There are no particular nor unique features of iron mining that are not shared in some degree by all mining ventures everywhere. There are, however, at least three problems that have acquired a special emphasis from a unique cause. That cause is the embarrassment of riches under which the industry is suffering. The most obvious' feature of iron mining today is the copious abundance of usable ore and its almost universal distribution over the face of the earth. By the term "usable ore" is meant ore that is amenable to reduction by the usual and conventional processes. Amidst this plenty, three problems become acutely emphasized: 1. The geographic location that will provide a mine with the best market opportunity. 2. The size of the orebody that will be required to' return the preproduction investment. 3. The geometry and configuration of the orebody that will permit quality control measures to be effectively executed.

The purpose of this paper is to summarize the role of water resource monitoring in mining activities and to discuss the considerations that go into designing and implementing a monitoring program. The design of a monitoring program is invariably based on sound engineering and scientific judgement since no design formulas exist that can be universlly applied to the monitoring of all activities. As discussed in this paper, however, a methodology of designing a water resource monitoring program does exist. In order to cost-effectively monitor the water resource impacts of mining activities, the following three monitoring related items should be understood: 1. the role of water resource monitoring in the planning, construction, and operational stages of mine development, 2. the available water resources monitoring methods and the proper role of each method in the various scages of mine development, and 3. the strategies that should be followed in designing and implementing a water resource monitoring program.

Low-cost and environmentally friendly green froth flotation modifiers of plant origin, such as guar gum, carboxymethyl cellulose (CMC) and starch, have been used in the flotation of some sulfide and nonsulfide minerals. This paper discusses the fundamentals, current applications and potential new applications of guar gum, CMC and starch in minerals flotation. In this study, improved flotation performance was achieved using some green modifiers in flotation columns.

Excellent underground industrial sites and warehouse facilities have been constructed in Europe and at several locations in the United States. Many quarry and mine operators are considering, or should consider, the possibilities of the development of their mineral properties in such a manner as to make underground space that is suitable for a secondary industrial use. Before proceeding with mine or quarry development, the operator should answer the following questions: 1) Is there a need for underground industrial space in your geographical area? 2) Is your deposit suitable for development of space for industrial usage? 3) If the deposit is suitable, what methods of development can be used? 4) What are the comparative economics of the different methods of space development? An honest analysis of the first two questions may eliminate the need for proceeding to the third. Affirmative answers to questions 1 and 2 should be followed by the engineering and economic studies required in response to questions 3 and 4.

INTRODUCTION Passive dust control systems are quickly gaining acceptance in the bulk solids handling industries. The number of applications is increasing due to proven performance, especially in US power plants burning Powder River Basin coal. Air Control Sciences ®, Inc., of Boulder, Colorado, has over forty (40) patented Dustless Transfer ® systems in operation. All of the installations control workspace dust levels to less than 2.0 mg/m3, and in some applications reduced conveyor dusting by over ninety-eight percent (98%). Passive systems control fugitive dust emissions by minimizing the induced airflow in bulk material transfer and slowing its velocity. Traditionally, fugitive dust control in the mining industry was accomplished using either dust collection systems or dust suppression systems. The term passive dust control, indicates these methods don't use any active dust collection or suppression. Passive dust control systems are best suited to transfer from one conveyor to another. They can also be applied to transfers from feeder to conveyors.

An extensive series of linear and rotary cutting tests were run in soft and medium strength rocks at the Earth Mechanics Institute of the Colorado School of Mines to investigate the possibility of very high speed mechanical excavation for tunnel, raise, and shaft boring. The results of these tests demonstrate that cutter penetrations of 38.1 mm (1.5 inch) and cut spacings up to 228.6 mm (9 inch) are possible in such rock without exceeding the bearing capabilities of the cutters. It was also demonstrated in vertical boring tests that continuous excavation rates up to 38.1 m/hr (125 ft/hr) can be achieved with state-of-the-art technology provided sufficient thrust and torque is available. A predictor model for soft rocks was also developed using the test data. Analysis of this model shows that the errors between the predicted and observed cutter normal loads appear to be independent of cutter diameter, tip width, cut spacing, and depth of penetration. This suggests that the structure of the model is correct with respect to these variables. An analysis of the coefficients in the model was also made and a correlation found between the principal coefficient and Unconfined Compressive Strength. The second coefficient in the model was found to be similar in magnitude to rock properties such as Brazilian Tensile Strength, Shear Strength and Point Load Index.

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. The mode of occurrence of metals in mine wastes is investigated using sequential extractions. Metals are extracted from some or all of seven operationally-defined phases: water-soluble, ion-exchangeable, carbonate, amorphous Fe-oxide, crystalline Fe-oxide, sulfide, and silicate. The quantity of metals extracted from each phase varies with particle size. The presence of jarosite (potassium end-member formula, KFe3[SO4]2[OH]6) influences the selection of the procedure for extracting the crystalline Fe-oxide phase. Anglesite (PbSO4) and cerussite (PbCO3) are extracted as several phases. Extraction results can be explained only in part by X-ray diffraction (XRD) mineralogy because of lack of specificity of the extraction procedures, relatively high XRD detection limits, and the presence of 40% XRD-amorphous matter in each waste. The increasing chemical strength of the sequentially applied methods provides a basis for judging metal availability, water-soluble metals being most available and silicate-bound metals being least available.

When Eugene Bailey asked me to contribute to this session on "Canadian exploration - 1976", it took a little coaxing before he got me to agree. My immediate reaction was, what could i say about Canadian exploration that already had not been said a hundred times in the past few years; secondly, why include a banking person in such a discussion? Everyone knows banks only come into the picture after the discovery has been made and feasibility well established and validated. Rather than wrestle with these misgivings, I decided to take the easy way out and go on blind faith in Eugene - that is, he asked me so he must think that I could come up with some useful thoughts and at least touch upon some of the pros and cons of exploration in Canada. The object of the whole exploration exercise is to Find economic deposits, once they are found, one cannot really move them elsewhere to mine them. It follows, therefore, that we should really be speaking about the pros and cons of mining In Canada and my treatise will eventually lean in this direction. In any event and before getting down to the pros and cons, let us take a quick look at the history of mineral resource development in our country since the end of world war II. At that time, we were producing well under one billion dollars worth of mineral products including hydrocarbons.

Lack of visibility from cabs of the large haulage trucks used in open-pit mines has become a serious safety problem. This Anaconda research program was conducted to develop a low-cost system for alerting haulage truck operators of the presence of small vehicles in their blind areas. Several systems, developed and tested to help solve this problem, are summarized and evaluated in this paper. As the size of the haulage trucks used in large open-pit mines has increased, so have the blind areas. Mine utility vehicles, pickup tucks and cars become concealed within these blind areas and, thus, become a serious safety hazard. Figure 1 shows the typical blind areas of a 150-ton haulage truck. The areas of greatest concern are those at the rear center and front right corner of the truck. It is within these areas of "no visibility" that numerous small vehicles over the years have been crushed by the large haulage trucks at various mine sites. Although the occupants in most instances, have escaped the vehicle before it was destroyed, injuries and deaths have occurred. The accidents, in most cases, were attributed to negligence or carelessness on the part of the driver of the smaller vehicle, but the problem of limited visibility still exists, and a solution is needed.

The Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low profile mining machine. Tests were conducted in a full scale model mine using a Joy 12 CM 10-AA continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters included: mining position, depth of cut, brattice setback and combinations of scrubber, directional sprays or symmetrical sprays. Results indicated that either directional or symmetrical water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 6 m (20-ft) blowing curtain without sprays. No FVE values were less than the standard 6 m (20-ft) blowing results.

Refractory gold ore pretreatment processes continue to receive much attention. This paper compares the relative economics of treating ores by oxygen pressure oxidation, roasting and bacterial oxidation with or without preconcentration by froth flotation. Capital and operating cost estimates for each method of pretreatment were prepared and these estimated costs and ore sulfide grades then are used to compare the process economics. The study indicates that the most significant item affecting the economics is the amenability of the ore to flotation. The cost benefits of flotation are $10-13 per tonne ore processed (2%-4% s=, 10:1 ratio of concentration). In most cases bacterial oxidation has the lowest overall cost, especially if less than complete oxidation of the sulfides will give acceptable recovery, however bacterial oxidation has yet to be practiced on a large scale. In all situations pressure oxidation shows the highest cost. However, the cost differences between the treatments are small, less than $7 per tonne.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Phelps Dodge Mining Company (Phelps Dodge) is operating a pressure leach vessel (PLV) for copper concentrates at the Bagdad Mine facility in Arizona. This single PLV unit was engineered and constructed based on continuous laboratory testing, reaction chemistry and kinetics, and available pressure vessel technology. The challenge of designing for optimum process retention time, agitation, oxygen mass transfer, temperature and pressure will be reviewed in this paper. The PLV interior lining, agitation equipment and compartment configuration chosen for the PLV will also be reviewed.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a

Introduction One hundred years ago, a recent college graduate created the US aluminum industry. He found an economic way to crack the primeval bond that makes the metal so special. Aluminum doesn't "rust" - oxidize progressively. Rather, when exposed to air, it instantly forms a gem-hard but microscopic oxide coating. This seals off oxygen from the metal underneath. Scratch it and the seal reforms instantly. That tight chemical bond is the reason the metal is not found in nature; it exists only as a compound. The bond had to be broken to free the shiny metal. But once it is free, that self-sealing protection, alongside a remarkable strength-to-weight ratio, offers a marvelous material. Until 100 years ago, finding a way to do that economically was a challenge that defied science. Then it was solved, in a remarkable coincidence, on both sides of the Atlantic. And the way was paved for a material that would become the second most widely used metal in the world. Until that time, aluminum was a rare and precious metal. But then two young scientists independently invented the process that took aluminum outside the laboratory and into applications ranging from pots and pans to spacecraft. Discovery of aluminum Other major metals - copper, iron, lead, gold, and silver - had been used for thousands of years. But aluminum was entirely unknown until 1782, when French chemist Antoine Lavoisier suspected its presence. It was not actually discovered until Sir Humphry Davy, in England, detected it in clay in 1807. It was first isolated as a free metal only in 1825, by Denmark's Hans Christian Oersted. For years, laboratory methods yielded aluminum only in tiny amounts costing about $1200/kg ($545 per lb) - $13,333/kg ($6000 per lb) in today's dollars. Methods developed by French scientist Henri Sainte-Claire Deville in 1854 cut the cost to about $200/kg ($90 per lb). King Frederick VII of Denmark had a helmet of aluminum and gold. And Emperor Napoleon III of France reportedly served his most exalted guests at a state dinner with aluminum plates. He left the lower ranks to dine from pure gold. Deville and others continued to reduce production costs. But the price of aluminum still rivaled silver - $31/kg ($14 per lb) versus about $35/kg ($16 per lb) for silver. Then in 1884, a 2.8-kg (6.25-1b), 230-mm-tall (9-in.-tall) aluminum pyramid was cast as the tip of the Washington Monument. It was probably the first architectural use of aluminum. And it is still there after more than a century. The attractive properties of aluminum were obvious: it is lightweight but strong, conducts heat and electricity, reflects light and other electromagnetic radiation, and resists corrosion. But its commercial promise was blocked by its cost. In 1885, the price of aluminum was $17.70/kg ($8 per lb). It stayed there for the next couple of years until the Hall-Heroult process brought it down sharply. Hall-Heroult process lowers aluminum costs The characteristic that kept aluminum hidden so long continued to thwart chemists. Aluminum clings to oxygen so tightly that it is never found as a free metal in nature, and it is hard to break that bond chemically. The best chemical methods of the 1880s required sodium, and sodium itself was expensive. At Oberlin College in Ohio, chemistry professor Frank Fanning Jewett advised his students that anyone who could make aluminum inexpensive would do humanity a favor and get rich as well.

Introduction Since its creation in 1910, the Bureau of Mines has conducted a wide-ranging program of research on mining technology. Over the years, the Bureau has perhaps become best known for its accomplishments in mine health and safety technology, a field that has been the object of much public attention. Nevertheless, the Bureau's program in other areas of mining technology has always been strong and remains so today. A distinguishing feature of the current effort is its tendency to concentrate on high-risk, high-gain projects. Throughout the federal research establishment, the Administration's policy has been to phase out short-term research that could be performed by private industry, in favor of long-terms projects that industry cannot usually afford to fund. This tendency is evident in the following account of the highlights of the Bureau's current mining technology research program. Underground Mining Technology Fragmentation. Research studies on fragmentation have focused on nonexplosive concepts. If successfully developed, these concepts would lend themselves to continuous automated operation and reduce time and costs of fragmentation in underground mines. A special laboratory-scale device to investigate ripper cutting was designed and fabricated in 1982. Experiments were conducted with large drag cutters to develop an efficient cutting technique for hard rock. Tests were successfully conducted with 76- and 152-mm (3¬and 6-in.) bits in rocks up to 138-MPa (20,000-psi) compressive strength. Because of the success of these initial tests, larger-scale proof-of-concept tests are planned. To prepare for these tests, a tester capable of cutting a 1.8-m (6-ft) opening was fabricated. This device will allow ripper cutting to be carried out at full scale, and will also allow mucking and holddown requirements to be investigated. Preliminary estimates indicate that this concept has the potential to double excavation rates while reducing costs up to 30%. Mobile Hydraulic Monitor. A mobile hydraulic monitor system was designed, fabricated, and used to mine the St. Peter sandstone at an average rate of 22 t/h (25 stph) from a face in Martin-Marietta's foundry sand mine at Clayton, IA. A slurry transport system worked in tandem with jet cutting, resulting in a continuous mining and transport system. Problems with spray from the jet hitting the sandstone showed that a remote-controlled mobile monitor was needed at a station 15 m (50 ft) from the face, so the operator would have a clear view of the face and be safely out of the backwash. Crushers. Research on crushing systems to improve efficiency in underground mines is continuing. Final testing of a low-profile, portable crusher for underground applications has begun. A system for handling oversize feed to the crusher was conceived and tested. Underground crushing systems, portable enough to be kept near the face, offer considerable improvement in materials handling because main haulage by conveyor is often less costly. Hoists. Research to increase hoisting efficiency and speed and to reduce energy requirements has led to experimental ore skips. The skips feature guide rollers to improve riding characteristics, bearing improvement at critical locations, and weight savings of about 1.8 t (2 st). An experimental aluminum skip was installed last year at Kerr McGee's Church Rock mine. Performance is being monitored under production conditions. A portable service hoist for low-cost, efficient movement of men and supplies in raises between mine levels was designed, fabricated, and tested on the surface. The salt gradient solar pond has been the focal point of accelerating international attention and interest in recent months. Only recently have most investigators in the renewable energy field come to realize the versatility of the solar pond, and its ability to overcome certain problems usually associated with solar technologies. These realizations, together with clear demonstrations in Israel and elsewhere of its technical feasibility, have combined to bring the solar pond to the forefront of renewable energy technologies. The solar pond is a natural or site-built pond, about one to five meters or more in depth, which has been altered to retard the loss of absorbed solar energy. The absorbed solar energy is usually lost through upward buoyancy of the warmed water, followed by the loss of its heat to the atmosphere. The chief solar pond technology -the salt gradient, or "nonconvective" solar pond-prevents this upward buoyancy by means of a vertical density gradient achieved with dissolved salt. Perspective Man is a model maker. Throughout recorded history man has-used models both to provide insights into the workings of the processes which surround him and as a step towards the eventual control of those processes. These models have covered the field from extremely large systems (solar and celestial. models) to infinitesimally small systems (sub-atomic .and atomic models). Models have been developed for social systems, ecological systems, biological systems and economic systems: all fields of human endeavour contain the fruits of this restless model-making. The Role of Models Since the evidence of mans' industry in formulating models is so abundant, it is worthwhile stating some of the reasons. Based on the simple definition that "a model is a convenient and useful representation of some facet of the 'real' world", then a model provides a means for: 1. Understanding the thing being studied. 2. Communicating that understanding to others. 3. Manipulating the thing being modelled. The common denominator implicit in these reasons is that- improved control is the. objective off all modelling or simulation work. Improved control shows itself either directly by the development of devices which perform the control functions or indirectly by improvement in the decision making process itself. For example, in a process plant, a suitable model of part of the process could lead either to the use of automatic control devices such as set-point controllers or to the implementation of instructions (pre-defined decisions) which permit the operator to better control the process. Typical process control systems use both of these since fully automatic control is restricted to processes where the required information can be effectively measured.

The mechanization of the materials management function must contribute to the overall goal of optimization of profits. A computerized system contributes to the profitability of the company by saving more than it costs to operate. Design and implementation of the sys- tem must respond to the needs of users, the operating environment of the property, and must support the objectives of materials management. Three basic functions interact within the scope of materials management. They are inventory control, purchasing, and warehousing which have the following objectives: 1) Inventory control-to request materials in a timely manner and in quantities that provide the best level of support to users at the lowest cost. 2) Purchasing-to purchase requested materials and services at the required time and at the lowest cost. 3) Warehousing-to efficiently receive, store, and issue materials and to prepare accurate transaction documents for the activities. The development of the mechanized materials management system will require a plan and objective analysis by management and system users of system requirements. A typical plan would include: 1) System Design Objectives-the development of objectives that support mechanization of the materials management function. 2) System Characteristics and Concepts- the development of key system concepts and characteristics, which identify the needs of materials management. 3) System Inventory Item Classification- development and assignment of inventory category codes to inventory items. 4) System Order Decision Rules-the development of decision rules and forecasting techniques to minimize the inventory investment and to provide acceptable support levels. 5) System Report Structure-the development of a report structure to support the goals and objectives of materials management. 6) System Report Design-the development and design of reports for effective utilization of the mechanized system.
