In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. This paper discusses a series of tests designed to help answer the age old question: ?How much does the belt cleaner wear my belt?? The experimental set up and test method are described. The main variables are: belt cleaner blade materials, cleaning pressures, cleaning angles, belt speeds, and belt top cover grade. The bulk material used is a standard test-grade silica sand. The measured results include: blade mass loss, belt mass loss, and cleaning efficiency.

I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA's initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area. Sound Transit’s ST3 program will add 62 miles of light rail to the Puget Sound area, including connections to the neighborhoods of West Seattle and Ballard. These connections include considerations for both elevated and tunnel alternatives in West Seattle and Ballard, as well as a new tunnel and six underground stations in the densely developed downtown Seattle. This paper describes the conditions and constraints along the corridor, and the latest development in the ongoing process to plan the underground guideways and stations.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements. Lateral density changes in the subsurface cause a change in the vertical pull of gravity at the surface. By very accurate measurement of gravity and the practical application of common sense, a microgravity survey can sometimes detect natural or man-made voids, bedrock profiles, and geologic structures of engineering interest. This paper will give some practical guidelines for the application of microgravity surveying. Emphasis in many papers (Blizkovsky, 1979, Fajklewicz, 1983) has been on the anomaly size: herein emphasis will be placed on detectability and signal-to-noise ratios. First, some easy to use curves for anomaly valuation are adapted from Arzi (1974). Secondly, the predictable noise sources are discussed. Thirdly, representative models of abandoned underground workings are evaluated for microgravity surveying given the probable noise in the survey results.

INTRODUCTION Environmental impacts are most commonly associated with air and water pollution. Not- withstanding this fact, to many people the primary disruption caused by mineral extraction is the change in the character of the locale. That is, the environmental impact of mining includes, but is not limited to, the generation of residuals. The dramatic transformation of wilderness or rural land often creates strong reactions to mineral development. Thus, the basic issues of land use management are a useful addition to environmental discussion. In this section, we take up a discussion of federal, state, and local land use management regimes, along with a brief introduction to the potential role of economic analysis. Elsewhere in this volume, land management issues are discussed from other orientations, and the interested reader may wish to look there as well. Locatable Minerals on Federal Lands Legislation and Administration: Access to hard-rock minerals on the public lands is governed by the General Mining Law of 1872. This law declares that "valuable mineral deposits in land belonging to the United States . . . are hereby declared to be free and open to exploration and purchase . . . ." In order to initiate rights, prospectors are required to physically stake claims of specified sizes and shapes following basic procedures set by federal law which may be supplemented by the individual states. Rights to these claims are protected at the exploration stage so long as actual possession is maintained and diligent exploration activity is underway. If a valuable mineral deposit is discovered on the claim, the claimholder earns the exclusive right of possession as against private parties so long as the claim is properly maintained. To maintain this exclusive right the claimholder must per- form $100 worth of labor or improvements, known as assessment work, on each claim every year and make related annual filings with the U. S. Department of the Interior. If the existence of a valuable mineral deposit can be demonstrated, and other legal requirements are met, the claimholder may receive a patent giving full title to the claimed land, including the surface in most cases. The purchase price is either $2.50 or $5 .OO per acre. The Mining Law has remained largely un- changed by legislative amendment during its now more than 100-vear existence. However, while the law itself has not changed, its interpretation and administration have changed considerably. Written at a time of rapid western expansion of the U.S. following the Civil War, the intent of the law was to promote mineral development by inviting unrestricted prospecting and by selling the lands containing mineral deposits at a minimal charge. As federal land policy shifted from one of rapid disposal into private ownership to one of retention and management for a number of uses, mineral patenting requirements have been administered more strictly. The most critical issue concerns what must be demonstrated to establish the existence of a valuable mineral deposit. The so-called "prudent man" standard was established in the case of Castle v. Womble (19 L.D. 455 (1894)):

Recent events pertaining to U. S. energy needs and development of alternative energy fuel resources have made the American public more aware of past and present coal mining operations, and their impacts on the nation's economy and environment. This awareness has developed rapidly due to increased government involvement and consequent media coverage. This is true particularly in the Western states and in Texas. One of the consequences of this increased public awareness is public concern over the perceived and real consequences of mining operations. Emphasis has been placed on potential releases of toxic and hazardous substances, and possible carcinogens. The result of this public concern is a mounting effort at both state and Federal levels to promote stricter laws regulating the mining industry.

According to a 2000 NIOSH report, about 100 million rock anchors are installed annually in coal mines in the USA. Most coal mines have conditions that are conducive to corrosion of the rock anchor and ancillaries (such as plates), yet the effect of this on the performance of the anchors has not been adequately researched and its effects are not understood or quantified in the USA. There is considerable research into corrosion in civil engineering applications on surface and underground but the corrosion of coal mine rock anchors is not necessarily the same because: ? In underground civil structures, water ingress is usually stopped as part of the construction process. ? Many rock bolts in mines are only partially resin grouted leaving part of the reinforcing member exposed to corrosive conditions. All cable bolts in coal mines are only partially resin grouted. ? Even when mine bolts are fully grouted, shrinkage cracks occur and the rock stresses can change due to adjacent mining that can cause the resin column around the bolt to fracture further under external shear or tensile stresses. Most coal mines therefore have ideal conditions for bolt corrosion.

The successful construction project is one in which the component construction operations are completed within the scheduled time and cost parameters. Most construction projects, however, are subject to delays and/or disruptions which adversely affect the time (start, duration, and completion) and cost aspects of the project. DELAYS Delays fall into two categories: Compensable Delays for which the contractor is entitled to contract time extensions and additional money as compensation for the extra expenses generated by the delay or obstruction to job progress, and Non Compensable Delays, for which the contractor may or may not receive an extension of time but no additional compensation. Mixing of solid-liquid slurries is a unit operation that is widely encountered in the minerals processing industry. Applications may range from simple slurry storage in open tanks to complex chemical reaction systems under extreme conditions of temperature and pressure. The specific process requirements dictate both the degree of mixing required and the type of agitation employed to achieve the desired results.' Many continuous-flow process applications feature tanks operating in series to provide a discrete number of stages and a known residence time for the slurry. Because these tanks operate at a constant level in an overflow mode, the mixer must maintain uniform solids concentration and size distribution throughout the tank; failure to achieve uniformity results in accumulation of coarse solids in the tank, ultimately leading to a process or mechanical failure. Downward-pumping, axial-flow mixing impellers are widely employed to produce uniform solids suspension. The specific impeller type, number, size, and power draw is a function of each given situation. The use of high-efficiency, fluid-foil impellers (Figure I) has evolved as a recognized standard for these flow­controlled applications. Recent small-scale experimentation and full-scale experience has demonstrated that, when uniformity is required, capital and operating expense can be minimized by employing an additional upper impeller pumping in the upward direction.

The scope of this experimental work was to study the yttrium extraction and stripping behaviour in a solvent extraction system with mono(2-ethylhexyl)2-ethylhexylphosphonic acid (IONQUEST 801) in a chloride system The study was performed for only one contact between organic and aqueous phases The experiments were carried out according to a factorial design. Due to the statistical analysis and its experimental proof, the optimum conditions for maximum yttrium loading into the organic phase of the extraction stage were 16 minutes for time of contact between phases, 980 rpm of stirring intensity and pH=2.3 for the aqueous phase of the sovent extraction system. The optimized experimental conditions by the statistical approach for the stripping stage were: time of contact between phases equal to 20 minutes, 1050 rpm of stirring intensity and 1.75 M HCI into the stripping aqueous solution.

The advantages of using vertical pulsed columns as replacements for conventional mixer/settlers in the uranium industry have been known for some time. The advantages of the columns offer include a reduction in real estate for the plant, elimination of diluent evaporation and crud formation. This paper presents the findings of laboratory tests of pulsed columns extracting copper from pregnant leach solutions and also discusses potential advantages of the pulse column in copper solvent extraction.

Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

The 1.8 million tonne Itos tailings deposit is the result of sever­al years of processing by Comibol of the San Jose and ltos Mine ores at Oruro Bolivia. The historic flowsheet consisted of a flotation circuit in which silver-bearing galena and stibnite were concentrated. Approximately half the silver in the ore was not recovered, and the existing tailings contain slightly over 200 grams silver per tonne, in the form of complex sulfides of silver, antimony, lead, and other metals coating grains of pyrite. An extensive laboratory program was conducted to exam­ine conventional processing l)lethods such as cyanide leaching and regrinding followed by flotation. However, the silver-bear­ing sulfides are in intimate contact with the pyrite and the pyrite comprises 30% of the total tailings weight. Cyanide leaching recovers only 40% of the silver and the cyanide consumption is uneconomically high. Flotation produces an upgraded, but still uneconomic, concentrate. For this reason, chloride leaching had been evaluated by Comibol, and in the mid 1980's Comibol undertook an innova­tive test consisting of two 300 tonne field heap leaches using a cold chloride solution. The tests were partially successful, but could not be applied to the bulk of the tailings which are already ground to 50% minus 200 mesh. In 1992, Kappes, Cassiday & Associates undertook to develop a hot agitated chloride leach flowsheet, and is current­ly constructing a treatment plant under a turnkey contract from a Bolivian company, Baremsa, S.A. Using this process, 85% of the remaining silver can be recovered, with significant by-prod­uct credits from antimony and lead. The project features hot, agitated acidic chloride leaching, filtration, crystallization of lead chloride, and precipitation of metals using iron scrap. Arsenic is removed from the precipitate by caustic leaching, and minor metals by furnace refining. Antimony is recovered as the oxide by cupelation, and silver is poured as <lore from the cupel. Production rate will be 600 tonnes per day. Startup is scheduled for late 1995.

The bioleaching of mineral sulfide pulps in a bench-scale rotating drum reactor has been studied. The reactor includes horizontal paddles in the inner wall for lifting of the mineral pulp. The performance of the reactor was tested in the bioleaching of a refractory pyritic gold concentrate in the presence of pure Thiobacillus ferrooxidans strain (ATCC 19859). The concentrate was efficiently bioleached at 50% pulp density with the drum operating at 0.5 -1.0 rpm Attempts of bioleaching the concentrate at the same pulp density in conventional stirred reactor showed severe inhibition of bacterial activity. The results demonstrated that the drum reactor allows to operate at much higher pulp densities than the conventional stirred tank reactor. This behavior is explained in terms of an improvement of the bacterial activity due to a better control of the attrition of the mineral particles.

Development of the flotation reagent scheme at Climax Molybdenum Company&apos;s mine at Climax Colorado is reviewed. Features of the mineralogy, milling practice and background of reagent changes are outlined. Special attention is given to the hitherto unpublished details of the application of depressants for copper and lead impurities. The present rougher flotation reagent scheme utilizes a neutral hydrocarbon oil, low in unsaturates and wax, as collector with a sulfated coconut oil emulsifier and pine oil frother. Lime and sodium silicate are used as rougher conditioning and slime dispersant agents. Chalcopyrite and galena impurities are de- pressed in both rougher and cleaner plants by stage addition of Nokes reagent and sodium cyanide to yield a metallurgical grade molybdenite concentrate containing greater than 90% molybdenite and less than 0.5%, 0.1% and 0.05% iron, copper and lead impurities, respectively.
