designed, assembled, and implemented for collecting the necessary transient radiotracer data. Results are reported for a continuous laboratory flotation system for the two systems mica ore and coal.
