Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action. Through tighter control, "insurance" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

Tertiary calc-alkalic to alkalic rocks of the Little Rocky Mountains in north-central Montana host low-grade heap-leachable gold-silver deposits being mined by Pegasus Gold Corporation. Total production from 1884 through 1985 is estimated at 22,625 kilograms (727,414 ounces) of gold. This includes 10,774 kilograms (346,400 ounces) recovered by Pegasus between 1980 to 1986 from 20,318,000 tonnes (22,396,000 tons) of ore grading 0.960 grams of gold per tonne (0.028 ounces per ton). Silver production during this latter period was 24,556 kilograms (789,500 ounces), but reliable silver statistics prior to 1980 are not available. Ore reserves as of January 1, 1986, were estimated to be 35,380,800 tonnes (39,000,000 tons) grading 0.720 grams per tonne (0.021 ounces per ton). Present ore production is 5,533,920 tonnes (6,100,000 tons) per year at a 0.45 to 1 waste to ore strip ratio. Current annual metal production is about 2,644 and 5,288 kilograms of gold and silver respectively (85,000 and 170,000 ounces of gold and silver respectively). The Little Rockies were formed by a calc-alkalic to alkalic magma penetrating through the Precambrian basement into the overlying Paleozoic and Mesozoic sedimentary rocks. This intrusive center is Dart of the Central Montana Alkalic Province, a region comprised of twelve separate intrusive centers aligned in a northeast trending belt measuring 200 by 400 kilometers (124 x 248 miles). The ore deposits are structurally controlled epithermal systems which vary from deeper narrow veins to shallow, wide, low-grade stockworks, breccias and intensely fractured "sheeted" zones. The shallow types are now being exploited. Primary mineralization consists principally of gold and silver associated with pyrite, native gold and silver, sylvanite, calaverite, and hessite. Alteration is broadly classified as weak argillic. Pyritization, kaolinization, silicification and feldspathization are the dominant forms of alteration. Fluorite is a common hydrothermal gangue mineral.

Stratiform uranium deposits occur in Canada along the north shore of Lake Huron near the base of the Middle Precambrian Huronian Supergroup. Outcrop of the Buronian Supergroup extends for over 400 km from Sault Ste. Marie in the west eastward through Sudbury and then northeastward to Cobalt. Maximum stratigraphic thickness exceeds 5 km. The predominant Huronian rock type is metamorphosed sandstone (quartzite), with sub- ordinate argillite, conglomerate, mixtite (possibly tillite), volcanic rocks, and minor limestone, Much of the quartzite is highly feldspathic. Substantial uranium ore was first discovered in Huronian rocks in 1953 and has been exploited continuously since the initial mine-mill plant was constructed at the Pronto ore body, 30 km south of the present townsite of Elliot Lake. Only one ore body remains in production, however. It is shared by Rio Algom and Denison Mines 14 km north of the town of Elliot Lake.

Efficient methods for removal of copper from heap leach solutions without mobile organic phases are a current mining industry need. To satisfy this need a selective, high-capacity, durable solid material is required. The INEEL has developed a set of materials based upon current solvent extraction chelates that provide selective copper concentration in the presence of high concentrations of iron. In contrast to conventional solvent extractions, our strategy anchors the chelators to a non-polymeric solid substrate through the use of a custom designed linker molecule. The fundamental synthetic routes to these materials have already been established and attachment to the solid surfaces achieved in an efficient manner. Our continuing research is focused on the optimization of the synthetic pathways to these solid materials and the evaluation of their copper capturing capabilities.

While probe drills are not strictly necessary for all projects, the incorporation and use of probe drills and pre-grouting adds capability and insurance to boring operations. Water ingress and unstable ground can be resolved before becoming a problem and resulting in costly delays through the use of enhanced, 360-degree probe drilling setups. To do this, proper design of the array of drill ports in the shield, matched to the possible ground conditions, is critical. For ground with exceptional water and instabilities expected, additional probing locations are low-cost additions that can lower risk and increase efficiency. In this paper we will look at recent and ongoing projects including the Lower Meramec Tunnel and Jefferson Barracks Phase 2. We will detail the design of those probe drill arrangements, and our overall recommendations for probing/grouting systems that best suit challenging ground conditions and keep projects running smoothly.

Looking back on the second half of the 20th century, future historians, I believe, will be fascinated by two major political upheavals. The first is the environmental revolution in the 1960s. It erupted in the United States and parts of Western Europe and then swept across the rest of the globe like a wild fire. The second event is the collapse of the Soviet Union. It was the last of the world&apos;s great imperial empires. With its demise went central planning as a viable economic system. History, I suspect, will see this second revolution as an offspring of the first. This is because economic and environmental issues were largely responsible for the unraveling of the Soviet Union.

INTRODUCTION FMC&apos;s Paradise Peak mine, located 13 Ian (8 miles) south of Gabbs, Nevada, became opera¬tional in April of 1986 (Figure 1). It was designed and built by Davy McKee, who was instrumental in equipment design and selection. It is the 7th largest gold deposit in the United States with defined reserves of 10.9 mt (12 million st) containing 34 million gms (1.1 million tr oz) of recoverable gold and 933 million gms (30 million tr oz) of recoverable silver. The mine extracts ore by the open-pit method, taking advantage of a 1.5:1 stripping ratio. The mill operates at a 3600 mt/day (4000 st/d) capacity. Crushing is done in three stages to achieve an ore size of minus 0.635 cm (0.25 inches). Grinding further reduces the ore to 85% minus 100 mesh. The ground ore is treated with cyanide in agitated leach tanks and then washed in the counter-current decantation (OCD) thickeners. Zinc is added to the clarified, deaerated pregnant solution to precipitate the precious metals. The precipitate is acid digested to eliminate excess zinc, filtered and retorted to drive off contained mercury. The retorted precipitate is then fluxed, melted and poured through cascade molds. Dore bars are cleaned for shipment and the slag is sent to an in-house slag treatment system. ELECTROSTATIC SEPARATION The dry electrostatic slag treatment system at Paradise Peak is the first installation of its kind. Electrostatic separation has been widely used in mineral processing since the early 1950&apos;s. A brief discussion of the theory behind the process is helpful to those not familiar to electrostatic separation. Charging and sepa¬rating slags, dry minerals or other materials by ion bombardment is the most common form of electrostatic separation. Millions of tonnes of minerals are processed each year by this method. In an ion bombardment separation, granular material is fed onto a grounded metal cylinder (or roll) and charged by a corona-producing electrode placed above the roll&apos;s surface (Figure 2). While both conductors and non¬conductors become charged, only the conductor is able to lose its charge. The charged non¬conductor, as it rests on the roll&apos;s surface, "sees" an oppositely charged image of itself in the metal surface. It is attracted to the image charge, becomes electrostatically pinned to, and moves with the roll&apos;s surface. The conductive particle also sees an image and is attracted to it. But upon touching the roll&apos;s surface, it discharges rapidly to the grounded surface and is thrown free from the roll&apos;s surface with a projectile motion. In the case of precious metal slags, the con¬ductive particles would be metallic prills of dore metal; and the nonconductive particles would be the slag, free of metal. Middling grains, generally, are in the form of a metallic prill encased in or incompletely liberated from slag. LABORATORY TESTING A number of precious metal slag samples have been tested in the laboratory. It has been found that the composition of slags vary widely from one refinery operation to another. Typical laboratory procedure is to crush and size the slag followed by two-stage lab-scale electro¬static separation. The conductor fractions from the first and second pass are then combined as a prill concentrate; middlings fraction and clean slag tailings from the second pass are held separate. Selected results from laboratory testing are shown in Table 1. It is important to note in Table 1 that the assays represent overall silver and gold, not metallic values. From experience, the laboratory results are typically lower in grade and recovery than the industrial installations. This is largely due to the hydroscopic nature of precious metal slags coupled with the high local humidity in Carpco&apos;s Jacksonville, Florida, location. INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

Middle Pennsylvanian (Desmoinesian) coals of certain areas of the Illinois and Forest City Basins contain epigenetic sphalerite and associated minerals in veins, clastic dikes, cleat, and other small-scale structural features. The presence of sphalerite in these coals records information about the geology of coals and coal basins, and represents a potential source for zinc as a byproduct of coal production. Origin of Sphalerite in Coal The origin of sphalerite in coal suggested by Cobb (1) involves sphalerite precipitation from zinc-bearing ?Na-Ca-Cl brines upon contact with sources of sulfur in the coal bed, e.g., pyrite, H2S, and organic sulfur. These brines were essentially at the temperature of the host coals as determined by fluid-inclusion thermometry and vitrinite-reflectance studies. The migration of these brines into coal beds may have been caused by compaction of sediments due to continued sediment loading of the coal basins. Zones of high permeability such as sandstones and the coals themselves presumably acted as conduits for the movement of the brines. The open spaces where sphalerite was deposited resulted from minor deformation associated with differential compaction and cleat formation enhanced by volume shrinkage during coalification.

Electroplating is a widely utilized but little understood process. The fact that the average person is in contact with dozens of plated items daily without even being aware that they are electroplated is evidence of the success of the process. Although a complete explanation of electrodeposition involves thermodynamics and modern theories of bonding and catalytic reactions, in its simplest form the process conforms to the following description. A metal salt dissolved in water partially dissociates into negatively charged and positively charged ions. In the case of nickel sulfate dissolved in water, for example, a portion of the salt dissociates into positively charged nickel ions and negatively charged sulfate ions. If an electrical potential is applied between two electrodes in this solution, the nickel ions migrate toward the cathode and the sulfate ions toward the anode. The negatively charged cathode has a high concentration of electrons, which combine with the positively charged metal ions to form neutral metal atoms with a stable electron configuration. These insoluble atoms thus form a deposit on the cathode.

Construction of two shafts, as well as associated deep concrete structures, for a major storm sewer project in Milwaukee, Wisconsin required ground water control and temporary ground support to depths ranging from 19.2m to 55.0m. Lowering of the site ground water table eras not possible because of potential consequences for existing nearby structures. Construction entailed completion of two shaft collars into bedrock. In addition to the shafts, several adjacent connected. structures were completed. Ground freezing was selected to provide temporary ground support and ground water control for all excavations. The first application of using reinforced frozen earth was successfully incorporated on the project. The procedure enabled the contractor to create openings in excess of 9.1m in height, without bracing, through highly stressed frozen earth walls. Design features and construction procedures for completion of ground freezing and related excavation are reported.

INTRODUCTION AND SUMMARY Phosphate matrix beneficiation is the process of providing a mineral product suitable for downstream chemical processing to yield high analysis chemical fertil- zers. Extraneous contaminants, clays and gangue solids, are separated by screening and flotation. Reject materials always carry with them some phosphate mineral values, however. A continuing objective is minimizing phosphate losses discarded with tailings as a principle factor in maintaining beneficiation efficiency. The quest for efficiency, and improved productivity, during beneficiation is hampered by disturbances arising from among the following: o Natural variance of phosphate deposit compositions, o Minimal control over managing ore matrix supply to the plants, o Screening and flotation mechanical upsets and inefficiencies. Production personnel, in recognizing these factors, attempt corrections for changed process conditions. This response usually has limited effect. Efforts of product- ion personnel to correct for upsets of the process may often diminish efficiencies rather than improve them. Lack of prompt data for analysis of process streams is an important contributing cause of inefficient operation. Discussion in this paper examines methods for improved process control in Florida phosphate beneficiation with particular emphasis on use of on-stream analysis to aid gaining productivity. The Florida Institute of Phosphate Research has supported demonstration of on-stream analysis applicable to improved process control. Concurrently, work is proceeding world-wide in the phosphate industry toward practical on-line analysis technology. Table 1 summarizes viable methods for real-time analysis data as result of work by individual companies and research organizations. A recently completed investigation (sponsored by the Florida Institute of Phosphate Research) of beneficiation efficiency was carried out in two Florida beneficiation plants using a newly developed on-stream analyzer for phosphorus (1). BPL measurements were taken at frequent intervals over two to three weeks of routine operation. Grades are expressed in "BPL", with one BPL, or bone phosphate of lime unit, equal to 0.46 P^Y2^YO^Y5^Y. The time series of feed and tailing BPL data were evaluated by statistical procedures. Results show avoidable losses can be five per cent or greater of mineral values in feed. Use of modern process control methods in Florida phosphate mining began several years ago (2, 3). Benefits of stabilizing control used in one of the two plants where data were collected for the investigation, in comparison to manual control in the other, are outlined. Process control technology developments reported from European and South African phosphate mining operations are also noted (4, 5). It is now well accepted that advanced control techniques can increase beneficiation productivity by better management of losses. However, to make advanced control effective, real-time measurements are needed of feed and tailings BPL as well as mass flow rates.

This paper focus on the productivity, cost efficiency and training programmes that have enable RPM to rank as a world class operation in production efficiency and safety achievements. The first step was to commit all senior managers to implementing the NOSA Industrial Safety System based on Management by Objectives. This focused the workforce in a specific, results-driven direction which greatly promoted subsequent performance improvements. The early operations concentrated on increasing throughput via process simplification and removal of bottlenecks. Efforts were simultaneously directed to environment, health and safety as a means to improving the quality of operations. In the last two years, improvements in mining and in-tailings dam management have further improved the cost competitiveness of RPM such as to assure its future in treating the remaining CTBl ore reserves. Promissing progress is being made in developing a viable process to exploit a remaining large resource of B2 mineralisation.

Lime, the versatile chemical is, generally speaking, a calcined or burned form of limestone commonly known as quicklime, calcium oxide or, when water is added, calcium hydroxide or slaked lime. Almost 40 different lime products are available, a fact which has contributed to the rather loose use of the term lime as well as to confusion and misunderstanding. The term is frequently, albeit erroneously, used to denote almost any kind of calcareous material or finely ground form of limestone or dolomite. Lime is made from high calcium or high magnesium limestone, generally having a minimum of 97% combined carbonate content. Normally, high calcium lime has less than 5% MgO. When the lime is produced from a high magnesium limestone, the product is referred to as dolomitic lime. Calcination/Hydration Calcination, or the production of lime, has its origins in the earliest days of alchemy, with the general reaction class having been identified in an Arabic text printed in 1000 AD. It was much later, however, in the mid-1700s to the mid-1800s before this basic reaction became understood from scientific perspective. The pro- duction of lime has been so basic and simple that its underlying scientific principles have over the years received only intermittent investigation. Rather, much of the thought and inquiry has been directed toward the development of kilns. Thus, it has only been in the last 25 to 30 years that lime has received any concentrated scientific investigation relative to the thermodynamics and kinetics of the calcination and hydration reactions. Particular emphasis has been focused upon energy consumption and fuel efficiency. Calcination refers to a broad class of reactions, of which the limeflimestone reaction is just one, wherein a substance is heated to less than its melting point, resulting is a weight gain or weight loss. In the calcination of limestone to produce lime, the basic chemical reaction is as follows: [ ] While there is nearly universal agreement bout the equilibrium conditions related to the limestone/lime reaction above, there have been numerous and varied calcination models developed for the reaction. Recent investigations have resulted in the development of the model shown in [Fig. 1]. From this model it can be seen that calcination is a function of both temperature and CO, pressure. It does not, however, provide any indication of the rate at which the reaction takes place. Calcination is strongly time variant with different limestones. In a very broad sense this relates to the fact that the calcination reaction starts on the exterior surface of the limestone and then proceeds toward the center. As the calcination reaction takes place, the CO2 released at the interface must make its way through the lime to the exterior surface. Since calcination is limited by gas diffusion to the surface of the partially calcined limestone, the natural impurities in the stone, differences in crystallinity, grain boundary chemistry, density variations, and imperfections in the atomic lattice all play a significant role in calcination rate. Therefore, the suitability of a given limestone as a source material for lime production can be determined only after completion of adequate burn tests designed to evaluate the various limiting factors. When a coal-fired kiln system is considered, the entire process of calcination is made even more complex by the introduction of additional chemical constituents into the calcination environment. The reader is referred to the references for a more detailed description of the complete calcination reaction and the differences inherent between differing kiln systems. In the foregoing discussion it was noted that CO2 is released during the reaction. This release results in a 44% weight loss during the complete calcination of a high calcium limestone, or a 48% weight loss for a highly dolomitic limestone. The trade term for this weight percent loss is loss on ignition, or LOI. This weight loss is frequently used as a measure of the completeness of calcination. Because the calcination reaction is chemically reversible, quicklime or burned lime is frequently referred to a being highly reactive, or unstable. The more stable form of lime, hydrated lime, is commonly preferred and generally specified by the user. Hydrated lime is obtained by adding water to quicklime to produce a dry, fine powder. Quicklime&apos;s affinity for moisture is then satisfied, although it still retains a strong affinity for CO2.

The Office of Mine Safety and Health Research (OMSHR) investigated ways to increase mine airflow to underground metal/nonmetal (M/NM) mine working areas to improve miners? health and safety. One of those areas is controlled recirculation. Because the quantity of mine air often cannot be increased, reusing part of the ventilating air can be an effective alternative, if implemented properly, until the capacity of the present system is improved. The additional airflow can be used to provide effective dilution of contaminants and higher flow velocities in the underground mine environment. Most applications of controlled recirculation involve taking a portion of the return air and passing it back into the intake to increase the air volume delivered to the desired work areas. OMSHR investigated a Nevada gold mine where shaft rehabilitation was in progress and one of the two main fans was shut down to allow reduced air velocity for safe shaft work. Underground booster fan operating pressures were kept constant to maintain airflow to work areas, inducing controlled recirculation in one work zone. Investigation into system behavior and the effects of recirculation on the working area during times of reduced primary ventilation system airflow would provide additional information on implementation of controlled recirculation into the system and how these events affect M/NM ventilation systems. The National Institute for Occupational Safety and Health monitored the ventilation district when both main fans were operating and another scenario with one of the units turned off for maintenance. Airflow and contaminants were measured to determine the exposure effects of induced recirculation on miner health. Surveys showed that 19% controlled recirculation created no change in the overall district airflow distribution and a small reduction in district fresh air intake. Total dust levels increased only modestly and respirable dust levels were also low. Diesel particulate matter (DPM) levels showed a high increase in district intake mass flow, but minor increases in exposure levels related to the recirculation percentage. Utilization of DPM mass flow rates allows input into ventilation modeling programs to better understand and plan for ventilation changes and district recirculation effects on miners? health.

The vibrations generated by a tricone drill bit are caused by the successive impacts of the bit teeth on the rock, and peaks in the vibration spectrum can be associated with impacts coming from particular rows of teeth on one or other of the bit cones. Wear of the bit teeth causes a shift of these peaks to higher frequencies at constant bit rotary speed, whereas changes in rock type generally produce changes in peak height. Bit bearing failure or poor hole-bottom cleaning both cause loss of definition in the spectrum, the latter often associated with spurious high-amplitude signals at low frequency. The vibration signals may also be analysed in the time domain, where, for example, cone locking can be identified by characteristic features in the signal of torsional acceleration.

A regional investigation to find large supplies of potable ground water was carried out at elevations exceeding 12,000 feet above sea level on the Bolivian Altiplano. The program marked the first application of modern ground water search and development technology in the region, and ended a history of unsuccessful exploration efforts to locate important supplies of fresh water from underground sources. Oruro, a population center of 90,000 inhabitants, and its primary supporting industry - mining, both derived major direct benefit from the results of this program.

V. Rajaram&apos;s paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. I. Introduction The free market cash price of aluminium in the third quarter of 1985 is approximately $1000/tonne, well below the short as well as the long run marginal costs of production. The current disparity between marginal costs and price, as well as the pattern of prices since their high level in 1980, has led many economists to question whether prices are governed by the &apos;fundamentals&apos;. Prices, some would argue, are the result of speculation; and speculation is irrational, little influenced by the fundamentals of the industry. The object of this paper is first to examine the relation between the fundamentals and price. A number of simple models are formulated and some empirical evidence is given to show that prices are not very different from costs. There are good reasons why costs and prices have fallen since 1980. Second, the connection is drawn between the fundamentals and speculation. To do this the concept of &apos;rational expectations&apos; is defined and applied to a model of the aluminium industry. Then speculation is introduced into the model and the characteristics of the solution are examined. The object is to discover the new factors that determine prices and the basic change in the nature of the solution that is caused by speculation. 2. Prices and the Simple Supply-Demand Model Consider a simple model of the aluminium industry. Demand, D, is determined by economic activity, A, given exogenously, and inversely by the price, P. Supply, Q, is determined by the inverse of the rnarginal cost curve, and so varies inversely with exogenous factor costs, C, and directly with price. Price is determined by the equality of supply and demand. Given the equilibrium level of demand, price in this model is equal to the rnarginal cost of producing the required level of demand, P = MC (Dl. Algebraically, [ ] How well does this simple model explain the change in prices during the last five years? Table I shows the LME cash price and the estimated marginal cost of producing consumption during the second quarters of 1980 through 1985. The figures in the table show that price and the marginal cost of supplying demand both fell between 1980 and 1982, rose in 1983 and by 1985 had fallen again. Only in 1984 is the direction of change different. And during the 1980 to 1985 period, marginal costs fell by approximately $560/tonne while the LME cash price fell by $678/tonne. There is a correspondence between the fundamentals of cost and price over most of the individual years and the period as a whole.
