"Sustainable long-term restoration requires adequate planning and preparation, implementation, and measurement goals to monitor success associated with restoring sites to pre-disturbance levels of ecological health. The Buckhorn Mountain Mine riparian habitat restoration project has been a multi-year endeavor with a variety of restoration techniques implemented by Kinross Gold/Crown Resources Corporation. INTRODUCTION The Buckhorn Mountain Mine procured mitigation lands during the permitting process to be set aside for long-term restoration. A portion of this mitigation land included three aquatic habitat mitigation parcels; a spring and wetland complex and two stream and riparian corridors. These properties were historically used for agriculture purposes and livestock grazing. During initial permitting, habitat monitoring and mitigation plans were created to help guide restoration, and provide measures for success. Various techniques and adaptations have been implemented on the properties since 2007, and continued efforts are being implemented annually to ensure the long-term success of the project. Field measurements are collected annually to ensure mitigation objectives are being met, and provide opportunity to modify restoration efforts when necessary. MATERIALS/METHODS Restoration efforts have included implementation of several methods including livestock exclusion, treatment of state and locally listed noxious weed species, installation of regionally sourced riparian plant species and local stock willow cuttings. Annual mechanical and herbicide treatments for noxious weeds have been conducted annually. Efforts to control reed canarygrass (Phalaris arundinacea) have been implemented since 2013; methods include mechanical and herbicide treatments. A combination of methods has been employed to help aid restoration of native species within the riparian corridor, and increase survival of planted species, including weed matting and browse barriers to aid riparian planting success. Instream planting of local stock willow have also been employed to increase stream vegetative cover and provide long-term bank stabilization. Most recently, a perched culvert near one of the properties has been replaced with an aquatic life passable culvert designed to aid in the upstream migration of fish species into the stream system. Efforts to provide increased fisheries into upstream portions of the system and aid in restoration of stream bed and bank have been employed to increase the ecological value downstream of the replacement. In addition to efforts completed by the client to provide restoration efforts, a local non-profit organization, in conjunction with the client, installed beaver dam analogues (BDAs) in the fall of 2014. These structures are intended to raise water levels along stretches of incised channel in an attempt to flood historic off-channel floodplain"

In 1986, the US Bureau of Mines (USBM) embarked on a major research effort to develop technology that could substantially reduce worker exposure to face hazards by simply relocating the equipment operators to an area of relative safety. This reduced-exposure mining system (REMS) research effort enhances the USBM's ongoing health and safety efforts aimed at reducing and controlling dust and noise and reducing accidents through training and better mining practices. This paper reports on the progress made on the developing research and demonstrates the technologies required for the computer-assisted teleremote operation of continuous mining machines, haulage systems and roof bolting machines.

Pea Ridge Iron Ore Co., previously Meramec Mining Co., a joint venture by Bethlehem Steel Corp. and St. Joe Minerals Corp., mines and pelletizes iron ore at the Pea Ridge mine. The Pea Ridge property, now wholly owned by St. Joe, is located near Sullivan, MO, about 112 km (70 miles) southwest of St. Louis. The ore body was delineated in the mid-1950s by St. Joe during a lead exploration program. The first test holes drilled on the Pea Ridge magnetic anomaly revealed the presence of a large magnetite deposit; further drill¬ing in 1956 and 1957 confirmed that the ore body was minable. Meramec Mining Co. was incorporated in 1957 and shaft sinking began late in the year. Pro¬duction commenced in April 1964. The ore body is overlain by about 396 m (1300 ft) of flat-bedded sediments. It is tabular, about 792 m (2600 ft) long, and up to 182 m (600 ft) thick. It dips about 1.39 rad (80°) and is of unknown depth. The ore is mainly high grade magnetite with small zones of specular hematite. The wall rock is a Precambrian rhyolite porphyry. The mine was initially started with five major levels on 45-m (150-ft) intervals. Crosscuts were driven across the ore body on 58-m (190-ft) centers. Banks of stopes were mined between the crosscuts by a modi¬fied shrinkage stoping method (Fig. 1). This was done by undercutting a 12 m (40 ft) wide by 45-m (150-ft) long block and blasting horizontal "lifts" drilled on 1.5-m (5-ft) intervals. A 20-m (65-ft) sill was left between levels which contained the slushing drift, fin¬gers, crown pillar, and adequate thickness for support. By 1971 a "lattice" of pillars had been left and mining had progressed to the point that an orderly pillar re¬covery program was necessary (Fig. 2). INITIAL PILLAR RECOVERY PROGRAM The program was started in the upper western por¬tion of the ore body, furthest from the shafts. Due to the fact that the ore body narrows in the western extremity, the stope orientation was changed to mini¬mize required development. This left pillars 18 to 24 m (60 to 80 ft) wide and up to 79 m (260 ft) in length. The area selected for the start of the program had been developed between the uppermost level at 419 m (1375 ft) below surface and the 510-m (1675-ft) level. Due to the 91-m (300-ft) difference in depth, sublevels were driven on 15-m (50-ft) intervals and the ore was taken by rather classical sublevel stoping methods (Fig. 3). This left a structure with accesses compatible with drilling with 114-mm (41/2-in.) bore drifters mounted on columns. Most holes were drilled 63.5 mm (21h in.) diam and reamed to 100 or 127 mm (4 or 5 in.). Practical depth capability was about 21 m (70 ft) for holes above horizontal and 13 to 15 m (45 to 50 ft) for holes below horizontal. The interdependence of these long pillars necessitated that several of them be blasted simultaneously, making large blasts the only practical approach. Due to the required length of such loading cam¬paigns, it was necessary to select an explosive which could stand in the hole in an underground mine for a 4 to 6 week period. After some consideration a pump¬ able water gel was selected for both uphole and down¬hole loading. This afforded a high velocity, high density explosive which could be handled in large quantities. Loading the downholes was a fairly straightforward process. The holes were lined with an 8 mil polybutylene plastic sleeve and water gel was pumped into them with a double diaphragm pump mounted on the bottom of a stainless steel tub with a 81-kg (180-1b) capacity. Both hydrometallurgical and vapometallurgical processes often involve ores that have been previously ground and size classified. When the valuable mineral is substantially liberated, the chemical reaction is likely to occur on the particle surface and the particle core will shrink as the reaction proceeds. If the chemical reaction products are solid materials then a solid shell, usually porous, will form around the shrinking core. This is known as the core/shell or topochemical reaction model. Using a spherical approximation for the particles, equations have been developed to express the extent of chemical conversion of the particle, depending on which one of the following process or mass transport steps is rate controlling:1 (1) chemical reaction at the particle surface, (2) diffusion through the thickening reaction product shell or (3) mass transport through a boundary layer surrounding the particle. In a previous paper2 these equations were coupled with the Gates -Gaudin-Schuhmann equation 3 4 describing the distribution of particle sizes resulting from comminution of rocks and other brittle solids to develop reaction yield curves expressing the weight fraction of metal or other valuable component of the feed that was chemically converted as a function of residence time. This was done for (a) batch, (b) continuous plug flow and (c) continuous back-mix flow (continuous stirred tank) reactors or process vessels. Geological Aspects of Ore Reserve Estimates of Pine Point District Zinc- Lead Deposits, N.W.T. Zinc-lead ores of the Pine Point District, Northwest Territories, Canada are hosted in paleokarst cavities within a Middle Devonian carbonate barrier complex. Of the nearly 100 deposits found, most are irregularly distributed along two main regional stratigraphically controlled trends. The ores, which occur predominantly as open space filling, form deposits most of which average one million tonnes in size with an average grade of 10% combined zinc plus lead. Geological features related to karsting control not only distribution of deposits but also their shape, size and grade. The higher grade ore in these deposits generally occurs in a relatively small core area. Consequently, accuracy of reserve estimation is dependent on drill hole density and understanding of karst geometry. Several case examples will be reviewed to demonstrate the relationship between shape, size and grade of deposit, geological reserves and drill hole density, along with a discussion of geological ore reserve estimation methods.

Pig iron nuggets were produced in a laboratory scale furnace at Michigan Technological University. These nuggets are produced from pellets consisting of a mixture of iron oxide, coal, flux, and a binder, which are heated to 1450°C.These pellets then self-reduce to produce a solid, high-density, highly metallized (96.5% Fe) pig iron. During the nugget production process, a separate slag phase forms that cleanly separates from the metal. The physical and chemical properties of the pig iron nuggets are similar to pig iron produced by blast furnaces, which is distinct from Direct Reduced Iron (DRI).

Within the natural resource industries, there is an increasing amount of data and number of variables being recorded when sampling a site. This has made multivariate geospatial datasets more difficult to analyze, in particular the definition of estimation or simulation domains used in geostatistical analysis. Establishing these domains is typically the first step for any subsequent geostatistical workflows or modeling. Domains are traditionally established using categorical data such as lithology, mineralization, or alteration from geological logging and are aimed at identifying distinct populations with particular geological, spatial, and statistical features. The manual logging process is time-consuming and costly but is required because defining geologically homogenous volumes is crucial for the planning, extraction, and processing of natural resources. Classical clustering methods have aided in analyzing the multivariate datasets, but the resulting clusters from these methods do not correlate well with geological logging and do not allow practitioners to input their knowledge of the domain in the clustering process. In this work, a simple unsupervised classification workflow is presented which allows the practitioner to input domain knowledge by selecting relevant variables to cluster reasonable geological domains. This can be used as a tool to aid the manual logging procedure or as a tool to establish domains for different uses such as defining zones with different rock hardness distributions which allows the corresponding volumes to be sent to appropriate mills for efficient mineral processing. The performance of the workflow is assessed on a mining dataset using the geochemical information and validated with the geological logging.

A study consist in 20 column leach tests was performed for the "EI Arco" Copper ore deposit, located on Baja California, Mexico. The main purpose was to define the basic criteria like recovery and sulfuric acid consumption, for a commercial heap leach system design, to process the oxide Copper (Chrysocola) of the deposit. Leach parameters such as, amount of sulfuric acid in the cure solution, cure technique, particle size of the material, leach solution's flowrate application, leach solution's acid strength and height of the lifts, were evaluated to choose those parameters in which the results were the best ones for that particular design.

The objective of the Cerrejon Coal Project is to mine and export a minimum of 15 million metric tons per year of bituminous coal from the Guajira Pennisula in Colombia, South America. Major components of the project will include an open pit mine, 150 km railroad, marine terminal for storage and shipping, and accommodations for the support personnel. This paper primarily reviews the coal handling facilities at the mine and port which will include crushers, conveyors, silos, stacker/reclaimers, and a shiploader. Of special interest is the design concept for unloading bottom-dump railcars, a programmable controller control system with automatic stacking and reclaiming, a linear-type shiploader, and 2.4m wide conveyors running at 5 m/sec.

INTRODUCTION Block caving is distinguished from other types of mining in its requirements that the mineral body to be extracted must cave after a relatively large tabular open¬ing is created underneath it, and that the caving must be predictable and controllable for both operating and safety reasons. A mineral body that caves readily may present special problems with respect to ground support in the mining access openings, where stability, rather than failure, is the desired objective. The complete ex¬traction of a caving block, which may measure 50 to 100 m on a side and 100 to 300 m in height, tends to create a large void, resulting in significant changes in the ground stress system and a migration of rock from all directions toward the void; these events begin very early in the life of the mine and lead to additional spe¬cial problems with respect to control of ground move¬ments in the mine working areas, in the rock adjacent to the caving stope, and on the subsiding surface above the mine. Thus, the mechanics of an undercut-cave operation involve a broad range of geotechnical subject matter, including the determination of the lithostatic earth stresses, the structural properties of a large jointed rock mass, the flow properties of the fragments after caving, the stability of tunnel-like openings, and the stability and displacements of the rock structure (1 to 2 km in size) that surrounds the ore body. The objectives are achieved by in-place measurement of rock properties, laboratory tests, theoretical structural analyses of the related prob¬lems, measurements of structural behavior in and above the mine, and comparison of theoretical predictions with actual performance in order to interpret and refine the predictive capability. Undercut-cave mining (Julin, et al., 1973) differs from most other methods in that the caving is an essen¬tial and inherent part of the excavation process and in¬volves the movements of millions of cubic meters of rock over distances of hundreds of meters, as compared to the gradual 2-m settling of the overburden typical of full¬caving longwall coal mining. Undercut-cave mining may involve a rock mass on the scale of a 1-km diam open¬pit mine, but mining is several times deeper than that in the open-pit mine; furthermore, a large portion of the rock mass is in a failed, rather than a stable, state. Ground-control problems are inevitable in a situa¬tion where ground movements are occurring on such a large scale, and where the rock mass is expected con¬veniently to cave at one location but to be stable at an¬other. To devise effective responses to these ground¬control problems, one needs to know first of all what is happening, not merely at the point where the symptoms are observed, but more broadly with respect to the be¬havior of the entire mine rock-mass structure over the total area of extraction, including the effects on the sur¬face as well as those underground. Monitoring structural behavior on this scale would require a sizable group of people, if they attempted to measure all the significant mining-induced changes of ground displacement and pressure, even on a 100-m grid of points. The practical approach is to conduct the mea¬surements activity by a judicious sampling, making in¬termittent, concentrated efforts in selected areas of lim¬ited extent to study problems of immediate importance; simultaneously a minimum level of surveillance is main¬tained over the total structure to delineate long-term be¬havior trends in the major structure, which provide the baseline reference data that are so essential for interpre¬tive purposes. Mine-structure behavior depends not only on the mine extraction configuration and sequence, but on the rock structural properties and how they change from one location to another in the mine. Increasing attention is being given to determinations of rock strength and de¬formation by performing mechanical properties tests in place and in the laboratory, and by drawing inferences from the mapping of geologic structure in mine openings as they are driven and from the logging of cores ob¬tained from exploration drilling that may be performed primarily for delineating ore reserves. Monitoring of mine-structure behavior and inter¬preting it in terms of the growing excavations and the structural properties of the rocks have significant im¬pacts on designing the major undercut-cave operations of undercutting and drawing the ore, supporting the ac¬cess openings, and controlling surface subsidence. The purpose of this chapter is to call attention to the com¬mon ground-control problems encountered in undercut¬cave mining, to relate them to the mining process, and to explain the geomechanical approaches to analyzing these problems with emphasis on methods that are most readily available to the mine staff. UNDERCUTTING, CAVING, AND DRAWING A distinguishing characteristic of an undercut-caving method of extraction is the objective that the rock mass fails of its own weight in a predictable and controllable manner, after it is undercut by excavating a tabular¬shaped void, horizontal or inclined. Induced or forced caving refers to procedures that may be resorted to when the ore will not self-cave over the desired span. Block caving, panel caving, and mass caving are terms used to denote the particular sequence of undercutting and ex¬tracting the total area of the ore body on a single min¬ing level. The discussion herein is not specialized to any of these variations; the word block as used does not imply anything as to sequence. CREATING THE UNDERCUT A common undercutting method is to drive a series of drifts and blast the intervening pillars. Theoretical structural analysis and practical experience show that ground-support problems in the undercutting drifts and in underlying access openings as well (the same princi¬ple applies even if undercutting is done by belling out drawpoints from the slusher drifts) are minimized by retreat-mining across the undercut slot according to a sequence such that the growing undercut area retains a

INTRODUCTION Increasing a miner's chance of surviving a disaster requires advance planning for emergencies, adequate training of personnel, and the provision of proper survival equipment. It is extremely important that fires and toxic gases be detected early, and that warning systems such as stench, audible and visual alarms, and communications systems be provided to allow timely escape. However, situations do occur where timely warning is not provided and immediate escape is not possible, regardless of the precautions that are taken. Under such circumstances, a combination of new per¬sonal protective devices and old techniques can provide protection that is adequate to save a miner's life. SELF-RESCUE EQUIPMENT Self-rescuers are devices which provide a short-term supply of respirable air under the potentially lethal con¬ditions following a mine disaster. Functioning either as filtration devices for the elimination of carbon monoxide (CO) or as oxygen supplies, self-rescuers allow an endangered miner a limited amount of time in which to effect an escape or reach a place of temporary safety. Carbon-Monoxide Self-Rescuers For almost 50 years, filtration self-rescuers have protected miners' lives following explosions or fires. Designed to eliminate carbon monoxide from inhaled air, the first of these devices was approved in the 1920s and has evolved into the two units that are approved today-the Mine Safety Appliance (MSA) W-65 and the Draeger 810. Both of these units rely on the cata¬lytic conversion of very toxic carbon monoxide to rela¬tively safe levels of carbon dioxide (CO,). As shown in Figs. 1 and 2, both of these filtration self-rescuers operate in the same manner. On inhalation, the mine air passes through both coarse and fine filters that remove the dust, preventing the dust from coating the chemical beds or entering the miner's mouth. The air then passes over a drying agent that removes water vapor; this is required to prevent the water vapor from poisoning the catalyst. Subsequently, the dried air passes over the Hopcalite catalyst, where carbon monoxide is converted to carbon dioxide. Then, the air passes through a heat exchanger that reduces the temperature of the inhaled air. Finally, the air is inhaled by the user. Air exhaled by the user passes through the heat ex¬changer and exits the device through an expiratory valve. Both units of this type are subject to certain limita¬tions: 1) The units do not protect the user against oxygen¬deficient air; when air is inhaled through this type of self-rescuer, the device only removes the carbon mon¬oxide. If the mine air contains less than 15% oxygen, anoxia is inevitable. Symptoms of anoxia include dizzi¬ness, shortness of breath, quickened pulse, and deeper and more rapid respiration while the victim is at rest. During heavy exertion such as would be expected dur¬ ing escape efforts, a 15% oxygen level can cause loss of consciousness. 2) The units do not protect against excessive levels of carbon dioxide. Available data on carbon monoxide and carbon dioxide concentrations following explosions or fires are limited, but there are indications that the carbon monoxide concentration can rise to 2% and the carbon dioxide concentration can reach 5 or 6% of the mine air (by volume). In some situations, the in¬haled air could contain up to 6 or 7% carbon dioxide. At a carbon dioxide concentration higher than 2%, breathing patterns can be affected adversely. At a con¬centration of 6 or 7%, the effects include severe respira¬tory distress, with unconsciousness resulting from exer¬tion such as that needed for escape activities. 3) The units do not protect against high inhalation temperatures. The catalytic oxidation of carbon mon¬oxide to carbon dioxide is an exothermic reaction that evolves a large amount of heat. As the carbon monoxide concentration increases, the temperature of the inhaled air also increases. Available data show that above 1.5% carbon monoxide, the air inhaled through some self¬rescuers can be as high as 90°C (194°F). At those

This paper aims at the application of quantitative criteria for evaluating the mineral potential of square cells representing areas in terrains being explored at a reconnaissance level. The assumption is made here that the evaluation methods used by an expert economic geologist can be organized into geological models for establishing associations within imaged areas, that correspond to pixels with similar characteristics. UTM-registered multiple data sets have been constructed which include seasonal LANDSAT 2 and 4 images, SEASAT scenes, selected airborne radar images, digitized aeromagnetic, gravity, bedrock geology and topographic elevation maps. The area of interest is located in the Bathurst Inlet, District of MacKenzie, N.W.T., where a preliminary mineral potential evaluation was performed by the Geological Survey of Canada to assess its suitability for a national park. The multiple data sets described in this paper can be used for many studies at different resolutions, for comparing processing methods in remote sensing and, most importantly, for evaluating the physical and spatial relationships between the different images in registered data sets.

Electrochemical methods have potential to treat waters impacted by mining, while simultaneously producing a recoverable metal product to off-set treatment costs. Mining-impacted waters may present challenges with electrochemical treatment due to low concentrations and complex solutions of numerous dissolved metals. This paper presents an evaluation of the potential strengths and limitations of abiotic electrowinning of mining-impacted waters. In particular the impacts of chemical composition on metals removal are evaluated. Results of bench-scale experiments demonstrate the potential to remove metals on the cathode (copper, cadmium, lead), as well as the anode (manganese). Pre-treatment for iron and aluminum may be needed and post-treatment pH adjustment would be necessary. INTRODUCTION Due to continually increasing demand for metals, new technologies and innovative applications of existing technologies are needed to recover metals from mining-impacted waters. Electrochemical methods have long been used for metallurgical processes with solutions containing high concentrations of the target metal. However, electrochemistry also has potential to treat waters with lower metal concentrations, while simultaneously producing a recoverable metal product to offset treatment costs. Electrochemical water treatment may have several benefits over traditional alkaline treatment for acid rock drainage (ARD). Sludge produced from alkaline treatment has high water content that is difficult to dewater, even for treatment plants producing a relatively high-density sludge. For example, the Argo Tunnel Water Treatment Facility (Argo Facility) in Idaho Springs, Colorado uses hydrated lime to produce a high-density sludge with a solids content of 20 to 25 percent and filter cake with solids content from 30 to 35 percent [1]. Furthermore, costs for managing the sludge are significant, approximately $90,000 per year for treating approximately 150 million gallons of water [1]. Although not the case for the Argo Facility, sludge produced from alkaline treatment of ARD has potential to be classified as hazardous. Disposal of sludge also opens up the potential for future liability depending on the sludge’s chemical stability and methods of disposal. In contrast to alkaline treatment, electrochemical treatment produces metals in elemental and other highly-dense forms on the cathode. If metals concentrations and flow rates are sufficiently high, the metals recovered may help offset overall treatment costs. In addition, sludge production would be reduced, if not eliminated altogether, thereby reducing both disposal costs and potential future liabilities as well.

Heavy mineral mining has been a relatively small but important Florida industry for over sixty years. Geology of the Florida heavy mineral deposits is similar. Each formed along active coastlines after which the titanium minerals were upgraded in TiO2 by post depositional oxidation and leaching of the iron. There are four heavy mineral plants currently Operating in Florida. Ore is mined by dredges and the heavy minerals concentrated by gravity separation. The heavy mineral concentrates are further processed with high tension and electromagnetic separators to Produce titanium mineral concentrates for TiO2 pigment manufacturing plants. Zircon sand is produced as a co-product at all of the Florida plants. Staurolite is produced by Du Pont and Titanium Enterprises. Du Pont also markets a kyanite-sillimanite product. (Monazite is produced by Humphreys and Titanium Enterprises). Reclamation of mined-out land is an important part of heavy mineral mining. At the Du Pont plants soil is removed ahead of the dredge and placed over the quartz sand tailings. Grass is planted after fertilizing. A year later the land is fertilized again and pine trees planted. Most of the heavy mineral deposits now being mined will be nearly exhausted by the end of the century. New deposits to be mined in the 21st century will probably be smaller and lower grade than those now being mined. Advances in mineral processing technology will have to be made to allow these lower grade deposits to be mined economically.

Experiments conducted with limestone dusts and dolomitic marble dusts have indicated that when rock dust is wetted and subsequently dried, it becomes a solid, non-dispersible cake. However, in order to be effectively inert a coal dust explosion, rock dust must be able to disperse as individual particles to air. To counteract this, rock dust manufacturers created treated rock dusts that will resist caking after moisture exposure. National Institute for Occupational Safety and Health (NIOSH) researchers conducted a series of laboratory-scale experiments on four base rock dusts and their treated counterparts to assess the effectiveness of various anticaking additives after being exposed tomoisture and then dried. The dusts were exposed tomoisture using humidity cabinets having a high relative humidity (99% RH) and by also exposing the rock dust bed to water through bottom wicking. The dusts were then evaluated for dispersibility after drying using the NIOSH-designed dust dispersion chamber. The anti-caking additives were different concentrations of stearic acid, oleic acid, and xylene-based surfactants. All results were compared to a reference rock dust used to conduct large-scale experiments in the Lake Lynn Experimental Mine (LLEM), Fairchance, PA. When the untreated dusts were dried after exposure to moisture for 1 day, no dispersion was measured. However, rock dusts treated with anti-caking agents were readily dispersible even after exposure to moisture for 6 months. This report details the analysis and characterization of anticaking additives using the NIOSH-designed dispersion chamber and the 20-L explosion test chamber.

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

In a 2007 report to the U.S. Congress, the Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) stated that built-in-place refuge alternatives (BIP RAs) provide significant advantages over mobile refuge alternatives. At present, the requirement to locate refuge alternatives within 305 m (1,000 ft) of working faces makes BIP RAs impractical in most coal mines. BIP RAs would be practical if three issues are addressed: (1) allowing BIP RAs to be located at greater distances from the working face, (2) developing a reliable process for the design and approval of BIP RA stoppings that meet the 0.1-MPa (15-psi) design criteria, and (3) developing systems that reliably deliver breathable air to the refuge alternative. In 2015, NIOSH OMSHR conducted a study of these three issues and issued a report. In the report, justification was provided for allowing the placement of BIP RAs at greater distances from the working face than the currently mandated 305 m (1,000 ft), guidelines were developed that could be used by industry when submitting BIP RA stopping design applications for approval which are patterned after the Mine Safety and Health Administration guidelines for coal mine seal design applications, and insights were provided into options for providing a reliable supply of clean, breathable air to BIP RAs. This paper presents a summary of the study’s findings and also addresses issues discovered during the building and designing of a BIP RA that OMSHR researchers constructed in NIOSH’s Experimental Coal Mine in Pittsburgh to research the testing and improving of BIP RAs. These issues include several issues related to the delivery, distribution and exhaust of ventilation air to the BIP RA and some general construction issues that require further investigation.
