The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.

Methane gas caused an eight-month shutdown of mining operations at the Mill Creek, Phase 3, Tunnel. The gas-related shutdown occurred as the tunnel was advanced to an approximate distance of 2,700 feet, which constitutes approximately18% of the total tunnel length. The construction of an emergency ventilation shaft, a comprehensive program of de-gassing wells and an expanded gas monitoring system were used to mitigate the gas condition. When complete, this tunnel will be utilized to convey and store combined storm and sanitary sewage collected from a portion of Cleveland, Ohio and ten suburbs. This paper will provide an overview of gas related remedial measures and explain how these measures were integrated into the project to ensure safe tunneling conditions.

"As ores degrade, mining techniques and chemistries change to meet market demand and maintain product quality. The balance of recovery and grade is a significant challenge in the Crago Process where an anionic collector is used to float phosphate, followed by acid scrubbing, then an amine float to improve product grade. As the grade is a requirement for DAP and MAP production, recovery is the criteria to suffer. Phosphate losses in the amine float can bring overall recovery down by as much as 18%, creating a growing need to think outside the box to improve recovery. This paper will focus on the theory of amine tail recycling and the best methods to optimize the overall phosphate recovery by recycling the tails from the cleaner flotation step. INTRODUCTION In 2014 the total US phosphate production was down 13% over the prior year, from 31.9 to 27.1 Mt, which accounts for 12.32% of the world’s phosphate rock production. Florida and North Carolina phosphate production accounted for 80% of total US phosphate production, which was down from 85% the previous year. This decline is due in part to the closing of the last phosphate mine in Polk County, FL - which had an operating phosphate mine for over 100 years (Gurr, 2015). Another factor contributing to the reduction in contribution from FL & NC is the increasing challenges in beneficiating the remaining ore deposits. The Central Florida mining district has historically been in the Bone Valley deposit, where raw apatite was abundant with P2O5 values as high as 15%. The Bone Valley ore also had characteristics favorable to beneficiation to 27.5-29.7 %P2O5 while achieving recoveries above 86%. The move southward into the Hawthorne Formation has seen the ore feed grade hit some historic lows, and the matrix characteristics pose more challenges to phosphate producers. The Hawthorne Formation experienced lateritic weathering after the Bone Valley formation which altered the apatite to aluminum phosphate minerals, and alteration of montmorillonite to kaolinite, releasing MgO that caused the dolomitization of the top of the Hawthorne limestone (Cathcart, 1966). Elevated levels of dolomite can yield an increase in slurry viscosities, reduce production rates, and increase energy costs in the wet-acid fertilizer process. The MgO will also act to dilute grade, making it more difficult to achieve a standard 18-46-0 product (McHardy, 1981)."

Attempts are made to evaluate the feasibility of using a water-injection cyclone for the concentration of iron ore fines. The separation characteristics of clay fines, containing large amounts of alumina and silica, from the iron values are discussed. The effects of critical variables, such as injection water rate, truncated cone diameter, spigot opening and vortex finder diameter, on the performance of a water-injection cyclone in terms of iron, alumina and silica grades; iron recoveries; and alumina and silica rejections are discussed. A set of 16 full-factorial experiments (24) was carried out to gain an understanding of the individual and interaction effects of the variables. The results indicate that classifying iron ore fines containing 63.0% iron, 2.5% alumina and 3.5% silica through a water-injection cyclone can produce concentrates with iron grades greater than 66.0% and alumina and silica contents less than 1.5% and 2.0%, respectively, at different study conditions. The achievable iron recovery values are greater than 88%, and alumina and silica rejections are more than 80% and 50%, respectively, within the specific study conditions. While the truncated cone diameter, injection water rate and spigot diameter influences the alumina rejection to a considerable extent, it is mostly influenced by the vortex finder diameter. The iron recovery and silica rejection values are mostly influenced by spigot diameter and truncated cone diameter. The effect of injection water on the concentration characteristics depend on the prevalent truncated cone diameter and spigot diameter conditions.

Since 1993 Cyprus Amax has brought $2.5 billion dollars of greenfield and expansion projects into production, taking it from a mid-sized domestic minerals company into a major international minerals organization. The near simultaneous development of these multiple mineral projects in different locations around the world provided the opportunity for Cyprus Amax to develop a formal project management approach based, in large part, on an outsourcing philosophy. This formal project management system along with its outsourcing philosophy has served the growth agenda of Cyprus Amax extremely well. These preceding factors, coupled with the in-house retention of a core project group that fully understands the breadth of skills and abilities needed to undertake development of multiple large projects successfully, have been the cornerstone of Cyprus Amax’s project development success.

Twin 1250 m (4100 ft.) long highway tunnels through Cumberland Mountain near Middlesboro, Kentucky are planned to be completed in the early 1990's. The tunnels will be excavated in sandstones, limestones, and shales, dipping at 35 to 50 degrees and striking nearly perpendicular to the tunnel alignment. In 1985-86 a pilot tunnel was excavated as a crown drift along the alignment of the southbound tunnel. The benefits of the pilot tunnel in reducing uncertainties for main tunnel construction are discussed. The cost-benefits of the pilot tunnel are examined in view of estimated main tunnel costs.

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. This paper presents the results of a study on the optimum auxiliary fan location to control air recirculation in dead-end workings where diesel-powered vehicles operate. Investigations were conducted with various secondary fan locations from the dead-end crosscut and with the intake air quantities varied using different auxiliary fans to control air recirculation and diesel particulate matter (DPM).

This programming focus is particularly relevant for this annual meeting, as it will be hosted in the center of America’s transportation hub and industrial mineral center. INTRODUCTION In recent years several cities in the Eastern United States have constructed subway systems in deeply weathered igneous and metamorphic rocks. Portions of these transit tunnels and shafts have penetrated zones of saprolite. The purpose of this paper is to define saprolite and discuss saprolite behavior in terms of construction and design of tunnels and shafts. Saprolites are products of in situ weathering of rock, with properties intermediate between those of soil and rock. A well-developed weathering profile can be divided into zones of residual soil, saprolite, transition zone materials, weathered rock, and fresh rock. Saprolites are distinguished by a high degree of weathering and by retention of parent rock textures and discontinuities. These structures persist as relict features because of iso-volumetric weathering (Cleaves, 1974) and formation of intergranular bonds that give cohesion to the saprolitic material. As saprolite continues to weather, the bonds are broken, causing the saprolite to decompose and disintegrate into a true residual soil mass without relict structure. Saprolites may form from igneous, metamorphic or sedimentary rocks, but are most easily recognized when derived from igneous and metamorphic rocks because of their inherent structures. The physical characteristics and properties of residual material vary as a function of mineralogic composition, structure, and discontinuities of its parent rock.

"Lucky Strike and Menez Gwen are two hydrothermally active sites located along the border of the Azorean plateau, southwest of the Azores islands where the alteration processes affecting basaltic rocks are prominent (Costa et al., 2003). Here we report on a slabby brecciated rock, abundant at both Lucky Strike and Menez Gwen, composed mainly of basaltic fragments cemented by hydrothermal precipitates from warm fluid circulation system. Research reveals that hydrothermal alteration takes place mainly by replacement processes, in which silicification is dominant (Costa et al., 1997 and Costa, 2014).Petrographic observations, including scanning electron microscopy (SEM), microprobe analysis, and mass balance studies made on basaltic fragments within the breccia show that silicification is one of the main processes resulting from hydrothermal fluid circulation. This alteration process leads to complete replacement by silica, in extreme cases, forming an impermeable cap that may contribute to the formation of sub-seafloor sulphide deposits, including examples in the geological past."

Ladies and Gentlemen: Never in the history of our mining industry has the emphasis on public relations been accelerated as much as it has in the last few years. Knowing of your keen interest in this subject I consider it a great privilege that your program committee has asked me here to discuss the crushed stone segment of our industry approach to this important part of our daily business lives. As you are aware, crushed stone operations are present in almost every segment of the country wherever aggregates for construction projects are required. The tonnage of crushed stone produced is second only to sand and gravel - another source of aggregates - and this together with sand and gravel amounts to over half of the tonnage of all mined products in the United States. What is unique about this industry that will be of interest to all of you in analyzing how they have approached Public Relations? The fact that it is so wide-spread is of course obvious, but perhaps a more significant nature of this segment of the mining industry that has brought it more in the limelight of public interest and on a larger scale is the location of a large part of the quarries quite close into the urban area and population centers where you have the greatest demand for aggregate products.

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. It is known from soluble salt flotation practice that the K, Mg double salts of kainite (KClMgSO43H2O), and carnallite (KClMgCl26H2O) are difficult to float and must be converted to other salts such as schoenite (K2SO4MgSO46H2O) and sylvite (KCl) in order to recover potash values. The flotation characteristics of these double salts have now been confirmed in some detail by carefully controlled laboratory experiments with both cationic and anionic collectors. The experimental results are discussed in view of recent experimental findings regarding the flotation characteristics of simple salts, in which the flotation response was shown to be determined by the interfacial water structure and whether the salt could be considered to be a water structure maker or a water structure breaker. The same approach can be use to explain the flotation response of the potassium double salts ; schoenite, kainite, and carnallite. In addition, the sign of the surface charge of schoenite (K2SO4MgSO46H2O), was determined as a function of pH from nonequilibrium electrophoretic mobility measurements. Schoenite appears to exhibit three charge reversals (CR) which can be explained based on surface hydrolysis reactions. The flotation behavior of schoenite is further considered based on solution chemistry calculations, electrophoretic mobility measurements, and microflotation results.

Geologic ore controls are usually interpreted and modeled from cross sections and plans, as they are critical to construct meaningful and accurate ore reserves models. The geologic boundaries are often modeled as two-dimensional surfaces or three-dimensional solids and used as hard boundaries to constrain the grade estimates. In many cases, the geologic model is the most important factor in estimating the mineralized tonnage predicted by the reserves model, since it is generally drawn to separate the volumes of mineralized and waste material within the deposit. Because geologic models are interpreted from widely spaced drill hole data, the accuracy of the contacts of the different zones modeled could be poor. The lack of accuracy in the definition of geo-logic zones can have a significant impact on a resource model. In this paper it is shown that the geologic interpretation can and should be checked for potential biases. In particular, an unbiased overall volume of the original drill hole information with respect to the resulting solids and codes assigned to the block model is sought. In addition, geostatistical conditional simulations can be used to simulate the geologic attributes modeled, thus providing an alternative view of the geology, and a measure of the uncertainty of the geologic boundaries. The simulated geologic model provides an assessment of the impact of alternative geologic interpretations on the over-all uncertainty of the reserves model. In the case study presented here, the uncertainty of the geologic model is quantified for a difficult-to-model, high-grade copper deposit in northern Chile.

INTRODUCTION Gwinnett County, Georgia, is a part of the rapidly expanding metropolitan Atlanta Georgia area. Located approximately 48 km (30 miles) northeast of Atlanta, Gwinnett County has a current population in excess of 600,000 and is projected to reach a population of 1,200,000 by 2025. As a part of the County’s master plan to supply drinking water for the expanding population and to increase system reliability, the Gwinnett County Public Utilities Department undertook the Shoal Creek Raw Water Intake and Pump Station Project. Figure 1 shows a vicinity map for the project. Prior to construction of the Shoal Creek Raw Water Intake and Pump Station Project the County had a single raw water intake to feed water from Lake Sidney Lanier (Lake Lanier) into a filter plant for processing into potable water. This project together with a newly constructed water filter plant provides Gwinnett County additional capacity and system redundancy to prevent interruptions to the drinking water supply. Lake Lanier is a man made reservoir with over 800 km (500 miles) of shoreline and was constructed by the Army Corps of Engineers in the 1950s for hydro electric power generation, flood control, and navigation benefits for the Chattahoochee River. Over time, Lake Lanier has become an increasingly important source of drinking water for the metropolitan Atlanta area. This paper focuses on the primary underground construction and lake tap components of the project including a 42.7 m (140 ft) deep pump station shaft 24.4 m(80 ft) in finished diameter transitioning to a 6.1 m (20 ft) finished diameter shaft, a3.05 m (10 ft) finished diameter by 19.8 m (65 ft) deep intake shaft constructed in an average of 21.3 m (70 ft) of water, and a 190.5 m (625 ft) by 3.05 m (10 ft) finished diameter modified horseshoe tunnel connecting the two shafts. This raw water intake system, in conjunction with the incorporated pump station with 8 pumps and dual1,829 mm (72 inch) pipelines, provides a system capacity of 1,091,062 m3/day(240 MGD) to two water filter plants and is expandable by the addition of pumps to1,500,210 m3/day (330 MGD). Parsons provided design and construction management services for the project. The $29.6 million contract to construct the project was awarded to W.L. Hailey &Company. Notice to proceed was given August 6, 2001 and substantial completion was achieved on January 20, 2004. Value engineering changes adopted for the project contributed to completing the project at a final cost of $28.8 million.

Tunnel excavation using tunnel boring machines (TBMs), has become increasingly common in recent years, despite the fact that precise evaluation of certain risks have not kept pace with the use of these machines. One of the risks easily overlooked by Engineer and Contractor alike are the effects of abrasive ground on the costs and schedule of a given project. The impacts of worn and damaged TBM cutter heads have been observed on hundreds of tunnel projects around the world. It would appear that a reliable prognosis of the abrasiveness of soils on a project would be of great importance for designers, clients and contractors alike. Several well acknowledged test and prognosis methods already exist for rock, however there is only very limited knowledge available to describe the abrasiveness of soil and its impact on soft ground TBMs. This paper will examine approaches to this problem and suggest a new approach based on a current project undergoing design.

Cross passageways between adjacent tunnels in passenger rail or transit systems may be used during train fire emergencies to evacuate passengers to points of safety in the non-incident tunnel. Rescue trains can be brought into the non-incident tunnel to remove passengers to expedite evacuation times as compared to walking along bench walls to the nearest egress stairs. In cases of multiple train emergencies, the required ventilation capacities can result in high pressure differences between the incident and non-incident tunnels. These pressure differences can make it difficult or impossible for a normal person to open doors of a cross passageway between adjacent tunnels. If opened, the velocity of the airflow through an open cross passageway can reach levels high enough to impede passenger evacuation. This paper describes the analysis of this problem for a sample rail tunnel. A ventilation concept that mitigates the problems of high cross passageway door opening forces and high velocities through open cross passageways is presented.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.
