Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water inflows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk.

Surface mining of coal is undoubtedly one of the more controversial aspects of the mineral industries today. There is a constant tug between the need for readily available and inexpensive energy supplies and the desire to minimize disturbance to the land. Without a doubt, surface mining severely disturbs the land surface. The duration of this disturbance, from a minimum of a few months to a maximum of infinity, however, is strictly dependent upon the mine operator's willingness to reclaim. Surface mining critics claim that it is impossible to ameliorate the detrimental effects of this mining to insignificance. The more vocal critics, indeed, are calling for complete abolition of surface mining for coal. Thus, they do not believe that it is possible to restore surface- mined land to pre-mining conditions. As a consequence of this position, an adversary relationship has developed between the operators and their critics who, simultaneously, believe they are doing their best for the United States. In a forum of mining experts, there is little need to recount the kind and amount of devastation that can result from poorly reclaimed land. This has been done numerous times, including once 1 by the author. Of particular interest to this paper, though, are the environmental hazards associated with contour strip mining. In addition to the problems of area mining: denudation of vegetation; exposure of toxic spoil; increase of erosion runoff; etc.--contour mining has the very real problem of landslide due to the outslope stacking of overburden. Contour mining is understood to be the extraction of coal from a hillside outcrop such that the resultant pit follows, or nearly follows, an elevation contour. The problem with contour mining as usually practiced is that the spoil from the cut, or the first cut if multiple cuts are made, is placed on the outslope. If this slope is steep, the resulting pile is difficult to stabilize, generally erodes swiftly, and may fail disastrously.

Additional progress in comminution can be achieved if the compressive crushing principle commonly used at present is changed to one where particles are fragmented by the tensile growth of preexisting internal flaws or cracks, under internal waterjet pressure. This idea was studied in a number of tests and generated results and conclusions are the subject of this paper. It covers tests with different jets imposed on rock samples during compressive load as well as without any loading.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

The paper presents the results of a study which involved collection and analysis of airborne pollutant concentration data in two producing underground room and pillar metal mines which use diesel powered equipment in the area near the face. The results include the concentrations of CO2, CO, NO, NO2 and respirable particulate matter measured with the latest portable instruments, and the carbon and hydrogen contents of the particulate matter samples determined by combusting them in a Elemental Analyzer. The carbon and hydrogen contents are used to estimate the amount of diesel particulate matter in the mine ambient air. The short term grab sample concentration data, although not suitable for determining compliance with ACGIH Threshold Limit Values (TLVs), are related to the TLVs so that they may be compared conveniently. Lognormal frequency distributions and the arithmetic mean of the concentration measurement data are used to compare different mine situations. Conclusions are drawn as to which pollutants are most important to control under actual mine production conditions.

As one of the more important Industrials Minerals, gypsum occupies a significant place in the economy of the United States, particularly in that segment which can be loosely called the Construction Industry. For many years, products made from gypsum have been a major building material, and the usefulness and versatility of these products is such that their widespread use is expected to continue. In 1968, according to U.S. Bureau of Mines statistics, the value of all gypsum products sold in the United States was 405,000,000 - and although this value has dipped from the 1964 high of $ 432,000,000, it is expected to trend upward in the next few years to equal and surpass this figure as the construction industry recovers from its current squeeze of "tight money" and high interest rates. There are many factors to be measured in determining the potential value of any mineral deposit, and how it might fit within its particular industry. What, then, are the qualities which a gypsum deposit must have in order to profitably participate in the four hundred million dollar plus business which is the gypsum industry? First let's consider the geology of gypsum, the geographic distribution of deposits, and the more important factors such as size, grade, capital requirements, and operating cost. Then, an understanding of the uses of gypsum, various types of products, and location of markets would be helpful, along with such other factors as the structure of the industry, price trends, etc.

Mine ventilation surveys were conducted by Technical Support engineers during June 1987 and September 1989 at the Dutch Creek Hine. The mine is located near Redstone, Colorado and is operated by Mid-Continent Resources, Inc. Following completion of the initial survey, several recommended improvements were incorporated into the ventilation system by mine personnel. The second survey permitted documentation of the effects of those changes on the ventilation system performance. This paper describes the processes involved in the implementation of the recommended changes. The substantial improvements in system efficiency and reduced operating costs are also described.

The fundamental importance of comminution by high-pressure grinding roll (HPGR) technology to efficiently increase the particle surface area lies in lower energy and water consumptions for iron ore pellet feed production. This study compared the ball wet milling process with the innovative HPGR processing technology for hematite-goethite ores. Green-pellet balling and induration processes were simulated on the bench and pilot scales.

Laboratory and small-scale continuous pilot-plant investigations made at the Tucson Metallurgy Research Laboratory of the Bureau of Mines have demonstrated that the copper segregation process is applicable to the treatment of oxidized and mixed oxide-sulfide copper ores regardless of the gangue constituents. The process comprises heating the ore to a temperature of 750° C. with small quantities- of sodim chloride and coke to produce metallic copper, which then is recovered by flotation. Tests were made on' 23 copper ores of different types containing 0.8 to 5 percent Cu, .The copper recoveries ranged from 73 to 96 percent in concentrates assaying 10 to 62 percent Cu, depending on the grade and type of ore, The direct operating cost for a 1,000-ton-per-day furnace and flotation plant is estimated at about- $3 per ton of ore.

Long range transport of pollutants, particularly of sulphur dioxide and the associated acidic precipitation, has received much attention in the press and in international discussion during the last few years. Studies revealing increasing acidity of lakes and the dying out of fish populations over broad regions of the eastern half of North America have created alarm. In this paper, I will not attempt a description of the acid rain phenomenon. For this r recommend the balanced treatment of the subject by Gene Likens et al (1979) in Scientific Americana For my purposes I accept that the problem is serious and direct my attention to exploring a solution. Ultimately, the key lies in the answer to the question; "What do we do with the enormous tonnages of pollution abatement byproducts, chiefly sulphur compounds, that would arise from pollution control?"' Little thought has been given to this most limiting factor to environmental clean-up. This is symptomatic of a basic flaw in the [philosphy] that under-ins environmental policy. Although this paper is to propose a solution to the abatement byproduct problem, the basic flaw - the firmly entrenched, universally adopted, 'polluter pays [philosphy] as it is currently [understood] - needs some comment.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. The penetration of rock fragments of overlying strata causes advanced ore dilution during drawing. The results of numerical and physical experiments showed that the proposed numerical simulation was applicable and the microscopic parameters of the model were reliable. The penetration under the variables of particle diameter ratio, density ratio, overlying strata thickness, and particle morphology was clarified. The penetration was quantitatively characterized by the discharge amount and the dilution rate. The experimental results showed that the diameter ratio and density ratio had a significant influence on the penetration. On the irregular shape of particles, the penetration is weakened. The overlying strata thickness had little effect on the penetration. This study could provide a theoretical basis for the full section uniform drawing, avoiding advanced ore dilution and further optimization of recovery rate.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

The Rondout-West Branch Bypass Tunnel is being built to bypass a substantial leak in New York City’s primary water supply tunnel. The 13,500 foot long tunnel travels 600 feet under the Hudson River through the same troubled geology and high pressure water inflows that the original tunnel did in the 1940s. A Robbins TBM traversed this geology and built gasketed segments. Nine thousand two hundred feet of 16 foot diameter interliner was installed and backfilled within the segments. Finally, reinforced cast in place lining was placed. This paper addresses the challenges and the multi-tasking approach the contractor utilized.

Physical separation of bitumen from low-grade Utah tar sand deposits containing a relatively high viscosity bitumen phase (Sunnyside and Tar Sand Triangle deposits) has been accomplished by traditional size reduction and froth flotation techniques. At appropriate experimental conditions more than 90 percent of the bitumen can be recovered in a concentrate, containing more than 20 weight percent bitumen, which should be a suitable feed material for subsequent hot water or thermal processing. The efficiency of bitumen recovery depends on the extent of size reduction, promoter and dispersant addition. Rejection of greater than 60 percent of the sand at ambient temperature and ease of water removal from the concentrate make such a process strategy both energy and cost effective. The energy required to achieve effective separation by the ambient temperature process is significantly less than the energy required for the recently developed hot water process. The flotation behavior of the tar sand has been analysed with respect to flotation pH, contact angle measurements and the apparent iso- electric point of the bitumen. The best flotation response at pH 7.8 to 9.0 can be correlated with the maximum in contact angle developed between the air bubble and bitumen surface and with the apparent iso-electric point of the bitumen (-pH 8.0).

There is an increasing requirement for geophysical surveys carried out during geotechnical investigations to provide direct information about rock quality or other geotechnical parameters. With the paucity of information to correlate geophysical results with actual rock properties, this is still difficult to achieve and additional research effort needs to be performed to address this issue. Nowadays, several researchers have been described detailed studies which designed specifically to investigate this matter. Generally, geophysical techniques which are used to estimate seismic velocities in the subsurface focus on the low strain levels that are not large enough to induce significant nonlinear, nonelastic stress-strain behavior (Luna and Jadi, 2000), which is normally evaluated when addressing liquefaction potential of soils in the shallow subsurface. Soil parameters relevant to seismic ground response (Rechtien, 1996) are density, relative density and void ratio, permeability, shear modulus, water saturation, soil fabric and stress history. Detailed characterization of elastic properties near a major construction site (e.g. a bridge) is useful for near field dynamic analysis of soil-structure interaction (SSI) effects. The coupled effect of the bridge foundation (piles, piers or abutments) and the soil immediately surrounding these substructure elements is essential for dynamic SSI analysis of these critical bridge structures. This paper presents a geophysical investigation performed along the under construction highway of Egnatia Odos, approximately 13 km west from the town of Xanthi in N. Greece. Twelve geotechnical boreholes, drilled at the maximum depth of 75 m, approximately located 20 m from the Nestos River. The objective of the survey was to obtain the high-resolution compressional and shear wave velocities of the shallow subsurface for computation of elastic engineering properties of the unconsolidated material interposed between the investigated boreholes. Joint interpretation of borehole logs and velocity images obtained by P- and S-wave traveltime inversions outlined shallow geological anomalies.

In case of a major fire in a tunnel between stations or ventilation shafts, if the buoyancy effect of the hot gasses is stronger than the airflow induced by the fans, the risk of backlayering could restrict the safe evacuation of people. Obstructions in the tunnel and alternate airflow paths can further reduce the air velocities past the fire. Currently there are two computer programs available to address the issue of underground fires: o "Subway Environment Simulation" (SES), Version 3.0, developed by Associated Engineers, a Joint Venture of Parsons Brinckerhoff Quade & Douglas, Inc., De Leuw Cather & Co., and Kaiser Engineers, Inc. for the U.S. Department of Transportation o "MFIRE", Version 1.26, developed at Michigan Technological University for the U.S. Department of the Interior, Bureau of Mines. As implied by its name, the SES program was developed specifically for the analysis of subway ventilation systems. It can be used to analyze the heat released into, and removed from, a subway or vehicular tunnel and to determine the effect of ventilation elements on airflows throughout the network of stations or other merging tunnels. It has a special feature allowing the user to predict the effects of a fire at any location within the subway system. Version 3.0 of the SES program is designed to be used with a "critical velocity" calculation in order to determine whether or not tunnel airflows can be controlled during a train fire emergency. The original version of the program was written in FORTRAN for mainframe computers, such as the IBM 4381. Recently ICF Kaiser Engineers has compiled a version of the SES program for PC use. The MFIRE program simulates the interdependence between a mine ventilation system, with its pertinent fans and structures, and changes in ambient conditions or a source of heat, such as a fire. It also accounts for natural ventilation. The program is written in FORTRAN 77 and compiled for 8086/8088 based microprocessors, allowing it to be run on an IBM PC or compatible computer with a 2.0 or a later version of DOS, 256K random access memory (RAM), and a text editor. This paper reports the comparative results of an application of both programs for the same network in a recent study.

A soughtafter consultant for over 20 companies and an esteemed expert witness, Dr. Taylor also led the Kroll Institute for Extractive Metallurgy at Colorado School of Mines. The Cook Islands (CI) possesses within its Exclusive Economic Zone (EEZ) a massive field of polymetallic nodules representing one of the world’s largest undeveloped cobalt deposits, along with large quantities of other metals critical to achieving global energy transition targets. In February of 2022 the Seabed Minerals Authority (SBMA) of the CI granted Moana Minerals a license to conduct our nodule exploration program. This paper describes how Moana Minerals chose to approach conducting exploration activities, one of the greatest challenges to Deep Sea Mining (DSM) development and the securing of the social license to advance to eventual mining of the resources, in an unconventional manner. The remote location of the project poses logistical challenges in mobilizing to and operating in the region and is a significant cost driver. Historically, exploration campaigns mobilized large vessels from mainland Europe, the Americas, and Asia as this model works well when contemplating long duration and widely temporally spaced campaigns without the need to revisit. Moana Minerals, when considering these challenges determined a multi-year deep sea mining (DSM) exploration program conducted in such a remote location can be better optimized by the deployment of a smaller yet highly capable “exploration optimized” vessel that is dedicated to the task and is based full time in the Cook Islands. INTRODUCTION The paper describes the challenges of exploration in remote regions including the South Pacific, and how an unconventional consideration of the problem led to the solution. Completion of an Environmental and Social Impact Assessment begins with a detailed environmental scoping study, resource update sampling requirements, and engineering data and sample requirements, which identifies the exploration goals of the project and technology needed to accomplish those goals. The method walks the reader through vessel and technology selection, discusses the challenges of equipment selection considering size and capability, describes the final arrangement, and provides results from the initial exploration campaigns. We followed the project from conception through the shipyard conversion, mobilization, and initial operations in the Cook Islands. The result shows how a smaller vessel with limited budget makes a large impact on the exploration capabilities in the region while building public trust. The Anuanua Moana is the first dedicated deep sea minerals exploration vessel modified with a suite of technologies that allow it to compete technically with existing ships but operate locally in the smaller ports of the South Pacific. The unique combination of size and technical capability gives the Anuanua Moana advantages over other vessels. This paper shows the importance of the Anuanua Moana in the development of offshore exploration strategies in the emerging deep sea minerals space.

Los Pelambres, 200 km north of Santiago, Chile, is the latest in a series of mega-projects developed in this part of the world. While most of its predecessors are spread over open desert, the Los Pelambres mine is nestled inside a narrow alpine valley high in the Andean Mountains. To handle the daunting task of transporting the mined copper ore more than 12 km and 1,400 vertical meters downhill to the concentrator plant, a gigantic belt conveyor system (capacity of 8700 mtph, 1800 mm wide ST 7800 steel cord belt, 2.5m diameter pulleys, an elaborate braking system including a mechanical failsafe and large reducers with a total installed drive power of 25,000 kW) has been employed. Many of these components have pushed the limits of conventional belt conveyor design.
