INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. The Bond ball mill grindability test is one of the most common metrics used in the mining industry for ore hardness measurements. The test is an important part of the Bond work index methodology for designing and measuring the efficiency of mineral grinding circuits. In spite of being called “Bond’s Law,” the work index equations are not a law of nature; but rather an empirically measured regression of a large data set collected by the Allis- Chalmers corporation in the period between 1930 and 1952. As a regression, it is valid within a specific “calibration space,” and great care is required when deviating the test procedures or observing results that are outside of that calibration space. This paper is a collected summary of other works by the Authors that describe feed sizes, product sizes, quality control checks, and other information about interpreting the test and using its results. Examples of adjustments that are sometimes required when using the test are: changing the test product (P80), and coping with a feed that is too fine to apply the “proper” feed preparation steps (such as is sometimes observed from HPGR or SAGDesign product testing). Related metrics, like the Morrell Mib value and Levin B value will be discussed, along with recommendations for their use on design projects. The intended audience is any user of laboratory work index test data.

The scope of this subject is a broad one. The demand for a metal with high refractory properties, great strength at elevated temperatures and high nuclear cross section, has put tungsten in the foreground as: the most promising metal to fill some of these requirements. Recently developed techniques have made it possible to roll large tungsten sheet and-the availability of fabricated tungsten is already upon us. More and more, the demand is for purer and still purer metals. Tungsten is no exception. As technology improves, we are learning more about the effect of foreign elements in minor amounts upon the chemical and physical properties of metals. As equipment and technology improve, specifications become more rigid, and reasonably so. Pure metals have revealed properties hitherto unknown in metals produced by former technology.

Highwall mining is a mining method to extract coal from a final boundary in opencut mining, trench mining or contour mining. This boundary may have been reached because of economic constraints (economic strip limit) or geographic constraints, such as spoil heaps and rivers. Coal is mined from visible, horizontal, or near-horizontal coal seams by making rectangular, parallel, unsupported drives with an unmanned cutterhead and coal transport system. This is controlled from a mining unit, or launch frame, positioned outside the drive, in front of the highwall. Removal of overburden is not required or is limited to small quantities only.

Thirty years ago it was possible to locate a quarry site for crushed rock for concrete aggregate by finding the nearest solid rock bluff accessible by road, But times have changed and the location of a quarry site to furnish crushed rock for concrete aggregate now has become rather complicated, Although both sand and gravel can be used for aggregate, this discussion will be confined to crushed rock in the regions around a metropolitan area. Let us assume that a consultant has been retained to advise on the desirability, and the possibility, of opening a new quarry within a given area. The problems are geological and ecological. Since the geological problems are simpler, they will be discussed first. Generally, the first step is to make a market study of competitive aggregate sources within the projected area. Assuming that the quality of aggregate to be sold by competitors as well as their mining costs will, within narrow limits, be the same, the problem becomes essentially a study of haulage costs from established quarries into the projected new area. Since haulage cannot be effected along straight lines and since each quarry operator may have different unit haulage costs, a map showing lines of increasing cost intersecting points on roads available for truck haulage radiating from competitive quarries can be rather complicated. "There is certainly no argument that LED lighting systems have taken a strong foothold in the lighting marketplace over the last several years. This has even proven true in the world of transportation and transit lighting, for which new LED cobra head style luminaires are replacing traditional HID cobra head luminaires on North America’s roadwaysand linear LED light fixtures are replacing conventional linear fluorescent light fixtures in North American rail transit facilities. However, LED technology has taken a while longer to penetrate the very specific market of vehicular tunnel lighting in this continent. Though both the New York/New Jersey Holland and Lincoln Tunnels have recently been retrofitted with LED lighting, and an LED Lighting RFP is currently out for Boston’s Central Artery Tunnels, very few vehicular tunnels in North America to date have been illuminated with LED light fixtures. This is largely because cost effective LED lighting, that met our typically stringent tunnel lighting standards, was until recently simply unattainable. However, with the rapid advances in LED technology over recent years, owners and specifiers of North American tunnel lighting projects have finally begun to adopt LED lighting systems as the norm. In fact, a recent Lux Fit/Yole Development “LED in Road and Street Lighting Report” stated that “LED luminaire growth will be driven firstly by tunnel lighting, and then relayed into highway, road, residential and amenity lighting applications starting in 2014.” 1 Our highways are continually becoming more congested. As a result, Provincial and State Departments of Transportation (DOTs) are constantly looking for innovative ways to improve traffic flow. One way DOTs are now helping to ease congestion is by expanding the use of tunnels and long underpasses in large interchange reconstruction projects. With less available right-of-way to work with, and the high costs of maintaining elevated bridge structures over the years, it often makes more sense to “go under” (rather than over) the traffic congestion points. With the addition of these new tunnels and long underpasses comes the issue of proper illumination within these structures, for a safe and efficient driving task. DOTs use recommended lighting practices and guidelines for highway lighting, which include specific criteria for tunnels, set by either the Illuminating Engineering Society of North America (IESNA) or the American Association of State Highway and Transportation Officials (AASHTO). However, both IESNA and AASHTO point out that these recommended practices and guidelines are not a mandate, and DOTs are free to make their own decisions about lighting criteria. Accordingly, effectively illuminating tunnels is often times a challenge. This paper will examine the key considerations of the tunnel lighting application in generalas well as what LEDs now bring to the table and how, accordingly, traditional lighting technologies will be phased out in the future illumination of tunnels."

"A large-scale wildfire had broken out at Fort McMurray in Alberta, Canada during May 2016. Many oil sands mining activities were affected due to the wildfire and the associated ash emissions. In particular, ash emission generated from the fire outbreak is a huge problem during the post-fire cleanup. These emissions pose a severe health hazard to workers, environment, and global climate. The ashes emitted into the atmosphere are caused by either human activities or climate conditions. The objective of this research is to assess the effect of three different ash dust suppressants, namely water, #1 surfactants, and #2 polymers at various volumetric concentrations on ashes samples to prevent propagation of fine solid emissions into the atmosphere. It is found that both #1 surfactants solution and #2 polymers solution are effective in retaining fugitive ash dust generated from the ashes. Volumetric concentration efficiency of 0.05% of #1 surfactant and 5% of #2 polymers in 500 ml of water have been proven to provide ash dust retention efficiency greater than 99% after the spraying of these suppressants. It is also found that both #1 surfactants solution and #2 polymers solution maintain an ash dust retention efficiency higher than that of the use of only water. This confirms the merit of using chemical dust suppressants on fugitive ash dust for a longer period, which is proven by the 72-hour data from this experiment. This study gives a general view of how effective chemical suppressants on fugitive ash emissions work. INTRODUCTION On May 1st, 2016, a large-scale wildfire gutted Fort McMurray, Alberta, Canada. Many oil sands mining activities were affected due to the wildfire and the associated ash emission. Due to the wildfire, some of the biggest oil sands companies in Fort McMurray such as Royal Dutch Shell and Suncor Energy shut down their oil production, at 255,000 and 350,000 barrels per day respectively [1]. Syncrude Canada Ltd scaled down its normal production capacity level of 350,000 barrels per day [1]. This generated an estimated loss of about 1.1 million barrels of oil production per day, constituting a 30% reduction in the Canadian daily oil production, crippling the economy [2]. This loss in production by the companies translated into 0.33 % of the Alberta GDP in 2016 constituting a loss of $985 million and 0.06 % of the entire Canadian economy [3]. In 2017, it is estimated that the rebuilding and reclamation of the affected areas in Fort McMurray will add $ 1.3 billion in GDP to Alberta’s economy [3]. A population of over 90,000 people was evacuated from the location and its surroundings for health and safety reasons [4]. The fire destroyed about 2,400 structures and over 500,000 hectares of forest vegetation in Fort McMurray, leaving an estimated 232,000 tonne of post-fire ashes [5,6]."

Predicting rockmass permeability is critical in evaluating various engineering designs, including estimating gas inflow to a longwall mine in the case of a hypothetical breach in the gas well. This study conducted field permeability measurements to validate a geomechanical model capable of predicting rockmass permeability during longwall mining. A series of slug permeability tests were conducted in an active mine in Pennsylvania. A model of the mine was constructed in 3DEC numerical modeling software, and permeabilities were calculated. The modeling results agreed well with the pre- and post-mining permeability measurements, showing the applicability of this tool to evaluate gas well stability near mine workings.

Underclays are associated with coals found in eastern Oklahoma. These coals are of bituminous rank and are in beds of Middle and Late Pennsylvanian age. They occur in an area of about 8,000 mi2, within the southern part of the Western Interior Coal Region. The rocks of the area consist of a thick series of sandstones, shales, underclays, coals, and limestones. There are more than 40 beds of bituminous coal in the state, but only 12 of these have been mined over large areas. The 12 are, from oldest to youngest: the lower Hartshorne, upper Hartshorne, McAlester (Stigler), upper McAlester, Cavanal, Rowe, Secor, Weir-Pittsburg, Mineral, Croweburg, Iron Post, and Dawson coals. None of the underclay associated with these coal beds is known to have been exploited commercially. Nine samples of underclay from beneath the Croweburg coal were collected over a wide area in the eastern Oklahoma coal field for evaluation. The underclays are usually shades of gray with brown or orange iron-oxide staining. Although soft and plastic in some places, they are generally hard and slickensided, and contain abundant carbonized plant fragments. Bulk chemical analyses, clay mineral identification, and ceramic tests were performed on each underclay sample. The dominant clay minerals are illite and kaolinite with some mixed-layer clays. Silica (Si02) ranges from 45.96% to 59.03% and alumina (Al2O3) varies from 14.98% to 23.60%. The U.S. Bureau of Mines Tuscaloosa Re- search Center conducted the ceramic evaluations. Samples were slow fired from 1,000°C to 1,250°C in 50°C intervals. Bulk density, color, percent linear shrinkage, and percent absorption were determined for each slow fire test. All Croweburg underclay samples are best suited for building brick.

An effective maintenance program ensures the adequate availability of production equipment. In turn, this availability enables production to maximize utilization and successfully meet production targets. An overall production strategy is necessary to draw all departments toward this common effort. Only then will production targets be met. From the maintenance view this means that production must comply with PM and repair schedules. Purchasing must supply parts and materials on time. Mine engineering must not overwhelm maintenance with non-vital construction. Accounting must provide correct, timely cost information - - etc. This strategy - - its content, effectiveness and enforcement is the responsibility of the mine manager . . . his alone. This paper describes a successful approach to maintenance within this strategy.

Most Newfoundland. mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Sonic criteria are described for the recognition of these environments of differing economic potential.

A heavy mineral deposit about 1.6 km (1 mile) in length, 0.13 km (0.08 mile) in width and averaging about 3 m (10 ft) in thickness is exposed approximately 130 km (80 miles) east of Denver, along Interstate 70, in Elbert county, CO near the town of Limon. The deposit is exposed in a geomorphic feature known locally as Titanium ridge. The dominant heavy minerals, accounting for about 70% of the total heavy-mineral suite by weight, are ilmenite, garnet and zircon. The mineralized zone appears in a series of visually interpretable facies that are stacked vertically and represent subtidal, forebeach, backbeach, washover fan and aeolian depositional environments. These paleoenvironments are analogous to depositional environments represented by a modern heavy-mineral bearing facies tract on St. Catherines Island, Ga. Thus, Titanium ridge provides evidence that heavy-mineral accumulation models for late cenozoic deposits in the Georgia and Florida coastal plains are applicable to heavy-mineral deposits of the Western Interior subsurface and, by implication, the Western Interior Seaway, extending from Mexico to the Canadian Arctic.

The geologic modeling of multiple domains is required for the prediction of mineral resources and reserves. In general, explicit methods have wide acceptance among modelers due to the ability to manually add deemed important trends and geological features into the models. As an alternative, implicit geologic modeling techniques are increasingly adopted to reduce professional time requirements. These methods aim for objective, repeatable and flexible models by replacing the manual time-consuming interpretation of sections with the interpolation of signed distance values. These techniques, however, have been developed for the binary case of two domains at a time. The current paper presents an algorithm that extends the binary case to multiple domains. The method is able to transfer large-scale geological features from data to geologic models. A case study illustrates the benefits of the algorithm and practical implementation considerations.

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

INTRODUCTION The rock mechanics study of the shortwall mining system at Beth-Elkhorn corporation's Hendrix No. 22 Mine is being conducted under contract with the U.S. Bureau of Mines. The objective of the study is to obtain data on surface subsidence over a portion of the mined area, strata subsidence in the mined area, and underground stress changes and displacements in and near natural support elements of the mining system. This study is currently in progress, and only a portion of the results are being presented at this time. The Hendrix No. 22 Mine is located in the moderately rough mountainous terrain of Letcher County in eastern Kentucky. The nearest mine workings to the shortwall area are approximately 1,900 feet distant. The depth of cover over the mined shortwall area varies from 770 feet at Panel 1 to 170 feet at Panel 5 (Figure 1). The strata in the shortwall area is summarized in the three core logs shown in Figure 2. Hole no. 2 is located in approximately the center of the mined shortwall area (Panel 3, Line C, Figure 1). The coal seam in the shortwall area is approximately 4 feet thick and horizontal, although one major ‘roll’ intersects all panels.

Estimated costs and revenues can be used in the evaluation of post- mining land use alternatives. However, post-mining land use decisions have to be made in an environment complicated by several additional factors. These factors, including cultural, natural, and managerial issues, are not as easily quantified as costs and revenues but may be more important determinants. There- fore, some approach is needed to attach relative weight to the various factors. The concept of fuzzy sets assembled into a structured hierarchy facilitates analysis of the relative value of individual factors and their impact upon each alternative under consideration. In this paper, a method is presented which employs fuzzy set analysis to evaluate postmining land use plans on the basis of these nonquantitative factors.

A big issue in crushing and grinding operations in raw materials handling is high energy consumption and low breakage effectiveness. According to the Legendre [7], only 10% of energy input is directly consumed on the feed material breakage, while the remaining portion is dissipated in the form of heat and noise [8]. In the industry of limestone powder production, the grinding operations constitute integral part of technological circuits, and the energy consumption in operations of industrial comminution consume as high as 2% of world energy [14]. High-pressure grinding is the technology with proved energy benefits both in ore processing circuits and in limestone grinding. The promising results concerned mostly the achieved energy savings and good results of material breakage were achieved and demonstrated in numerous investigations [1,3,12]. However, it appears that a proper selection of operational parameters of the press devise, determination the feed material characteristics and adjustment of process course san be of a key-significance in improving an effectiveness the HPGR operation. Operational parameters of devices and process course should be verified towards the characteristics of the feed material, which mainly applies to the particle size and shape of the feed material and its moisture, and also mineralization in case of ores [2,4,9]. There are various investigations concerning an impact of the operational pressing force on comminution results which mostly refer to the determination of energy consumption and crushing ratio [5,6,10,13]. Investigations on the moisture content are less common, however their results suggest that, in general, the HPGR feed with higher moisture shows the tendency to higher comminution intensity, while the energy consumption increases together with increasing of feed material moisture. Investigations on olivine sand feed [11] showed that crushing ratio decreases for higher moisture, especially when the material is crushed at higher pressing force. HPGR devices, however, shouldn’t be regarded as a unique and perfect solution for comminution of each type of material. But they indeed may bring technological and economic benefits, comparing to conventional crushing and grinding machines, resulting in more favourable breakage of material particles and lower consumption of energy per unit mass of processed feed material.

This paper is intended to give the reader an update on the work being done at the Mackay School of Mines about the fate of cyanide on precious metals mill tailings waste. During the last two years several tailings impoundments have been sampled and analyzed for total and free cyanides. From our sampling program we are beginning to learn valuable information concerning the fate of cyanides in precious metals mill wastes. Included in this paper is a detailed description of our sampling and analytical techniques. Also, some of the data obtained from five sites are given.

The Copper Canyon Cu-Au-Ag deposits include two geologically distinct hypogene ore bodies developed primarily in late Paleozoic rocks adjacent to a 38-m.y.-old potassic-altered granodiorite, whose emplacement seems to have been controlled largely by the Virgin fault, a north-striking normal fault. Widespread but subeconomic concentrations of sulfides as fracture and cavity fillings in skarn apparently preceded the final intrusion of the granodiorite. In the west ore body, metals reached ore-grade concentrations through the massive replacement of andradite by chalcopyrite, pyrrhotite, and pyrite mineral assemblages. The east ore body probably formed after the granodiorite reached its present level. Calculated 6dD values of water in equilibrium with primary and secondary biotites range from -76 to -99 per mil at temperatures indicated by d180 values from coexisting quartz and biotite. The lightest values are in secondary biotite from the east ore body. These data suggest that fluids associated with potassic alteration here were most likely composed of magmatic water mixed with some meteoric water.
