The main conditions which affect investment in mineral exploration and development are compared in five countries currently considered attractive for mineral investment - Canada, the U.S., Australia, Brazil and the Philippines. The primary parameters - the probability of occurrence and discovery of mineral deposits and the short and long term viability of mineral development - are evaluated and compared on a relative basis by a form of factor analysis. This analysis indicates that of the five countries studied, Canada is second only to the United States in degree of favourability for mineral exploration and development.

"The 2018 Elko Roundtable was held at the Red Lion in Elko, NV on March 15, 2018. The gracious host was once again Knight Piésold. Attendance was robust with representatives from more than 14 mining properties across Nevada representing nine corporations. Total attendance was at its highest in almost a decade. A high level of interest was also gauged by the number of companies with multiple attendees.The topic of water in mining was clearly a factor in creating the large show of interest. In terms of industry trends that are tracked annually, this topic had been absent from the list for more than 10 years (Deloitte, 2018) but was squarely planted there this year. And deservedly so. Three attending companies are signatories of the International Council on Mining and Metals (ICMM) which espouses a firm stance on water stewardship (ICMM, 2017).How’s the water?It is reported that water scarcity affects more than 40 percent of the world’s population (Deloitte, 2018). Consumption of water in the United States, based on the last detailed census, entails only 1.5 percent usage by the mining industry. The largest users are reportedly thermoelectric power and irrigation, combining for more than 75 percent of the U.S. consumption. During the prior census period, water usage at mines was up dramatically (USGS, 2014).Mine water source usage is primarily a mix of ground water and saline or fresh surface water resources. Over the previous period, saline sources experienced the greatest percentage in growth as a mine water source, nearly doubling in use. Nevada ranks second as a state nationally in mine water consumption. California is the leader, and Nevada is immediately followed by Utah and Alaska (USGS, 2014).Water rights in Nevada and the ongoing litigation at the state level, particularly over the Humboldt River basin, have elevated the concern over the supply of water and have raised the interest regarding the topic of water across the mining industry as well as within other industries.The Elko Roundtable meeting began with a safety share and introductions, and included each attendee mentioned a water problem or solution that he or she would like to discuss during the day. An interesting list of subtopics was developed from this round robin and yielded the following most common themes:• Mine pit dewatering during operation and pit wall stability.• Draindown from tailings dams and heap leach pads and dealing with this at closure.• Post closure pit lakes, pit lake water quality and associated water rights."

INTRODUCTION Ever since miners were faced with the task of moving ore, some form of scraper has been in use. At first, men and beasts of burden supplied the power to move the scraper, and later, machines were developed for this purpose. In the early 1900s, a few mining properties used small pneumatic single-drum winches to pull loaded scrapers to a raise or ore pocket, and the empty scraper then was dragged back to the muck pile by a miner, as shown in Fig. 1. Just prior to 1920, an improvement was introduced, using two single-drum hoists. As illustrated by Fig. 2, the second hoist was used to return the empty scraper to the muck pile. However, this arrangement still re¬quired two men, one operating each hoist. The next developmental step was to eliminate the second man by locating the hoists side-by-side and using one man to control both hoists. As illustrated by Fig. 3, this involved the use of a tail rope over a sheave to pull the scraper back. The greatest progress in development and the great¬est increase in the use of slusher haulers occurred between 1920 and 1930. In 1921, the Sullivan Machinery Co. designed and built the first two-drum scraper oper¬ating on the principle illustrated by Fig. 4. It was powered by a 4.5-kW (6-hp) Turbinair(r) motor and would pull a 450-kg (1000-1b) load at 0.61 m/s (120 fpm). In 1922, this unit was shipped to the Verona Mining Co. of Caspian, MI, and it experienced immediate success in the Lake Superior iron ore district. Since the two-drum slusher was much less expensive and more efficient than hand mucking, the Lake Superior mines were saved from financial disaster when iron-ore prices fell 25% between 1923 and 1925. Immediately there¬after, a demand developed for slushers that would oper¬ate with electric power, which was considerably cheaper than compressed-air power. In 1923, the Sullivan Machinery Co. responded with the first electric-powered double-drum hoist. During subsequent years, design improvements in¬cluded separate tail-drum gearing to increase the tail¬drum speed, as welt as a number of safety features such as rope guides. One result of these improvements and their utilization by the Michigan iron mines was an in¬crease of 100% in the tons of ore per miner per day in those mines between 1924 and 1929. Since the two-drum slusher was capable only of straight-line mucking, it was not a practical machine for use in open stopes. In 1929, the Sullivan Machinery Co. introduced the first three-drum slusher. As illustrated by Fig. 5, two tail drums and one hauling drum were provided. A tail sheave could be placed at each side of the stope, and the ore then could be loaded and hauled to a central point from the entire width of the stope. During the 1930s, progressively larger slushers were demanded. By 1940, two- and three-drum units were available with motor power as high as 45 kW (60 hp), and slusher power continued to increase after 1940. Be¬tween 1951 and 1952, Joy Manufacturing Co. designed a 112-kW (150-hp) two-drum Blusher for the Climax Molydenum Co. Although there has been no demand for a slusher more powerful than this, 150- to 225-kW (200- to 300-hp) slushers are quite feasible at the pres¬ent time. During the last 30 years, many slusher improvements have been made to the operating life, operational safety, and ease of operation and maintenance. Increased tail-drum speeds have decreased overall scraping times. Rope guards, totally enclosed drums, and operator shields have reduced the hazards of injury due to wire¬rope breakage. Improvements in lubrication have made the slushers relatively maintenance-free, with long operating lives. The introduction of spring-actuated drag brakes prevented uncontrolled unreeling of dis¬engaged drums, allowing the development of practical remote-control slusher operation. With the ever increasing demand for Finer powders by industry there has been a continuing effort by air classifier manufacturers to improve and offer machinery capable of producing these fine powders. Common to these classifiers is the use of a multivaned rotor through which passes all of the air used to transport the particles to be classified. Rotor revolutions per minute and the amount of air passing through the rotor are the main variables in determining the particle sizes which will be able to pass through the spinning rotor. Despite several methods (empirical, statistical and machine-learning tools) to calculate blast-induced ground vibration, it is not easy to predict and simulate blast vibration precisely under varying blasting loads and strata conditions due to complications in the blasting procedure. In this study, field blast data were simulated in Ansys software using explicit dynamics, and ground vibrations for 20 single-hole blasts were monitored. The densities of emulsion explosives were in the range of 0.9 to 1.15 g/cm3. In the laboratory, rock properties were determined from rock samples collected from the mine site before blasting. The in-hole velocity of detonation (VoD) and density of the emulsion explosive were also determined and used in numerical analysis to know the ground vibrations at specific points. The results of ground vibrations predicted by the model were validated using field data.

U. S. consumption of sulfur and sulfur products is expected to increase at a rate of 8 percent per year between now and 1980, largely as a result of their use in fertilizer markets. World consumption is also increasing rapidly, but at a-lower rate, about 6-percent per year. In 1965, sulfur recovered in the United States from purification of natural gas; nearly doubled from the 1956-1960 average; production from pyrites declined; and production of elemental sulfur increased 15 percent. Concern about air pollution resulting from sulfur oxides produced from the combustion of fossil fuel has lead to intensive research on methods of removal before combustion, during combustion (in-process methods), and from the resulting flue gases. If all the sulfur in fossill fuels were recovered, more sulfur products would be produced than were consumed in the United States in 1965. Removal of sulfur from coal before combustion could result in a product sufficiently-high in sulfur to be a suitable raw material for sulfuric acid manufacture. In-process methods produce solid sulfates, some of which may have commercial value. Flue gas removal' methods for sulfur oxidest generally result in the production of a byproduct either of sulfuric acid or sulfur. The projected sale of these materials significantly lowers the anticipated cost of sulfur dioxides pollution abatement. Alternate methods for sulfur dioxide reduction are discussed. The various proposed processes are described and costs are given for the various methods for which estimates have been made.

The Doan Valley Storage Tunnel Project in Cleveland Ohio was constructed to control Combined Sewer Overflows (CSOs). It is a complex system of three tunnels ranging from 8.5 to 18 feet in diameter with a total length of about 2.3 miles that was put into operation in mid-2021. The project lies within and below the cultural, educational, and medical hub of Cleveland, which presented unique design and construction challenges. This paper provides a case history of the design and construction, with particular attention given to lessons learned in devising a large tunnel system that can carry both dry and wet weather flows constructed in rock with limited cover, within a flood plain area and vibrant urban center

The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

The project involves the construction of a new aqueduct tunnel by an Earth Pressure Balance TBM tunnel for the Novaliches-Balara Aqueduct No 4 (NBAQ4) project in Metro Manila. It comprises a 7.3 km long and 3.1 m internal diameter tunnel that can deliver up to 1,000 MLD of raw water and the tunnel passes under urban residential and urban populated areas adjacent to and along Commonwealth Avenue. A new reservoir intake structure was constructed in the La Mesa reservoir by a cofferdam and the TBM breakthrough connected the reservoir to the outlet surge shaft structure and the downstream pipe network system connecting to the Balara Water Treatment Plant. The TBM incorporated a double articulated head configuration to allow tight 80 m radius curves to navigate some of the difficult alignment considerations. The alignment passed very close to some existing foundations for MRT7 and needed to clear several tight curves to remain within government land ownership. The project excavated through the local Guadalupe weak rock formations and there was minimal ground movements observed as a result of the work.

With the Working Shafts and Starter Tunnel under way, it became apparent this 4.7-mile, 19-foot diameter wet weather tunnel was going to live up to its name. The shaft’s pre-excavation grouting was completed, and ground water inflows were slowing project progress. As the tunnel drive was approaching 50% complete a cooperative effort was underway between the owner, engineer, and contractor to raise the base of the Retrieval Shaft by 65 feet to avoid ground water infiltration construction challenges. The tunnel alignment needed to be raised in kind. The project was behind schedule and rethinking the cast-in-place adit work was next on the agenda due to the very wet environment in the tunnel. The race was on to finish the project within the owner’s time constraints while completing multiple redesign aspects of the tunnel alignment and associated adit construction. This paper will evaluate original design criteria and actual in-route design modifications and change management to meet the owner’s just-in-time schedule needs.

The technical excellence of separation achieved in a mineral concentration process, or any other process where two constituents of any kind are physically separated from each other, is expressed uniquely and quantitatively by the Separation Efficiency: ES = (R ? Rg) where R is the percentage of the valuable constituent and Rg the percentage of the waste appearing in the concentrate. The Separation Efficiency meets all the usual requirements of a true efficiency and is independent of the nature of the process used. It can be visualized as the percentage of the feed material that, in effect, actually undergoes complete separation while the rest of the feed is distributed randomly and unchanged into the two separation products.

"The second survey of global copper leaching operations has been completed, the data published in 1998 has been updated. A survey questionnaire was sent to 40 identified copper leach operations around the world including those leach properties still in operation that responded to the 1998 survey. This paper lists the results of 26 operations that responded to the survey. Selected information from the survey is represented in graphical form. INTRODUCTION Copper leaching was first performed by truck dumping huge monolithic stockpiles of ore and flooding the surface with leach solution or lixiviant with little understanding to the parameters that support optimum recovery of the metal. Heap leaching has evolved into a controlled process whereby a complex low grade ore is stacked in shallow lifts (under 10 m in most cases). The ore is usually crushed and agglomerated, conveyor stacked on an engineered containment system (leach pad) and irrigated in a controlled manner. The lixiviant chemistry is designed to extract the optimum amount of metal from the ore. At first glance, heap leaching appears to be simple in nature. In fact, it is a very complex process. A plethora of technologies such as material handling, environmental control, analytical techniques, solution chemistry, hydrology and many others contribute to the design and operation of a heap leach. Heap leaching requires an inter-disciplinary approach between geologists, mining engineers and metallurgists. Many operational factors affect heap leaching. The process must address climatic factors, flexible operation, quality control before and after leaching, physical characteristics of the ore, geology, mineralogy, reagent consumption, solution application rate and methods (wobblers or emitters), particle size, and favorable conditions for bacterial growth and survival. Predicting, troubleshooting, and optimization of leach recovery is a significant challenge when considering the number of variables involved and their interactions The survey updates many of these key operating parameters to the current state of the art. It should provide the reader an excellent benchmarking summary of these factors on a site-by-site basis."

As part of its goal of helping maintain an adequate supply of minerals to meet national economic and strategic needs, the U.S. Department of the Interior's Bureau of Mines is evaluating alternative technologies to treat oxidized taconites. Since process control is an essential element in the application of these process technologies, research was performed with a prototype monitoring system. A Californium-252 neutron source and a thermal neutron capture- gamma ray spectra analysis method was utilized to measure the amount of iron and the percent solids in the process slurries. The concentrate and tailing streams in a 410-kilogram-per-hour (900- pound-per-hour) pilot plant employing a selective flocculation and cationic flotation process were monitored. The results obtained showed that the thermal neutron capture-gamma ray reaction can be used to provide process control parameters.

The angular spiral lining system reduces energy consumption and grinding media consumption in grate discharge ball mills. This paper discusses the effect of this lining system on mill product size distribution. Performance comparisons of a grinding circuit outfitted with angular spiral liners in the ball mills are made with respect to standard double-wave liner installations. The angular spiral lining system was developed by Waagner-Biro of Austria. The installation of this lining system at Magma Copper Company, San Manuel, Arizona, is the first of its kind in a grate discharge ball mill used for wet grinding.

Siderophyle platinum-group metals and sane gold are a thousand times more abundant in metal and chondritic meteorites than in terrestrial or lunar rocks. Type I and II carbonaceous chondrites contain granules of the high boiling point metals W, Re, Mo, Ir and Os. Metal meteorites and the metal fractions of other chondrites contain siderophyle Pt, Pd, Ru, Rh, Os, Ir and Au. Spectra of sunlight reflected from asteroids, when compared with those of meteorites and specific minerals, provide a rough classification and guide to sources of precious platin-group metals.

The Doyon Mine in Quebec, Canada, evaluates the possibility of desulfurizing its tailings to produce material to be used as cover for the acid-generating tailings disposal site. Laboratory tests showed that a single-layer cover made of desulfurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modeling with the software Vadose/W was used to optimize the design parameters, namely, cover thickness, water table position and residual sulfide content of desulfurized tailings following laboratory work. It was found that the optimal configuration includes a 1-m (3.3-ft) desulfurized tailings cover containing 0.8% S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux toward acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective for oxygen flux chosen for the Doyon Mine (10 mol/ m2/year) with the protective sand layer, even in extremely dry conditions.

The reclamation of an open dragline pit (Pond A3P-2) at the Gibbons Creek lignite mine in east-central Texas required neutralization of acid mine pit water. At the start of treatment with hydrated lime (Ca(OH)2) on March 28, 2000, the pond had partially filled with 913,000 m3 (740 acre ft) of pH 4.9 water. Another 666,600 m3 (540 acre ft) of pH 3.3 water was pumped in from an adjacent pit (PitA3P- 1). By the end of the project (July 5, 2000), a combined volume of 1,579,000m3(1,280ac-ft or 417milliongal) in PondA3P-2 had been successfully treated to pH 8.2 with 431 t (475 st) of lime. This was two to three times more neutralizer than laboratory trials and detailed chemical titration had predicted. The main reasons for the difference are thought to be the inadequate representation in a laboratory setting of some of the chemical reactions that occurred in the field, including incomplete mixing of reactants, reactions with clay minerals in the pit walls, the kinetics of biologically-mediated reactions and the kinetics of aluminum oxyhydroxide polymerization (aging).

The effect of anions such as sulfate, chloride and nitrate on the solubility of rare earth element (REE)-bearing phosphates and fluoro-carbonates was examined using relevant thermodynamic data. The study found that these anions have significant influences on the overall dissolution of REEs from various sources in the aqueous media.

Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.

An 18.5 km (12 mile) long tunnel is being driven by four Earth Pressure Balance Tunnel Boring Machines (EPB-TBMs) of 4.7 m (15.5 ft.) diameter through alluvial sand, gravel, silt and clay above and below the groundwater table in Los Angeles beneath buildings, railroads, freeways and the L.A. River. Continuous automatic data recording of TBM operation and field inspectors' records, accompanied by monitoring of 5,000 surface reference points and 268 borehole extensometers were used to obtain information. The paper explains the reason for selecting the method of EPB-tunneling to ensure stability of the tunnel and meeting of environmental requirements, and presents data collected to monitor and demonstrate the performance of the TBM sin the different ground conditions encountered.
