Tg Soda Ash operates an underground trona mine located In southwestern Wyoming, which utilizes continuous mining machinery to produce 2.OM tpy (2.2M stpy) by shortwall and room and pillar methods. As the mine developed, the Increasing distance from the shafts caused travel times to be a significant factor in planning for mine emergencies. It was decided to construct a barricade chamber, a modified refuge chamber, to Increase safety and to provide an additional escape option in the case of a mine emergency. Fortunately, there has been no need to use these facilities during the last 9 years, but mine emergency planning has been greatly improved.

The effects of pH, pH modifier (lime or caustic soda) and cyanide on the pulp rheology of a number of ore types ranging from highly siliceous to highly kaolinitic has been investigated. All experiments were performed in fresh water at solids concentrations of 25 and 45% solids and in the pH range 6 to 11. The kaolinitic ores exhibited greater changes in rheology with pH and calcium ion concentration than did the siliceous ores.

During the 1970's geostatisticians were often accused of not paying sufficient attention to geologic features in the computerized generation of ore reserves. Unfortunately this charge was all-too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerized reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984; Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of orebodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metals deposits.

It is shown that seriously preoxidized arsenopyrite can adsorb a large amount of copper ions as unoxidized one, but without, release of corresponding amount of Fe ions; seriously preoxidized pyrite cannot adsorb copper ions, but with release of a large amount of Fe ions. However, if the minerals are rapidly oxidized with potassium permanganate solution, both arsenopyrite and especially pyrite can adsorb a large amount of copper ions, but still without release of corresponding amount, of Fe ions. Cu adsorption (if there is any) on both oxidized arsenopyrite and pyrite is not based on the Cu-Fe exchange mechanism.

Silver sulphide (acanthite) and lead sulphide (galena) dissolve relatively rapidly in FeCl3 media with the formation of elemental sulphur and soluble silver and lead chlorides. Parabolic kinetics are observed, and the leaching rates are controlled by the outward diffusion of the AgCl and PbCl2 reaction products through the constantly thickening elemental sulphur layer formed on the sulphide. Hence, both leaching rates are strongly dependent on those variables which affect the solubility of AgCl or PbCl2 at the reaction interface. The rates therefore increase with increasing temperature and total chloride ion concentration, but decrease in the presence of elevated concentrations of AgCl or PbCl2. By contrast, neither sulphide is significantly attacked by ferric sulphate media, even at high Eh values. Although the reasons for the refractory behaviour of Ag2S in sulphate media remain unknown, the low rate of PbS attack is attributable to the passivating layer of PbSO4 and elemental sulphur formed on the surface of the galena.

In open pit mining every effort is made to maintain as steep a pit slope as possible. Pi t slope angles are influenced by numerous factors some natural that are amenable to limited or no control at all and other mining technology related where a greater degree of influence can be exerted by the engineer. One such area where control is possible is the method of drilling and blasting in the pit. This paper discusses the influence of blasting techniques on the economics of pit slopes and demonstrates how balanced blasting can be used with advantage to pit wall control and improve fragmentation (thus reducing material handling costs). Microprocessor based instrumentation to monitor drill and blast performance has also been described.

The United States has very large coal reserves in seams that are less than 1065 mm (42 in.) thick. These reserves are often not mined because of the difficulty of working in low heights and, in most cases, the seams are beyond the technical or economical limits. It is estimated that the remaining reserves in 355 to 710 mm (14 to 28 in.) thick seams that are not faulted or intruded, dip less than 15° and under a cover of 610 m (2000 ft) or less are nearly 910 Gt (1 trillion st). This is a very large percentage of coal reserves in the United States (Unrug, 1985; DuCarme et al., 1990). The US Bureau of Mines is attempting to develop new techniques for mining 150 to 1065 mm (6 to 42 in.) thick coal seams. Research has focused on existing thin seam mining techniques, testing of small- and full-scale physical models of the Bureau's slot mining concept and computer modeling of the full-scale process. In 1986, only 21 % of the total US coal production came from -1065 mm (-42 in.) thick seams. Of that, 355 to 710 mm (14 to 28 in.) thick seams share of production was minimal, probably 5% or less (Mayercheck et al., 1990). This shows that the thin seams, particularly the seams 355 to 710 mm (14 to 28 in.) thick, have not been mined to the extent of the available reserves. Thin seam coal, generally, is of premium quality. As thicker seams are depleted, the mining of thin seams could become more important. Thus, there is a need to develop technology to mine these seams (J. Farinelli et al., 1987). A successfully applied technology could change reserve categorization. In the Appalachian Plateau there are 417 Gt (460 billion st) in 355 to 1065 mm (14 to 42 in.) seams. This represents nearly 9.2% of the US remaining reserves (Unrug, 1985). At depths of 152 m (500 ft) or less, the Appalachian Plateau has about 214 Gt (236 billion st) of reserves in 355 to 1065 mm (14 to 42 in.) thick seams. Other mining areas also have substantial coal reserves in this seam thickness category. Those, however, are not as attractive for mining as the Appalachian Plateau. In the past, most of the reserves of the Appalachian Plateau region were partially worked by contour and highwall auger mining. It is estimated that these mining systems had left some 40,230 km (25,000 miles) (Readers Digest, 1987) of unreclaimed highwalls. The Bureau recognized this situation. In FY1987, the agency initiated a research project to develop anew technology for mining thin seams of the Appalachian Plateau.

The White Pine Mine is the second largest active underground copper mine in the United States, covering an area of approximately 34 km2 in the Upper Peninsula of Michigan. A numerical flow model of the White Pine Mine was constructed to evaluate engineering controls that would reduce the rate of mine water discharge after closure. Of the passive controls evaluated, the placement of low-flow bulkheads within the mine workings was predicted to offer the greatest benefit, reducing the rate of discharge by as much as 35 percent.

INTRODUCTION Uranium mine inspection in Canada forms one element of the enforcement of the Atomic Energy Control Act; it is under this Act that all Canadian uranium mines and mills are licensed to operate. Inspection duties are carried out by a small core staff of federal government inspectors (working for the Atomic Energy Control Board (AECB)) largely supplemented by provincial mine inspectors working on behalf of the AECB. Unlike most resource extraction in Canada, uranium mining is under federal jurisdiction and consequently it was the AECB who decided in 1975 that changes in the Canadian uranium mining industry, particularly its expansion and the expanding role of the mine inspector in the limiting of exposures, warranted the offering of a special radiation protection training course. The Uranium Mine Inspector Training Course (UMITC) was first conducted in 1976 at the Elliot Lake Centre in Elliot Lake, Ontario. Subscription for the course was not limited to mine inspectors to enable union stewards, management personnel and provincial/federal labour inspectors to attend. This paper will present an outline of the course content, the format of its presentation and non-curriculum aspects of running a course of this type in uranium-producing community. The core lecturers for UMITC are drawn from the Radiation Protection and Uranium Mine Divisions of the AECB. In addition, guest lecturers are invited from universities and medical research centres together with industry professionals and government researchers. In all some twenty-four plus presentations are made over the first five days of lectures. The program topic areas, hazards, controls, measurements, record-keeping and health effects are preceded by an intensive half-day session on radiation fundamentals. TOPICS Hazards [Dust] A review of the dynamics of airborne particles including the effects of particle size, gravity and wake-turbulence on the behaviour of dust clouds. Associated topics are migrational aspects of dust particles and specific dust-generating mine operations. [Radiation] Canadian uranium mines are increasingly diverse in nature ranging from large scale low-grade underground operations in Elliot Lake to smaller high-grade open pits in Saskatchewan. Papers are presented on assessments of internal and external exposure, the metabolic pathways of ingested or inhaled radiation and the specifics of mine and mill hazards. Radiation hazards are further broken down into gamma surveys of uranium mines, radon daughter concentrations and problem areas. Controls The relationship between mining methods and the operating environment is critically important to ensuring safe working conditions. This refers to both the selection of machinery/devices, etc., and to engineering controls which are instituted to remedy problems created by new technology. UMITC examines a number of possible mining techniques, their criteria for selection and impact on the working environment. Control measures, ventilation practices and design, the need for continuous water misting and special open-pit precautions are presented. These lectures frequently conclude with suggestions for better operating guidelines for mine ventilation systems and the need for greater co-operation between the ventilation department and the underground crews. Measurements Uranium mining regulations stress the need for a high standard of exposure monitoring, statistical planning and record-keeping. [Statistics] Although many course participants are well versed in statistics, certain fundamentals are repeated and include, the concepts of mean, variance, standard deviation and standard deviation of the mean. Confidence levels, decision-making based on sample statistics and statistical records are also discussed. [Dust Measurement] Dust measurement is particularly critical in the mines where the high silica content of the ore body, such as those at Elliot Lake, results in the continuous generation of dust. Sampling practices, filtration, impaction, thermal impaction and electrostatic precipitation are explained together with the methods of counting samples to determine free silica. Konimetric and gravimetric techniques for dust sampling are compared and contrasted. [Radiation Measurements] Both collective and personal dosimetry systems are used in the Canadian uranium mining industry and lectures are presented on each. Techniques and possible sources of error are discussed for a variety of radon and radon daughter measurement methods - Lucas method, Tsivoglou and modified Tsivoglou, Kusnetz, Rolle. Instant working level meters and personal alpha dosimeters are explained in terms of calibration, maintenance, readout and estimation of accuracy. The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer's jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal slurry taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

The paper industry is an $80 billion/year business that is the largest consumer of industrial minerals. Paper industry generally refers to paper and paperboard products, including pulp mills. Grades and uses of paper and paperboard are very diverse, including such things as napkins, paper plates, corrugated boxes, magazines, newsprint, currency, and copier paper. Only about 40% of paper utilizes industrial minerals as fillers or coating materials. Minerals are used for both functional and economic reasons. Most often, minerals such as kaolin clay and calcium carbonate are used to improve print quality, brightness and opacity of paper. The minerals can be added as fillers into the paper in the wet end of the papermaking system, or can be applied as part of a coating to the paper. Coated papers are the highest quality paper, being used for magazines, advertising brochures and annual reports. Common uses for filled uncoated paper are books, copier paper, envelopes and many of the Sunday newspaper advertising inserts.

One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.

A road tunnel is planned to be constructed in soft, high overburden ground of around 600 m in Japan by using the center drift advancing method. The dodging effect and early ring closure of the center drift were expected to reduce the displacement and deformation of tunnel and promote safe construction. The measurement result during construction was analyzed and those effects, which the displacement and deformation after the widening excavation decreased and its effect increased as the center drift radius increased, were confirmed by numerical analysis. Also, the effect of the early closure of center drift after widening excavation did not have much effect.

Cameco Corp. operates uranium mills and tailings management facilities at its Key Lake and Rabbit Lake operations in Northern Saskatchewan, Canada. Development at both mine sites began in the 1970s, with initial tailings deposition occurring within above-ground impoundments, which was common for these facilities at the time. As open pits became available at each site, and mining continued at other orebodies in the area, tailings management shifted to in-pit facilities to meet stakeholder expectations and improve the long-term security and environmental performance of tailings management at these facilities. The in-pit facility at Rabbit Lake (receiving tailings since 1984; Fig. 1), was one of the first (if not the first) engineered in-pit tailings facilities in the world and adopted a full pervious surround design concept with subaerial deposition. Under this concept, permeable sand and coarse rock are placed at the base of the pit, around its perimeter, as well as overlying the tailings at closure to promote regional groundwater flow bypassing the lower-permeability tailings. In contrast, at Key Lake, the in-pit facility (receiving tailings since 1996) adopted a partial pervious surround design concept. Under this concept, permeable materials were again placed at the base of the pit, and partway up the side walls; although for the upper portion of the tailings, the material is placed directly against the natural geologic materials. In the Key Lake case, the natural geologic environment provided the required bypassing of the tailings deposit to achieve the desired environmental performance while the base drain again facilitated pumping during operations to achieve consolidation objectives (Fig. 2). In both the initial design of the facilities, and through more than several decades of operation, it is clear that although in-pit tailings facilities provide common benefits with respect to long-term geotechnical stability, it is critical that their design approach take into consideration site-specific conditions

During initial mining operations at the Colosseum gold mine, discrepancies between the average blasthole grades and mill-head grades were quite large. In December 1987, mill-head grades averaged 39% lower than corre¬sponding estimates from the blastholes. The correlation between average blasthole grade and mill-head grade had an r-value of 0.015. The magnitude of the discrepancy and the lack of correspondence between estimated and actual grades led to a series of investigations of the sampling system, the effect of blast movement of the ore, and the estimation methodology. The discrepancy between blasthole grades and mill-head grades had been reduced by about half on a percentage basis at the conclusion of these studies. Ongoing studies have produced changes that reduced this discrepancy to its present level of less than 10%. Geology The Colosseum mine is within the Clark Mountain mining district about 68 km (42 miles) southwest of Las Vegas, NV in San Bernardino County, CA. Gold mineralization at the deposit is hosted in two 152 m x 213 m (500 ft x 700 ft) interconnected, rhyolitic intrusive breccia pipes that intruded Pre¬cambrian crystalline basement rocks and overlying Paleozoic marine sedimentary rocks. Subsequent erosion (deroofing) of all of the Paleozoic section and a portion of the Precambrian section has exposed the pipes to the present level (probably a significant depth in the original breccia pipe system). Lithologies exhibited within the breccia pipe complexes include rhyolitic felsite, and breccias of felsite and wall/ country rock. Breccia types grade from felsite plus Precambrian granite-gneiss fragments in an aphanitic felsite matrix to crosscutting breccias of felsite, Precambrian granite-gneiss, and Paleozoic sedimentary rocks in a matrix of finely comminuted material of the same composition. All the lithologies in and around the breccia pipes exhibit moderate to intense quartz-sericite-pyrite alteration, with sericite and pyrite the dominant visual alteration minerals. Gold at the Colosseum mine is generally submicroscopic and associated with sulfide mineralization, chiefly pyrite. It occurs as free gold, with minor alloyed silver. It is primarily in contact with pyrite in fractures or along pyrite grain edges. Secondarily, it appears as isolated particles in quartz and other gangue minerals but spatially always close to pyrite, and rarely as particles encased in euhedral pyrite. The pyrite mineralization and minor base metal sulfides occur in three distinct styles: as disseminations, as open space or vein/fracture filling, and in breccia clasts replacing dolomite. The pyrite megascopically ranges from absent to 30% of rock volume within the breccia pipes. Although the gold at Colosseum is apparently spatially and geochemically associated with pyrite, there is only a general proportional relationship between pyrite content and gold content. Sometimes, a high volume percentage of pyrite has only geochemically anomalous gold. This makes visual pyrite only a general grade control tool and not a specific tool. This further makes the ore control process at Colosseum all the more difficult. Initial grade control procedure Initial grade control was based on blasthole samples collected in two stages by an "automatic" sample collection device (rocket sampler). A sample was collected for the top 3 m (10 ft) in a hole. The bag was then changed so that a sample was collected for the lower 3 m (10 ft). Each sample was prepared and fire assayed to determine the grade. Large discrepancies were sometimes noted in the assays of top and bottom samples. Modelling of cash flows and calculation of net present value of rate of return over the expected life of a mine/processing unit continues to be the accepted basis for mineral investment decision-making. The computer and spreadsheet programs have greatly improved ability to perform sensitivity and risk analysis, hence our ability to deal with key analytical problems. These problems of cash flow analysis result from the necessity of forecasting an uncertain and risky future. Cash flow models begin with the critical assumption of a "design basis", then integrate all of the variables relevant to the investment decision including forecasts of price, cost, taxation, financial conditions, and company strategy. Alternate "scenarios" portray possible future outcome of the investment decision. The potential for straying from reality is enormous. The computer has eliminated the time consuming hand calculations from the cash flow analysis, but the analyst still struggles with the risk of trying to predict "how the project will really turn out".

The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

Reliable prediction of dynamic deformations is important when planning to undermine important structures that cannot tolerate large relative deformations and or large horizontal strains. This paper presents examples of dynamic deformation profiles that include subsidence, horizontal displacements, and horizontal strain for a number of points over a retreating longwall panel in the eastern United States. The prediction points are located at different distances from the excavation rib and therefore present a different response in terms of dynamic movements. The formulation is based on the influence function method as implemented in the Surface Deformation Prediction System (SDPS). Results show that the subsidence development curve may be reliably predicted for surface points in the middle of the panel. However, in cases where points may be affected by the magnitude of the edge effect offset, subsidence predictions may be very conservative, that is, higher than actual movements.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.
