An 8-foot tall horseshoe adit tunnel located within an abutment of the Mount Morris Dam in Mount Morris, NY required repair of a failed reinforced concrete liner. The adit tunnel is entirely founded within highly weathered shale bedrock units, which induced unloading stress on the original tunnel liner. An epoxy-impregnated carbon fiber fabric wrap manufactured by Sika was chosen to repair the failed adit tunnel liner. Kilduff Underground Engineering completed the design of the tunnel repair utilizing both empirical and numerical methods. Merco Engineering Contractors completed the injection of chemical grout and repair liner installation.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

A study of the application of mine tailings as precast construction materials through alkali activation was carried out, focusing on efficiently activating mine tailings, reducing alkali consumption, decreasing curing time and improving compressive strength. Test results showed that unconfined compressive strength of 40 MPa was achieved. In addition, to elucidate the geopolymerization mechanism of mine tailings, microscopic and spectroscopic techniques including scanning electron microscopy with energy-dispersive X-ray (SEM/EDX) analysis, Fourier-transform infrared (FTIR) spectroscopy and X-ray diffraction (XRD) spectroscopy were used to investigate the microstructures and elemental and phase compositions of the reaction products. The findings of the present work provide a practical method for applying mine tailings as precast construction materials through alkali activation.

One year ago this month, we in Central Florida witnessed the beginning of a most exciting and glamorous attraction. After three years of construction and anticipation, Walt Disney World opened its gates near Orlando and during its first year of operation received a flood of over 10 million visitors---half of all who came to Florida last year! The side effects of this newest addition to Florida have been phenomenal. Traffic on heavy days has been backed up for 30 miles from the amusement park along a major interstate highway. Hotels and motels have been jammed packed for months, and reservations are still difficult to make. Gasoline stations, restaurants and souvenir shops are doing a booming business. Everywhere you look as you ride the highways of Central Florida you see the signs of growth. New hotels spring up almost overnight. Golf courses galore. New housing projects and apartments sprawl where orange groves used to be. New roads criss-cross areas which were once deserted. There seems to be no end to the steady influx of tourists and new residents to the Sunshine State. And it's mainly because that we are the Sunshine State that they come. Air and water pollution is and has been at a minimum in Florida. Pollution and emissions are fighting words among some groups dedicated to preserving the bountiful environment we share in Florida. Little wonder then that some of these people display concern when they learn that just 50 miles from the entrance to the Magic Kingdom of Disney, phosphate draglines strip away thousands of acres of land each year to extract one of our nation's most precious

The Tacubaya subway tunnels form a link in the Sistema de Transporte Colectivo (Mass Transit System) of the Federal District of Mexico. One tunnel 327 m long lies to the north of Tacubaya Station, the other 811 m long, to the south. The tunnels are designed to accommodate two subway trains, one inbound and one outbound, within the inside diameter of 8.5 m. The designers of the tunnel lining and tunnel driving equipment were faced with the problem of driving two subway tunnels 9.0 m outside diameter through water-bearing soil, directly beneath a high speed limited access highway, a main drainage sewer, structures including residences and office buildings, on an alignment curved for 67 per cent of tunnel length, and on grades as high as 7 per cent, within a limited budget, with minimum damage to property and disruption to the community. Planning The following decisions affecting tunnel design and construction were made at an early stage of planning: Shield. To enhance safety, a tunnel shield would be used for tunnel driving. Dewatering. The water-bearing soil could be effectively dewatered; consequently, tunnel driving could be performed in free air. Hand Mining. To minimize investment in equipment, hand mining would be used to excavate and support the face.

The East Central Interceptor Sewer, commonly known as the ECIS Project, is the largest public works construction project awarded by the City of Los Angeles. The complexity of this $240 million project, together with the challenge created by the mandated 1,000 calendar days for construction completion, make this project a major interest for the tunneling industry. This paper will describe the ECIS tunnel project, currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor / Frontier-Kemper. Mining of the18.5 km (about 11 miles) long and 4.7 m (15ft-4in) diameter tunnel is underway with four Tunnel Boring Machines mining at the same time. Details on the mining machines, muck handling systems, innovative construction sequence, together with mining progress will be given.

Knight Piésold?s annual roundtable discussion was held at the Red Lion Hotel and Casino in Elko, NV on March 14. This year the title was, ?Roundtable discussion on material co-disposal/ co-placement in the mining industry.? This topic was chosen because of the benefits that the mining industry could realize through the advancement of improved methods of storing tailings and mine waste and from reducing short-and long-term environmental hazards while reducing the footprint of these facilities and making strides toward attaining a walk-away solution. Knight Piésold had a local representative, Bryan Ulrich, as well as representatives from its Denver, CO office, including Tom Kerr, president of Knight Piésold?s U.S. practice, and Jeff Coffin, Ph.D., geotechnical engineer, to help facilitate the discussion. The event played host to about two dozen attendees from several western states. Attendees included personnel from more than 10 mining properties, various corporate offices and academia. The purpose of the roundtable was to exchange ideas and information pertaining to broad topics revolving around the subject of co-disposal/co-placement in the mining industry. Compared with traditional conferences and symposia, the roundtable forum tends to provide a less inhibited format for discussion. In the roundtable format, lively discussions and applicable tangential departures are encouraged. This was the seventh in the series of the Elko Roundtable events. Previous roundtables pertained to: ? Heap leach pad design, construction and operation. ? Design, construction and operation of tailings storage facilities. ? Site-wide water considerations. ? In July 1968, P.T. Inco Indonesia was granted a Contract of Work to explore and develop the nickel laterite resources on the southeastern peninsula of the island of Sulawesi. Since 1970, exploration has centred on the deposits at Soroako as the site for initial project development. This paper describes the exploration methods used to evaluate these rather unique laterite deposits, the geology of which is described in the first section of this volume.

Unit Rig & Equipment Co., manufacturer of Lectra Haul Trucks, is continually studying methods of reducing the operating costs of large haulage trucks. Reduction of haulage system operating costs is an important goal that equipment operators and equipment manufacturers constantly try to improve on. One of the most variable and important factors affecting operating costs is actual truck operating practices. An examination was centered on methods to optimize truck utilizaion. It was found that a very effective method of accomplishing this goal would be an Automatic Truck Control (ATC) system to automatically control a fleet of haulage trucks in a predetermined pattern. Economic studies were conducted which showed a very favorable reduction in mine operating costs by use of an ATC system. In 1970, Unit Rig & Equipment Company, in conjunction with SAAB-SCANIA began preliminary development of adapting for truck use a proven automated control system previously used for train systems, small trucks, and military target vehicles.

With more than 20 major mines extracting copper, gold, coal, molybdenum and lime, Arizona is recognized as one of the better mining jurisdictions, not just in the United States, but in the world. However, that is not to say the road to production is always paved with gold, or in many cases, copper. Earning the license to mine in Arizona is a complex process with years of paperwork and permitting before the first tons of ore are ever processed. Now, get the federal government involved and the process becomes even more complex, and the path to production can become even longer.

Asarco has been using computer-aided open-pit mine design since 1966. The in-house developed program package includes drill-hole analysis programs, interpolation routines, and three-dimensional open-pit design programs. The financial analysis step after pit design required that a reasonably accurate schedule be produced so that a good cash flow model could assess the feasibility of a project. The manual method of scheduling was too time-consuming for feasibility work, so a computerized scheduler was required. Since no computerized mine scheduling programs existed, we requested proposals from consulting firms to develop such a program. The selection of a consulting firm, the formulation of the contract and design specifications required about three years to accomplish. The consulting firm, Systems Control Inc. (SCI), of Palo Alto, spent over one year doing the programming and testing alone. The details of the program development were reported in "Computerized Year-by-Year Open-Pit Mine Scheduling," SME-AIME Transactions, December 1974. In June of 1973 the program, which SCI dubbed Optimum Resource Extraction or ORE, was installed. Version 1 of ORE was utilized successfully on three separate properties over a period of two years. During this time it became obvious that some of the original design specifications were restrictive, and certain modifications were required. The ORE program was submitted for modification, and after one year version 2 was operational in May of 1976. The program now consists of approximately 20,000 lines of FORTRAN source statements grouped into 190 subprograms, and runs in a 450K region of Asarco's 370/148 in Cranford, NJ. The Tucson com¬puter (370/115) is tied to the Cranford computer via a 9600 baud leased T.P. line, for running mine scheduling and other large mine planning programs.

Metallurgically, the term agglomeration is used to describe processes whose goal is to form balls, briquettes, nodules, flakes, or other sized shaped particles from loose, usually fine, incoherent particles. In practice it includes such varying processes as the briquetting of coal dust and other substances, the balling and induration (heating) of such nonmetallics as cement, fluorspar, lightweight aggregates, etc. It includes such widely used processes as the sintering of nonferrous concentrates, such as those copper, lead, zinc, etc. The agglomeration of specific nonferrous metal concentrates is discussed in detail in the section of this handbook devoted to that particular metal. Agglomeration processes are of particular value to the iron and steel industry where the nature of the primary reduction process, the blast furnace, requires for best results a burden essentially free of fines. This is a change that has taken place since about 1960. Prior to that time many fine unsized ores were fed to the furnace. The development of the pelletizing process gave to the industry a chemically controlled closely sized product that increased the produc¬tion rate and reduced the costs so much that unsized fines are seldom used in modem furnaces. Steel plants produce many fine sized waste products such as fine dust (fine ore coke and gangue) and mill scale. These products, which have a valuable iron content, are usually sin¬tered directly at the plant for reuse. Fine sized ore concentrates are usually pelletized at the mine and shipped as pellets to the steel plant. Common practice in some areas producing natural high grade ores is to screen the ore at the mine to about 3/8 in. The oversize is shipped "as is" and constitutes blast furnace feed. The / in. may be shipped to the steel plant where it may be sintered or otherwise agglomerated. At some mines the fines may be pelletizied prior to shipment. With the development of large ocean ore carriers, and with the transportation of slurried concentrates or fines, a trend has developed of constructing large pelletizing plants or other types of agglomeration plants near large consumption centers (i.e., in the Netherlands or Japan) where ores of many types are brought together, ground if necessary, blended, and agglomerated. As an indication of tonnages of agglomerated materials produced, for iron materials alone (the largest share of the total) production in 1970 in the U.S. was Million gross ton Sinter 40.7 Pellets 43.1 Briquettes, nodules, & others 0.1 Total 83.9 During the 1960s, U.S. production of sinter rose from 40.3 million gross tons in 1961 to a high of 48.7 million in 1964, then settled back to almost the 1961 figure in 1970. Pellet production rose steadily from 14.4 million gross tons in 1961 to the 59.9 figure for 1975. Worldwide, sinter production in 1966 was estimated at 340 million mt (mainly in Europe, Russia, Japan, and the U.S.) and pellet produc¬tion the same year at 64 mt (primarily Canada and the U.S.). World pellet production capacity rose to 200 million tons in 1976.

The electrokinetic and flotation behavior of the green alga Chlorella vulgaris was studied in the absence and presence of Pb(II), Al (III) and flotation collectors. It was found that the presence of Al (III) is necessary for good flotation of the organism whether or not Pb(II) is present when dodecylammonium chloride or sodium dodecylsulfate is used as collector. Best flotation using dodecylamine is at about pH 8 and best flotation when using sodium dodecylsulfate is at about pH 4. It appears because of the small size of the organisms that the Al (III) is necessary for flocculation to enhance bubble-cell contact and C. vulgaris removal from water. When N-dodecyl-2-aminoproprionic acid is used as collector good flotation occurs at about pH 4 without the addition of Al (III).

INTRODUCTION Investigations of radon and radon daughter concentrations in Swedish [non-uranium] mines started in the late 1960's. The first screening measurements showed that the average annual exposure to radon and radon daughter products was 4.7 WLM. The main reason for high radon and radon daughter concentrations was inefficient ventilation and radonrich water entering the mine. In the radon regulations worked out later it was stated that no miner should be exposed to more than 60 000 pCi h/1 equilibrium equivalent concentration of radon annual exposure, corresponding to 3.6 WLM. Now, 1981 the situation has changed considerably. From the average annual exposure of 4.7 WLM in 1970 it is now only 0.7 WLM. Sweden has up to now had only one [uranium] mine and the work there has only been investigative. However, there are plans for a commercial uranium mine in another part of Sweden. The radon problems in these mines are widely different depending on the mineralogy. NON-URANIUM MINES The radiation problems in Swedish mines were not recognised until the late 60's. The first radon and radon daughter measurements were made in some sulphide ore mines in 1967 (1). The radon and radon daughter concentrations were surprisingly high for non-uranium mines. In order to have a complete picture of the radon situation in Swedish mines the National Institute of Radiation Protection (NIRP) decided to make measurements in all, at that time about 60 mines (2). To get results as fast as possible measurements on radon gas seemed most appropriate to start with. Sampling was made by mailing a number of evacuated 4.8 litre conventional propane containers from NIRP to each mine. The containers were then opened at the place of interest. After sampling the containers were sealed and then mailed back to the institute for measurement. The measurements were made in ionization chambers. This method only gave the radon concentration and the radon daughter concentration was estimated by multiplying the radon concentration by an assumed equilibrium factor. The equilibrium factor is defined as the ratio of the total potential alpha energy for the given daughter concentration to the total potential alpha energy of the daughters if they are in equilibrium with the given radon concentration. The results of this first preliminary survey indicated that a great many of the Swedish miners probably had an annual radon daughter exposure of more than 3.6 WLM. As the radiation exposure in non-uranium mines was not regulated in either the Swedish Radiation Protection Act or the Swedish Labour Protection Act work was started on special radon regulations. A lung cancer mortality study was also started. To check the results of the first survey and to get experience and knowledge of radon problems in mines, it was decided that personnel from the NIRP should visit each mine for a detailed investigation of radon and radon daughter concentrations starting with the ones with the highest radon concentrations. The main reasons for these so-called "basic measurements" were: 1. To estimate the doses received by Swedish miners 2. To find the sources of the high radon and radon daughter concentrations 3. To find appropriate counter-measures 4. To determine the most typical equilibrium factor for each mine. Unlike most uranium mines the reason for high radon concentrations in non-uranium mines is seldom the occurrence of highly radioactive minerals. The main sources were found to be waste-rock and radon-rich water. In order to filter and warm up the inlet air, especially in winter time, it was very common at that time to suck the air through broken wasterock. By doing so the air was contaminated with radon from the waste-rock and radon-rich water in it. It is noteworthy that the radium and uranium concentration in the waste-rock is relatively low. The uranium concentration is only of the order of 15 - 20 ppm. The action to prevent this contamination of the inlet air was to change the direction of the ventilation and in the case of radon-rich water entering the mine the action was to prevent the air coming into contact with the water. The first calculation of the radon daughter exposure of Swedish miners was based on radon gas measurements. The radon daughter concentration was estimated by using an assumed equilibrium factor of 0.5. Later when the mines were visited by institute staff it was possible to compare the assumed equilibrium factor with the measured ones. It was found that the factor varied from 0.15 at the air inlet to 1.0 at the air outlet and the average equilibrium factor on workplaces for almost all mines was between 0.4 and 0.6. The result of the exposure calculation in 1970 showed that more than 40 % of the miners had an annual radon daughter exposure of more than 3.6 WLM. Soft ground tunneling poses major challenges to the underground industry. Most of soft ground tunnels are in highly urbanized areas, often include limited cover, and include a strong trend of increasing diameters. Therefore, soft ground tunneling works can sometimes cause inevitable ground movements and settlements that may lead to damages to adjacent buildings, roads, structures or utilities; many of these being “lifeline” infrastructure assets. Tunneling operations, Tunnel Boring Machine (TBM) advance rates, and face pressure control can significantly increase or decrease such risks, depending on how well the TBM and operational parameters are applied to the ground conditions. Additionally, the risks of impacting existing infrastructure are heightened in many parts of North America because of cobbles and boulders. To date there is no standardized guideline that determines appropriate tunneling rates nor operator’s guidelines, to ensure safe tunnelling in soft ground. The paper analyzes tunneling records from completed soft ground tunnels to determine a relation between ground conditions, tunnel cover, TBM cutters maintenance and TBM advance rates. The records are discussed to draw several mitigation measures to be adopted during tunnelling, to reduce risks of settlements, over excavation or sinkholes.

Rare earth elements (REEs) are considered critical minerals for the industrial and defense sectors. In 2018, the U.S. Department of the Interior presented the final list of critical minerals that are vital to the U.S. economy and defense [1], which included REEs among other mineral commodities. REEs are not rare, despite their name, but economically viable deposits of REEs can be found only in certain geographical areas, and the political and social conditions characterizing these areas may not always be in favor of mining operations. Mining operations may be placed in great operational and financial risk if operations are planned in such areas. Erroneous decisions by decision makers may lead to a chain of events that can completely shut down a mining project.

The ability to predict the dewatering performance of an industrial hydrocyclone from a laboratory-model hydrocyclone is of great importance. In this study, laboratory-scale hydrocyclone experiments were conducted using silica sand samples at 10 percent solid concentration for dewatering with Mozley hydrocyclones with diameters of 2 in. and 4 in. The objective is to predict the design parameters for an industrial dewatering cyclone to achieve higher solid concentration in the underflow. A model was developed based on the Nageswararao hydrocyclone model with the help of a commercial simulator for a hydrocyclone operating at 100 t/h and 20 percent solid concentration to achieve 80 percent solid recovery at 45 percent solid concentration in the underflow.

Tunneling could be a major challenge to tunneling contractors as tunneling operations can be seriously affected by the Tunnel Boring Machine (TBM) performance. Specifying the appropriate TBM methodology, selection of systems and features, is critical for managing tunnel risks and contribute to successful tunneling project. The paper analyzes tunneling records from the recently completed City of Toronto’s Ashbridges Bay Treatment Outfall tunnel project and underlines the righteous selection of the TBM type and associated TBM systems in achieving good advance rates during tunnelling and managing project risks. The paper intends to draw attention of a few aspects of TBM technical specification importance and highlight the lessons learned from this process.

Throughout the world, sedimentary basins are exploited for many different minerals. Frequently, the extractive methods conflict with one another. A case in point is the proximity of oil and gas operations and the mining of coal. Generally, the interference between the two industries lies in the fact that the reserves over- lie or underlie one another. Mining of coal generally is developed on a rectangular pattern in a horizontal mode while oil and gas drilling is developed on a radial pattern in a vertical mode. Coal mining has exhausted vast acreages in various basins with many of those basins being drilled for oil and gas. Those existing wells create problems by requiring the unrecoverable coal pillars to support the well bore, or to make special provisions in order to mine through an existing well. The system works ... more or less; but there are little or no provisions made for additional drilling unless the vast majority of those new wells are drilled through mined-out sections (gob) of those mines. Many states have rules and regulations governing the drilling of oil and gas wells through gob; but, some companies and some regulatory agencies or personnel have deemed such drilling as a hazard to the mining operations. This paper explores the history, technical standards, and safety aspects of drilling oil and gas wells though the gob of worked-out and active mines. It is the opinion of the author that such drilling can be conducted safely while eliminating the re- quired changes in mine projections and the loss of recoverable coal in the form of well pillars.
