To achieve these goals, mine operators must be involved in every step of the machine procurement process. Several factors are involved in making the machines operate economically and efficiently: ? Prudent engineering. ? Proper planning. ? Realistic feasibility studies. ? Effective specification. ? Thorough training of the mine personnel.

INTRODUCTION As a set of management practices, "Knowledge Management" (KM) has disappointed many of its early advocates. The core notion behind KM can be summed up in the oft- quoted adage, "If we only knew what we know." KM describes a set of tools, practices, and approaches for using data, information, and expertise-knowledge-resident in an organization to improve the performance of that organization. The idea was incubated, hatched, and grew among some the largest and most successful companies in the world. Some of these companies created "Chief Knowledge Officers." Many more collectively invested billions in a huge range of KM efforts, all designed to use their organizations' information and expertise to innovate, improve margins, sell, or accomplish any of a myriad of sound business goals. Some KM efforts were successful, and many were not.* Today, it is indisputably the case that KM as a named set of practices has fallen out of favor. Why, then, should KM be discussed at a conference on "Things that Actually Work" for plant operators? Because, in many instances, KM has actually worked. The practices that represent KM done right offer significant opportunities for plant operators to achieve real gains, especially in times of resource constraints and in the face of ever-increasing technical and commercial goals. The KM fad is all but over. The KM benefits continue to accrue to those who have applied the lessons learned from that fad, and implemented sound * Fair disclosure: I am not unbiased with respect to the potential impact of KM. "Tailings can be more stable in-site where they are stored and and so the risk of conventional tailings dam accidents can be reduced by alternative methods. In recent years, surface paste disposal (SPD) method is one of the alternative tailings storage methods. According to the results obtained from the previous lab scale experiments, optimum storage design was determined and then, this design was carried out in-site application under atmospheric conditions by a pilot scale tests. In the field study, two separate dams with no environmental hazards were established by the hazardous waste storage directive, whose surface area is measured as 400cm × 200cm. Also physical changes in the paste tailings were measured by the sensors such as volumetric water content, mutric suction and oxygen consumption. In addition, seepage water was collected in the drainage pool and examined for acid mine drainage and metal mobilization risks. As a result of the preliminary data obtained from measurements of pilot scale tests, when the pH value of seepage in the cemented dam (only 1th and 10th layers with cemented) is about 11, the pH value of seepage in the uncemented (reference) dam is measured at 8-9. INTRODUCTION Environmental damages occurred during the deposition of mine process tailings at surface using conventional methods (tailings dam etc.) can be reduced and/or eliminated with the use of new technologies and methods to an important extent. Nowadays, it has been investigated to safely deposit metal mine wastes generally discharged into surface tailings dams, seas, rivers, creeks etc. using Paste Tailing Technology which gains the growing importance in recent years. Meanwhile, Paste Tailings Technology has two applications in industry as an underground paste backfill and surface paste deposition. Particularly scientific studies about deposition of process tailings as paste sample in underground and surface have been increased. These studies showed that surface paste deposition can minimize the free water amount which is the biggest problem in conventional tailings dams. Additionally, it also provides less particle segregation, in other words, the formation of more homogenous material, the development of geotechnical properties which causes to obtain more stable material, increases the strength and stability of the paste with addition of binder where necessary surface paste material, and reduces the risk of Acid Mine Drainage (AMD) (Bascetin et al., 2017a). Theriault et al. (2003), Martin et al. (2006) and Simms et al. (2007) reported that Bulyanhulu mine in Tanzania is the first gold mine to employ surface paste disposal (SPD) worldwide. Here, tailings are deposited alternately via several towers. The tailings flow away from each tower to forming a conical deposit. Each layer had a lower thickness than 30 cm. The fresh tailings were poured on top of drying and hardening layer after a waiting period of 5-30 days. No cement was added into the tailings to prepare paste material. Uncemented paste was deposited by a solid content of 73% which corresponded to a 250 mm slump cone height (Yilmaz et al., 2014). In a study conducted by Yilmaz (2010) illustrates the preliminary results of a field cell testing undertaken to investigate the effect of in situ climate conditions and material properties on the performance and quality of fine-grained, sulphide-rich paste tailings at the LaRonde mine in Quebec, Canada. A total of two field cells are constructed in the surface disposal site of the mine and categorized as cemented cell CC and uncemented cell UC (Bascetin et al., 2017b)."

I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS' COMPENSATION Workers' Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers' Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers' Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers' coverage, as well as Employer's Liability coverage for the master or members of the crew of a vessel.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. Section 56.5001 Title 30, [Code of Federal Regulations1], establishes requirements for respirable dust exposure in Metal and Nonmetal Mines based on the Threshold Limit Values (TLV's) adopted by the American Conference of Governmental Industrial Hygienists. Respirable dust samples collected by Mine Safety and Health Administration (MSHA) inspectors at a sandstone quarry showed certain workers were exposed to excessive concentrations during development of a "coyote tunnel" that was ventilated with a blowing system. Because exhausting face ventilation systems are known to control dust more effectively than blowing face systems, a change was proposed to improve worker respirable dust exposures. This paper describes the evaluation of the proposed exhausting ventilation system in the quarry's "coyote tunnel" and compares the respirable dust exposures with those measured by the MSHA inspectors with the blowing system. Results showed the proposed exhausting ventilation system reduced respirable dust exposures to less than 20 percent of those measured by MSHA inspectors when the blowing system was used.

The first section of this text delves into construction engineering techniques for successfully completing necessary underground production support projects. I will discuss alternative design concepts, installation practices, materials and material costs, completion time, and necessary labor for individual projects. The emphasis of this section is on describing each project thoroughly and providing a practical guide for the supervisor or engineer. There are four main construction categories for typical underground mining projects. These are: 1) Transportation of men and supply materials. This refers to track and wire installation and roadbed grading and ballasting. 2) Ventilation, composed of overcasts, man doors, regulators, and stoppings. 3) Drainage, including sumps, pumping stations, drainage networks, pumps, and face drainage. 4) Haulage of coal and rock from the face to the outside. The focus here is in the installation of belt lines, belt drives, transfer points, and vibrating bins/feeders. The first section shall fully discuss these four categories in regard to the construction engineer or supervisor designing, building, or improving a system. In addition, special projects such as surge bins, rotary dumps, and underground offices not classified under these categories will be discussed. For manageable purposes, I have limited the installation discussions to one or two approaches I feel have merit. The variation of installations in coal mining is endless, each with its own advantages and disadvantages. Therefore, the reader should not dismiss or restrict his thinking to only the approaches in the text. It serves as a guide only.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012), and this research is being presented in a series of papers. The first paper (Park and Nelson, 2013a) identified the variables associated with risk in mining projects, and their effects and was published in the October issue of Mining Engineering magazine. The second (Park and Nelson, 2013b) discussed methods of assessing the overall risk associated with those variables (published at www.me.smenet.org), and presented a statistical model based on a survey of 31 experts. This paper will present an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

The sandstone type Devladivske uranium deposit is located within the limits of Eocene pale-ovalley filled with alluvial sediments. Mineralization with uranium content up to 0.1% forms several ore beds divided by redox barriers. In the period 1962-1983 the deposit has been exploited over an area of 918000m2 by in situ leaching (ISL) using drillholes with a depth between 35 and 100m. During mining operation about 200,000 t of H2SO4, 6,300 t of HNO3, and 15,000 t of NH4NO3, have been pumped in the ore body. In 1983, the groundwater pollution aureole had a length of 4.5 km and a width of 400-600 m. There is a hydraulic connection between the uranium-bearing aquifer and both the upper and lower ones. The technological solutions used for ISL caused partial contamination of these horizons. After mining completion, dilution of the residual technological solutions with "pure" natural waters took place through gaps in impermeable sediments between aquifer horizons. Calculation of self-purification process kinetics shows that the sulfate ion pollution aureole will disappear approximately after 120-150 years at a distance up to 2.0-2.5 km from the western margin of the deposit. This means that there is no risk for contamination of the river Saksagan? that flows at a distance of 17km from the deposit.

In order to simulate the operation of coal extraction machines, a portable workability instrument has been designed. Initially, the tests were performed with the instrument on modeling material, which were followed by in situ tests on coal in underground mines. The peak and mean cutting resistance and work done to cut a unit length of coal were determined for coal as well as modeling material. In addition, rebound strength and dynamic penetration tests were also performed in situ. On the basis of the cutting characteristics of coal, a "Workability Index" has been developed and its role in the judicious selection of coal cutting machines has been discussed. With reference to prior works and the strength characteristics of coal, it was found that the coal plow may not be suitable for the seams under investigation and the shearer seems to be the only choice. It has been observed that peak cutting resistance and the "Workability Index" in the case of coal as well as modeling material depend upon compressive strength. The peak cutting resistance exhibited certain dependence upon the Schmidt rebound hardness and dynamic penetration strength of coal in situ.

The paper discusses key elements of the planning and implementation of 6.69 m Ø slurry mixshield tunnel boring machine (TBM) assembly in a small diameter deep shaft including incorporation of a fully pressurized launch lock, preparations for saturation diving, surface support infrastructure and initial mining sequence.

The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

Overexcavation and ground loss events during pressurized-face TBMadvance in soft ground can result in unplanned deformations above the tunnel and damage to existing infrastructure. Successfully managing the risk of this occurring is crucial for any project in an urban area to proceed. Common risk management approaches include a combination of establishing suitable ranges of TBM operational parameters and using geotechnical instrumentation for deformation monitoring. Another risk management tool is material flow reconciliation, which varies depending on the specified mining method and the equipment choices by the contractor. This paper compares recent and ongoing projects in the Pacific Northwest regarding overexcavation risk management.

The economics of exploration target selection can be measured ultimately only against a company's success at developing mines. In the following brief history of the mine acquisitions of one company, Placer Development Limited, I try to identify the principal targeting parameters and the principal skills that came into play for each property and examine how these have changed with time. The process of target selection in exploration is directed: - first by corporate investment criteria which define objectives and acceptable levels of risk for pursuit of those objectives; - second by experience and skills which permit us to minimize risk; and - third by anticipation of future events relating to ore discoveries and changes in external risk factors.

23.1-SOURCE, POWER-SYSTEM ELEMENTS A. J. T HUM Basic considerations in providing power for mine production and collateral operations are: 1. Mining operations of any size normally use electric motors for driving all equipment except mobile service units. 2. The electricity for power may be purchased or self-generated, depending on the location, size and specific operating circumstances of the individual property. 3. The major elements of the power system will be the source, either an incoming transmission line from a utility in the case of purchased power or the power plant if self-generated. Energy for the power plant may be water, hydrocarbon fuels, waste heat or nuclear, which will govern the type of prime mover selected. 4. The electricity normally is generated in the form of alternating current and must be distributed to the points of usage. This usually requires a primary substation for transformation to suitable voltages and secondary substations at points of usage throughout the operations, The power is delivered from the primary to the secondary substations over transmission lines or cables, depending on distances, voltages and local conditions. 5. At the points of use, there will be starting and protective devices for each motor. In some instances, direct current will be needed and rectifiers of various types can be used to provide it. 6. The entire electrical system requires suitable switching and protective devices to prevent damage to the equipment in case of power failues or faults; also, in most cases, sufficient metering to establish the demand and amount of electrical energy consumed. 23.2-PURCHASED POWER A. J. THULI 1. Where public-utility or government-generated power is available, it usually is advantageous for the mine owner to purchase rather than generate. Purchased power generally will be cheaper and more reliable than operating a small generating plant except in some cases where waste heat is available as the source of energy and can be used to supply all or a portion of the power requirements. 2. If it is decided to purchase power, the owner usually must participate in the cost of constructing the connecting line from the closest existing utility line to his point of usage. If the connected load is less than 1,000 lip, it probably is best to let the utility provide the primary substation. For larger connected loads the owner can obtain a more favorable "primary voltage" rate if he provides the primary substation to receive the incoming power and transform it to the distributing and usage voltages. 3. The cost of purchased power usually is made up of a demand charge, deter¬mined by the maximum amount of power the customer takes during any 15-min period throughout a month, and a graduated energy charge for the kilowatt-hours consumed-that is, so much for the first block of energy based on the demand,

The Zijinshan gold-copper mine, located in Shanghang County, China, is a porphyry-type, low-grade ore deposit with a geological profile of upper gold and lower copper. Despite its low-grade nature, it has become one of the largest in production scale and most profitable nonferrous metal mines in China, which can be attributed to the successful application of hydrometallurgy as well as proper engineering design. A large-scale, open-air cyanide heap leach has been successfully implemented to recover gold under the humid and rainy weather conditions of southern China. Furthermore, according to the gold ore characteristics, a combination of gravity separation, carbon-in-leach and heap leaching processes was developed to improve gold recovery. In terms of copper extraction, copper ore of a grade higher than 0.25 percent is fed to the flotation plants to produce copper concentrate (gold is also enriched here), while copper ore of a grade lower than 0.25 percent undergoes heap bioleaching followed by solvent extraction and electrowinning to produce cathode copper. Additionally, a unique bioleaching system has been established at the Zijinshan Mine: low operating pH (0.8~1.0), high concentration of total soluble iron (~50 g/L), high temperatures (45~60 °C) and low activity of microorganism (~104/mL) in the pregnant leach solution (PLS). This review paper summarizes the practical experience acquired in developing the Zijinshan gold-copper mine and could be of use in other gold and/or copper plants.

"The Chilean minerals industry faces a shortage of 27.000 new skilled professional by 2023. Enhancing the integration of women into the workforce is a possible solution. This study analyzes the state of women in the mining workforce over the past decade. Several key indicators are presented: percent in the workforce, salaries, career profiles, presence at management level, and participation in academia are studied. The study also analyzes the strategies used by government, industry, and universities to recruit and retain women for the minerals industry. The main results show that women represent 7.4% of the mining workforce in Chile and less than 1% of senior positions with a salary gap of approximately 30%. Systematically, women prefer professional programs in geology, chemistry, and environmental areas. The Chilean statistics are compared to data from the United States mining industry. INTRODUCTION The Chilean mining industry faces a significant shortage of professionals for the next decade which compromises competitiveness and productivity. The demand for human capital in mining depends on several factors. First, the age structure of workforce, which determines future retirement needs. Second, minerals market considerations, determining the amount and size of mining projects entering production in the coming years. Third, the evolution, positive or negative, of productivity, mainly driven by technology and innovation, and negatively affected by the declining ore grades. Finally, negative trends in lead times to production of mining projects, due to social opposition, changing regulations and other project contingencies, negatively affecting the demand for human capital. Regarding the supply of human capital, the fast increase in the technology level of the minerals industry and hence, the increase of technical qualification requirements of the human capital generates a rise in the time required for trade and university education of mining professionals, which may cause imbalances in the labor market. According to (Consejo Minero, 2014) human capital gap in Chile by 2023 will be around 27.000 workers for extractive, processing and maintenance jobs, which represents 14% of the current workforce (Figure 1)."
