The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

Section 516 of Public Law (PL) 95-87, commonly known as the Surface Mining Control and Reclamation Act of 1977 (SMCRA), requires that underground coal mine operators must "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." Implied in the constraints of Section 516(b)(1) of SMCRA is a determination of what constitutes "material damage" to surface structures, renewable resource lands, and the capacity for sequential land use following underground mining. The authors have already briefly addressed the subject of damage criteria in relation to surface structures (Bhattacharya et al, 1984). In this paper, an attempt is made to provide quantitative guidelines to ascertain material damage to renewable resource lands, although the data available to establish these criteria are considerably more limited than is the case for surface structures. Besides, many more variables influence the severity of the impact at a given site, making the task of assigning stringent ground movement limits even more complex. This often necessitated use of professional judgement and occasional reverting to a qualitative approach. Hence the reader is cautioned at the very outset that the quantitative limits presented herein are approximate and are primarily intended to serve as rough guides for ascertaining the extent of damage to the renewable resource lands under consideration, and that depending on site-specific conditions the actual damage incurred may differ significantly from that predicted by the proposed criteria. The authors, however, feel that the criteria suggested are somewhat conservative, but realistic. The actual damage observed should generally be less severe than predicted by these criteria. It may also be clarified here that the term "subsidence", as used in this paper, implies the total phenomenon of surface and subsurface effects associated with the mining of minerals and not only the vertical displacement of the surface as is sometimes inferred in the literature.

The expansion of surface mining has led to the development of very large off-highway trucks currently capable of hauling payloads in excess of 290t. Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Since truck haulage costs can account for 10%-50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, vehicle operating and maintenance costs would also increase prohibitively. There is thus a need for improved design technologies encompassing the construction and management techniques of mine haul roads, appropriate for the wheel loads of vehicles now in use. The aim of the paper is to present the different components of a mine haul road design and management system and to demonstrate the value of its application through case studies. The system has been applied at several South-African surface mines and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and also provided better service, whilst the optimal selection and management of wearing-course materials provided better functionality at lower total transportation operating costs.

The productivity or usefulness of a Front End Loader rises rapidly with its size. Loading is more aggressive. Mother Nature is defeated more easily. Larger tires get a better grip on the ground. Hauling equipment can be loaded more quickly. The productivity or usefulness of a Front End Loader is proportional to its working speed, both automotive and hydraulic. The price of speed is horsepower, which rises rapidly with speed. Horsepower saved shows up as increased productivity. This paper covers the development of the D600, KW-Dart's articulated loader, which combines massive size with new concepts to increase its working speed. Featured is a discussion of the horsepower saving, "Balanced Boom."

Liquid carbon dioxide can be used as a replacement for organic solvents in the extraction of anionic platinum group metal complexes from an aqueous phase. However, because conventional extractant-metal complexes are not soluble in liquid carbon dioxide, this can be achieved only if highly carbon dioxide-soluble extractants are developed. For example, trioctylamine-gold chloride is not soluble in liquid carbon dioxide, although trioctylamine is CO2 soluble. The novel CO2-soluble extractants presented in this paper have a CO2-philic fluorinated tail to enhance solubility and a conventional amine head group for extraction of metals. Both the extractant and the extractant-metal complex are soluble at ambient temperature at pressures from 7 to 35 MPa. Efficiency factors as high as 2.23 have been measured using 1,1,2-trichlorotrifluoroethane (TCTFE), a low pressure screening liquid for carbon dioxide, indicating that these compounds will strongly bind the metal chloride. For example, 84% of Pt-chloride was extracted into TCTFE using a 3.5:1 ratio of a double¬tailed fluoroalkyl amine extractant: metal chloride. An 88% recovery of Pt-chloride into high-pressure liquid carbon dioxide was achieved using the same extractant at a 3.5:1 ratio. Therefore, it appears possible to replace organic solvents with liquid carbon dioxide during the extraction of platinum chlorides if highly carbon dioxide-soluble extractants agents are employed.

Tunnel project contract documents often present groundwater infiltration requirements for components of the underground portions of the project. All too often these documents require quantifiable target inflows for these components, but only refer to them in subjective terms such as “dry,” “manageable,” etc. The Contractor’s definition of these terms will inevitably differ from the Engineer’s definition of these terms. The purpose of this paper is to look at common subjective terms used in documents and provide suggestions for reasonable quantifiable language. Additionally, the paper will provide information and recommendations on relative levels of cost and effort increase needed to provide increasing levels of water cutoff (i.e., achieve “dryness”?).

In this study, a process to separate manganese and iron from manganiferous iron ores by reductive acid leaching followed by magnetic separation was conceived and experimentally tested. In the leaching process, sulfuric acid was used as lixiviant and oxalic acid was used as reductant. The experimental results showed that the manganese and iron separation was optimal when the concentrations of the sulfuric acid and oxalic acid were 0.75 M and 30 g/L, respectively, at a temperature of 80 °C, a solid/liquid ratio of 67 g/L, stirring speed of 400 rpm and leaching duration of 60 min. Under these conditions, 90.49 percent and 6.78 percent of Mn and Fe were dissolved, respectively, from the ore sample in a size fraction of smaller than 106 µm. It was determined that the leaching of manganese from the ores was a second-order reaction with activation energy, Ea, of 53.38 kJ/mol. The leaching residues obtained under the optimal conditions were subjected to wet high-intensity magnetic separation tests to recover the remaining iron content. This separation process produced a concentrate containing 56.20 percent Fe and 1.79 percent Mn with iron and manganese recoveries of 56.83 and 66.73 percent, respectively. To the best of our knowledge, this is the first time that a magnetic separation process was used on a residue obtained from the reductive acid leaching of manganiferous iron ores to recover iron.

A full-scale geotechnical model of a 15-foot (4.6 m) wide coal mine entry in correlation with computer finite-element analysis (FEA) is being employed at the Bureau of Mines Spokane Research Center for basic research on roof-bolt support systems. Physical and computer modeling of various coal mine roof-bolt reinforcement systems will increase our basic knowledge of how roof supports function. This information, in correlation with computer FEA and underground verification tests, will provide a basis for establishing safer, more cost- effective roof control plans and help establish guidelines for employing fully grouted and conventional bolting systems. The basic rationale for the research, research approach, methods and equipment employed, results to date, and future research plans are described in this paper.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. Simulation of the multi-entry and multi-crosscut (MEMC) ventilation systems commonly employed in U .S. underground coal mines can be very tedious, due to the large number of crosscuts with stoppings to be represented in the network models. In order to reduce the amount of work needed to build the models, a common practice is to represent a number of crosscuts with one equivalent airway. However, this introduces certain errors into the simulation results. In this paper, algorithms have been proposed to simplify the ventilation networks of common MEMC systems encountered in panel development operations. The algorithms can be used to reduce a MEMC system into one airway with an equivalent resistance and to determine the airflow distributions in the system and the leakages through the stoppings.

The effects of the operating parameters of media filling ratio, solid mass fraction, grinding media size and grinding time on the stirred media milling of talc were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw) and energy consumption (Em). Furthermore, after determining the optimum grinding conditions, Box-Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio significantly affects d50 size decrease compared with solid mass fraction and grinding time. The minimum d50 size was also achieved under optimum grinding conditions.

The development of larger size flotation machines, which started in the 1950's and 19601s, is still proceeding. The largest mechanical flotation machines available today have unit volumes in the range of 38 to 42 m3 (1,350 to 1,500 cft). In fact, the motivating forces of increasing capital and energy costs and decreasing ore grades, which created the need for large flotation cells, not only still exist, but are becoming more critical. This paper reports the development of an improved mechanism for these large flotation machines. The starting point in the development of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.

The Kramer borate deposit is located in the western Mojave Desert at Boron, California, about 100 miles northeast of Los Angeles (Figure 1). The deposit derives its name from the district in which it lies. Borax (Na2 B407.10H2O) is being mined from the Boron open pit to serve a major portion of the United States and world borate markets. This paper deals primarily with those geologic factors which affect slope stability in the overburden at the Boron open pit. Discussion includes slope failure history, slope monitoring techniques and the results of a dipmeter survey of overburden structure. Open pit mining was begun at Boron in 1957. The initial pit was successfully excavated at the recommended 1.5:1 (horizontal to vertical) slope in the overburden. During pit expansion in 1962, excavation of the overburden exposed beds dipping into the pit at +15 degrees and numerous high angle fractures associated with two intersecting fracture systems, the West Jenifer and Portal fault zones. Ensuing south and east wall failures indicated the need for more structural information in the arkose to establish better wall design criteria. Barnard and Kistler (1963) recognized that the many facies changes, faults and other variables in the Boron overburden make it extremely difficult to reduce prediction of slides to a simple arithmetical formula. Despite the difficulties and uncertain¬ties, special programs such as surface resistivity, refraction seismic and core drilling were conducted in an attempt to predict slope stability conditions and to gather geologic information. These early efforts while helpful, did not provide the necessary details of bedding orientations and fault locations which are of paramount importance in our slope stability program. A dipmeter survey in 1974 successfully measured these variables and data from that survey are instrumental in the design of slopes currently being excavated.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

In the production of Pig Iron - Limestone, Coke and Iron Ore pellets are changed to the blast furnace and reacted at approximately 2,800 degrees F. The resultant products are molten iron and a molten slag - not unlike lava. The molten slag stream is channeled into open pits, cooled with water, crushed and sized for various industrial applications. The production of steel from pig iron in open hearth, B0P, BOF and electric furnaces results in somewhat similar slags: but since free lime is normally the flux, the resultant slags are not satisfactory for use in cement pastes. When exposed to water, the lime slakes, expands by 250% and ruptures the concrete. Thus, the slag discussed first is Blast Furnace Slag composed of 30 to 40% Silica (SiO2) Alumina (AL202) 7 to 16% Lime (CaO) 32 to 45% and Magnesia (MgO) 5 to 15%. The oxides do not exist as free oxides but rather as silicates and alumino silicates which are chemicall inert. Since transportation costs limit the area of use, blast furnace slag can only be found in concrete products produced within 60 to 100 miles of a blast furnace operation. Even within these areas where slag is in heavy supply, quite often the use of slag is minimal for concrete aggregate and the major outlet is road base.

Kaolin is an important industrial mineral because of its unique properties and low cost. Strictly defined, kaolin is the name given to a group of hydrous aluminum silicates of which kaolinite is the most common mineral (1). Through common usage the mineral, kaolinite, is called "kaolin" or "china clay". In 1972 over 4, 000, 000 tons of kaolin will be beneficiated and shipped by domestic producers. By far the largest user of kaolin is the paper industry which utilizes approximately 65 to 70 per cent of the total production. Kaolin is used in paper as a filler in the interstices of the sheet and as a coating to impart smoothness, gloss, brightness, and printability to the paper. The rubber industry is also a large user of kaolin where it is used as a filler because it adds strength, abrasion resistance, and rigidity to both natural and synthetic rubber goods. Kaolin is used as an extender in paints because it is chemically inert, has a high covering power, gives desirable flow properties, and is low in cost. In ceramics, kaolin is used in whitewares, tile, insulators, refractories, and in some face brick where a white color is desired. Kaolin is also used extensively in plastics as a filler in thermosetting and thermoplastic mixes to give smoother surfaces, a more attractive finish, good dimensional stability, and resistance to chemical attack. Many other process industries use kaolin as a filler, suspending medium, or for color improvement.

Gypsum is the crystalline chemical compound CaS04?2H20. A close chemical relation - and frequently occurring with Gypsum ? is Anhydrite which is Cask. Gypsun has wide commercial use because relatively simple heat processing reduces it to Plaster of Paris. While Anhydrite can be converted to Gypsum and thence to Plaster of Paris, the procedure is not simple and is quite costly. Anhydrite, however does have use in the agricultural field and in the Portland Cement industry. Occurrence of Gypsum in the earth structure is usually near or at the surface. Most underground mining is at 60 to 100 feet although one mine in southwest Virginia reaches a depth of 1300 feet. Gypsum is one of our softest minerals, rating only 2.0 on the Mohs scale of hardness. Specific gravity is 2.3 to 2.4. It is soluble in water but only slightly so. Interestingly, it is more soluble in cold water than in hot. For example, one part Gypsum dissolves in 370 parts water at 106° Fahrenheit while at 212°F. the water requirement is 452 parts. Compressive strength of massive Gypsum runs about 3000 lbs. per square inch. Color ranges from grey and brownish-grey to white.

In recent years increasing attention has been given to improving both the chemical and physical properties of sinter. The first step toward this goal was the production of a self-fluxing-sinter. More recently, blast-furnace operators have found that significant improvements in blast-furnace performance can be achieved by improving and controlling the physical size of the sinter. The results of full-scale blast-furnace tests have shown that blast-furnace production can be improved by using a closely sized agglomerate. The improvements obtained by the use of pellets, a closely sized agglomerate, are well known. In contrast, blast furnaces charged with sinter having a wide size spectrum have generally not yielded results as satisfactory as those from furnaces 1) * charged with pellets. Beginning in 1958, Appleby-Frodingham charged plus 3/8-inch sinter to their blast furnaces. Further tests by other companies in Canada, 2) the United States, 3) and Australia showed that blast-furnace production could be improved by about one percent when the plus 3/8-inch material in the burden was increased by one percent. Because of the promising results obtained with screened sinter, an extensive test program was initiated to determine an effective means of producing sized sinter in U. S. Steel's sinter plants. This paper describes the work done by the Applied Research Laboratory in this program.

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton's findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). Flowsheets of typical U.S. cement plants are shown in Chapter 13. Chemical Composition and Physical Properties It is generally accepted that portland cement clinker consists of a mixture of compounds or synthetic minerals. The four principal compounds are:

Mining at Newmont Mining?s Phoenix?s Mine is currently done by surface operation in the Fortitude and Bonanza pits at a combined rate of approximately 100 kt/d (110,000 stpd). A portion of the orebodies targeted by these pits was mined previously by underground mining methods, dating back to the mid-to late-1800s. Most of the underground workings (voids) are located in the west central area of the Bonanza pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This article presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.
