All mining operations, including iron ore, maintain a focus of continuous improvement and asset optimisation in their operations. As all the operations in the Mine-to-Mill value chain are inter-dependent, available technologies that address efficiencies across the value chain are once again in the spotlight as companies are driven to improve productivity and maximise mine site profits to increase return on capital invested. Core to continuous improvement is the need to understand the baseline and the impact of changes to the process. In this paper, we discuss some of the key attributes in the mine to mill process, including their influence on productivity and cost, the need for direct measurement and areas where they should be applied. Many initiatives can be considered to improve mine to mill processes. Mining operations are planned and executed based on designs and models to achieve the operation’s objectives. However, there are many variables in the different parts of the value chain, such as blasting, material handling, crushing and screening. Measurement of the key attributes establishes the baseline for Mine to Mill (or Pit to Plant) performance which is necessary to understand the impact of any proposed improvements to the process design and execution and to monitor the outcomes on an ongoing basis to sustain the improvements that have been implemented. We have focused this paper on two types of measurement – blast movement and particle size of materials through the mine to mill process. Several innovative technologies are already available to measure these attributes and assist operations improve productivity and mine site profits.

Two separate studies investigated the compressive strength of basic igneous rocks and its relation to index properties such as porosity, density and soundrave velocity. The rocks tested were weathered dolerite from S. W. England and vesicular lavas from California. In both cases strength was affected considerably by porosity. In the dolerite, strength was also affected by fissures (microcracks) which were formed in the parent rock by shearing and later accentuated by weathering. While test results show that porosity, density and sound velocity are not reliable indices of rock strength, these properties are useful in interpretation of strength test results. Index testing can be used to classify samples according to similar behavior and to recognize the influence of fissures.

This presentation will describe the underground excavation at the Bad Creek Pump Storage project. It consists of approximately 3,650 m of various size tunnels ranging from 4.2 m to 9.0 m finished diameter, a powerhouse cavern 45 m high by 135 m long by 22.5 m wide, and 422 m of 9 m diameter shaft. A total of 350,000 m of rock will be excavated, hauled, and placed in a submerged wier. Temporary rock support consisting of shotcrete and/or rockbolts is installed as required.

The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves an area of approximately 860 square miles and collects and processes used water from the city of Chicago and 116 surrounding communities. As a public agency, the MSDGC -Serves a population equivalent to 10 million people which is composed of 5.5 million people and an industrial wasteload equivalent to an additional 4-1/2 million people. -Provides 400 miles of intercepting sewers and tunnels ranging in diameter from 12 inches to 24 feet. -Operates 71 miles of navigable waterways and channels conncecting the Atlantic Ocean and the Great Lakes with the Gulf of Mexico and 6,000 miles of inland waterways. -Maintains the largest water reclamation plant in the world. -Processes 1,380,000,000 of used water daily and removes approximately 1,000 dry tons of organic solids each day. -Has spent approximately 700 million dollars in capital improvements to date, and will require expenditures in excess of 3 billion dollars (including over one-half billion dollars in tunnels) to meet existing federal and state water quality standards.

Research in the eastern U.S. has shown that productive mine soils and forests can be restored using the following guidelines: (1) cooperation among the mine operator, landowner, and regulatory authority in developing the mining permit; (2) replacing topsoil or creating a desirable medium in which trees are planted; (3) loosely grading non-compacted topsoil; (4) using native and non-competitive domestic ground covers that quickly protect the site; and (5) planting a proper silvicultural mix of crop trees for their commercial value along with nurse trees for wildlife and soil improvement.

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

In the last five years Eldorado Resources Ltd. (ERL) has undergone a major expansion and modernization of its uranium refining and conversion plants. A new refinery for processing yellow cake to UO3 was constructed at Blind River in northern Ontario and started up in 1985. Its rated capacity is 18,000 t/a uranium as UO3. At Port Hope, Ontario, ERL's new UF6 conversion plant has been constructed. This plant started up in 1984. It utilizes the novel, wet-way process to produce UF4 and gives the company a UF6 production capacity of 14,500 t/a U. Also at Port Hope is Eldorado's ceramic UO2 powder production facility, commissioned in late 1980. It has a capacity of 1700 t/a uranium as UO8. With the completion of these capital projects, Eldorado has the largest and most up-to-date refining and conversion facilities in the western world. This paper reviews the refining process and process design. The methodology used to start up the Blind River plant is described as are some startup difficulties, solutions that were developed, and the resultant current operation.

Last year in the US alone, about 425 Mt (468 million st) of minerals and coal were beneficiated by froth flotation. This number indicates that from 1983 there was a 10% increase in tonnage of min¬erals and coal beneficiated by the indus¬try. A significant improvement was seen in the tonnage processed by the nonferrous minerals and coal industries. BP Minerals America installed 85 m; (3000 cu ft) flotation cells at the Bing¬ham Canyon mine and concentrator. The new flotation circuit has fewer than 100 cells compared to 2000 flotation cells used in the old plant (Mining Engi¬neering, November 1988). Column flotation use on a commer¬cial scale continues to expand as seen from the interest expressed at the Col¬umn Flotation Symposium (Column Flotation '88). The Magma Copper Co., San Manuel Division replaced all con¬ventional cells with 1.8 x 12 m (6 x 40 ft) column flotation cells for copper con¬centrate cleaning. Also, 1220 mm and 760 mm-diam (48 in. and 30 in.-diam) column cells are operating at the plant in the molybdenum circuit. A commercial Diester Flotaire col¬umn cell for fine coal recovery was installed at the United Coal Wellmore No. 20 plant. The 36.8 m3 (1300 cu ft) cell recovers 13.6 to 18 t/h (15 to 20 stph) of -590 gm (-28 mesh) coal. A similar unit has been installed at Tanoma Mining Co. in Pennsylvania. Various modifications of the column cells are being designed around the world. Jameson (Mining and Metal¬lurgy, 1988) described a new concept whereby the feed and air stream mixture is discharged into a cylindrical column of about 1.2 m (4 ft) height. Recovery and grade of nonferrous minerals have been reported to be better than that in a four-stage conventional flotation clean¬ing circuit. Flotation reagents American Cyanamid and Dow Chemical continued development of a new generation of sulfide collectors. A general feeling is development of new sulfide collectors has not kept up with flotation technology. Additionally, joint efforts between industry and chemical suppliers will likely be necessary to realize the economic benefits of the new technologies, since new chemistries respond differently compared to the conventional collectors. Flocculant development in recent years has been evolutionary rather than revolutionary. Rothenborg reported on development of a new flocculant family (a hydroxymated polyacrylamide desig¬nated S-6703) that has shown consider¬able promise in red mud clarification. Plant testing showed that this new floc¬culant could replace starch and poly¬acrylate and provide significantly higher overflow clarity. Barol Kami (Siirak) and Cleveland¬Cliffs (Hancock) reported development of an amphoteric apatite collector (ATRAC 873) that was used in Tilden's silica flotation process to increase apatite rejection. The collector was engineered for the particular flotation conditions in the complex Tilden process. Significant plant testing with ATRAC 873 showed that this reagent gave significantly in¬creased apatite rejection without any effect on silica flotation effectiveness or selectivity. Electrostatic separation Electrostatic separation is now em¬ployed in the precious metals mining industry to recover gold and silver grills from crushed slag. The installation at Paradise Peak has prompted other op¬erators to consider this application. In another development, attractive potentials for treating very fine minerals (-45 µm or -325 mesh) are being devel¬oped by Advanced Energy Dynamics and by the Department of Energy. Demonstration tests using triboelectric charging/electrostatic separation have been successful on a variety of minerals as well as coal. Magnetic separation Developments in magnetic separa¬tion have transpired on a production scale. Superconducting, high gradient magnetic separation has gained accep¬tance with the successful startup of a second unit treating kaolin at J.M. Huber Corp. This liquid-helium-cooled mag¬net generates 2.0 tesla in a 3-m-diam (120-in.-diam) bore with no power con¬sumption. Wet, high-intensity magnetic separation has been applied to sulfide mineral separations both domestically and abroad. These continuous type of separators are effective in removing residual chalcopyrite and sphalerite from other base metal sulfide concentrates. Separators using high energy rare earth permanent magnets are continu¬ally increasing. Now offered as both drum and roll type, these units are be¬coming a staple in the processing of industrial minerals. Tests using rare earth magnets strategically placed on a spiral concentrator have demonstrated the enhanced recovery of heavy miner¬als such as ilmenite. Classification Although no major technology break¬throughs in classification appear immi¬nent, there is an increasing need for more efficient and cost-effective meth¬ods to make size separations. There has been considerable growth in public enterprise institutions involved in mineral commodity markets. These institutions typically consist of trading organizations (STO1s), regulatory agencies, and mixed agencies. The particular character of these institutions varies according to whether they reside in developing countries, in Eastern Europe (COMECON Countries), in industrialized countries, or in the form of international agencies. The purpose of this paper is to explain recent attempts to assess the growth of public enterprises as well as their impacts on mineral markets and trade. Some earlier analyses of market impact made by the author have been up- dated for four major mineral markets: copper, tin, bauxite and iron ore. Conclusions are drawn regarding the dynamics of market structure changes and their impacts.

1. Introduction The new Cleuson-Dixence development project in the Valais region of the Swiss Alps, involves the construction of a new link between the Grande-Dixence dam (still world recordholder with a height of 300 m) and a power house on the banks of the Rhone consisting of approximately 20 km tunnels and shafts, and involving a fall of about 1900 m. This 1200 MW project will replace an existing 900 MW structure built in the 1960s, no longer considered efficient. The new project comprises a head race drift about 15.8 km long, a surge tank, an inclined cascade shaft 4,2 km long, and an underground power station. The work for lots C and D (head race drift from Tortin to Tracouet, surge tank, six adits ans the complete inclined shaft) was awarded to our group (Prader, Locher, SELL, Losinger, Evéquoz, Dénériaz, Imboden and Bouygues). The geological conditions are: Lower part of the shaft (300 m) : sedimentary - sandstone and soft tertiary sandstone. Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the micro- computer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user pro- grams to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to en- courage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Har- mon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the com- puterized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage ) , the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

The continuous sintering process was invented more than 60 years ago by two metallurgists, Arthur S. Dwight and Richard L. Lloyd, who saw a need for automation in mineral processing. Their specific objective was to beneficiate copper ore by desulfurizing and agglomerating it for copper blast furnace smelting at the Cananea plant in Mexico1. Since their early development the process expanded widely in scope, size, and application. The current worldwide sintering applications exceed 250 million tons per year for agglomerating ores of lead, manganese, zinc, and iron. Sintering is also widely used for production of sintered lightweight aggregate from clays, shales, and fly ash. The continuous sintering process took on wide expansion during the 1960's in foreign countries. Plants for production of approximately 135 million tons per year were built in these countries for sintering iron ore fines as shipped from new iron ore projects of Canada, Liberia, India, Brazil, and Australia. This expansion represented construction of approximately 80 new sintering plants, some as large as 15 thousand tons per day production on a single large sintering machine. Sized self-fluxing or highly fluxed sinter has become recognized as a premium blast furnace charge and has enabled blast furnaces of Japan and Europe to produce upwards of 10,000 tons of metal per day with coke rates less than 1,000 pounds per ton of metal. This coke requirement is practically 50 percent of the ordinary rates achieved during the early 1950's when the peak blast furnace production was less than 113 of the current records.

The recently completed major modifications and additions to Reserve Mining Company's taconite concentrating process incorporate a totally new control system. Design of the new control scheme is centered on reliability, versatility, centralization, and optimization. The design objectives were achieved through a distributed control system based on a network of independent field located micro-processor based control systems connected to a central control room. Operation of each micro-processor can be interrogated and modified from the central control room by the operator or by either of two computer systems. The two computer systems handle logging, alarming, specialized sequenced controls, and complex process optimization routines.

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. The theoretical relations between the strain and stress Mohr circles make it possible to establish a relation between the internal friction angle [ ] and the Poisson's ratio (v) of rocks. The internal friction angle is related to the Poisson's ratio as Sin [-] = (1 - v)/(l + v). This relation gives lower friction angle values than the triaxial Mohr envelopes and higher values than those given by surface sliding friction tests.

Four Ca-bentonitic clays from Alabama were evaluated for use in Diammonium Phosphate (DAP) or Urea Ammonium Nitrate (UAN) fertilizer suspensions. The viscosity and gel strength of suspensions prepared with different proportions of a Western bentonite clay and sodium exchanged Alabama clays, were measured as a function of clay content and dispersant concentration. The results obtained suggested that three of the Alabama Ca-bentonites would replace about 40% of the more expensive Western bentonite in UAN and DAP fertilizer suspensions. The performance of the Na-modified clays, prepared according to the TVA soda ash method, was as good or even better than those observed for the Mg-, Na/Mg-or K-modified clays. The TVA clay modification procedure appears to be reliable and cost effective.

Significance of grinding media wear and its effect on chalcopyrite flotation are discussed. Laboratory marked ball wear tests were conducted grinding chalcopyrite ore and quartzite dry, wet, and with collector added during grinding. The effects of oxygen and nitrogen on ball wear were evaluated by the addition of chalcopyrite mineral while grinding quartzite. The effect of dry and wet grinding on chalcopyrite flotation was also studied. Results show abrasive wear is greater in quartzite grinding than in grinding chalcopyrite. Oxygen increases the corrosive wear of high carbon low alloy steel balls in the presence of chalcopyrite ore. Chalcopyrite flotation was retarded due to wet grinding in the presence of oxygen.
