Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic. The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. Scandura Conveyor Belting, a mid-sized manufacturing company supplying the mining industry, has embraced several of these opportunities that add value to the sale and service of the manufactured product. This paper presents a technical overview of available technology and how it is being applied to advance the conveyor belt industry. These technologies are used to provide historic catalog information, interactive troubleshooting, product installation and service instructions, detailed product information, technical calculations for the proper conveyor belt selection, and on-line site surveys and maintenance logs.

INTRODUCTION The Bureau of Mines (The Bureau) remote sensing researchers at the Denver (CO) Research Center, have been investigating computerized methods to detect and map surface linear features called "lineaments" for ground hazard assessment in mines. Many of these lineaments at the test mine site were found to correlate to subsurface geologic discontinuities such as faults, fractures, and joints that intersect coal seams at depth. These features adverse1 y affect the roof and rib integrity in underground mines, thus contributing to rock failures that may result in injuries to mine workers and loss of production. Advance knowledge of the existence of such hazardous geologic features can aid in mine planning and development. Lineaments may be observed in a variety of images of the earth's surface. Linear features that can be observed using Landsat mu1ti spectral scanner data (MSS) images range from regional (greater than 3 miles in length) to an intermediate length of from 1 to 3 miles. These images are recorded in discrete radiation bands in the green, red, and near-infrared portions of the el ectromaynetic spectrum. These data are acquired from the EROS Data Center of the U.S Geological Survey, Sioux Falls, SD, in digital format on magnetic tapes that are suitable for processing on certain minicomputers. Shorter lineaments length (less than 1 mile) can be observed in high- to low-a1titude aerial photography, radar, and infrared images with image scale ratios of 1:1,000,000 or less. These linear features can correlate to smaller dimensioned faults, and to fracture and joint sets at the local geologic scale. Other informational sources can help substantiate 1ineament analyses, such as well logs, mine naps, topographic data, and geophysical data acquired over the study site. Hydrometallurgical processes involve the recovery of metals from ores, concentrates, calcines, mattes and scrap materials by a series of operations involving leaching or dissolution, separation, purification and reduction of metals in aqueous solutions. The underlying theoretical basis of many of these operations is electrochemical in nature and it is the purpose of this review to identify and illustrate, by way of examples from the author's experience and that of others, the central role of interfacial electrochemistry in the understanding, design and control of these operations.

Australia is the largest exporter of coking and thermal coal to the international market. This market has required that the coal being presented to the customer has a particular level and consistency of quality. In this context, the Australian industry has developed coal preparation practices that allow this criteria to be met while maximising the recovery of coal from the resource. This has required on- going developments in both coarse and fine coal cleaning technology over the past 30 years. Coal flotation has undergone a number of developments with regard to maximising recovery from the overall plant circuit. This includes innovative flotation circuits (split feed), methods of enhancing the use of reagents and control of pH. During the 1990s, there have been major changes in flotation as practised in Australian coal preparation plants. Columns have become the preferred technology for both greenfield developments and plant upgrades. This paper will outline the above developments with a number of plant examples and the reasoning that has driven the change. The ongoing research that is being carried out on new cells to optimise the overall fine coal circuit will also be discussed.

The overburden responses in gently inclined orebody mining are different from those in horizontal orebody affected by the orebody dip angle. In particular, the mining-induced stress presents asymmetrical distribution characteristics spatially, resulting in stress concentration and large-scale pressure relief phenomenon in the surrounding rock. As a result, frequent ground pressure disasters such as roof collapse and barrier splitting occur frequently. Moreover, the ground pressure evolution law and the interaction between stopes in multistope mining are complex. The effective ground pressure control measures cannot be taken due to unclear understanding of the evolution of stress and displacement fields, justifying the investigation of the distribution and evolution of underground pressure for safe and efficient mining.

In each chapter an attempt has been made to provide the reader with information on the common commercial mineral or minerals involved with the commodity, some of the uses. the processes used to recover and concentrate the minerals, as well as geographical areas where these process are utilized.

The disposal and reintroduction into recycling of residues produced by today's industrial society is not only a problem of much public debate in the countries concerned but also an increasingly prominent topic in science and research. In the treatment of most types of waste, ecological as well as economic considerations are important factors. In view of this, not only will future expenditures for treatment and processing become more significant but also, on the other hand, the savings and profits resulting from recycling. The situation described above reflects the inherent problems in the treatment of solid residues produced by waste incineration plants. The incineration of municipal waste produced approx. 2.7 - 2.8 million tonnes of solid residues in 1993 in the Federal Republic of Germany, which in part included still considerable amounts of organic and inorganic pollutants that could potentially be released into the environment. The most significant of these in terms of volume is incinerator ash at approx. 2.4 million tonnes. Through the use of innovative processing techniques, attempts are being made to convert the residues into a form that remains environmentally neutral over the longest period of time possible. One such group of techniques includes smelting technologies. After it has undergone specialised treatment, mineral incinerator ash is converted into environmentally neutral and reusable glass (vitrification) since, besides a reduction in the volume of the residues by approx. 90%, the main goal is a complete immobilisation and destruction of inorganic and organic pollutants respectively. These glasses, after they have been reshaped, are resold as commercial products such as damming or form glass.

Elastomeric liner products have been used for over two decades in a wide variety of uses including pond liners, hazardous waste barriers, dam face rehabilitation and mining applications. Asphalt blended with polymers is enjoying renewed interest in the engineering community because of its durability, high yield attributes, fewer CQA steps due to seamless installation, and ease of installation and repair. As in other lining technologies, advancements in polymer chemistry and improvements in installation techniques have had dramatic impact on the quality of fluid-applied asphalt (FAA) membranes. Membrane 6, man­ufactured by Deery Oil, Inc. for over 16 years is a hot-applied polymer modified asphalt membrane that can be applied to a variety of substrates in a reinforced configuration or installed directly on an asphalt surface. By blending thermoplastic polymers with asphalt, very favorable stress/strain characteristics can be achieved (Chambers, 1980). Typically the membrane will yield under rel­atively low stress and also exhibit high elongation capability. In service applications where puncture resistance is a concern, fluid applied asphalt materials have the flexibility and com­pressive strength under heavy loading that leach pad designers may find attractive. Additional security is achieved if long term service life is important as in the case of radioactive waste con­tainment. The Department of Energy selected Membrane 6 over seamed liners for a surface barrier that must isolate and contain radioactive waste for 1000 years. Asphalt has a long history of use as a water-stop material and it is believed that this natural construction material combined with SBS polymers will per-form for a millennium. (Freeman, 1994) The process of installing Membrane 6 varies according to job size and the type of surface to be protected. Lining applica­tions on compacted substrates require the membrane to be applied to a scrim cloth (fig 1). Some early pioneers in FAA technology neglected this step and therefore never achieved per­formance levels that satisfied regulatory guidelines. The scrim provides a cohesive surface that promotes membrane flow while achieving high impermeability (2Xl0 '11).

The intensity of environmental conflict, the delays and legal battles that have marked the 1970's suggest the need for additional processes to resolve environmental disputes. Our present means frequently fail to address the real issues separating individuals and institutions. They are primarily adversary processes that foster polarization and reduce cooperative efforts. At the Office of Environmental Mediation, we have no quarrel with adversary processes nor with polarization, for both serve as important spurs to necessary change. We do seek cooperation among parties at a point where there can be a realistic expectation of success in facilitating a resolution of their mutual differences.

I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. Kaolin clay from Late Permian sequences has been considered a potential resource for niobium (Nb) due to high concentrations reported at several hundred micrograms per gram and large areal distribution. A previous case study identified titanium (Ti)-bearing minerals associated with kaolin clay as the main host phases for niobium. Correlation between the Nb and Ti concentrations was poor, however, and the types of Ti-bearing minerals and modes of Nb occurrence were unclear. To investigate this, typical kaolin clay samples from Late Permian sequences in southwest China were characterized, and final products derived from them were investigated using X-ray fluorescence (XRF), inductively coupled plasma-mass spectrometry (ICP-MS), X-ray diffraction (XRD), scanning electron microscope (SEM), transmission electron microscope (TEM) and energy-dispersive X-ray spectroscopy (EDS). The results revealed three types of titanium dioxide (TiO2) mineral phases in the clay samples: (1) massive TiO2 minerals, (2) aggregates of nano TiO2 minerals and (3) granular TiO2 minerals. The first two did not contain niobium. From the EDS analysis, the granular TiO2 minerals, including anatase and rutile, were the source of Nb in the kaolin clay samples.

The Berkeley pit-lake was sampled during two seasons, fall 1997 and spring 1998, from the surface to the bottom. Various parameters were measured to determine what effect the seasons had on the water column. It was determined that a seasonal turnover did occur between the fall and the spring sampling; however, the depth of mixing due to turnover could not be established. Trends were observed which suggested that microbial activity was altering the iron speciation at depth, and subsequently masking the extent of mixing. Various trace metals were removed from the surface water by either co-precipitation with schwertmannite or adsorption.

INTRODUCTION Rapid transit systems involving near surface tunneling in hard rock are becoming more numerous, especially along the northeast corridor of the East Coast. Tunneled systems are under construction in Washington, D.C. and are being planned for Atlanta, Buffalo and Baltimore. Near surface tunneling is defined for this paper as being that in which the crown is 100 feet or less below ground surface. For Rosslyn Station, the total cover ranged from 52 to 70 feet. The rock cover, however, ranged from 40 to 50 feet which is slightly less than the station height and about two-thirds of its width. Rosslyn Station (Fig. 1) is the only station excavated completely in hard rock in the Virginia portion of the 98.5 mile Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system. The station site, oriented in a north-south direction beneath a main thoroughfare and flanked by multistory office buildings, was fixed by the need to serve a dense population center at a specific location and geologic conditions were a secondary consideration in siting. There was no previous underground rock excavation in the Washington Metropolitan Area of the size and scope of Rosslyn Station that offered a practical case history guide to the geologic conditions and excavation problems to be encountered. The tailings produced from the Kirki (Agios Filippos) high sulfidation epithermal deposit processing plant are laminated, weakly cemented and their particle size ranges from fine sand to fine silt. They are mainly composed of milling residues of gangue (quartz, dickite/kaolinite, pyrophyllite, illite); sulfides and secondary minerals (jarosite group minerals, butlerite, anglesite, beudantite and gypsum) are present to a lesser extent. They have high Pb and Zn (average 0.75 % and 0.57 % respectively) and low S (1.04 to 2.92 %), Cu, As, Cd, Ni and Sb content (average 248, 163, 59, 27, 20 g/t respectively). Stagnant waters forming small ponds on the surface of the impoundments exhibit low pH and high heavy metal and sulfate concentrations. Negative Net Neutralization Potential (NNP) characterizes the tailings, indicating moderate to high potential for acid generation. Application of the TCLP test revealed that the tailings are characterized as toxic because of the increased solubility of Pb and Cd. On the other hand, As TCLP solubility is very low.

Continuous monitoring of carbon monoxide and other fire-related parameters by means of an atmospheric monitoring system (AMS) has been used by the mining industry for early fire detection in underground mines. The National Institute for Occupational Safety and Health (NIOSH) initiated a project to integrate real-time AMS sensor data with NIOSH’s mine fire simulation program, MFIRE 3.0, to simulate and predict the spread of smoke that would provide assistance to mine fire emergency response personnel. Determining the heat release rate of a fire using the monitored sensor data was a critical component of the successful completion of this project. NIOSH researchers developed a direct method to calculate the heat release rate when a fire is within close range of sensors. However, this method is only applicable to the case where a fire occurs in AMS-monitored airways. This paper presents an improved method for determining the fire heat release rate for complicated scenarios where a fire is distant from sensors and airflow splits and merges are present. The method was validated using a fullscale diesel fuel fire test conducted in the Safety Research Coal Mine at the Pittsburgh Mining Research Division and can help mine operators and safety personnel make informed decisions during a fire emergency.

Venezuela, once a world's top gold producer until 1886 Witwatersrand discovery, did let fall its role then because of a serious lack of infrastructure and population, and lately (since World war II times), because of discouraging mining and taxation laws, laying upon an oil prizes bonanza. Recent research leading to estimates of about 5.000 mt. of gold, mainly related to the greenstone belts of the Guiana Precambrian shield outcropping in Venezuela, are opening the scope for both Government and international investing and mining companies, for gold exploration and development projects in the country. This paper overviews Venezuelan Gold mining industry, as seen from the point of view of a participating mining company.
