The 2004 Prospectors and Developers Association of Canada (PDAC) conference contained an air of optimism and excitement that has not been seen since 1997. Many segments of the mining industry are alive and well. This is largely a reflection of improved metal prices, themselves due to the strong euro and improvements in Asian economies. Those factors offset higher oil prices, a weaker U.S. dollar and concerns about the Middle East. This report is an overview of the conference. It is supplemented by an examination of conference handouts, abstracts and a few complete papers that are on the PDAC’s Web site www.pdac.ca. Sixty PDAC 2004 abstracts are available at the same site, along with 15 complete papers in PDF format. The conference was held March 7-10 in Toronto, Ontario. It was attended by a record 9,200 delegates from 85 countries. About 8,000 people from 74 countries attended the 2003 conference.

Since its formation in 2004, the Task Group for the Extension of the Continental Shelf (EMEPC) has been collecting hydrographic, geological and geophysical data to support the extension of the continental shelf beyond 200 NM. In 2008, the EMEPC acquired a 6,000 m rated ROV named "Luso" and has been cooperating with several national and international institutions to increase and improve its operational capabilities to conduct research on deep-sea minerals. The Portuguese continental shelf corresponds to a broad area of the seafloor encompassing different physiographic domains: the mid-Atlantic ridge system, abyssal plains and numerous seamounts. From 2008 to the present, the mid- Atlantic ridge and seamounts have been the most visited sites with the ROV "Luso". Several hydrothermal vent sites are known to occur along the mid-Atlantic ridge to the south of the Azores archipelago and mostly within the Portuguese EEZ. Vent fields were also discovered in the extended continental shelf, namely the Rainbow and the Moytirra sites located to south and to the north of the Azores archipelago, respectively. The most studied seamounts correspond to those forming the Great Meteor chain and the Madeira- Tore rise. All these visited sites are related either with the occurrence of polymetallic sulphides or cobalt rich Fe-Mn crusts and the opportunities to further pursue their exploration will be discussed.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

The MINER Act of 2006 mandated that all underground coal mines must install and maintain refuge chambers. Refuge chambers serve as a temporary shelter in case of emergency. Several factors affect the performance of a refuge chamber: heat production inside the chamber and introduction of CO when chamber doors are opened are two major factors. This study examines the CO purging process and to determine total air quantity and time necessary to lower the CO con-centration to safe levels for different inlet/outlet configurations using three-dimensional simulation technique. The study uses Reynolds Averaged Navier Stokes and continuity equations along with the spe-cies transport model assuming uniform air mixing. The heat transfer of any kind is neglected and the purging process is assumed to take place isothermally. The standard k-e model is utilized for simulating turbulence in the flow field. The Earth Pressure Balanced (EPB) shields designed by Mitsubishi Heavy Industries, Ltd., are recently more enthusiastically accepted by tunnel boring specialists. This company having built 1,000 tunnel shields utilizes its vast experience to resolve the problem to excavate through big boulders scattered in rather soft alluvial soil. Several types of EPB shields which can cope with large size boulders are described. Such shields are equipped with both drag bits and rolling disc cutters on the cutterheads. Previously removal of boulders has presented safety problems for workers while in the muck chamber, or venturing in front of the shield. This report describes the problem and how the equipment was modified to deal with the problem.

Electromagnetic energy emitted from electronic devices has been known to interfere with other electronic systems, hindering their ability to function properly. Mines have many electronic devices critical to the health and safety of mine workers that could be negatively affected by electromagnetic interference (EMI). To ensure that devices are electromagnetically compatible, tests must first be conducted to measure emissions and check for immunity. Standards are available across multiple industries that prescribe emission limits and test methods for electronic devices. A literature review was conducted in this study, and an overview of EMI standards in other industries is provided. Also, an example of how a standard can be applied to mining equipment is presented.

"Phosphate rock contains traces of rare earth elements (REEs) and can be a secondary source of these critical materials as large tonnages of phosphate rock are mined annually. Attention has mostly focused on the extraction of REEs from phosphogypsum, which contains more than 70 percent of the REEs reporting to phosphate concentrate, with only limited work conducted on REE extraction from sand tailings and slime even though they account for 16 percent and 15 percent, respectively, of REEs mined with phosphate matrix.In this work, phosphate flotation tailings were upgraded by gravity separation and froth flotation. Gravity separation was conducted using a laboratory shaking table, while flotation was conducted in a Denver D-12 flotation cell. The concentrated tailings were then leached by nitric acid followed by REE extraction with solvent and ion-exchange resin.The sand tailings were assayed as having 2.6 percent phosphate (P2O5 ) and 198.1 µg/g REEs. It was found that the shaking table could produce tailing concentrate assayed as having 8.6 percent P2O5 and 616 µg/g REEs but with only 20 percent REE recovery, while the froth flotation produced froth concentrate assayed as having 8.1 percent P2O5 and 368.2 µg/g REEs with 63.5 percent REE recovery. Leaching the flotation concentrate with 5.2 M (25 percent) nitric acid followed by extraction with solvent and ion-exchange resin yielded precipitates with REE contents of 0.926 and 0.314 percent, respectively, compared with 0.716 and 0.213 percent when table concentrate was used.IntroductionRare earth elements (REEs) consist of a group of 17 elements: the 15 lanthanides along with yttrium (Y) and scandium (Sc). They are rare not because of their scarcity in the Earth’s crust but because they are rarely found in economic and mineable deposits. REEs are called “seeds of technology” because of their importance to some critical technological industries such as renewable energy, hybrid cars, electronics and batteries. On average, an electric car or a hybrid car contains about 10 kg of REEs (Grasso, 2012; Radhika et al., 2011).REEs are usually categorized into light (LREE) and heavy (HREE). LREEs consist of lanthanum (La), cerium (Ce), praseodymium (Pr), neodymium (Nd), promethium (Pr), samarium (Sm), europium (Eu), gadolinium (Gd) and scandium (Sc), while HREEs consist of terbium (Tb), dysprosium (Dy), holmium (Ho), erbium (Er), thulium (Tm), ytterbium (Yb), lutetium (Lu) and yttrium (Y). About 200 minerals contain traces of REEs, but only three are considered economically significant: bastnasite, with the formula La,Ce(CO3)F; monazite, with the formula(Ce,La,Nd,Th)PO4; and xenotime, with the formulaYPO4 (Jordens, Cheng and Waters, 2013)."

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. A sustainable coal industry needs to achieve a number objectives concerning mainly with superior utilisation of deposits and improved environmental performance. Modern quality control systems, which are greatly based on the on-line analysers, play an important role in achieving sustainability targets. This paper discusses the testing and application of on-line ash analysers installed in the Ptolemais and Megalopolis lignite mines in Greece and examines the possibility of using this type of analyser to control blending and homogenisation operations. The effect of the accuracy of on-line analyser to control process, when used for the characterization of low rank coals with complex and variable composition, such as greek lignites, is examined.

Every two years, industry leaders and practitioners of tunneling and underground construction gather at the Rapid Excavation and Tunneling Conference (RETC) to learn from their peers about the most recent advances and breakthroughs in this unique fleld. Industry experts from around the world highlight their most recent projects and share real-world experiences. They also share with their colleagues new technologies and methodologies that attendees can take home to their respective projects. The 2013 RETC was held June 23-26 in Washing-ton, D.C., itself home to several major tunneling and underground construction projects. The conference is sponsored by SME. Attendance was 1,384 professionals. The accompanying exhibit hosted 159 companies in 188 booths. A few of the topics covered in the technical sessions dealt with caverns and large spans, contracting practices, tunnel linings, design and planning, geotechnical considerations and instrumentation. The conference was preceded by four short courses, all well attended. They were ?Grouting in Underground Construction,? ?Tunnel Lining Design,? ?Microtunneling Application? and ?Risk, Uncertainty and Hard Decisions.? In addition, a sold-out field trip to D.C. Water?s Blue Plains Tunnel took place following the conference. The Blue Plains Tunnel is part of the agency?s Clean Rivers Project. Also during the meeting, three students each received $5,000 scholarships from the UCA of SME, while another three students each received $2,500 scholarships from RETC (See page 53).

This paper presents the use of non-parametric approach (i.e., data envelopment analysis, DEA) for the development of environmental sustainability indicators in mineral processing using environmental, economic and/or integrated indicators (i.e., indicators that interrelate two dimensions of sustainability). A case study based on real publicly available data is presented to illustrate how the proposed approach can be implemented in practice. The merit of this approach, which is based on the productive efficiency framework, is that it provides environmental sustainability indicators that can be used internally for benchmarking purposes and externally for sustainability reporting.

Continuous operating performance and high profit is one of the major concerns in the mining industry. Information systems are expected to reinforce and enable conformance to these requirements. The companion efforts of business management and production information systems press for tighter integration to avoid over-laps, multiple instances of similar data, and expensive maintenance of databases. Implementation of advanced intelligent systems throughout a mine operation can reduce costs, optimize investment and create a shorter payback via conversion of the data accumulated by field and process devices into information, and subsequently, into decisions. However, in order to harness the potential power inherent in these intelligent devices, adequate and flexible modular knowledge-based solutions are required. Fortunately, there has been at least one such practical response to this challenge, namely the ABB IndustrialIT portfolio. With these tools in place, production efficiency is reached via integration of process, production, and quality information. Moreover, they permit immediate detection and remedial action to changes to process and boundary condition variables. Finally, using advanced optimization techniques supported by dedicated mathematical models, they allow for economic process optimization (process set points and coordination thereof, energy management, production planning, energy supply contract optimization, etc) of the plant as a whole.

Mining and processing of bastnaesite ore, (Ln)CO3F, for lanthanides extraction is investigated in this paper. This series of elements proved to be applicable for a wide range of high-tech uses. In spite of the strategic importance of lanthanides, no LCA and energy analyses of their extraction have ever been published. We perform in this paper a Life Cycle Assessment of the Lanthanide production cycle, based on available database and literature data from Mountain Pass mine (USA) and other worldwide mining and processing sites, most of which in China. We investigated three main steps: mining, milling (including transport, grinding and drying), and flotation (for lanthanide chloride extraction). We do not investigate here the separation of pure oxides from lanthanide chloride, a compound which is also marketed as such. The conventional LCA was integrated by means of energy and emergy evaluations, aimed at investigating respectively the global energy cost and the environmental sustainability of the process. Indicators of material intensity, thermodynamic efficiency, and environmental impact (including LCA and ecological footprint impact categories) are calculated and discussed.

It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Introduction Rockfalls occur when rocks or boulders detach from mountains or hills and tumble down. They can pose significant hazards to infrastructure such as highways, buildings, and mine open pits, and they sometimes result in personal injury or death. Prediction of rockfalls is a difficult task. Slopes that are at risk of rockfall have highly variable geometries. The location, mass, and shape of the rocks that might dislodge and fall are uncertain. Moreover, the materials that make up a slope can vary considerably from one section to another. Furthermore, the relevant material properties are usually not well known. Performing probabilistic simulations of rockfalls, combined with proper statistical analyses, has proven to be an effective and acceptable method for dealing with these difficulties [1, 2, 3]. The movements of a falling rock can be classified as freefall, bouncing, sliding, toppling, or rolling. The falling trajectory is controlled mainly by the geometry of the slope, the block shape, and the energy dissipated at each contact of the block with the slope. A rockfall model is evaluated based on its ability to efficiently predict the velocity, frequency, height of bounce, and run-out distance of falling rocks. With this information, the engineer can design remedial measures such as restraining nets and ditches. Most of the existing rockfall simulators are based on particle models that consider the falling rock as an infinitesimal particle with a mass, called the lumped mass or stereomechanical models [1, 2, 3, 4]. Other models involve hybrid methods relying on simplified assumptions. The most common hybrid methods are based on contact searching for the movement of a dimensionless object and incorporate some aspects of rigid body impact for bouncing [5, 6, 7]. There are also some rigid body models in the literature that employ simplified versions of rigid body models [8, 9]. This study applies a more sophisticated rigid body theory based on rigid body impact mechanics (RBIM), which was developed by Stronge [10, 11, 12]. The new theory captures all modes of rigid body movement. Due to the importance of the rock geometry, single impacts of ellipsoidal and prismatic rocks with rectangular cross sections are investigated. The effect of rock slenderness on rebound velocities and energies is also investigated for ellipsoidal rocks. The correspondence between the model parameters and the data from the rockfall literature data will be discussed.

The image-based On-line Particle Size Analyzer (OPSA)system has been developed at the University of Utah to measure particle size distributions under plant conditions where overlapped and segregated particles are being transported on a moving belt conveyor. Evaluation of the OPSA system at several plant sites has been completed. The results show a consistent agreement between the particle size distributions obtained from the OPSA system and those obtained from laboratory screen analysis of belt samples. These results and the stable performance of the OPSA system during the field tests suggest that continuous quality control of crushed products is possible using the OPSA system.

Creating a suitable working environment for people today entails much more than just preventing accidents and work-related illnesses. It is important to be proactive in establishing an even better culture of prevention and to convince everyone, workers and managers alike, of its importance. Especially in the age of rapid changes and above all in view of global competition we are more dependent than ever on healthy, enthusiastic, competent and creative employees. Start with your assessment of the minerals business —domestic mining as well as operational and consulting perspectives. As a third generation miner, I have been living the mining business for as long as I can remember. I have watched commodity prices produce boom and bust cycles in places like Price, Utah (coal), Douglas, Arizona (copper) and Eureka, Nevada (gold). It is unsettling to see how our industry has fluctuated, but it always seems to rebound if you can stick out the down cycles. However, our most recent dip in the cycle was, in my opinion, characteristically and permanently different. In the past, when prices went south, people hunkered down and waited out the cycle until things came back, much the same as they had every other time. Not this time. This time, we saw a consolidation of the industry in proportions never seen before. Mega-mergers like Exxon-Mobil, Phelps Dodge-Cyprus and Newmont-Normandy have changed the complexion of our industry forever. And that is true not just of the mining companies; it happened across the supporting business lines as well. As a midsized niche engineering and environmental service provider to the mining industry, companies like mine are few and far between these days. The lean cycle saw many of the small and midsized providers get gobbled up by consulting giants like URS and TetraTech. The mentality of a mega-company, whether a commodity producer or a goods or service provider, is different than that of their small- and medium-sized counterparts.
