Low metal prices and increasingly stringent environmental regulations, coupled with the threat of higher governmental royalties are adversely affecting both existing and new operations. Existing operations must therefore be run at maximum operating efficiencies to enable mining companies to survive and grow. Well planned and executed "outsider" reviews can help achieve this goal. Many mine managers and those who direct them resist the idea of "outsider" reviews for a variety of reasons, some valid and some not. Those managers who do bring in the "outsiders" are nearly unanimous in reporting that the exercise in self-discipline was well worth the pain and effort and repaid the cost many times over. This paper makes a strong case for "outsider" reviews and gives recommendations on the kinds of reviews to undertake. The authors draw upon their nearly 70 years combined experience, much of which has been in operations.

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done. As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal. TECHNOLOGY GAPS TARGETED BY THE MINER ACT The MINER Act addressed several technology challenges: • Problems with donning and switching between self-contained self-rescuers (SCSRs). • Poor visibility in smoke. • No wayfinding assistance for escape from the mine. • Limited breathable air supply. • Inability to locate trapped miners. • Inability to communicate with trapped miners. • Failure of mine seals. The MINER Act had several provisions that prescribed specific safety technologies intended to address these issues. Many of these were directed at post-accident technology requirements — an area in which Congress mandated additional technology investment. Specifically, the Act required mine operators to submit emergency response plans (ERPs) that contained provisions for implementing new or improved post-accident communications, tracking, lifelines, refuge alternatives and breathable air supplies along with training for emergency procedures and local coordination of emergency response. Most of the requirements were to be carried out within three years of the ratification of the MINER Act. In addition to these requirements for mine operators, the Act clarified and expanded NIOSH’s role and authority in enhancing the development of new mine safety technologies and expediting their commercial availability. The MINER Act also required NIOSH to develop research on refuge chambers, mine seals and the use of belt air and fire-retardant belts. Mine seals had to be upgraded and MSHA turned to NIOSH for applied research to establish the new explosion-resistance requirements. Progress toward closing the gaps."

Because of the high economic value associated with small improvements in the operating performance of mineral processing plants, innovations in instrumentation, stabilization and expert control systems have been an ever-present part of the landscape in plants throughout the world since the I 960s. Expert control systems are computer programs that continuously monitor plant conditions; contain "expert knowledge" concerning the process, equipment and operational knowledge; and make timely recommendations for new process set points or even directly change the process set points to achieve desired management goals. Early rudimentary expert control systems first appeared in the early 1970s. They have grown from small, experimental but ambitious projects in which single unit operations were controlled to plant-wide systems that include technologies used in the U.S. space shuttle program. Experiences and results of applying these systems throughout the world will be explained discussed and analyzed. Typical results will be outlined and the use of expert control in the future will be projected.

During the past year the news media has come in for its share of criticism. Some of it, without doubt, is justified. Much of it, like that which has been leveled against some of the rest of us, is not. We can sympathize with the newspapers and magazines, the radio and television stations. Like the coal industry, which I represent, they are a part of the free enterprise system. They depend upon advertising for their existence, and advertisers patronize those media which reach the most people interested in their product. The various news media are therefore In avid competition for circulation. Although they do have an unquestioned influence on the public, they are primarily a reflection of the public and it is in this context that we will consider them. Granted that this reflection is sometimes a bit distorted, let us admit that any subject which does not strike a responsive chord In the public will soon be dropped by the media.

Eighty samples from Roman wall paintings from ancient Corinth were studied by means of optical and scanning electron microscopy coupled to an energy dispersive analyzer, X-ray diffraction and image analysis techniques. The goals of the study were the identification of the exact nature of the pigments and the technical features of paint application (binding medium, adherence to plaster, thickness of the pigment layer), which would provide evidence about the painting technique (fresco or secco). The main plaster is calcitic with secondary calcite as a cement binder to the primary calcite grains. All pigments, except Egyptian Blue, were naturally occurring ochres or pigment minerals, such as limonite, goethite, hematite for yellow, brown and red hues, cinnabar for red hues and celadonite for green color. The presence of specific elements such as Ni and Cr or minerals such as olivine, in the yellow, brown and red pigments, gave an indication about the provenance of the original pigments, which seems to be from Cyprus. The black color was represented using charcoal. It seems, finally, that for the pigment application the fresco technique was used, while secco is also apparent.

INTRODUCTION The gathering arm loader was patented by Joseph Joy in 1916. This unique machine motion became the standard of the industry and is used on underground loaders and continuous miners throughout the world. Figs. 1 and 2 show two types of gathering arm loaders. The gathering arm loader is a crawler-mounted ma¬chine primarily used for loading coal in a conventional mining system. Other uses also have been found for this machine in noncoal mines and other industries. MECHANICAL ASSEMBLIES The front or loading end of the machine, commonly called the head, consists of a tapered structural frame, hinged at the rear to the chassis and riding the ground at the front. Two bevel-gear cases are mounted in the head. They are connected by a timing shaft, which also acts as a conveyor drive shaft on most models. An eccentric disk attached to each gear case drives the gathering arms. The rear of the arms are attached to a swivel assembly. The motion derived from this arrange¬ment gathers loose material from the ground directly in front of the machine and loads it into the conveyor. Power for this drive is provided by two electric motors mounted under the gathering head. A speed reducer attached to each motor provides a gathering arm speed of approximately 5.2 rad/s (50 rpm). A torque limiting clutch is provided on each reducer to guard the system against sudden impact loading and continual overloading of the motors. The conveyor consists of an open box section through which a universal-type chain carries the ma¬terial to the rear of the machine, where it is discharged into the haulage vehicle. The chain is driven by a sprocket located on the timing shaft between the two gathering-head bevel-gear cases. On some large loader designs, primarily for noncoal applications, the chain is driven by a separate gear motor at the discharge end of the conveyor. However, the system driven by the timing shaft is used most widely. The conveyor frame is hinged just to the rear of the gathering head. It can be raised or lowered by hydraulic cylinders to the desired discharge height. The conveyor frame also is designed to pivot 0.79 rad (45°) either side of the center, just to the rear of the chassis. This feature increases the maneuverability of the ma¬chine and makes it possible to discharge material into the haulage system when in tight quarters such as when turning a crosscut. This function also is controlled by a hydraulic cylinder. The chassis of the loader consists of two crawler frames and cross members, holding the frames in position. The frames are either welded or cast as¬semblies. Replaceable wear runners are provided on the frames to take the wear generated by the crawler chain. An adjustable take-up idler keeps the crawler chain in proper adjustment for maximum life. The drive system for the crawler chains varies with the manufacturer, but it generally is one of two basic designs. One system provides a traction motor for each side of the machine, coupled to a speed reducer. A spur and bevel-gear train transfers power to the sprocket, which drives the crawler chain. Both fire and gas problems in Fully Mechanized Sublevel Caving Coat Face are quite different from those in common fully mechanized coal face. Pouring N2into the goaf would be the best method to prevent fire in the goaf. In this paper how to determine parameters of pouring N2 is discussed. Comparing distributions of gases and temperature before pouring N2into the goaf with those after pouring N2 into the goaf, the effectivenesses of preventing the fire by pouring N2 into the goaf are testified. Some special gas problems appear in Fully Mechanized Sublevel Caving Coal Face, which are proved to be serious and interrelated with pouring N2 into goaf. Finally, a few methods adopted to deal with gas problems are described simply.

Sulfur containing collectors have been shown over the years to function as strong, selective and non-selective sulfide mineral collectors. Unfortunately, the majority of the widely known sulfur based collectors are of low molecular weight, volatile and subsequently, possess an objectionable odor. Higher molecular weight sulfur based collectors (C9 and higher) are significantly less odiferous due to lower volatility and lower vapor pressures. In this study, a specific proprietary higher carbon number collector, Orfom® MC 37, was blended and used successfully to recover 2-3% additional molybdenum in a laboratory flotation system, when compared to a standard collector blend. Copper recoveries were also positively affected. Further testing is required to give additional conditions favorable to increased copper and molybdenum recoveries, but indications at this time show the proprietary sulfur based collector blend to be a selective collector of molybdenum, while providing a significant increase in copper recoveries.

"INTRODUCTION Tunnels are important elements of the German federal road network which have to cope with an increasing traffic load especially of heavy goods vehicles. In order to ensure a high availability and safety level for these key infrastructures, big efforts are required by owners and operators in order to keep all infrastructures up to date. This mainly relates to current European regulations regarding tunnel safety (Directive 2004/54/EG) [1] and their national implementation, which must be fulfilled by many existing tunnels. In this context the German Federal Government spends more than 1.1 billion € for the structural and operational retrofitting of more than 120 existing road tunnels. As many of these projects have recently been finished or are still under progress, experiences and best practices could be reported. After the description of current requirements in national standards regarding structural fire protection, the paper gives an example for an upgrade of a tunnel’s fire protection by installing an additional fire protection system, which is a quite costly measure. Another possibility to fulfill current requirements regarding structural fire protection could be the numerical proof of sufficient bearing capacity of a structure. The influence of different fire loads and fire durations on the bearing capacity of typical road tunnel structures have been investigated in a research project funded by the German Federal Ministry of Transport (BMVI) and coordinated by the Federal Highway Research Institute (BASt). The results of this research project have been used to define a procedure how to investigate existing tunnels regarding structural fire protection. Finally, the research results have also been the basis for a current update of national standards for tunnel construction. REQUIREMENTS REGARDING STRUCTURAL FIRE PROTECTION The structural fire protection design of road tunnels is usually based on temperature-time curves of exposure to fire, for simplicity called ""fire curves"". The fire development after fire growth is illustrated with fire curves. Fire curves can be subdivided into a heating-up phase, a fully developed fire phase, and if applicable, into a cooling-off phase (cf. Figure 1). During the fully developed fire, the fire remains at a certain temperature level."

The Missouri River Intake Screen Structure and Tunnel (MRISST) is one phase of the Red River Valley Water Supply Project (RRVWSP), a vital piece of infrastructure in the state of North Dakota to transport water to drought-laden communities in the eastern half of the state. The scope of work consists of constructing a cofferdam in the Missouri River, mining a 1,600-foot by 74-inch tunnel from a secant pile shaft near the riverbank into a cofferdam, and erecting a 40-foot Y-shaped vertical pipe structure in the cofferdam to support the intake screens. Construction personnel worked in the river through the North Dakota winter to construct the cofferdam and contended with high hydrostatic pressures and raveling sands, gravels, cobbles and boulders while mining the tunnel. Diligent planning and meticulous execution were essential to overcoming the challenges encountered below the Missouri River.

Introduction Flotation is a recovery process that utilizes natural or chemically-introduced hydrophobicity of minerals to separate ore from gangue by attaching the ore particles to bubbles. Flotation has been known since 1906, when it was patented by E. L. Sulman, H. G. K. Pickard and John Ballot. Flotation's first documented plant use was in 1911, when it was used on gravity tailings from a zinc plant. Cyanide leaching was first patented in 1887. Most early precious metals flotation was linked to lead or copper concentrates. Most precious metal flotation is linked to sulfide recovery and utilizes such reagents as xanthates, dithiophosphates and thiocarbanilides. But the involvement of flotation in precious metals recovery does not have to be limited to active flotation of the gold and silver bearing minerals. Flotation can be used to remove interfering minerals, such as carbon, or cyanicides, such as copper, arsenic bearing minerals or other cyanide complexing minerals. Cyanide Leaching The use of cyanide to recover precious metals is the backbone of the industry. The various recovery processes that use cyanide are: 1. Leaching-Counter Current Decantation(CCD) Merrill-Crowe 2. Carbon-in-pulp (CIP) 3. Carbon-in-leach (CIL) 4. Vat leaching 5. Heap leaching These processes are selected depending on ore grade, ore leaching characteristics, reserve size and capital limitations. Ore grade is used as the first criteria to determine the type of cyanide plant required. However, the reserve size can determine whether a ground ore alternative is used. The ore leaching characteristics may indicate that the higher recovery, associated with a process that employs grinding, is the only economic recovery alternative. There are some extremely large leaching plants with grades that would be non-economic for some existing heap leach plants. Many factors, such as strip ratios, metal recovery and reserve size, determine what the ultimate plant design will be. The exact processing scheme that is used, is a multifaceted decision matrix, which gives the process metallurgist some job security. Precious Metal Recovery Using Flotation Flotation recovery can conceivably be used on any ore that has been ground. Many operations utilize gravity separation on the ore to remove native gold from the ore prior to sending it to cyanide leaching. Approximately forty years ago, the military services began a realistic investigation of the problems involved with the replacement of high pressure gaseous systems with liquid oxygen systems. The program was temporarily discontinued because of numerous State-of-the-Art problems. Ten years later, interest in the liquid oxygen breathing concept was revived. Initial testing of this concept was completed in 1946. The ensuing years have seen the general acceptance of many cryogenic breathing systems for airborne applications. The inherent features of weight savings (approximately 70%) and space savings (approximately 80%) make it very desirable for high performance military aircraft. A typical aircraft system consists of a storage container with appropriate integrated control valving (the liquid oxygen converter), a heat exchanger, breathing regulator, and oxygen mask. Normally the liquid converter is located in the aircraft wheel well for easy access by ground crew personnel and the breathing regulator is mounted in the cockpit where the pilot can connect his oxygen mask. An aircraft system such as this will provide the pilot with eight hours of breathing oxygen after a 24 hour standby period. Early in 1960, the National Aeronautics and Space Administration sought a means of providing a cooling system for their personnel involved in fueling the rockets used in the space program. The report on cut and cover construction as assembled by the Organization for Economic Co-operation and Development covered 17 different countries based on a total of just under 400 individual replies of which about 30% of the replies were from the United States. In general, the review of replies to the questionnaire led to the impression that cut and cover construction is a very inadequate method which needed many improvements. This unfavorable judgment, however, resulted in the manner in which questions were asked rather than in the method itself, It can be concluded that the cut and cover construction method has proved itself as an excellent method and that it has reached a high degree of technological perfection, but inadequacies stilt exist, and for purposes of complete evaluation, comparisons with mining tunnelling methods should be carried out. The principal problem in cut and cover construction is the interaction during construction between the construction process and the existing use of the surface and subsurface environment. The greatest impediments to cut and cover construction have little to do with the physical works being constructed, but more with creating a site in which the work can be performed. Utility relocation, traffice maintenance, and protection of existing structures are major problems for the construction contractor, and too frequently receive insufficient attention in preconstruction planning and design. "The city of Naples has one of the most ancient traditions of tunneling in the world, since Roman age until today. This was due to the softness of volcanic rock covering most of the city surface, this determined in centuries the excavation of many connected cavities, today still accessible. The building of metro lines promoted industrial tunneling construction: TBM, Raise Boring Machine, Vertical Shaft Machine and freezing technologies played a decisive role facing water pressure near the sea. MNspa is an advanced constructor with two lines built in parallel, mainly underwater. The planning of this infrastructure has been upgraded with the projects of international architects from all Europe, with installation of art masterpieces in station spaces while archeological excavations revealed artifacts since Paleolithic. The city expects to give a new image of the urban landscapes within the completion of all stations and consequent rehabilitation of interiors and external city spaces. A case study of Municipio square station, is chosen to explain the relevance of archaeological research in improving and developing the projects of Line 1 stations. In these pages, it will be explained how the engineering process required to deal with Art, Architecture and Archaeology to finally realize an extended urban renovation of Naples. 1 CITYSCAPE 1.1 Introducing the geological history of Naples In the evolution of the city, capital of the Magna Graecia and of consequent kingdoms, a new layer of buildings was added over the foundations of demolished walls of the precedent domination period: from the top of the Bourbons layer (the most common scenery of the city since 1734) to the Aragonese layer found just underneath it; then below stands the Angiovin city, which in turn is built above the Swabian traces; underneath the ancient traces of the Byzantine age are found just above the extended Latin age layer. The most ancient settlement, known as Parthenope, dates back to 1500 b.C. It sits below the Greeks remains of the city of Palepolis, which had been rebuilt under the name of Neapolis by Romans."

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

Eicosanoids and cytokines produced by the alveolar macrophage (AM) are key mediators of pulmonary inflammation and fibrosis resulting from occupational exposure to mineral dust. In order to determine if eicosanoid and cytokine production are altered by chronic inhalation of coal dust, we compared the production of prostaglandin E2 (PGE2), thromboxane A2 (TxA2), leukotriene B4 (LTB4), interleukin 1 (IL-1), tumor necrosis factor (TNF) and platelet-derived growth factor (PDGF) by cultured AM from non-smoking normal human volunteers and coal miners. Inhibitors of eicosanoid biosynthesis were administered to AM from coal miners in order to determine if a link between eicosanoid and cytokine production exists in these cells. Basal PGE2, TxA2, TNF and IL-1 production by AM from active miners was increased compared to AM from normal volunteers. However, the production of these eicosanoids and cytokines by AM from former coal miners was reduced compared to control AM. Administration of the cyclooxygenase inhibitor, suprofen, and the lipoxygenase inhibitor, nordihydroguaiaretic acid, reduced PGE2 and TxA2 production in miners' AM but had no effect on LTB4, IL-1 or PDGF production. Specific inhibition of thromboxane synthase by UK38,485 was associated with a significant reduction in TNF production in active miners' AM but had no effect on PGE2, LTB4 or IL-1 production. The prostacyclin analogue ZK96,480 also specifically inhibited TxA2 production in active miners' AM. The results of these studies suggest that coal dust exposure is associated with alterations in AM eicosanoid and cytokine production which may be relevant to the development of pulmonary inflammation and fibrosis. In addition, the lack of effect of inhibitors of PGE2 biosynthesis on IL1 production in miners' AM suggests the production of these intercellular messengers may not be linked in AM chronically exposed to coal dust.

The Nonel Primadet is a non-electric blasting initiation device. The system incorporates the safety advantages of a cap and fuse system with the precision blasting afforded by electrical blasting caps. Each unit is made up of a delay blasting cap factory-crimped to a Nonel® shock tube lead line. The delay elements in the blasting caps are manufactured in both millisecond and long period series. There are 16 periods available in both series - period 0 through period 15. The units are manufactured in 12', 16', and 20' lead lengths. The hollow shock tube is made of surlyn plastic and it is coated on the inside with a reactive material. The powder train has a density of only 1/10 grain per linear foot of tube. A typical blast round is timed precisely the same way it would be with electrical caps. After the round has been timed and loaded, the tube leads are gathered in convenient bunches and tied into a detonating cord trunkline. The Nonel® tube bunches are initiated by the output of an 18 grain per foot detonating cord trunkline. Once initiated, the Nonel® shock tube will reliably propagate at 1800 meters per second. The energy from this shock front initiates the delay elements in each delay cap. The shock tube is inert to electrical energies, including; stray current from AC/DC power sources, as well as, electrostatic discharges. The tube is also inert to initiation by impact. The system has proven to be particularly advantageous in both tunnel and shaft blasting applications. The major advantages in using the Nonel® system in this type of work are: 1) faster and easier tie-in techniques through the use of bunch-blasting. 2) electrical power can be left on during loading and tying-in. a. electrical lights can be turned on at the working face - better lighting facilitates loading and tying-in. b. electrical pumps can continue to function throughout loading and priming procedures (this is particularly advantageous in shaft work with water problems). 3) down-time due to approaching electrical storms is minimized. 4) increased overall efficiency in the blasting cycle: a. it is easier to train a man in the proper use of the system. b. fewer missed holes per round. c. less time required for tie-in. 5) safety-advantage--The system is not susceptible to involuntary initiation from extraneous electrical energies.

After the presentation of a co-authored paper, "The Cost of Transporting Ores and Raw Materials in World Markets", at the February SME meeting, one questioner commented, "You have been talking about the large shipper and ship loads. What does the small shipper do?" This paper will attempt to answer that question, at least in part. Probably the questioner hoped to hear about specific new tools and new techniques that he could apply. But one paper could only scratch the surface of the vast fund of information available; so rather than talk specifics we should take basics, that is, people, management and technology.
