The 5-mile long Bay Tunnel is a major water supply facility to be constructed under the San Francisco Bay and adjacent marshlands between the San Andreas Fault to the west and the Hayward Fault to the east. The tunnel will have a two-pass lining system consisting of a watertight precast concrete segmental initial lining and a welded steel pipe final lining. Considering the Bay Tunnel?s location between two major active faults, the design earthquake produces a significant peak ground acceleration estimated at approximately 0.6g. To develop a design that can achieve the seismic performance objectives, full dynamic seismic analyses were performed using site-specific earthquake time histories. The analyses considered soil-structure interaction and an evaluation of the transverse and longitudinal effects of the design earthquake. This paper describes the seismic analyses and the design measures recommended to minimize potential adverse effects of the design earthquake on the tunnel final lining.

Representative samples are required from process streams in order to accurately measure chemical and physical characteristics. This information can then be used by process operators and metallurgists to evaluate the process and effect control actions for the operation. The capture and presentation of representative samples can be critical to measuring values, such as elemental analysis and particle size, with on-line or near-stream analyzers. A comprehensive multi-physics model has been developed and used to better understand the effects of slurry flow and particle segregation under certain operating parameters. An algebraic slip model coupled with a free surface algorithm is used to track motion and position of particles and phases within a specified geometry.

INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage individuals within the mining companies to work together to identify such indicators, executing risk assessments comes with challenges. Specifically, varying or inaccurate perceptions of risk, in addition to trust and buy-in of a risk management system, contribute to inconsistent levels of participation in risk programs. This paper focuses on one trona mine’s experience in the development and implementation of a field-level risk assessment program to help its organization understand and manage risk to an acceptable level. Through a transformational process of ongoing leadership development, support and communication, Solvay Green River fostered a culture grounded in risk assessment, safety interactions and hazard correction. The application of consistent risk assessment tools was critical to create a participatory workforce that not only talks about safety but actively identifies factors that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s previous process of risk-assessment implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks, as well as a variety of mini case examples that showcase how the organization worked through these barriers to facilitate the identification of leading indicators to ultimately reduce incidents.

A good quality assurance program at a coal mine or power plant is accurate, timely and consistent. The quality analysis is accurate due to a complete sampling of the coal stream loaded into the unit train. The sample analysis is accurate because standardized testing procedures are applied. Once an analysis is completed, the results must be communicated to the electric utility in a timely manner. The electric utility needs the results to better manage the coal inventory at its power plants. A quality assurance program can also help a mine deliver a consistent product to a utility's power plants. The importance of accuracy, timeliness and consistency are based on major changes that are taking place in the electric utility industry.

Large metallurgical complexes have more data than a small city and these data change as internal and external conditions evolve. Staffing turnover hinders experienced-based decisions especially with simple tools like spreadsheets. Lack of current information can contribute to decisions that result in significant deterioration in the quality of operation. Timely, unified information from sophisticated analyses presented to the broadest possible reach will improve operation. The major innovation is the addition of the web browser to the suite of software people will use with no training – the other two are spreadsheets and graphical presentations – and the consistent organization and transformation of the real time data to support broad access. This paper describes the data transformations and presentation methods necessary for a Web view, especially the special needs of real time data and analysis required for active operations decision-making. Many people inside and outside the complex, not just operators, need timely information that is abstracted, aggregated, organized and unified. Unification and aggregation of real time data presented via the Web opens a new paradigm for collaboration. The analysis tools are as important as the data. These rule-based tools add significantly to the operations database in the form of results stored for viewing with plant data. Mining and metallurgical plants already use many sophisticated analysis tools such as predictive maintenance policies based on statistical analysis vibration analysis, and oil and lube analysis for critical equipment. These add real time events, similar to an alarm package, and unified production information to the operational database. Simple models are used on line to create key indices that provide a real time indication of performance. Key indices include metrics for losses due to plant availability, performance efficiency, and overall process equipment effectiveness. These additional data in the operations database are used for early fault detection, increased production, better quality, higher availability of equipment and faster detection of process bottlenecks. An important feature is the ability for people to create their own key indices and store the results for use by anyone in the plant historian, but accessible by a browser. The Mid-Tennessee Zinc (MTZ) mines, comprised of the Gordonsville, Elmwood, and Cumberland sites, last operated 4 years ago and are undergoing rehabilitation to begin production in 2008. The mines utilize a random room-and-pillar mining method that results in complex ventilation networks. Upon decommissioning, the mechanical ventilation units were removed and disposed of and several shafts sealed. In an effort to re-open the mines and operate in compliance with imminent Mine Safety Health and Administration (MSHA) diesel particulate matter (DPM) regulatory limits of 160TC µg/m3, a new ventilation system was required. The new ventilation system was developed primarily based on the diesel equipment required to meet production. Particular emphasis was placed on the DPM, diesel equipment utilization, main fan sizing, and fan locations to enable the mines to meet MSHA?s ventilation requirements in a cost efficient manner.

The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Deposited millions of years ago in irregular paleokarstic channels, Jamaica’s extensive bauxite deposits provide good quality ore for alumina production and subsequent aluminum smelting. Bauxite mining operations are critical to the Jamaican economy. It accounts for a large percentage of Jamaica’s export earnings. Bauxite production in Jamaica accounts for about 10% of the world’s output each year. Bauxite deposits in Jamaica lie close to the surface. They can be extracted using standard surface mining techniques. The deposits occur in scattered pockets across the country’s rugged landscape. So it was necessary for two of the country’s major mining and refining operations to implement cost effective methods for the acquisition and management of bauxite reserves and surface ownership distribution rights.

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. "Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

Energy efficiency has become significant due to cost and environmental considerations. Comminution and material handling have been identified as the two most energy intensive processes in mining. The objective of this work was to evaluate truck-shovel energy efficiency strategies using discrete event modeling. Energy audits and time and motion studies were conducted at a surface coal mine to acquire data. A discrete event simulation model of truck-shovel operations was built in Arena® and validated with the field data. The model was used to evaluate the effect of using a larger shovel, and optimizing truck-shovel matching on fuel efficiency. The results indicate that using a larger excavator increases the fuel efficiency of the operation while optimizing truck-shovel matching does not. However, using a larger shovel will lead to under-utilization of the shovel. This work shows the potential benefits of using discrete event simulation to model energy efficiency of mining operations.

The Mineral Processing Plant Design, Practice and Control Conference was held from Oct. 20through 24, 2002, at the Fairmont Hotel, Vancouver, British Columbia, Canada. The conference was attended by nearly 400 of the world’s top mineral-processing specialists, including plant-design engineers, mineral-processing consultants, academics, suppliers and equipment manufacturers. The meeting was sponsored by SME and cosponsored by the Canadian Mineral Processing Division of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM). The conference covered all aspects of mineral-processing design, construction and operation. The meeting included more than 130 technical presentations. Topics included sampling programs, feasibility studies, design criteria, process technologies, construction, start-up operations and shutdowns. To stimulate interaction and discussion throughout the five-day conference, the sessions were presented consecutively. Attendees had the opportunity to attend every session.

INTRODUCTION The transportation of men, supplies, and mined material from an underground operation is the connecting link between the mine plant and the surface plant. Unless the mine is accessed by a drift or adit, some form of hoisting system is necessary for slopes or shafts. This chapter will deal with the selection of wire ropes and hoists, two of the most important consider¬ations when designing a hoisting system for an under¬ground mine. WIRE ROPES General A wire rope is designed to transmit forces longitudi¬nally along its axis. Wire rope is used in a variety of mining applications because of its flexibility, high ten¬sile strength, and dependability. Shaft hoisting ropes and principal slope haulage ropes are usually custom-¬built; however, proper rope selection for slushers, car spotters, etc. should not be overlooked. Wire ropes for shafts and slopes, since they represent the life line for the mines, should be of the very highest quality improved plow steel. This quality is necessary to deal with the conditions of loading, winding, vibration, abrasion, and corrosion. Tables I and 2 display the specifications for the typical wire ropes used for mine haulage applications. The 6 x 19-class haulage rope is used for most hoisting where abrasion is not critical. On the other hand, where abrasion is critical, such as a slope application, 6 X 7-class haulage ropes are preferred. For other mining applications, manufactur¬ers' handbooks should be consulted. Selection The selection of a wire rope for a mining situation consists of simply applying appropriate safety factors to a calculated maximum rope pull and comparing the result to the listed breaking strength of the rope under consideration. Table 3 can be used for determin¬ing the minimum factors of safety for wire ropes. To determine the maximum rope pull, the following quantities must be known: the rope weight in pounds (x), the conveyance weight in pounds (y), and the weight in pounds of the load in the conveyance (z). These values are used to calculate the load due to gravity, the load due to conveyance friction, and the load due to rope friction. When these loads are added together, as shown in Eq. 1, the maximum (static) rope pull (RPS) can be derived:

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

Mining is a significant emitter of greenhouse gases and is the focus of increasing attention from green groups and regulators. Miners need to know their own carbon emissions and how they compare with the rest of the industry. Miners and mining companies need to know where they fit in the emissions curve. Who is in the bottom quartile? This article updates data from minecost.com which detail the specific carbon dioxide emissions for over 200 mines producing 90% or more of western world copper, zinc, lead and nickel in 2009. This data shows the potential impact on mine economics of proposed carbon taxation regimes and emissions trading schemes proposed at COP 15 in Copenhagen during December.
