Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

Diesel particulate matter (DPM) emitted from diesel engines is currently considered to be a health problem in underground mines. As a result, attempts have been made to control DPM both by reducing emission rates and by managing the DPM that gets into the mine atmosphere. This paper presents a method for modeling the generation, transfer and distribution of DPM in the mining sections through the use of a convection-based computer model so that controls for emitted DPM can be evaluated. A variety of ventilation strategies and diesel deployment schemes for room-and-pillar development sections were simulated to compare their effects on average DPM concentrations at several fixed and mobile personnel locations in the section. Input data for the model was gathered from actual diesel development sections and derived from experimental study results provided by other researchers. Studied using the model were ventilation schemes using vent tubing and brattice, exhaust location strategies on the vehicles, and the direction of ventilation at the feeder-breaker location. A summary of results from this study will be presented.

Leaching studies of low-grade manganese ore containing 31.77% Mn and 23.71 % Fe from Nishikhal, India, were carried out using pyritiferous lignite as a reductant in sulfuric acid medium. The variables studied were quantity of lignite, sulfuric acid concentration and temperature. Regression equations for the extraction of manganese and potassium were determined from 23 full factorial design data. The experimental conditions for the extraction of manganese were optimized using the steepest-ascent method. It was found that 99.03% of the manganese could be extracted in three hours with an ore to lignite ratio of 1:1.8, a sulfuric acid concentration of 1.9 M and a temperature of 99°C. Sphalerite is commonly floated in an alkaline environment and under such conditions the overall activation mechanism is obscured by the hydrolysis of Cu2+ and precipitation of Cu(OH)2. Electrokinetic and kinetic flotation tests show that the activation of sphalerite is a two-stage process; the activation products formed on the surface of sphalerite in near neutral and in alkaline solutions in the first rapid activation stage are "flotation-inactive". These layers, when formed in an alkaline solution, are unstable and are transformed into the "flotation-active" form in the second stage. However, the surface layers formed during activation in alkaline environment by copper in the presence of lead ions are very stable and even after a long conditioning time the flotation rate is not improved. Consequently, while both Cu2+ and Pb2+ activate sphalerite flotation, quite unpredictable effects may result when both are present in the solution.

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

Industrial minerals or non-metallic minerals are loosely used terms applied to a diverse assortment of materials which, in many cases, have nothing more in common other than the fact that they are neither metals nor fuel minerals. To help bring order to this otherwise random assortment of minerals, we have grouped these materials into two main categories; chemical and physical minerals, and nine sub-categories based on end-use applications as shown in Table 1. Chemical minerals are products which are principally used for the specific chemical elements they contain, whereas physical minerals are products which are used to meet specific performance specifications. The latter part of the 1970?s, in particular 1978, were considered peak years in terms of production and sales for many industries, By using 1978 as a base year, we can evaluate wherethese markets stand today after the recession of the early 1980's and the recovery which began several years ago. From this historical overview and appraisal of the current situation, various assumptions can be drawn as to which markets are expected to perform well into the 1990's.

Spiral concentration has gained a great deal of popularity as a cheap, effective method for recovering fine coal (8x100 mesh). Typically, 6-turn, wide-profile spirals are used in either a single pass, open- circuit configuration or in combination with a middlings retreat circuit. Recent work conducted at Carpco, however, has indicated that a split feed scenario and/or hydraulic classification in advance of spiral concentration offers significant advantages in both capacity and metallurgical performance. In addition, it has also been shown that the apparent density separation which naturally occurs in a hydraulic classifier provides significant up-grading in terms of pyrite and ash rejection. The results from this study will be presented in comparison with those obtained from open-circuit spiral testing.

As part of a general project to simulate a concentrator, the Brenda Mines Limited secondary crushing plant, located near Peachland, B. C., was sampled during the summer and winter of 1975 to develop a digital crushing plant simulator specific to the Brenda operation. The purpose of this simulator was to study the influence of manipulable process variables on important responses and to permit study of alternative circuit configurations if desired. This paper describes the simulation methodology employed and presents the results of a computer study of the secondary crushing plant (1).

In a recent paper by Smith and Wen(1) the adsorption of sodium dodecylsulfate and trimethyldodecylammonium chloride on kaolinite was studied. As would be expected considering the general negative character of kaolinite, except perhaps at quite' acid pH values (2,3,4), it was found that trimethyldodecylammonium chloride adsorbed strongly on kaolinite at basic pH values. Furthermore, it was found that sodium dodecylsulfate adsorbed strongly on kaolinite at acid pH values, particularly at initial 1H values below pH 3 (final pH values near pH 4). It is interesting to note that adsorption of the anionic surfactant was strong under conditions where the kaolinite was apparently slightly negatively charged (2). The present paper reports on an extension of the work by Smith and Wen. In this paper the effects of the presence of dodecyl alcohol and sodium hexametaphosphate on adsorption of sodium dodecylsulfate and trimethyldodecylammonium chloride on kaolinite are considered.

"Temporary mechanical ventilation is one of the fundamental requirements in guaranteeing a healthy atmosphere in underground construction works in order to protect the health of persons working on the site. It is therefore essential to conceive a system which meets the requirements of the whole of the worksite and for all phases of work which takes into account all aspects pertaining to its design, dimensioning, justification, installation, maintenance and validation. In doing so, the ventilation design and the selected apparatus to be installed shall meet with the degree of health protection and the quality of air of the worksite as defined by the legislation in force in France, through limiting the concentration of the different pollutants associated with the site activities. Consequently, when presenting a mechanical ventilation project, all of the participating parties and especially the contractor make a commitment to guarantee sufficient volumes (or airflow rates) of fresh (non-polluted and oxygenated) air and extracted (polluted) air in order to meet these limitations and maintain them in all conceivable site configurations. This article sets out the most important aspects of the implementation of a ventilation project from the initial design stage through to its application, discussing French legislation, ventilation principles, calculations and techniques with regards to underground construction sites. BASICS OF VENTILATION Mechanical ventilation studies are concerned with all of the site workstations and work phases which are sources of pollution and apply to all zones of the underground worksite with the goal of maintaining the concentration or composition of this pollution below the permitted levels and comply with the following three basic principles which are complementary to one another without being in contradiction. •,The first principle consists in eliminating or limiting as much as possible the emission of any polluting, irritant, or dangerous substances, by specifying appropriate construction techniques and equipment (use of electric motors, combustion engine equipment: filters, tanks, catalyzers, use of less polluting explosives, damping down dust with water or wetting products, damping down and diluting certain gases using water mists). •,The second principle is designed to capture residual polluting substances emitted close to the source in order to prevent them from spreading into the worksite atmosphere (extraction ventilation with ducting up to the source – upstream of the extractor fan – and use of downstream filters before expelling the polluted air to the exterior). •,The third principle involves accompanying the capture of the pollutants with additional blowing ventilation specific treatment of substances dissipated by and distant from the source of pollution (acceleration of the drift air flow in order to confine dust and better capture it, supply ventilation with ducting in order to dilute the gases emitted and discharge them to the exterior)."

This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. Rend Lake is an Army Corps of Engineers reservoir located in Franklin and Jefferson Counties in south-central Illinois. The lake consists of 20,000 acres of water and 19,000 acres of public access land. The site attracts over two million visitors a year and is surrounded by campgrounds and other recreational facilities. The lake overlies the largest tonnage of low sulfur coal in the state. Coal is being removed beneath the lake from five mines operated by three coal companies. Currently high extraction mining operations are approaching low-lying, environmentally sensitive, and high-use recreational areas. Advanced planning to maximize coal extraction and minimize potential effects of subsidence requires the development of procedures to assess the impact of high-extraction mining on the land use of the area. The Bureau of Mines, the Corps of Engineers, and the coal companies have initiated research to assess the following proposed planning steps to ensure the maximum recovery of the coal resources while minimizing impacts to surface land use: 1) Establish a dialogue between the surface and mineral owners; 2) develop a geographic information system to aid in assessing existing land use and potential changes; 3) assess the potential effects of subsidence on drainage, wildlife habitats, and changes in land use prior to mining; 4) coordinate the mining displacements with surface activities to minimize disruption; and 5) develop appropriate mitigation plans before mining occurs.

As part of a larger study to identify factors influencing the practical operating life of wire rope used on large draglines in surface coal mining, field trips to operating surface coal mines were made during late 1975. Wire rope performance information was obtained from personnel at thirteen mine sites west of the Appalachians. Seventeen pieces of equipment, utilizing buckets ranging from 30-to 220-cubic-yard capacity, were documented. We have judged that U.S. surface coal mining draglines, 30 yards and larger, can be represented as 120 machines having 60-cubic-yard buckets, moving 1.8 x 10 yards of overburden during 6,650 hours of productive availability per year. Based on our limited field study, we have calculated that downtime resulting from rope-related causes averages 105.6 hours per year for each (typical 60-yard) dragline. The total lost production from this source alone is thereby estimated at about 25 x 10 yards annually. Although study findings did not reveal anything about dragline rope life that wasn't known or practiced by one operator or another, most operators could expect improved rope life by periodic review of their practices and by adopting or adapting one or more life-improvement measures employed at other sites. Since rope productivity was found to vary by about five to one, among the sites studied, we believe considerably improved average performance is possible. As little as ten percent overall improvement would mean increased national productivity exceeding two million yards of solid overburden removal, and associated savings in rope costs alone of some two million dollars annually, not to mention any reduction of labor-related expenses. This report outlines preliminary findings which may prove useful to many operators in extending wire rope life, thereby lowering expenses and increasing surface coal mining productivity. This paper will discuss the background information about rock cutting tools used for soft ground excavation, their history and evolution. A brief review of the current state of the art manufacturing technology will be presented and some parameters related to the material used in the drag and conical type pick cutters and their impact on their life and performance will be explained In addition, the selection procedures for choosing the right bit for excavation of a particular geological formation will be reviewed A set of guidelines will be provided for initial selection of the tools for various machines and rock formations. The methods for estimation of the tool life in various materials and the influencing parameters along with limitations of the rock cutting tools will be discussed as well.

INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e.g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1.5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6). The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.

Eastern Mesabi taconite is one of the hardest rocks known, but fortunately it shows little tendency to pack in the crushers, when the minus 5/16 inch material is removed. The crushing circuit is essentially as shown in the Engineering and Mining Journal article, "Reserve's New Taconite Project", dated December, 1956 except that the grizzly screen between the two stages of gyratory crushing has been eliminated. The Reserve operating staffs aim is to utilize the crushing equipment in such a manner that the maximum tonnage of taconite can be crushed to the required size at a minimum cost. As is readily apparent, the primary consideration is to produce a desired size product, with the other operating factors to be balanced, thus achieving the best setting for each crusher. Much effort has been expended toward the development of a satisfactory sized material for feeding the rod mills. The characteristics of this feed must allow the following situations to be handled by the existing equipment: 1. The material being fed to the rod mill must be such that it can be fed into the unit with the proper quantity of water to maintain the correct density within the mill. 2. The rod mill must produce a product from this feed which can be handled without difficulty by the magnetic cobbing and ball mill circuit. 3. The incidental tramp must not exceed that quantity which can be handled easily after the rod mill and after the ball mills.

OCI Wyoming's recent expansion of its surface Soda Ash production facilities outstripped the mine's ability to supply Trona ore necessitating infrastructure changes to the mine. A computer simulation of the mine's production systems along with the surface facilities was created to determine the most economic investment alternatives to increase mine production. This paper describes the development of the simulation model; the results obtained, and discusses the issues involved in using simulation modeling for mine production system design.

Coal mine bumps the violent failures of over-stressed coal', present a safety hazard to miners when mining is conducted in deep, bump prone coal mines. Two different longwall gate entry systems were evaluated in a Southern Appalachian coal mine located in the Pocahontas No. 3 Coalbed under approximately 610 m of overburden which included a massive sandstone member. Both gate entry systems employed a center abutment pillar flanked by yield pillars. The original design employed a 24.4 m square abutment pillar' while the new design employed a 36.6 by 54.9 m' abutment pillar. Rock mechanics instrumentation data analysis and in-mine observations indicated that this increase in abutment pillar size significantly decreased bump potential. The new design in worse case conditions increased effective bearing area 62 pct with only a 9 pct increase in gate entry system width and eliminated face bumps that wer7 experienced with the original gate entry design.

The benefit of gravity separation in improving total gold recovery in grinding circuits has been outlined in a significant number of papers to date. However, the use of batch centrifugal concentrators (BCC) as an industry standard to extract gold has limited the potential for maximizing gravity recoveries -particularly in coarse gold deposits. This is a reflection of the high upgrade ratios obtained by BCC's which has an inverse relationship with recoveries. Survey work in Australia has indicated that installation of the InLine Pressure Jig as an alternative to the Bee will significantly increase recoveries of gold by gravity and, accordingly, increase total gold recoveries and lower operating costs.
