An AFM has been applied to study in situ the adsorption of oleic acid on fluorite in aqueous solutions. The AFM images show that fluorite surface becomes smoother with the adsorption of 7 × 10-5 M oleic acid solution at pH 9. Force measurement shows that fluorite is strongly positively charged in water at pH 6, suggesting a neglectable surface carbonation of fluorite. The adsorption of oleic acid at pH 9 renders fluorite more and more negatively charged. The surface morphology change of fluorite as shown by the AFM images suggests that oleic acid chemisorbs on fluorite at pH 9. Increasing temperature can help increase the adsorption of oleic acid on fluorite. It may also improve the lateral polymerization of unsaturated oleic acid on fluorite as suggested by the smoother mineral surface in oleic acid solutions at an elevated temperature.

The image of the open-pit miner in the eyes or the Environmentalist has never been very outstanding. The phosphate industry, whose history in Florida reaches back to the late 1800's, can-not be credited until recently with a large number or accomplishments in terms of protection or the environment to change this image. This lack of action was not deliberate or in opposition with the desires of the public. In the formative years, there was little or no public and the companies found it necessary to build towns to house their employees and their families, towns which remained in existence until the late 50's and early 60's or formed the core of present large communities. Neither these pioneers nor most subsequent resource developers considered themselves un-thinking spoilers, nor were they so regarded by their contemporaries. Instead, they acted in a manner consistent with their environmental circumstances and intellectual heritage. Early Americans did make mistakes in using the land but the mistakes became apparent only in the opinion of later generations. Over the past five to ten years, there has been a new self-awareness in the industry with regard to environmental responsibilities brought about, in part by a continuing onslaught of new regulations with jurisdiction over our activities. Part of the new regulations are aimed at industries as a whole while many, particularly state regulations, pertain specifically to the phosphate mining industry. Why all the new regulations? The reasons are encased in a complex web of activity but stem primarily from a new public awareness of its environment. More and more of our youth have become interested in the environmental science areas such as biology and ecology. The tremendous growth rate in both the population and industry has made personal issues out of subjects such as atmospheric inversions and water shortages which previously were abstract concepts. The State has grown from a population of 1,500,000 in 1930 to approximately 9,000,000 people today. This personal impact and general lack of knowledge on the part of the public concerning economics has resulted in big business no longer being held in awe, often in contempt and generally in suspicion where environmental concerns are encountered.

The deformations resulting from excavation of very large openings are compared using two-dimensional F.E. continuum analyses and discontinuous physical models (20,000 discrete blocks). Both the joint orientations and the model horizontal stress levels were varied. Some models were dynamically loaded to simulate earthquakes (0.2-0.7 g). Model deformations were recorded using photogrammetry. The changes in deformation when increasing the simulated spans from 20 m to 50 m were of particular interest. High horizontal stress caused surface heave when joint orientations were favourable for arch stability. Joint orientations also determined whether the pillars between parallel openings were in a state of compression or tension. INTRODUCTION The engineering performance of large rock caverns has traditionally been learned from mining and hydro power projects, where the depth below surface is often many times greater than the span of the openings. Deformations measured in the walls and roofs of hydro power caverns generally range from about 5-50 mm, though there is a documented case where a wall moved in 126 mm (1), and another where the arch moved down 147 mm (2). The chief objectives of the present studies of large near-surface openings were threefold: (i) to provide deformation data to compare with monitored data from planned engineering projects involving large span near-surface excavations, e.g. underground sports complexes, civil defense shelters, nuclear power stations,

Twin roll sizers are neither compactly designed machines nor are they configured to accommodate underground mobility; in fact, twin roll sizers leave room for improvement in many aspects of the design. The DRC1200 capitalizes on the weaknesses of these machines to make a more productive, easily maintained, and compact twin roll sizer than current market offerings. These strides were made through the inception of the Hard Rock Extraction System (HRXS), which requires a mobile sizer as part of the system. After use of a third party sizer on the HRXS, potential improvements were evident. These improvements include improved structural design to reduce overall footprint and an optimized design to reduce operating cost.

To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

"Coal mines opting for longwall mining or its variations rely on the main and tail gates for production. Stability of these entries or crosscuts is crucial in coal mining operations. Roof or strata failure can be fatal, may lead to property loss and delay in production. Failure of the gates depends upon many factors including the mining method, panel dimensions, pillar width, mine depth, caving rate, dimensions of gates and roof strength properties. In Pakistan coal is mined through a variation of longwall mining method with almost no mechanization while using timber as a primary support. Timber support as chock is very useful in coal mines especially in overhanging face. Similarly gate entries and coal faces are supported by chock supports throughout their length. In this paper the stability of the longwall gate is assessed for a typical coal mine in Pakistan by using finite element code. Numerical modelling considerations for gate entries are discussed. A model parametric study is performed for key factors. The results showed that the existing mining practice is not suitable and there is a need to review the mining approach. INTRODUCTION Main and tail gate entries leading to longwall mining panel play a crucial role in production cycle. Failure of any of these may lead to loss of life, property and production delays. The stability of gate entries depends primarily on the nature of loading and stresses incurred. It is relatively easier to assess the ground response to production for common longwall mining panel. In thin-seam coal mines the gate entries are generally supported throughout their length by timber made chock supports. The tailgates receive huge deformations and stresses during the mining and backfilling cycle. The chock supports are required to take care of rock falls leading to blockage of entries causing production delays and loss of capital. A number of supports are available for supporting the gate entries (Hoek and Brown 1980; Brady and Brown 1985). The support system can be selected based on load-deformation characteristics including the yielding behavior, pre- and post-yielding behavior (Barczak, 2003). The principal of support selection is that the support characteristics must match the ground response in order to maintain the gate entries (Mucho, et al., 1999). It has been observed that thin-seam mining (<1 m) is very challenging and it is necessary to develop an understanding of ground mechanics before the selection of an efficient support system Dolinar (2003). The chock supports have been tested for load-deformation characteristics in the laboratory (Barczak 2003). But the ground and support interaction, response and loads must be assessed for individual site. This can be accomplished by in-situ testing and observations at few locations. The generated data is generally insufficient for complete understanding. Numerical models can combine the data generated in the laboratory and on-site to fulfill the requirements."

Primary amines are strong collectors of apatites and they can selectively float sedimentary phosphates from calcareous ores. However, secondary and tertiary amines and tri-methyl ammonium salts were ineffective. The use of kerosene reduces the collector requirements because hydrocarbon is coadsorbed along with the amine on the mineral surface. The heats of reaction of aminium ions with such anions as phosphate, carbonate and sulfate, were measured in a microcalorimeter and discussed in terms of the solubility of the precipitates formed and their relationship with the adsorption mechanism of primary amines on phosphate minerals. Experimental evidence supports a view that primary amines are adsorbed through chemical interaction between the aminium and phosphate ions at the mineral surface.

In this paper, an innovative concept in longwall tailgate support is discussed. This new concept utilizes a new high capacity roof truss system in lieu of conventional wooden crib block. The first field test was conducted at Bailey Mine and was very successful. Similar tests have been installed in other mines and seams. An extensive instrumentation plan was designed and implemented in the truss test area. The test data has shown that the dynamic roof truss system effectively controls the various abutment pressures caused by longwall mining thus maintaining a stable tailgate entry.

Since Guild 1 and Snelgrove 2 attracted our attention to the relationships between certain endogenic ore deposits and plate boundaries, an abundant flow of papers appeared in the metallogenic literature concerned with this problem and its application to mineral exploration. Some of the papers only speculate with the formation of specific type of ore deposit 3, 4, 5, 6, 7, 8, 9, 10, 11, 12 Other papers are more concerned with genetic and structural relationships between plate tectonics and mineralization 13, 14, 15, 16, 17, 18, 19, 20 They are philosophical, in that they are generalized and refer to no specific area. Yet it is true that a large part of the world mineral potential is concentrated at the convergence of oceanic and continental plates, for example, around the Pacific. Therefore, the interaction of two plates by either subduction, obduction or slippage likely has an important role for the genesis and/or the (structural) control of these "orogenic" ore deposits. If subduction is the driving mechanism for the generation of igneous rocks 21, 22 and endogenic ore deposits 18, volcanic activity and the nature of volcanic products certainly are the major geologic processes and events to be tested. Fonteilles 23 and Alsac 24 have already emphasized the important relationship between mineralization and the talc-alkaline affinity of the volcanics. The Andean orogen is one of the best areas for testing such genetic relationships. Rich and varied endogenic and volcanogenic ore deposits occur there and plate interaction is still active.

A recently developed model is used as a tool to optimize blast designs based on the continuing combination of full scale blast assessment and performance prediction. The use of this tool has allowed to evaluate present blasting practices and proposed designs through a better under-standing of the influence of the various blast parameters. The empirical model has a modular structure covering all aspects of blast performance including 30 fragmentation, potential rock damage and 30 muckpile profile prediction. The modules are assisted by a terrain model which is compatible to most mine mapping systems, and a blast design editor. The evaluation is summarized in a blast management module. Various studies have recently been undertaken using the model to qualify and improve blast designs with respect to wall stability, optimized fragmentation and muckpile distribution, as well as to the control of the environmental effects such as blast vibration and airblast overpressure. To verify the predictions of the modeling, full scale blast assessment techniques were used to qualify blast geometry, explosives and initiation performance, rock movement, muckpile distribution, near- and far-field vibration levels and airblast ovepressures. The model provides a tool to gain an improved understanding of blasting and blast control. The modeling results are presented in a visual form which allows simple comparisons of proposed blast designs. Additionally, the model can be used for detailed analysis and blast management.

Malthus, an eighteenth century economist, predicted a rather dismal future for the world. It was his contention food supplies would not be sufficient for the population of the world because the economy of a nation grew arithmetically while population increased geometrically. As a consequence, within a relatively few years mass famine would spread throughout the world. This prophecy, based on an agrarian economic situation, did not come true at least insofar as the Western World was concerned. In largo measure, the salvation of our part of the earth resulted from the growth engendered by the Industrial Revolution. Throughout much of today&apos;s world, however, the Malthusian theory seems to be coming true. The advantages and benefits of the Industrial Revolution have net reached all nations. Further, the situation has been compounded by the benefits of modern medicine. This has reduced child mortality and extended life expectancy, but placed no limitations on births in the developed countries, child mortality has declined to 2 percent and adult life expectancy has doubled, but education and general prosperity have resulted in voluntary limitations on pregnancies thus partly offsetting the increased chance of survivals Even so, the present rate of population increase in Europe is approximately 6 percent per decade, and somewhat higher in the U.S., Japan, and other developed countries. The world as a whole, however, is expected to double its population by the year 2000, This would imply a rate of increase in the less developed countries approximately four times that in Europe.

A new class of thionocarbamates, O-alkyl-N-allyl thionocarbamate (III), has been found to give better metallurgy than 0-isopropyl-N-ethyl thionocarbamate (I) for a number of sulfide ores containing copper, lead, and zinc. Data on the results of flotation tests with several such ores are presented. The improved metallurgy is believed to be due to the participation of the allyl double bond in the complex formation of the thionocarbamate on the surface of the mineral.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

In the post war years metals analysts and statisticians have generally tracked the demand for metals in line with changes in OECD industrial production (IP) growth rates because, undoubtedly, the correlation between IP growth and metal demand was reasonable. However the correlation was exaggerated. During times of expanding IP growth metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked in order to reduce costs. Nonetheless, overall, a reasonable correlation between IP growth, over the longer term, and metal demand could be painted. Yet, although this correlation has stood well since the last world war it has been based on the fact that the bulk of the world&apos;s IP growth stemmed from the industrialized countries of the western world, latterly including Japan. The so called "developing world" was of little consequence, whilst countries of the Soviet Union and Communist Bloc were deemed to be closed, self-contained entities which, for each metal, would either be net exporters or importers. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated and takes little account of the worldwide political changes which have occurred since the collapse of communism and the revitalization of China, albeit under a notional communist government. It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs namely, western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are at work and are attempting to satisfy, with some considerable success, the expectations of the great mass of the world&apos;s poorer people. Such people, usually located in Asia, Africa and Latin America have aspired to the same standard of living as people living in western Europe, North America and Japan. Now, with free market forces at work their aspirations will start to be met. Consequently, the demand for metals and other raw materials will now rise at a much faster rate than at any other time in the world&apos;s history. Not only will the production of raw materials have to keep pace with rising IP in the developed world but will also have to keep pace with the demands associated with the rising expectations of rapidly increasing populations in the developing world, as well as from within the old communist bloc countries. This paper sets out to argue the case that metal demand could well increase at a rate faster than the world&apos;s mining companies, governments and financiers can deliver.

The Helvetia copper deposit is a large undeveloped Laramide porphyry copper system located in the Santa Rita Mountains, Pima County, Arizona. This porphyry copper system consists of four areas of copper mineralization: Rosemont, Peach-Elgin, Broadtop Butte, and Copper World. Asarco refers to the four areas collectively as the "Helvetia Deposit". Mineralization and alteration are primarily contact pyrometasomatic, and zoning of hydrothermal alteration and sulfide mineral assemblages are similar to those observed at the Twin Buttes and Mission copper mines located approximately 32 km west of Helvetia. Asarco acquired the Helvetia Deposit in 1988 and has continued the exploration and development effort since then. A considerable amount of excellent geological work has been completed in the area but little information has been published on developments since the mid-1950&apos;s. The geology of the deposit as developed by numerous geologists over the past 75 years and the large, bulk tonnage low grade copper deposits outlined in recent years will be briefly reviewed in this paper.

A test section of the upper most lift and underlying lifts of a large scale copper heap leach operation was instrumented and monitored with advanced wireline geophysics, fiber optics and resistivity electrode arrays. Elemental Capture Spectroscopy (ESC) copper measurements, resistivity measurements from an Array Induction Tool (AIT), electrical resistivity tomography (ERT) and distributed temperature sensing (DTS) with fiber optics provided integrated near real time data about the performance of the heap. During the leaching cycle, ECS provided continuous vertical measurements of copper in the upper most and underlying lifts in the test section of the heap and was used to generate a copper recovery curve. ERT inversion modeling provided high resolution 3D resistivity measurements, which were used to evaluate moisture distribution. DTS measurements of temperature were used to track the PLS front and calculate velocity. AIT induction provided highly precise bulk resistivity measurements. In-situ samplers provided PLS chemistry at multiple points. Properly integrated monitoring data can provide the heap leach operator with information that can be used to evaluate the hydrodynamics and metallurgy of the leaching process in near real time. Problems in the heap, such as pooling, channeling, longer lag and breakthrough times, excess acid consumption, increased solution in inventory, toe saturation and slope stability can be detected in near real time with the in-situ measurements evaluated.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President&apos;s Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission&apos;s recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

Mining in Mexico has an immensely long tradition. In his first letter reporting to his sovereigns from Mexico in July 1519, Hernan Cortes wrote, "To our mind it is probable that this land contains as many riches as that from which Solomon is said to have obtained the gold for the temple ... " 1 But not only precious metals drew his attention; in 1524, short of tin needed for casting guns, he found it in Taxco. As an added bonus, those who went to find it "came upon a vein of iron which according to experts is of exceeding richness." 2 Since then, the mines of Mexico have yielded up enormous amounts of mineral and continue to do so. Mexico is one of the ten principal producers of minerals world-wide both in production volume and diversity. 3 Tens of thousands of tons of iron, sulphur, and coal come from its earth annually; it is the world&apos;s second largest producer of barite; third of antimony, fluorite, and graphite. 4 Copper, zinc, silver, molybdenum, arsenic and cadmium and others are wrested from its mines. The wealth is there; but maximizing its potential requires investment, technology, and markets that the government cannot itself provide. Thus mining, since the Mexican Revolution severely restricted by both law and policy, today looks to private investment to develop its potential. Beginning in 1989, Mexico&apos;s government cautiously moved to liberalize private sector involvement in mining; 5 using the experience gained from these initial regulatory changes, the current new Mining Law was adopted in 1992 6 and new Regulations were promulgated in 1993. 7

In order to further elucidate the mechanisms involved in autogenous grinding, the fracture of rock specimens in free-fall impact was studied using the theory of elasticity. Stress distributions in rock specimens under various conditions of impact were analyzed and the conditions for failure were examined in relation to the compressive and tensile strength of rock. The energy equation derived for autogenous grinding coincides basically with Lewis&apos; generalized formula or Oka and Majima&apos;s formula, and it is sufficiently general to incorporate all of the three older theories, viz; those of Rittinger, Bond and Kick.

Compressed air distribution networks are essential for powering equipment in many mines even though some mines are replacing them with electrical power for hydraulic drills. Compressed air can be costly especially if the system is poorly designed and maintained. This paper outlines a technique for proper compressed air system design that will help mine managers reduce compressed air power costs; an important topic in today&apos;s highly competitive international minerals market. Compressed air system design is complex. It requires specifying: 1) air quantity and pressure in all branches of a large network, 2) proper location and types of valves and fittings, 3) the network solution that determines compressor requirements, 4) optimal hose and pipe, diameters, 5) receiver and compressor accessories, and 6) required capital and operating costs.
