While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

Problems of how to use artificial intelligence (AI) methods and expert systems (ES) to control complex industrial projects have lately become significant in practical terms. Mining ventilation systems undoubtedly belong to complex multi dimensional objects of control with stochastic nonstationary and nonlinear processes. Formal models based on automated ventilation control, do require awkward algorithmic solutions, moreover, a number of tasks become the operator's headache, and the quality of their solution depends on his experience and intuition. These tasks include: - identifying pre-accidental situations and determining their causes; - making well-grounded decisions with regard to changing ventilation regimes, forecast of mining operations taken account of; - controlling ventilation systems in emergency situations, e.g. when in accident, etc. It is in this context that we have for a number of years been investigating how to practically use AI methods for operative control in dynamic aero-and-gas mining processes, one of our research directions being devoted to working out a consulting programme for the ventilation system operator. Our researching and modeling problem was identification of aero-and-gas situation in different parts of ventilation network and its interpretation in order to determine possible causes for gas regime changing and unexpected consequences. We would single out the following stages in this task: I. Operative information procession coming to the data base from the sensors and analysis of hypothetical versions (using the associative rules base) with regard to factors which have caused significant parameter fluctuations (e.g. C%(t), H(t), Q(t) etc.)., 2. Selection of hypotheses in the knowledge base and forming conclusions in accordance with reliability scale. 3. Clarifying the obtained conclusions in dialogue with the operator. 4. Correcting the associative rules base.

INTRODUCTION Early rock-bolting practice usually consisted of ran¬domly installing bolts, using hand-held drilling equip¬ment such as air-leg mounted sinkers or stopers. As bolting technology evolved, the practice of installing uniform bolt patterns was developed, utilizing random bolt installation as required within the uniform pattern. The uniform rock-bolting technique, when used as the principal method of rock support, requires drills and jumbos designed specifically for rock bolting. This equipment is similar to conventional face drilling machines, except that the jumbos can orient the drills to obtain any necessary bolting angle; often, this means bolts may be installed at or near perpendicular to the centerline of the drift or stope opening. Fig. I shows a typical rubber-tired rock-bolting jumbo of the type commonly used in drifts and room-and-pillar mining. Modern rock-bolting jumbos are capable of drilling the required holes, inserting rockbolts, and torquing them to proper levels. Jumbos also are available for use with resin-anchored bolts. Probably the most unusual of this type utilizes a rotating bolt turret that carries the rock drill, resin charging unit, and the bolt in a single mechanism. Once the turret is loaded with the resin and bolt, further manual effort is not re¬quired. Drilling and bolt placement are accomplished by the operator from a station remote from the bolt site. Fig. 2 shows this turret device. Roof-bolting jumbos are available mounted on rail, crawler, or rubber-tired chassis. Various types of rock drills are used. Depending upon the type of rock, these may include rotary, percussion, or rotary-percussion drills. Fig. 3 shows a typical rail-mounted jumbo. This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

This paper addresses the problem of seeing into rock. We will consider two methods, first to use radar, or electromagnetic wave pulses, to probe into rock ahead of mining and second to use sonar, or sound wave pulses, to probe into rock. Both are non destructive and capable of giving information on hazards ahead of mining. Such hazards might be a borehole full of water possibly leading to a high pressure aquifer somewhere above the mine level, changes in rock type, or the edge or top of a salt dome. Most of the work described in this paper deals with probing through rock salt which we have done successfully to over 2000 meters maximum range. We discuss first the radar probing and then the sonar probing. Four numerical models written with the "PFC2D " program were compared against four similar physical models. The numerical models were constrained numerically to closely follow the caving behavior of the physical models. Results from the numerical analyses closely simulated both the granular and blocky behaviors of the physical models, including bridging and interlocking of the simulated orebody during draw. The drawdown patterns and the rate of draw developed during numerical modeling also closely simulated the physical models. The same assumptions and governing parameters used in analyzing the first four models were applied to an additional model. The fifth model employed a completely different, uneven, draw sequence than the other four models, allowing the material to flow in a more granular manner with a demonstrated instability of the undercut sections between each drawpoint opening. Drawdown patterns and behavior of the numerical material of the first four models progressed at uneven and inconsistent rates, similar to those seen in the physical models. By inspection, the overall shape and flow lines of both the numerical and physical models were close in the area removed and in the flow characteristics. The fifth model proved to be the most unstable of all the models tested, with poor correlation to the physical models. The uneven draw sequence, coupled with an additional frictionless wall condition and an added drawpoint, caused the material to flow in a very granular manner. Information generated by this study can be used as a first approach in determining the proper draw rate, drawpoint spacing and undercut thickness for a block-caving operation. Numerical models are often difficult to predict and interpret. However, this study should increase the confidence level for use of the PFC2D program in the future.

Though sedimentary rocks comprise only about five percent of the volume of the continental crust, they cover about 80% of its surface, serve as important reservoirs for fluids, contain reserves of non-metallic minerals, and have in general been extensively drilled. However, most drilling has been shallow in comparison to the thickness of the crust and such deep drilling as has taken place is very strongly localized in sedimentary basins. This may be seen by reference to Figures 1 and 2 which show the location of wells that drilled deeper than 15,000' [=] 4.6 km. (Figure 1) and those that drilled below 20,000' [=] 6.15 km. (Figure 2). It is apparent that, even in regions of sedimentary cover, direct exploration below six kilometers has been very restricted. In the case of the metamorphic and igneous rocks which make up 95% of the volume of the crust, direct exploration has been much less extensive in terms of both area and depth. The present state of our knowledge of the crust below a' thin surface layer stands in marked contrast to our growing present need for raw materials and the needs of future generations. It also stands in contrast to our need for enhanced, scientific knowledge of the deeper crust, its configuration, its present state, its hydrothermal systems,-its evolution, and its materials. Lessons learned in exploring the third dimension of the sea floor, the vigorous prosecution of seismic profiling, the development of testable models for hydrothermal systems and mineral deposits, the need for better understanding of heat flow, state of stress, earthquake mechanisms, and a host of other phenomena all suggest that it is time to launch a national program for scientific exploration of the crust which uses drilling to test important hypotheses developed on the basis of indirect evidence.

The industrial mineral filler plant of the Gouverneur Tale Company is equipped with a good dust collection system installed long before the recent popularization of environmental pollution. Credit for this fact is due to the foresight of Mr. R. S. McClellan, Project Manager and subsequent Vice President and General Manager of Gouverneur Talc, who recently retired as Vice President Engineering of the parent organization, the R. T. Vanderbilt Company. Also instrumental in the early stages of plant operation and the solution of start-up problems was J. A. Gustin who is now an engineering consultant located in Martinsville, Va. Credit is most certainly due to the late R. T. Vanderbilt, the company's founder, who favored and approved the investment in the necessary facilities that were far ahead of all competitors in the industry at that time.

Mountain Pass, California is located 96 km southwest of Las Vegas, Nevada, and has an exposed surface orebody within view of Interstate Highway 15. Mineral prospecting in this region dates back to about 1860 followed by the discovery and subsequent mining (1870-1895) of silver bearing veins on the north slope of nearby Clark Mountain. In contrast to the four lane divided interstate highway of today, all supplies needed for mining during this early history were transported by wagons from San Bernardino which is 320 km west. Many small lead mines were active in the area during 1917-20, and a small gold mine operated in 1941-42 within 100 m of the orebody presently being worked. In 1949 two prospectors searching for uranium with a Geiger counter discovered a radioactive vein outcrop at Mountain Pass. Further investigation revealed the presence of a large amount of a light-brown, heavy mineral to a depth of about 2 m. A sample of this unidentified mineral was submitted to the Boulder City, Nevada, U.S. Bureau of Mines where a spectroscope examination shoved high level rare earth oxides, carbon dioxide, and fluorine. These results indicated the mineral was bastnasite.

Grouting has been used in underground mining for more than twenty years. Chemical grouting is often used as a remedial measure when the implemented ground control program is unable to completely prevent structural failures or when there is a need for preventing a structural member from unraveling. Utilization of the polyurethane grout currently being used is restricted by its limited range of physical and mechanical properties that restrict its utilization. To overcome some of the drawbacks of polyurethane, research has been conducted on a newly developed polyester based grout. The polyester resin, identified by Sandvik as StrataGrip, provides a number of features, including variable gel times and much reduced chemical hazard. Equally important are the mechanical properties of the product. The strength and deformability of any chemical grout must be compatible with the intended purpose of grouting and the expected deformation of the rock that is to be grouted. Assessment of the mechanical properties of polyester grout is the focus of this work. Field experiences and laboratory research have defined the properties of an effective grouting material. Experimental results indicate that the polyester grout meets or exceeds the recommended properties for many injection applications. Furthermore, the results suggest that the ability to adjust mechanical properties via resin formulation has the potential to expand the applicability of chemical grouting in ground control.

In the world mining scene, precious metals (particularly gold) have recently monopolized the attention in exploration as well as new production activities. As the major world producer of gold, South Africa plays and will continue to play a very significant role in this commodity. This role will, of course, have its consequential effects on the world's gold supply and, hence, also on the international price of gold. It is essential, therefore, and in the interests of all gold producers that the likely future pattern of gold production in South Africa be estimated such that some measure of production uncertainties can be predicted. For this purpose, some elementary geostatistical models will be used, and the main factors affecting the situation will be analyzed in broad outline only under the following headings: South Africa's basic gold ore potential in the three categories of: (1) ore remaining in existing mines; (2) extensions to existing mines via unexplored areas and/or reef horizons of lower grade; and (3) new mines, potentially deep or ultradeep. Cutoff grades - operating, marginal, and flotation, for the foregoing three ore categories, respectively. The availability of production, financial, and other resources required. Cutoff grades will, of course, depend on cost levels (operating and capital), future inflation and cost escalation trends in South Africa (SA), and/or gold price trends (in US$ and via the exchange rate in SA Rand terms). The differentials in inflation and escalation trends with those in overseas countries, mainly the USA, will, in general, set the scene for future exchange rate levels of the Rand. To predict the effect of various cutoff grades on future gold production from South Africa, it is essential to use geostatistical models. The applicability of such models is tested against past records of price, cost, and grade trends and then applied to the estimated ore potentials. These models were referred to briefly in a paper at a recent seminar on gold (Krige, 1986) but are discussed in detail herein. This lecture was intended originally to cover only technical aspects, but, in view of South Africa's position internationally and the possible effect of sanctions, internal unrest, and strikes on gold production, a brief reference to the third factor above (availability of production, financial, and other resources) seems appropriate.

The mining industry is one of the three pillars of the Namibian economic development, besides tourism and the fishing industry. Generating 20 % of the GDP and more than 50 % of the export income, half of this amount derives from the diamond mining industry. In 2008, the annual production of 2.2 mio carat achieved an income higher than 1.44 billion Namibian Dollars (more than 750 mio Euro). After the global recession in early 2009, which also caused a significant downcrease in production to only 0.93 mio Carat, the diamond mining industry easily restored itself and the production figures for 2010 are expected to be even higher than those achieved in 2008. Compared to other diamond producing countries, Namibia is mainly producing diamonds of highest quality (jewellery quality), with less than 10 % of the mined diamonds not falling into this category. This high quality stands also for the worldwide highest prize achieved per carat. With 370 $US per carat it is more than four times higher than that of the average South African stone. In 1908 the finding of the first diamonds in the Namib desert close to the coastal town of Lüderitz was reported by a Mr Stauch, railway inspector for the then German colonial railway company. This event immediately triggered a Diamond Rush and subsequently the set-up of the restricted diamond mining area ?Sperrgebiet? through the German colonial administration. In 1913, only five years after the first mining operations had started, the steadily increasing production allowed for more than 20 % of the diamond production worldwide. After the First World War, the new South African government concentrated all mining activities in one organization, CDM (Consolidated Diamond Mines of South West Africa) which in following decades conducted an extensive and detailed exploration of the whole Sperrgebiet and started numerous new diamond mining operations.

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. The stability of longwall chain pillars depends not only on the mechanical properties of coal and surrounding rocks, but also geological and mining conditions. In order to evaluate the effects of each, variable, the orthogonal experiment design was employed in this study for significance analysis. The study concluded that the stability of longwall chain pillars is mainly controlled by the ratio of pillar stress to pillar strength, the ratio of Young's moduluds of the roof to coal and floor to coal, entry width, pillar width and the internal friction angle of coal. Additionally, horizontal stress, panel width and mining height also play a significant role.

Flotation tailing of Polish copper sulfide ores represents more than 90% of the mass of run-of-mine ore. The tailing contains mainly quartz, dolomite, clay minerals, traces of sulfides, and some accessory minerals. Almost all minerals of the tailing are well liberated and, therefore, any further beneficiation process applied to the tailing is expected to be inexpensive. In this work, results of investigations on utilization of flotation tailing using classification and gravity concentration are presented. It is shown that due to classification of flotation tailing in hydrocyclones, the coarse fraction becomes suitable material for gravity separation providing backfill material for underground mines as well as heavy minerals, a source of valuable rare elements. It was also found that heavy minerals separated by gravity methods contain a significant amount of rare elements such as zirconium, titanium, silver, rare earth metals, and uranium. The light fraction of the gravity separation contains well deslimed quartz particles and meets strict requirements for hydraulic filling material ked for structural support in underground mines. Evaluation of the cost of the proposed technology indicated that investment to implement the method would provide a return within 2-4 years.

Concentrations of minerals between 3.5 and 5 specific gravity such as ilmenite, rutile and zircon in large accumulations of sand constitute "heavy mineral" placers. Two fundamentally different modes of formation characterize "trap" and "bed" placer variants. Smaller and generally higher grade trap placers form during sediment erosion or reworking. Because of their smaller size, they rarely yield economic heavy mineral deposits. They become economic, either if they contain more valuable "heavies" such as gold, or, if they occur within or near much larger but lower grade bed placers. Bed placers form during sediment accumulation episodes in any environment and lithofacies where mineral supply and fluid dynamics are favorable. Three heavy mineral deposits are discussed to illustrate bed placer geology and how trap placers occur with and relate to them.

"INTRODUCTION Anadarko Petroleum Corporation (Anadarko) owns a region of oil shale properties acquired as part of the original Union Pacific Land Grant of the 1800’s in southern Wyoming. These holdings are greater than 2 million acres and occur throughout the Green River Formation in southwestern Wyoming. One area was prioritized for further study by Anadarko Minerals called the Kinney Rim in the Washakie Basin due to low environmental impact, proximity to infrastructure, high ore grade, and low mining cost. The area is a low-overburden oil shale resource that can be developed using surface mining methods, processed by conventional surface retort, and placing waste rock disposal back on the bench for a design capacity of 10,000 barrel per day. The purpose of this papers is to present the results of environmental analysis and timeline, the mine plan, and surface ore processing to offer a resource-ready energy source.Mineral rights for the Kinney Rim area are owned by Anadarko, the United States Bureau of Land Management (BLM) and the State of Wyoming. Mining of oil shale for this study targets Anadarko owned mineral resources.GEOLOGY The study area is in the Green River and Washakie Basins in western Wyoming. The host geologic member is the Laney Oil Shale. Figure 2 illustrates the Laney shale within a generalized lithologic cross section.OIL SHALE LEASING The proposed Kinney Rim oil shale mining project is located in an area dominated by a 1 square mile checkerboard landownership pattern with every other section typically administered by Bureau of Land Management (BLM) and Anadarko. Surface and mineral ownership is a split estate legal entity. The immediate Kinney Rim mine plan is all on Anadarko sections."

Computor analysis has opened a new world of information for the mining of resources. This paper is directed at the mining of coal. The same procedures apply to most mining projects. The available facts when evaluated against the variables produce the answers. The project must be carefully analyzed, so that the facts can be organized in a data file. The file can be expanded as additional information is obtained during the entire life of the mine. If the mine is pre-planned, the file will be expanded in an orderly fashion and updated information will be available at all times. The development of a property goes through several phases; Exploration, Economic Analysis, Development, Production, and Reclamation. Each phase is an expansion of the data file. The validity of the answers is directly related to the accuracy and quantity of available data. The basis for a data file is horizontal position, and elevation of each piece of information. A coordinate system and datum are reference for a digital (X, Y and Z) position in a spatial system, a three dimensional digital model of the mine. The current practice is to use the State Plane Coordinate system and elevations as established by the U. S. Coast and Geodetic Survey. Each state has adopted this system by law. In the event there is litigation, it is an advantage to have the data on the legally recognized system. The control must be expanded so that all data can be assigned a digital position, and planned to fulfill the requirements for all phases of the mining operation. The art of predicting rock excavating machine performance has become increasingly detailed and refined. Researchers using laboratory experiments and machine manufacturers using field observations have identified and defined mechanisms of failure, rock and tool interaction, and relevant design principles affecting them. Concurrently, practitioners have developed index tests which reflect rock properties relevant to machine performance. Empirical relationships between index properties and machine performance (penetration rate, cutter consumption, and machine utilization) have been established from past experience and are currently used throughout the industry. Contractors have used such relationships for estimating throughout the world. The detail in which geological, geotechnical, test, and project data, empirical relationships, and construction experience are utilized, is limited by time constraints imposed by the bidding period. To fully utilize all available data, methods of analysis, and construction experience, a simple computer program was developed for a microcomputer costing less than $7500. As a result, 1. machine performance predictions are detailed & reliable, 2. construction alternatives may be examined, 3. anticipated conditions & performance are graphically, documented & easily comparable to those encountered, and 4. results include a listing of assumptions & results of performance analyses & a graphic performance summary.
