Of the various critics of federal energy and minerals policy we are hearing these days--and they are legion--few make their points more vividly than our fellow SME member and eloquent spokesman for the mineral industry. Mr. Eugene Guccione. In a moment of comparative mellowness. Mr. Guccione recently characterized Washington's time-honored legislative and bureaucratic machinery as a case of "...scientific illiterates asking the incompetents to do the unnecessary." I hope the prevailing industry view of government is not quite that harsh, and yet one cannot deny that government intervention is indeed pressing in on the mineral industry with increasing force. What is happening today in Washington and in state capitols will have enormous impact--both short and long term--on the future of coal and mineral production in the United States. Symptoms of this trend are everywhere. In the first place, there is a sentiment, widely held and still spreading, that the government must become involved-- that no matter what the problem, the solution lies in more government intervention. Free enterprise versus statist, reflex reaction organizations. When it cones to regulation in the resource field, there is too often a tendency to start out by assuming guilt on the part of the mineral industry. This can lead to laws governing mineral recovery that are more punitive than constructive...laws drawn up with little research into the scientific or economic considerations involved.

"Project-specific optimized tunnel boring machines represent the spearhead of technological progress in tunneling because with their use, very long-lasting, high quality tunnel structures in almost any geology, depth and topography can be produced with a high degree of automation. The mechanized excavation of tunnel structures ensures the greatest possible environmental protection during tunneling itself. Professional, systematic and high quality rebuilds and reuse of already proven equipment also ensures maximum efficiency in the use of materials and energy resources. It offers an enormous potential for a highly optimized environmental balance. Here the manufacturers of tunnel boring machines and their users in particular have a duty to ensure transparent, high quality and binding standards in the entire rebuild cycle and in the refurbishment management of innovative tunneling technology. This paper deals with the comprehensive processes with rebuild levels of tunnel boring machines and highlights some exemplarily implemented projects. 1 INTRODUCTION All over the world, the number of tunnel boring machines (TBM) in which equipment rebuilds from previous projects are re-used has increased over the last few years. This text presents the technical and economical aspects of this market development. It also takes a look at the practical implementation of rebuild measures. The ""ITAtech Guidelines on Rebuilds of Machinery for Mechanized Tunnel Excavation"" from 2015 lay down the requirements that the machine manufacturers must meet. 2 ECONOMICAL AND ECOLOGICAL ASPECTS OF RE-USING COMPONENTS The globalization of the construction sector and the consideration of environmental aspects promote an increased re-use of machines and machine components. Nowadays, large-scale construction projects are often carried out by international joint ventures of several individual companies that are established specifically for this purpose. After the completion of the project, the joint ventures are dissolved and they liquidate their project-specific equipment, such as tunnel boring machines. Today, it is much more uncommon for such machines to remain permanently in the possession of construction companies. Joint ventures offer TBMs on the free market, or they exercise contractually agreed repurchase options with the manufacturer. On the whole, this increases the number of re-usable components or complete tunneling systems available on the market."

INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. INTRODUCTION In 2010, Montana Tech was gifted 65 acres of land immediately west of the campus. The parcel of land included an old silver mine called the Orphan Boy Mine. The Orphan Boy and its sister, Orphan Girl, were developed about1895 and operated until 1956. In addition to the gift of land, a significant industry gift was obtained to develop a first class training facility, which we call the Underground Mine Education Center (UMEC). The UMEC has been funded primarily by industry through donations of dollars, equipment, and supplies. The UMEC is a unique hands-on, educational environment for today’s students who are being trained to find, develop and process the worlds' natural resources. The center complements courses in mining engineering, geological engineering, environmental engineering, metallurgical engineering and occupational safety and health. It also serves as a as research facility utilized by students and faculty, and other organizations interested in doing research a hard rock underground mine. LOCATION The Orphan Boy and Orphan Girl Mine are located approximately 700 feet (ft.) apart and the Orphan Girl Mine is part of the World Museum of Mining. Underground they are connected on various levels and all levels below the 100 ft. level are currently flooded. The Orphan Boy mine was 804 ft. deep and Orphan Girl was 3200 ft. deep. The surface locations of the two mines and some of the underground workings on the 100 ft. level are shown on Figure 1 (2015). CONSTRUCTION Land ownership was gifted from BP/ARCO in 2010 and planning started immediately. In June of 2011, site development for the decline to the 100 ft. Level of the Orphan Boy began with a satisfactory portal site developed (Figure 2). We hoped to be able to start driving the decline in July. However, the portal was sited approximately 125 ft. away from a natural gas line that bisected the Montana Tech campus. While outside the right of way for the line, Northwestern Energy requested that no blasting be performed near the gas line until such time as the gas line was abandoned in the fall so decline development was put on hold. The gas line was officially abandoned in January of 2012.

A marine sonic sub-bottom profiling system and a hovercraft were used in an engineering geophysics survey of the tailings being deposited at the Mercur gold mine. Detailed density sections with vertical resolution of one meter were desired for computations of strength, permeability and potential self-compaction. The logistical problems of conducting a geophysical survey and in collection of geotechnical soil samples from an active tailing impoundment was solved by using the amphibious hovercraft for towing and transport on the impoundment. The "chirp" sonic system produced continuous, real-time geophysical cross-sections with vertical resolution of ten centimeters showing possible trapped gas. The hovercraft provided a platform over water, ice, slurry, and solid beach for collection of geotechnical information and physical samples.

"The proposed Minne Lusa Stormwater Conveyance Sewer is part of the Phase 3 Major Combined Sewer Overflow projects to be scheduled as part of the City of Omaha’s Long Term Control Plan (LTCP). The system features a 6,100 foot long, 14-foot inside diameter tunnel to provide for conveyance of separated stormwater from previously completed and future LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The tunnel will operate as a pressurized system and convey flows of up to 2,500 ft3/s resulting from a 10-year, 24 hour storm event. This paper provides a synopsis of the project with a focus on the overall design aspects related to siting the tunnel alignment in an urban environment, the hydraulic analyses performed to choose a pressurized system rather than an open channel system, and expected geologic conditions. Tunnel alignment and profile and geological profile are presented, as well as an overview of the construction related impacts considered during design. PROJECT BACKGROUND The proposed Minne Lusa Stormwater (MLSW) Conveyance System will provide for conveyance of separated stormwater from previously completed, and future, LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The project location is representatively shown on Figure 1; the overall conveyance system is represented in Figure 2. The MLSW Conveyance System consists of three separate construction contracts under Contract Numbers: OPW-52004 – The Storz West Detention Basin to 31st & Paxton Tunnel; OPW-52454 – The Storz West/Pershing Detention Basin Grading and Improvements; and, OPW-52752 – The Pershing Detention Basin to ML Outfall Channel. This paper focuses on the project covered under Contract OPW-52004: design and construction of an approximately 6,110 feet 14-foot inside diameter (ID) tunnel, constructed using a Tunnel Boring Machine (TBM). The tunnel will receive flows from the Paxton Boulevard (PB) and the John Creighton Boulevard (JCB) Stormwater Conveyance Sewers and convey the flows to the Storz West Detention Basin, resulting in CSO volume and flow rate reductions to the Minne Lusa Outfall Channel and the North Interceptor."

In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. This paper presents the results of a column flotation study on a fine feed sample of Florida phosphate. A central composite design was used to study the main and interaction effects of parameters affecting column efficiency. The statistical design is also used to determine the optimum conditions. The results indicate that, depending on the experimental conditions, it is possible to produce a high-grade concentrate with a high recovery. A 15ppm concentration of nonionic frother was found sufficient to maximize the recovery at pH of 9.5.

The subject matter of this paper, "Applied Rock Mechanics?," has its genesis in a recent field trip taken by the author. A more or less standard question asked at the mines visited was "How are you using the principles of Rock Mechanics to assist you in maintaining an efficient, safe, and competitive mining operation?" The question was couched in a number of different forms, but the intent was to determine whether or not a general theory based on reason and the scientific method was applied or whether the alternatives of tradition, intuition, ?common sense', revelation, ?shotgun methods' or authoritarianism were invoked. Perhaps two responses to this query will be illustrative of the general nature of the replies. At operation XYZ an extension to the known ore body has been found. The extension is of large enough size and grade that a mining scheme using load-haul-damp techniques is envisaged. Since this represents a departure from the present mining scheme, questions have arisen regarding pillar sizes, room and entry sizes and possible support requirements. A task force has been set up to expeditiously plan for these things and write the necessary specifications and requirements. The fundamental question was posed to members of this group.

The oil and gas drilling industry is the largest user of "functional" industrial minerals for well drilling and completion. (Functional industrial minerals can be defined as those used for performance characteristics rather than composition.) This industry's use of industrial minerals involves complex mining, processing, and distribution of products. The cost of these products at the well site reflects the complexity of distribution to typically remote locations and the cost of service. Table 1 illustrates the use of functional industrial minerals by the drilling industry. The total tonnage shown is almost 2 1/2 times larger than the 3.3 Mt (3.6 million st) of kaolin used by the paper industry for filling and coating, another major use for functional industrial minerals. Drilling fluids are an indispensible part of a drilling operation. These fluids perform several functions simultaneously. They cool and lubricate the drill bit, remove formation cuttings, increase the specific gravity of the fluid to counteract formation fluid pressures, provide a filter cake on the wall of the drill hole to prevent drilling fluid loss to the formation, protect the porosity of producing zones, and prevent reaction of the formation or formation fluids with the drilling mud. When porosity of a formation exceeds the ability of the drilling fluid to form a wall cake, it is referred to as lost circulation. Because these fluids are being constantly formulated for changing formation conditions, they require a skilled technician or drilling mud engineer on the site at all times. Drilling fluids are composed of oil or water as the liquid phase, and industrial mineral products and chemicals to control chemical and physical properties. The basic function of viscosity and suspension result from the use of gelling clays and chemical and mineral dispersants; specific gravity of the mud is adjusted with mineral weighting agents; filtration control is maintained by clays and various natural and synthetic polymers; platey minerals and scrap products are used for controlling lost circulation in porous or fractured zones; salts are added to the mud to inhibit shale and clay swelling; chemicals are added for pH adjustment, prevention of corrosion, and as scavengers for formation fluid components. Because of the clay component, drilling muds have rheological properties different from conventional fluids, behaving as Bingham plastic fluids as opposed to the Newtonian behavior of water and oil. Newtonian fluids will begin to flow with the application of any force, however small. Bingham plastic fluids require a finite force or shear stress (yield value) before flow begins. Thixotropy is another property of clay-based drilling fluids. At rest they form a gel structure that suspends the weighting agents and rock cuttings. These gels break down when a finite force is applied and circulation is restored. At the bit where shear rates are the greatest, the viscosity or resistance to flow decreases, so hydraulic pressures and pumping costs are minimized. A drilling rig provides a means of rotating a hollow pipe attached to a cutting bit. A mud pit or tank is used for mixing the drilling mud and its components. The Stillwater Mining Company, a partnership of Pittsburg & Midway Coal Mining Co. and Manville Corporation, operates a precious metals smelter at Columbus, Montana to further up-grade concentrates from its platinum/palladium mine. The smelter began operation in the summer of 1990. The gas cleaning system in the facility utilizes "oxidation/dilute mode" dual-alkali scrubbing technology to capture sulfur oxide gases from the process gas streams. This paper describes the rationale for selecting the dilute mode dual-alkali system and summarizes design parameters. Start-up problems and their solutions are also discussed.

To properly analyze and apply mining equipment, a systematic, current, inclusive, and simple classification scheme is required. This paper provides such a classification for Roadheaders. This Roadheader classification is based on factors, such as the rock cutterhead, the boom type, and the chassis configuration. It first assigns Roadheaders as an equipment type within the larger group of Integrated Excavators. The Roadheader type is then delineated into the following subtypes: the standard, the extended boom, the tunnelers, and the miscellaneous. Next, these subtypes are devolved into kinds, and finally variants and attachments are considered. To resolve inconsistencies in characterizing the Roadheader, cross-referencing is employed within the classification scheme.

The Windy Craggy polymetallic massive sulphide deposit is located in the extreme northwest corner of British Columbia 40 miles west of the Haines Highway, 90 miles northwest of the port of Haines Alaska. The physical setting is mountainous country but with few peaks rising above 2,000 metres elevation, in contrast to the spectacular mountainous terrain to the north and south in Kluane and Glacier Bay Parks respectively. Valleys are classically U-shaped with incised V-shaped bottoms. The upper portions are still occupied by glaciers, which in the Windy Craggy area are documented as retreating at a rapid rate -in the case of the Tats Glacier of the order of 1% of its mass per year. The outcrops around Windy Craggy show a north-easterly dipping sequence of Mesozoic limey sediments and volcanics being the western limb of a north northwesterly trending syncline. Northeasterly cross folding provides a few complications. The flanks of the syncline have been buttressed by intrusive bodies of granitic affinity.

The viability of physico-chemical purification methods such as selective, flocculation for the separation of two components having similar chemical compositions and the same crystal structure but different surface properties is demonstrated. A loss of selectivity was observed in a dolomite-dolomite mixture when polyethylene oxide (PEO) (five million molecular weight) was used us the flocculant. Heteroflocculation was minimized using a low molecular weight PEO (MW =105) as a site blocking agent (SBA). Near complete separation was achieved at pH 10.5 at the 100% recovery level

The addition of coal preparation plants changed the coal industry during the past. Now it is time co once again improve the quality and types of coal products coming from future coal preparation plants to meet the changing needs of our society. Clean Coal Technology, along with federal support provided, is forcing our industry to provide cleaner coal products for industrial applications. Liquid fuels from coal is just one of many new products from a coal preparation plant that has a ready market in the transportation sector. UCC Research Corporation is developing these new liquid coal products and this paper will describe the progress and the new slate of coal products to be provided from future preparation plants.

Much of the mining industry in North America is in a crisis state. Host producers are operating at production levels well below capacity, some have been merged or sold, while others have been mothballed or closed permanently. For many of us still operating, the future is uncertain. Despite the many cutbacks and closures, there is still an abundant supply of minerals in the world market and there is almost no hope for any relief on price pressures on most mineral commodities in the near future. The Iron Ore Company of Canada (IOC)operates an iron ore mine, a concentrator and a pellet plant known as the Carol Project located in Labrador City, Newfoundland. This concentrator and the pellet plant have the annual capacity to produce 20 million and 10 million tons respectfully. A company owned and operated railway links this operation with the dock terminal facilities in Sept Iles, Quebec.

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers. INTRODUCTION During a recent panel discussion on the topic of millwater antiscalants, the question was posed: "What would you like to see in the future?" Answer: 'We need an antiscalant that: can be fed without a pump (no maintenance), functions on residual basis (no fault), can be tested for colorimetrically in sub-part-per- mi 11 ion concentrations (no guessing) and will recycle back to the mill from tailings (no cost).” Impossible? Based upon today's level of technology, such a product does not exist. However, a few of the qualifications listed above are certainly food for future thought. Meanwhile, progress is being made in upgrading three essential elements in this critical area of ore processing. They are: 1. Antiscalant reagent research and development. 2. On-line monitoring programs. 3. Reagent storage and feed systems. The objective of this paper is to out- line the current direction being taken in each of these areas and to present case histories as examples of how theory has been applied in field situations to better improve operations. LABORATORY SCREENING TESTS Recent technical papers have explained the various generic chemical raw materials which are available in the marketplace. While the merits of each chemical component are open to debate, the processes used by most major reagent suppliers to evaluate products in the laboratory are fairly standard. Common techniques incorporate both static and dynamic conditions in the search for the most cost effective product. Static Test Perhaps the most common test procedure used is based upon NACE Standard Test Method 03-74, which is "a laboratory screening test to determine the ability of scale inhibitors to prevent precipitation of calcium sulfate and calcium carbonate from solution." The objective of this test is to measure the change in calcium ion concentration in a container of saturated stock solution prepared from calcium chloride and sodium carbonate which is heated in a water bath. After 12 hours at constant temperature (160°), the mother liquor is pipetted into a beaker and a titrated for gm/l of unprecipitated calcium ion. A simultaneous test is performed on stock solution with antiscalant added. The results are then charted to determine the most effective antiscalant (with respect to preventing precipitation of calcite). It should be noted that this procedure examines only the ability of a chemical additive to retain calcite in a saturated solution where thermal stress is applied. This is commonly referred to as sequestration or stabilization. It has been documented that products which act in this manner (i.e., inorganic and organic phosphates) are good scale inhibitors. However, low molecular weight anionic polymers function in a much different manner by distorting calcite crystal size, shape and charge density, thus preventing scale formation. Because of this different mode of operation, static tests may not prove conclusive where polymers and sequestrants are being compared. The simplicity of this test makes it easily adaptable for field use, although modifications are often made.

High level programming languages such ass C, FORTRAN and BASIC have been used in the mining industry to simulate truck-shovel systems. In addition, some special languages for simulation such as GASP, GPSS, SLAM, PROOF and SIMAN are commonly used. The most recent simulation system ARENA uses graphical modelling approach as well as animation notion. In this paper, the main elements of ARENA required to perform a truck- shovel simulation and to view the simulation results by means of the model animation are presented. The layout of the haulage system including shovels, trucks and dump sites was generated using draw tool in ARENA. All the components of the haulage system were represented by graphical modules. Animation tool was used to depict the performance of the haulage system as the simulation progressed.
