The past few years have seen the introduction of mini-computers on an increasing scale at collieries in the British coal industry. These are being used for controlling underground transport systems, coal preparation plants and fixed plant (pumps etc.); and for monitoring the mine environment and face operations.. A separate mini-computer (termed a primary computer) is dedicated to each of these functions. The overall system under which these computers operate is a common one which is applicable at all collieries. The information collected by the primary computers, other than that required for immediate control, will be fed to a secondary computer for analysis and processing. This overall concept, called MINOS. (MINe Operating System) is being developed by the National Coal Board's Mining Research and Development Establishment (M.R.D.E.). Eventually most of the data required by the system will be captured automatically. For example, the fact that a delay has occurred on a face, together with the duration of that delay, will be detected automatically via transducers link linked to a primary computer. However, the reason for that delay will, in all likelihood, have to be recorded manually. Such a system is currently under development with the first trial installations now being made.

One of the main objectives while planning ventilation systems for mines with multiple fans is minimization of the total airpower consumption of the mine. Solution of this problem by conventional ventilation network analysis programs is tedious and time consuming, and may not yield optimum results in all the cases. The paper presents an algorithm for solving multiple fan networks by finding optimum combination of fan operating points for required airflow distribution in the ventilation system.

This paper deals with the mining techniques employed at Canada Tungsten's northern Canadian operations, particularly with respect to their effect on productivity, safety, and stability of relatively large underground openings. The ore body was originally mined commencing in 1974 using conventional pneumatic jumbos in a topslice and horizontal benching room and pillar layout. Pillar stability became an increasing problem as mining progressed, leading to a re-examination and ultimately a conversion of mining method. Rock mechanics considerations and the effect of extraction rate on ground control costs and conditions are analyzed. Other areas discussed concern the results acheived through the use of large diameter I.T.H. drills, radio remote controlled L.H.D. units, and a unique system of hydraulic backfill placement.

Examining a typical curriculum for mineral process engineers shows that traditional subjects remain important, namely, engineering, earth and basic sciences, mathematics and mineral proc¬essing technology. However, Table I shows additional subjects that may be woven into a modern curriculum, because of micro- and macro-engineering advances over the years. The ways to incorporate these subjects into the curriculum will vary from school to school. Such changes are in response to evolutionary technological and political needs as determined by society and business. Beginning with the 1950s, engineering empiricism was strengthened through micro-engineering, where fundamentals and mechanism serve as foundations. A typical problem in ventilation networks with multiple fan systems is the possibility of them interacting. Multiple fan systems are no exceptions in complex tunnels, and may also be met in mines where underground fans are installed. When aiming at controlling a multiple fan system in a ventilation network, e.g. with a view to maintaining an acceptable air quality level, yet at minimum power consumption, transient flow conditions frequently occur. Although in most applications these transients are short compared to the time needed to achieve the planned actions on the ventilation, one should, however, keep in mind that it is important to avoid any bouncing effect between different (adjacent or distant) fan systems. Therefore a simulation of the unsteady-state flows could allow us to learn more about the propagation of transients within the network, and their possible secondary effects Among others, one question that often is raised, is to find out in which sequence and at what time schedule each of the fans in a network should e.g. be started up? Another typical problem, into which an unsteady-state simulation could provide some insight is the following: how should the facilities of variable pitch angle and/or changeable RPM of several fans operating in parallel be handled and combined in order to obtain a flow rate that changes gradually from zero to its maximum value i.e. the sum of the individual throughput flows of all the fans. The literature is not very abundant on the topic of simulating transient flows in networks. There is no doubt that numerical models have been developed (Pollak, Christensen, 1987), most of the time for particular applications (Wala, Kim, 1985), (Tanaskovic et al., 1984), (Schultz, Sockel, 1991), etc. The aim of this paper is to present a model that also simulates one-dimensional compressible flows in unsteady-state conditions with, however, the specific intent to handle networks with more than one fan. PROBLEM STATEMENT The mathematical model chosen to describe the unsteady flows in a ventilation network is based on the dynamic and continuity equations applied to each of its airways. The following basic assumptions are made : - the flow in the airway is considered to be one- dimensional, - - the flow is assumed to be fully turbulent, and hence the ATKINSON equation for calculating the friction losses will be applied. Whether this equation remains valid for transient state flows remains an open question. However, this may reasonably be assumed since the interesting flow frequencies are low. A discussion may be found in (Kämpf, 1987) ; - the airways are assumed to have a constant cross- sectional area along their length. If obviously this would not be the case, it is always possible to subdivide the concerned airway into sections for which the previous assumption holds. Applying the basic equations of mass and energy conservation, the flow in each branch may be described by the Euler equation for Newtonian flows.

The mining method at the Cannon mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill before pillar removal. The dimensions of the pillars are 7.3 m wide by 19.8 to 28.9 m high (24 ft by 65 to 95 ft). They require careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, and to minimize wall damage and ground vibration. The Cannon mine is a joint venture between Asamera Minerals (US) Inc., a 92% owned subsidiary of Gulf Canada Ltd., and Breakwater Ltd. Asamera is the operator. The mine is located at the south end of Wenatchee, WA, a town of roughly 45,000 people on the eastern flanks of the Cascade Mountains. Gold is the primary product at the mine. The rock is extracted using a sublevel end-slicing method on 15 m (50 ft) lifts, with subsequent backfilling and pillar removal. The stope widths, dictated by rock conditions at 7.3 m (24 ft), are the same in the primaries as in the pillars, or secondaries.

The removal of oxyanions of arsenic present in mine process water and drinking water to a regulatory level (i.e. below 50 ppb) is a challenging problem. Conventional water treatment methods presently used for controlling arsenic have several drawbacks and limited success. A new adsorbent (LS™) developed at the University of Nevada, Reno, has strong specificity for both arsenate and arsenite species present in process waters. The adsorbent in very selective to oxyanions of arsenic and competition of other indifferent ions is minimum. Water samples from different sources were tested and arsenic was successfully removed to below 50 ppb. This paper describes both batch and packed column tests conducted in the laboratory as well as at the plant sites using LS™.

The decision to hold parallel conferences dealing with hazardous waste and mining waste grew out of the conviction that there were advantages to having personnel serving the two groups talk to each other, as both groups develop cost-effective and environmentally-protective solutions to present and future waste-disposal problems. There has been a certain amount of "reinventing the wheel" which could have been avoided by a better dialog between the two groups. The intent of holding the two parallel conferences is to allow for networking, to minimize future needless redundant effort. The opening session panel speakers represent expertise from both industries; I feel honored to speak as one with a history of serving both groups as a specialist in the subsurface behavior of heavy metals.

The Phase I electrowinning system at KCGM's Fimiston Operation utilised the well proven technology of electrowinning precious metal values onto steel wool followed by calcining and direct smelting to bullion. The above process, while reliable and successful, was to some extent labour intensive. The Williams Mine in Ontario, Canada had published conditions under which precious metal values are electrowon onto woven stainless steel and directly removed using high pressure sprays. The current paper describes the testwork which was carried out to check the applicability of the Williams criteria to KCGM eluates arising from the elution of highly loaded carbon from the calcine circuit and lowly loaded carbon from the float tails circuit. Information is also given on the commissioning and opera­tional experience which occurred.

INTRODUCTION Construction of tunnels in urban areas, especially reclaimed areas, pose many problems. The Red Hook Intercepting Sewer Tunnel, Contract 1A is a portion of the Red Hook Water Pollution Control Project located along the Brooklyn waterfront in New York City. This contract required the construction of a 2620 meter long (8600 L.F.), 3 meter (10-foot) diameter soft ground tunnel, eight Tunnel Manholes, nine Regulator structures, four Diversion and Tidegate structures and 765 meters (2500 L.F.) of branch intercepting sewers of diameters between .30 meters (12 inches) and 1.8 meters (72 inches). The construction contract bid price was $62 million with a duration of three years. The tunnel route crosses over five sets of operational twin cast iron subway tubes with clearances ranging from 4.3 meters (14 feet) to as small as 0.35 meters (14 inches). The route of the tunnel traverses historically interesting areas which have been reclaimed over the last 200 years. This paper is a case history describing the contractor's methods utilized to successfully advance the work through the above problem areas. "The technical lifetime of underground structures does not only depend on the long-term behavior of individual support elements and material characteristics, but also on various boundary conditions, which influence the entire long-term system behavior of the structure. Thanks to the construction of second tunnel tubes and the corresponding cross passages sampling of support materials such as shotcrete, concrete of the inner lining and rock bolts including sheet membranes is possible. To evaluate the stresses and the supporting effects of the tunnel shells, flat-jack tests and different simulations were performed. With these simulations the percentage of the load bearing behavior of the shotcrete shell can be determined. From the results, conclusions for new design approaches for tunnel construction should be generated. New concepts, in which the outer lining is part of the permanent support elements can be considered. This approach would be applicable for conventional as well as mechanical tunneling. INTRODUCTION Tunnels are an indispensable part of modern transport infrastructure. As multi-generation structures their long-term preservation as well as their technical service life is of central importance. The current state of research in the field of durability of structural elements must be considered separately. In almost all areas a prediction of materials and structural components towards lifetime exists. System-wide investigations were rarely performed, so that there is no technical lifetime consideration of the outer lining in systems included. In this study the mechanical behavior of the interface connection in a double shell lining (DSL) tunnel was investigated in laboratory tests. Objective The target of this work is, at first, to create a large database with the lifetime of different structural elements and materials, which may be the basis of durability considerations of tunnels. Secondly, the goal of these investigations is to optimize tunnel designs and their dimensioning regarding to the technical lifetime. For that matter, it is necessary to analyze the selected approaches of the loss of strength and stiffness of the outer lining."

Mining is a business and, therefore, is expected to make profit for its investors, like any other business. It is a risky business which requires the expertise of professionals from several disciplines to make it successful in the finding, evaluation and development of a new mining venture. Many of the same disciplines, as well as experts in some other fields are required to operate the facilities once they are built. To manage all this, wide-ranging, versatile and sharp managerial skills are required. On the U.S. domestic front, the most important management issues requiring attention today and tomorrow are the increasing unwarranted attacks by anti-mining groups and legislators on the industry and aided by an unchallenged, but widespread, public view that mining is not necessary and damages the environment. Higher costs to mine and process deeper and more refractory ores are also of great concern. More and more attention is being focused, therefore, on overseas projects under the belief that undeveloped countries will recognize the economic value of mineral production and that lower costs can be achieved.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

The risk that water quality will be degraded by mining activity can be evaluated using risk analysis techniques. Water quality impacts can occur where water-rock interactions with tailings, waste rock, or leached ore lead to increased loading of constituents into surface or groundwater. Constituent loads contributed by mining facilities are determined by the migration route and chemical evolution of mine water. Mass load contributions from mines can be determined by estimating the prototype pore water in contact with mining waste, predicting the rate and timing of flow, assessing the degree of geochemical attenuation, and modeling chemical mixing with natural surface or groundwater. Mining facility siting and design measures can alter the chemical evolution of mine water by varying the quantity or quality of flow. Stochastic risk management techniques provide a powerful tool for quantitatively identifying the environmental consequences of various siting and design alternatives.

Over the recent years there has been an increase in the application of retreat mining on longwall faces as mine operators strive for ever greater productivity. The purpose of this paper in then to review current practice as a starting point and then move forward to discuss the future geometry's that a longwall face may take. Single and double production zone three roadway faces are assessed. All possible configurations of three roadway faces are defined. Unsuitable configurations are rejected after analysis of broad ventilation issues. The remaining configurations are then assessed on an operational basis, this includes: limits on retreat synchronisation, structure of centre gate, floor bulging and equipment installation. The remaining viable configurations are then further assessed on ventilation issues, this includes: provision for gas control/gas fringe, face climate and balancing of face flows. Possible face climate is assessed using numerical simulation of the various configurations, the predicted dry/wet bulb temperature and predicted levels of heat stress indices are given and discussed in detail, along with face flow balancing. The necessary conditions required for the successful operation of a double production zone three roadway face system are formulated, together with conclusions as to the possible level of application.

The usual tasks performed by a mine store include .removal, replenishment, ordering and deletion of items and updating of stocks. A personal computer Mine Store Inventory Database System MIDSYS for monitoring stocks in such a store is presented. The system consists of series of relational databases developed in dBASE III+ environment. The system has three main modules comprising of a store management module, a display module and an employee-store operation module. The third module is useful in tracing movement of store goods. The MIDSYS is menu .driven with help functions at all levels.

The bacterium Thiobacillus ferrooxidans triggers the surface modification of sulfide minerals to provide hydrophilicity or hydrophobicity for the flotation of sphalerite and galena. The effects of initial cell concentration, period of biotreatment and pulp density on the floatability of the minerals are discussed. With galena, flotation enhancement obtained through sulfuric acid treatment was retarded by biotreatment at all cell concentrations due to chemical effects. Such a decrease occurred for sphalerite only at cell concentrations sufficiently high for bacterial attachment to the mineral surface. The variables affecting surface modification (and, thus, flotation response of the minerals) include the cell concentration used for bacterial conditioning, the period of biotreatment and the pulp density. Although bacterial growth during biotreatment was observed even in the absence of nutrients, such growth was more common in the sphalerite suspension than in the galena suspension. Cell protein estimations suggest that more cells are attached on galena than on sphalerite. Probable reaction mechanisms associated with bacterial modification are discussed.

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

The 191 million acres of public lands that are managed as National Forest System Lands contain extensive geologic habitat for over 40 industrial minerals. The Forest Service actively encourages exploration for and development of industrial mineral deposits within the National Forests. However, due to competing interests, the Forest Service may not always be able to accommodate industry needs. In order to successfully compete with ever-increasing demands for all resources in the 1990's, industry needs to become more active in public involvement and education and in communicating its contributions and needs to public land managers.

The existing Rome-Florence railroad capacity is inadequate for the traffic volume. To increase this capacity and to reduce the traveling time the Italian National Railroad Administration has decided to provide an additional 400% of rail capacity. This new rail line will be known as the Direttissima Roma-Florence line. It is planned to operate the trains on this connection at speeds of 250 km per hr. Table 1 lists the main design characteristics. [TABLE 1. Construction works for this new line have been divided by the railroad administration into eight sections. Five of these have already been committed to joint ventures. Castiglione Tunnel is a part of the fifth section, 42 km in length, which has been awarded to Consorzio Ferrofir which is a joint venture composed of the construction firms of Astaldi - Di Penta - Lodigiani - Sogene.
