Problems discussed concern encountering of high temperatures [up to 66°C] and heavy flow of water [150 L.P.S] during the construction of the 10.15 MØH.R.T. for the 2500 MW Nathpa Jhakri Hydro Power Project in the Himalayas(India). Over a length of 2500 M progress of work got seriously affected resulting in excessive time for completion - two years [max. monthly progress achieved was 178 M [Heading]. Many innovative and simple steps were taken to complete the work in these inhospitable environs affecting working of both men and machines. Also it meant a review of the design of concrete lining. Other geological conditions affecting the progress are also described.

Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

From 1999 through 2008, groundfall events resulted in 75 fatalities, 5,941 injuries and 13,774 noninjury roof falls in U.S. underground coal mines, according to the U.S. Mine Safety and Health Administration (MSHA). A comprehensive analysis of these events was conducted to better understand where and why these incidents occurred. The first segment of the study used the MSHA database to evaluate groundfall injury rate trends related to mining method, year, locality, seam thickness, mine size, coalbeds and seasonal effects. In the past decade, roof fall injury rates have dropped 50%, but rib fall injury rates have remained constant. Room-and-pillar mines had a roof fall injury rate that was nearly 2.5 times the longwall rate. High groundfall rates occurred in the Illinois Basin, a finding that correlates with other studies that have shown that roof rock in the Illinois Basin is weaker than that in the central Appalachian coalfields. Finally, noninjury roof fall rates in the eastern and central United States were found to be 50% higher from July through September, possibly because of the changes in humidity levels that may cause shale mine roofs to deteriorate. The second segment of the study evaluated the root causes of failure by reviewing all MSHA groundfall fatality reports for 1999-2008. Pillar recovery was the leading cause of groundfall fatalities (19%), followed by rib falls, roof skin falls and traveling under unsupported roof (16% each). Defining prominent ground control incident trends and hazards will identify areas where additional study is needed and where innovative solutions need to be developed to reduce these severe occupational hazards.

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

Introduction Although mining in one form or another has existed for millennia, the use of numerical methods for mine design is a relatively recent development. The basic physics that control the behavior of rock or soil have been known for centuries, but it wasn’t until the last half of the twentieth century that analytical methods that could accurately predict the behavior of a large, irregular rock mass were developed. Before the advent of modern computers combined with differential and integral analytical methods, numerical methods available to mining engineers were limited to closed form solutions for simple excavation geometries. Today, mine-scale three-dimensional stress analyses can be performed on a relatively inexpensive personal computer. Many of the recent advances in rock mechanics modeling are the result of research funded as part of nuclear waste repositories around the world. The large scale exacting performance requirements of waste repositories are frequently very different from traditional rock mechanics projects. These facilities are designed and built under tighter control and scrutiny because of the potential hazards they present to the public. Therefore, a great deal of research towards advancing rock mechanics and numerical modeling resulted from these projects. Much of the repository research is applicable to commercial mines. The advances in modeling programs have been paralleled by advances in computer equipment. Today, a moderately equipped personal computer can handle most mine geomechanical modeling projects in a reasonable period of time. While the learning curve varies, an engineer with modeling experience can develop a medium sized model in a few days. The relatively low investment cost of geomechanical modeling today makes it accessible to most mining operations. The benefits of a solid geomechanical modeling program include reduced operating costs, improved safety, and reduced design costs.

Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels. The predictive program was initiated on the P&H Model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

Kenny/Shea JV is constructing the water intake tunnel for the new Elm Road Generating Station, a supercritical coal-fired power plant in Oak Creek, Wisconsin, being built by Bechtel Power Corporation. The intake tunnel system consists of a temporary mining shaft, pump house and intake channel riser shafts, and four lakebed intake shafts. An 8.33 m diameter, 2,800 m long TBM mined rock tunnel is being constructed to connect the shafts. The intakes are located 2.4 kilometers offshore in Lake Michigan. The shafts and tunnel are being constructed in glacial tills and Silurian Dolomite. The estimated tunnel completion is December 2007.

This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973). In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX's 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded, told us something positive-you look at or read the magazine. Of the 1119 respondents, 1068 or 95.4% indicated that they had read or looked through the November and/or December issues. Those of you who refer to the magazine once are 466 or 42.6%. Those of you who refer to the magazine two or three times are 559 or 51.1%. Those of you who refer to the magazine four or more times are 68 or 6.2%. How much time do you spend reading the magazine? Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. Accurate estimation of equipment costs is a key factor in feasibility study and evaluation of design alternatives of mining projects. In this paper, capital and operation costs of backhoe loaders are estimated using multiple linear regression (MLR), based on principle component analysis (PCA). These cost functions are consisted of five independent variables; bucket size, digging depth, dump height, weight and horse power. The MLR is conducted in two steps. At the first correlation between independent variables is omitted using PCA technique. Thereafter, MLR functions are established using selected significant PCs and total cost functions are constituted as functions of initial variables. At the end, accuracy of functions are evaluated using mean absolute error rate method.

On Nov. 13, 1985, Colombia's Ruiz volcano erupted, killing an estimated 25,000 people and burying several villages. Damages were estimated to be about $US300 million. The following is an account by SME member Antonio Rivera of the volcanic activity that led to the eruption. His account also includes a description of the geography and some geology of the affected area. Mining operations in the area were mostly unaffected, although some operations were forced to close until the roads leading to them could be repaired. Introduction The Ruiz volcano is located on the Central Cordillera of Colombia about 28 km (17 miles) southeast of Manizales, the capital of the state of Caldas. Ruiz is one of nine volcanoes that form a complex volcanic chain within the middle portion of the Central Cordillera. The Cordillera has 30 other volcanoes in the southern part of Colombia. Ruiz volcano Ruiz's elevation is 5200 m (17,060 ft). It is covered by an ice cap estimated to be 20 m (66 ft) thick at its summit, an area that covers 17 km2 (6.5 sq miles). Drainage is composed of several rivers that flow into the Magdalena River on the east and Cauca River on the west. The rivers flowing to the east are Guali, Azufrado, Lagunillas, and Recio. The rivers that flow to the west are Claro, Molinos, and Chinchina. There is a road from Manizales to El Refugio, a ski area located on the northeast flank of the volcano at 4800 m (15,750 ft) in elevation. The Ruiz volcanic complex was built in two stages. The first is a shield type of volcano (mainly lavas) formed about a million years ago. The second is a younger stratovolcano overlaying the ancient one. It consists of lavas and pyroclastics and was built over the past 500,000 years. Twenty-four eruptions of Ruiz are known to have occurred during the last 14,000 years. Its products mainly consist of lava flows, pyroclastic flows, mudflows (lahars), and directed lateral explosions. Historic eruptive record 1595 - Debris avalanche, blast, pyroclastic flows, mudflows, ash flows, and ash fall. 1828-1829 - Ashes (phreatic). 1831-1833 - Gas emissions and ashes. 1845 - Mudflows and pyroclastic flows. 1985 - Sept. 11- Fumarolic activity, phreatic eruption, ash fall, and small mudflows. 1985 - Nov. 13 - Ash and pyroclastic fall, major destructive mudflows (magmato-phreatic eruption). From 1845 through 1984, Ruiz volcano always had a slight fumarolic activity. It was restricted to the crater area. In November and December 1984, the fumarolic activity increased and the first ash emission and vapor-sulfur formation started. Small local earthquakes accompanied these volcanic activities. The volcano had a small erup¬tion on Sept. 11, 1985. It was manifested by phreatic explosions that ejected fragments of the vent and formed ash deposits 25 mm (1 in.) thick around an area 2.5 km (1.5 miles) from the crater. Fine material was blown by the wind and reached Manizales and neighboring areas, producing a small layer of ash up to 10 mm (0.4 in.) thick.

Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. The methodology of heap leaching established at Rio Tinto in Spain more than 300 years ago is basically the same as that used today. Willowstick has successfully employed a new Seismic Acoustic Resonance (SAR) method to improve seepage characterization through, beneath, and around dams. SAR is a passive seismic method that detects zones of higher permeability in the foundation and fill materials of a dam. Just as the ocean has tides, the earth’s crust experiences daily “Earth Tides” and is constantly in motion. Continual motion produces resonance signals that can be measured, interpreted, and modeled to identify zones of higher permeability within a dam and its foundation. The SAR results are analyzed in conjunction with the traditional Willowstick Method to better characterize seepage flow paths and patterns trough, beneath, or around a dam in three dimensions. When both methodologies, which use entirely different scientific principles, identify the same anomalous feature, a higher degree of confidence is gained in the results of the investigation. Willowstick has effectively utilized the SAR method on many successful dam seepage investigations. The two geophysical techniques when used in parallel have yielded complimentary results, with both methods providing beneficial information about seepage locations. This paper will detail seepage flow paths identified using both Willowstick and SAR methods for two case study tailings dams in Canada and the United States.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

A pond rehabilitation and environmental education project were proposed by Cleveland-Cliffs Michigan Operations (CCMO) and approved by the Michigan Department of Environmental Quality (MDEQ) and the United States Environmental Protection Agency (USEPA) as partial fulfillment of conditions for a stream mitigation permit. The goals of the project were the rehabilitation of a pond on a tributary of a local trout stream, enhancement of public access and appreciation, and the initiation of a site-based environmental educational curriculum. Cleveland-Cliffs undertook a suite of actions to rehabilitate a pond created by a previous mining operation in 1912 and make accessible to local schools the aquatic and riparian ecosystems. Cleveland-Cliffs partnered with the local governmental unit and two local school districts. The rehabilitated pond and riparian zone provide an accessible natural area that local residents can use for such activities as hiking, biking, walking, fishing and nature study. Vegetative enhancement includes the planting of native shrubs, wildflowers and showy herbaceous plants in the pond, on the riparian fringe and the surrounding area. An interpretive trail was developed around the pond with signs created by a local master watercolor artist. Local schools built and installed picnic tables, benches and a kiosk. Cleveland-Cliffs created pond lesson plans tied to the Michigan Curriculum Framework, developed inexpensive teaching kits and hosted a workshop for teachers from nine local schools. Classes regularly utilize the pond during the school year conducting environmental studies. Nesting boxes, wildflower gardens, bat houses, frog deformity surveys and water quality studies are a few of the activities that classes have conducted at the pond.

Traditional simulations of mineral processing circuits are solved by straightforward numerical techniques which require iteration to accommodate recirculating loads. Depending on the complexity of the simulated circuit, this solution technique can be inexact, computationally intensive, and potentially unstable. In this communication, an alternate calculation approach is presented, wherein an exact analytical solution is determined as a function of the individual units? separation probabilities. All the stream data, including recirculating loads, may be solved simultaneously, negating the need for iteration. Furthermore, with an analytical solution available, circuit analysis may then be utilized to diagnose the relative separation potential of the circuit. By integrating these tools, the authors have developed a software package for evaluating circuit configurations. This paper presents the theory, development, and limitations of the software?s methodology along with industrial examples which highlight the tool?s applicability to industrial circuits.

The underground industry has been forced to reconsider risk management sincethe introduction and implementation of the “Joint Code of Practice for Risk Management of Underground Works in the UK” published in 2003 and the subsequent international version published by the ‘International Tunneling Insurance Group’ (ITIG) in January 2006.What does this mean for major tunnel projects in the US and elsewhere? The discussion will highlight the implementation of the Codes to date, risk management principles embodied in the Codes and the use of risk registers as a projectmanagement tool and the management of risk.

Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

Many conventional structural analysis and design methods in current use are not appropriate for the mining industry. Two major reasons for this are that: • The economic life of a particular mine is limited, and • Much of the equipment and machinery used by the mining industry operates at relatively low speeds. Both of these factors can have significant cost implications if they are not properly accounted for during plant design. In particular, the often used practice of mitigating excessive vibration by adding mass to machinery supports is not only expensive but may worsen the vibration effects. Some of these problems, such as increased wear and tear, are not always easy to trace back to inappropriate design. This article focuses on vibration related issues and demonstrates that the mining sector has unique problems requiring unique solutions. Vibration: the basics Historic developments leading to current vibration design practices provide the key to why such practices are often inappropriate for the mining industry. To understand this, it is necessary to introduce some basic vibration theory. Consider a simply supported beam or foundation on which a vibrating machine is mounted. For analysis of the system's dynamic response, it may be viewed as a mass attached to a spring and a damper, such as the shock absorber of a car.

B.A. Hancock It is not at all surprising that causticized potato and potato derived amylopectin starch solutions performed much better than their parent starches. Some preparation is required to rupture the starch granules to effect the polymeric adsorption and interparticle bridging necessary for selective flocculation. In laboratory work comparing the deslime performance of causticized and autoclave cooked laboratory corn starch solution preparations, it was found that higher deslime weight rejections, with attendant proportionally greater iron unit losses, occurred with the causticized starch. These results may be specific to the ore involved but they do suggest that cooking and causticizing cause different starch granule rupture and/or starch breakdown, which have an effect on desliming response. I calculated from the data in the article that the slimes product grades were high - 24.3% and 20.3% Fe when 53.7% and 54.5% Fe concentrate products were obtained, respectively, in Table 4, and 21% Fe with a 62.6% Fe concentrate in Table 5 - using the natural tailings sample, which had a head of 34.3% Fe. It may be advisable for the authors to consider different starch preparations in future investigations. The combination of upgrading and selectivity results presented in Table 4 are not as good as the authors suggest. The authors' claim that a system has been developed to produce saleable concentrates from the Kudremukh tailings is quite disconcerting. There are many hurdles yet to be crossed before commercial application of selective flocculation becomes possible because differences between the very small-scale laboratory tests conducted and commercial application are rather large. Among the many differences are varying circuit feed grades that will occur from use of tailings, the apparent face that much lower tailings grades will be encountered in practice (it is much easier to achieve a high concentrate grade with reasonable recoveries using 34.3% Fe tailings as in the study rather than 25.3% Fe tailings grades that the plant apparently averages), the hydraulic nature of the thickeners used in operations compared to the static system used in laboratory tests, the different size distributions that will be obtained from a plant closed grinding-classification circuit, and differences in water used in a plant operation and the laboratory. The authors wrote that it was necessary to overgrind to be sure that the coarse gangue would not settle with the iron oxide floccules. This situation is likely to be exaggerated in commercial operations where it is assumed cyclones would be used for classification. Because cyclone classification is greatly influenced by particle densities, there will probably be an even greater difference in size between the iron and gangue particles in the plant, which would make the gangue slightly coarser still in relation to the iron. This would make the selective flocculation-desliming separations using the procedure employed by the authors even more difficult and, using the dispersant system the authors employed, greater overgrinding would be required. To grind finer to minimize the coarse gangue in the flocculated iron oxides is quite inefficient and appears not to broach the problem. The actual problem appears to be insufficient dispersion of the ground pulp. In this situation, addition of a dispersant would likely be required to attain a sufficiently high pulp dispersion level to efficiently effect a selective flocculation-desliming separation. Although the very coarse particles would still have a tendency to settle with the floccules, it probably would be found unnecessary to overgrind as much as indicated. Use of an optimum combination of dispersant and pH modifying reagents may also significantly improve the selectivity of desliming. Additionally, although it is possible that sufficient dispersion may be obtained by pH control alone in some situations, it is quite probable that added dispersity was obtained in the reported work from using distilled water. It is research experience that distilled water enhances dispersion. In commercial operations it may not be expected that sufficient dispersion will be obtained by pH control alone, unless the water used in the process is by nature quite dispersive. Overall, a change in the Kudremukh tailings dispersant scheme appears necessary where a dispersant is used in conjunction with a pH modifying reagent. With this change, different dispersion-flocculation responses will result that would have to be further evaluated. Therefore, it is still an open question whether an efficient and effective selective flocculation separation using Kudremukh tailings may be obtained that will produce saleable concentrates.
