After the successful breakthrough at the end of 2006 of both TBMs into the multifunctional site Faido (MFS), in the middle of 2007 the two tunnel boring machines resumed the 12 km long section between Faido and Sedrun. In the roughly a 10 month interval both approximately 465 m long tunnel boring machines were partly dismantled, pushed through the 2.5 km long MFS, rebuilt for the new larger diameter of 9.5 m and reassembled to be ready for operation. In the rebuilding phase, improvements were made to the equipment, especially as a result of experience gained from the previous 14 km long drive in the section Bodio and taking into account the latest information regarding the upcoming 14 km section Faido. Both TBM drives are currently in the rock formations of the Lucomagno gneiss, which stretch over a section of 3.5 km from the MFS Faido to the predicted Piora Syncline. This section is divided into two fold axes of the Chièra Synform, where the Lucomagno gneiss pass from a sub-horizontal into vertical bedding. The drives, with current rock overburdens exceeding 1,500 m and, as known from the excavation phase of the MFS, in part highly disturbed rock formations, are characterized by the locally intense rock squeezing conditions with large convergences in the vicinity of the driving TBM as well as backwards due to the interaction of the two drives. High expenditure for the support measures, reduced driving performances together with extensive extra work associated with deadlines and increased costs are the result. In the paper the previous experience with the TBM drives in the section Faido and the challenges still awaiting us are presented and discussed.

A contractor-manufactured 4.75m (15'-7") diameter EPB shield excavated a 115m (375 ft) long tunnel under the San Antonio River as part of the Salado Creek to Dos Rios Pipeline Interconnect Project in San Antonio, Texas. Lignite, limestone concretions, and sandstone in the face of the tunnel required the use of disc cutters. Less than 7.6m (25 ft) of sand and gravel hydraulically connected the top of the tunnel to the channel of the river. Fully lagged steel ribs with filter fabric were used for initial ground support and water control. This and other contractor manufactured TBMs in the 1.2 to 4.75m (4 to 16 ft) range are presented with descriptions of the jobsites, equipment, performances, and problems.

To maintain flexibility and ductility of tunnels crossing active faults, various mitigation measures are being utilized depending on fault offset movements and seismic design criteria. Examples of those approaches are simple bell and spigot joint, articulated joint, and complex deformable longitudinal bolt and spring joint system with seismic isolation washer. This paper presents a summary of tunnel fault crossing mitigation approaches and design considerations using previous relevant experiences in California as well as case histories from Japan, Taiwan, Turkey, Greece, and Italy found in literatures. Comparisons are made between large and small diameter tunnels, transportation, and utility tunnels, as well as bored, mined and cut-and-cover tunnels. Recent innovations, such as Japanese and Italian techniques, for tunnels crossing active faults are also discussed.

The basis for the selection of the ultimate pit for an open-pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau while the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-mak-ing range is significantly reduced and the process for select-ing the ultimate pit becomes more consistent, replicable and defensible. The technique outlined in this paper provides an approach to including risk in the process used to select the ultimate pit.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Minerals contribute to U.S. gross domestic product (GDP) at several levels ? from mining and processing to the manufacturing of Anished products. In 2009, the estimated real GDP of the United States decreased by 2.4 percent compared with, and the estimated nominal GDP was about $14.2 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. In 2009, the continued decline of the housing market was reflected in reductions in the production and consumption of cement, clays, construction sand and gravel, and crushed stone (those mineral commodities that are used almost exclusively in construction). Production of mineral commodities associated with the manufacture of goods for the housing market, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard also decreased. A precious metals refinery’s switch to personal computer-based, three-dimensional piping design saved many hours in the design of a South African precious metals refinery. Bateman Minerals and Industrial provided engineering, procurement and construction management services for Impala Platinum Limited-Refineries’ new $60 million refinery in Springs, South Africa. This project is one of the largest platinum refineries in the world. Bateman evaluated a new design method during this project that involved developing a three-dimensional model for the project. The new method saved time by reducing the man-hours required to generate complete project documentation, including plans, sections, isometrics and material takeoffs. The new method also saved design and construction time by allowing designers to detect clashes before construction began.

This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

Appropriate software and hardware necessary to adapt a x-ray CT analyzer for determination of coal washability has recently been developed and sucessfully tested for well characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed x-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink-float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

Froth flotation is a widely used, cost effective coal cleaning process. However, its high process efficiency is limited to a narrow particle size range between approximately 50 to 600 µm for coal and 10 to 100 µm for minerals. Beyond this range, the efficiency of froth flotation decreases sharply, especially for difficult-to-float coal fines of weak hydrophobicity (e.g., oxidized coal). This study was aimed at enhancing recovery of an Illinois fine coal sample using a flotation column featuring a hydrodynamic cavitation nanobubble generator. Nanobubbles that are mostly smaller than 1 µm can be formed selectively on hydrophobic coal particles from dissolved air in fine coal slurry. Results indicate that combustible recovery of a -150 µm coal was increased by 5-50% for different size fractions in presence of nanobubbles, depending on process operating conditions. Other major advantages of the nanobubble flotation process include lower collector dosage and air consumption since nanobubbles are produced from air naturally dissolved in water and they act as a secondary collector on particle surfaces, thereby resulting in considerably lower operating costs. The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralised zones, which are less economic or uneconomic as direct shipping ore. Test work demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and 150tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime’s shares and manages and operates the mine on Prime’s behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

Explosion-resistant seals in underground coal mines isolate the environment within the sealed area from the active workings of the mine. The current United States Title 30 Code of Federal Regulations (CFR) requires these seals to be constructed of solid concrete blocks. The CFR also allows for alternative methods or materials to be used to create a seal if they can withstand a static horizontal pressure of 138 kpa (20 psi), provided the method of installation and the material used is approved in the ventilation plan. The purpose of this report is to identify those explosion- resistant seals that have been tested and meet or exceed all the requirements of the CFR.

This article revisits global projections made in 1981of eight metallic and fertilizer minerals for the year 2000. The objectives here are to quantify the differences between the projected and observed levels of consumption for the year 2000 for eight of the 26 nonfuel minerals covered in the earlier study. An attempt is then made to attribute these (often) large differences to the major determinants of minerals demand — income, technological, regulatory and other policy changes, and changes in the recycling rates of the metallic minerals. The eight minerals covered are aluminum, copper, iron, mercury, nickel, phosphate rock, potash and tin. This summary article presents the actual population, gross domestic product (GDP) and per capita GDP changes from 1970 to 2000, compared with the projected rates for these important determinants of mineral use, along with the observed growth rates of minerals consumption for the eight nonfuel minerals included in this study. When the projections are compared with the observed global consumption levels for the year 2000, the differences range from +43 percent for nickel to +229 percent for potash.

At long last, mining is on the rebound in Minnesota?s Iron Range and the excitement is starting to show. The SME Minnesota Section?s annual meeting was once again held in the heart of Iron Range country, at the Duluth Entertainment and Conference Center on the Duluth waterfront. The conference boasted a record attendance of 475 people and its largest-ever trade show. Appearances by Governor Mark Dayton?s new Iron Range Resources & Rehabilitation Board (IRRRB) appointee, Tony Sertich, as well as a local Fox news crew (see clip on SME website [link: http://fox21online.com/news/duluth-mining-conference-breeds-optimism-tech-innovation]) made clear that a lot of eyes [ ] are on the industry as it dusts itself off from the 2008-2009 recession. While the early years of the 21st century were very good to the Iron Range, the global drop in commodities prices and production left many companies reeling and brought back bad memories of the collapse of the industry in the 1980s. However, two years of solid growth and a rebound to above pre-2008 production levels have let the Minnesota mining industry to relax a little and talk seriously about long-term growth and stability.

Peng The highlights of this paper are : • The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of ?d, and a horizontal movement toward the gob, creating vertical fractures in the roof. • The major purpose for employing the lemniscate-link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. • Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.
