The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

Oxide ores can consume enormous amounts of expensive sulfuric acid. The problem is amplified with increasing heap heights. One solution is to provide a thin liner and drainage system between each lift of ore, thereby intercepting the pregnant leach leach solution (PLS) after it exits the active lift. However, these liner systems require special attention to hydraulics, slope stability and geomembrane design criteria. Inadequate attention to the first two can result in reduced recoveries, increased acid consumption andsystem failures. The geomembrane selection criteria are different from the base liner, and optimizing its selection can have significant effects on the operation’s bottom line.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 m/s (1500 fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high velocity airstream may occur as shields are advanced allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to1600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves. The flotation froth structure and motion determines the amount of entrained gangue that is collected to the concentrate. Despite this important role in the overall performance, the behaviour of the froth is still ill understood. To date, predominantly empirical models have been developed to describe entrainment. A fundamentally based model is described and used here in an attempt to improve the understanding of entrainment. This general froth simulator (UMIST FrothSim) allows the modelling of a wide range of flotation conditions, as it takes account of a large number of the physical phenomena that occur within flotation froths. The model firstly describes gas motion and bubble coalescence, and the water motion based on gravitational, viscous and capillary effects. The motion of the solids distinguishes between various solids classes based on hydrophobicity, particle size and density and models them by including the effects of Geometric and Plateau border dispersion, particle settling and the motion of the water. The aim of this paper is to show the applicability of this model to explain the observed entrainment and collection of gangue. This is done by comparing model predictions with the experimentally observed relationship between the gangue and water recoveries. The model predicts the identical trends, which are explained in terms of the interaction between the linear effects of water motion and hindered settling and the non-linear effect of particle dispersion.

The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

Four companies mined ball clay in four states during 2005. They included H.C. Spinks Clay (owned by Franklin Minerals), Kentucky-Tennessee Clay (owned by Imerys), Old Hickory Clay and Unimin. Production was estimated to be 1.32 Mt (1.45 million st) valued at $53.3 million, based on the results of a preliminary survey of the ball clay industry. Production in 2004 was 1.22 Mt (1.34 million st) valued at $54.1 million. Tennessee was the leading ball clay producer state with 61 percent of domestic production, followed by Texas, Mississippi and Kentucky.

The extraction and processing of mineral resources may be accompanied by environmental impacts. In spite of technological advancements, the enormous increase in production volumes within the last decades has induced sizeable environmental impacts along the life-cycle of products. Beside environmental impacts, social issues associated with mining need to be considered to ensure the social acceptability of mining activities. The project EO-MINERS aims at deploying Earth Observation (EO) tools to inform best practices in mining and to thus assist the global mineral resources industries in their transition to sustainable development. In order to facilitate the handling of complex sets of information requirements from a wide variety of stakeholders, a set of indicators was developed that will inform the process of EO tool and services development. The project strives to enable stakeholders outside the industry to meaningfully participate in decision-finding processes on mining-related issues by developing and providing EO products and services that fit the information requirements. The project has identified a wide range of such information requirements by stakeholders that could be potentially provided by EO tools. The applicability of the EO tools on the local level is tested on three mining sites.

Introduction Guar gum is a natural nonionic polysaccharide. Guaran, the functional polysaccharide in guar gum is a chain of (1?4)-linked ß-D-mannopyranose units with a-D-galactopyranose units connected to the mannose backbone through (1?6) glycosidic linkages. The poly-mannose chain is randomly substituted with galactose units at a mannose-to-galactose ratio of 1.8-1.0 [1]. Cheng et al. reported that the molecular weight of natural guar gum is 1.935 • 106 [2]. Robinson et al. found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105 [3]. Guar gum is frequently used as a depressant of naturally hydrophobic gangue minerals (e.g. talc) in the flotation of PGM-bearing ores, and according to Harris et al. a wide variety of modified guar gums are available for this application [4]. The Canadian potash industry utilizes natural guar gum as a blinder of water-insoluble slimes in the flotation of potash (sylvinite) ores, a process that is carried out in a saturated KCl/NaCl brine. The role of the polysaccharide is to prevent a primary amine collector from adsorbing onto these unwanted fine minerals. Hydrophobic interactions between basal cleavage planes and the polymer appear to be involved in guar gum adsorption on talc [5,6]. Liu and Laskowski stressed the importance of metal impurities on mineral surfaces that can serve as the active sites for polysaccharide adsorption [7]. This postulate was consistent with the later observation that, in addition to hydrogen bonding, the adsorption of guar gum onto talc was strongly dependent on the surface concentration of magnesium sites [8,9]. In this case the adsorption process was visualized as metal-polysaccharide complexation facilitated by the cis-configuration of the hydroxyl groups of mannose monomers. Hydrogen bonding and chemical interactions with metal sites were also suggested by Rath and Subramanian in their studies on guar gum adsorption on biotite mica [10]. In a recent study, Wang et al. demonstrated that hydrogen bonding is the main driving force behind guar gum adsorption onto talc [11]. Their data also show that the adsorption density of guar gum on alumina is about five times lower than the adsorption density on talc. Pawlik and Laskowski reported that the amount of guar gum adsorbed on illite was independent of ionic strength over a wide range of salt concentrations [12]. The adsorption density of the polysaccharide on illite did not measurably change with ionic strength from that of distilled water to about 50%-saturated KCl/NaCl potash brine (~3N KCl/NaCl). However, guar gum adsorption on dolomite dramatically decreased over the same range of ionic strengths, and no reliable explanation of that phenomenon was proposed [12]. The water structure-breaking or structure-making capabilities of background ions are usually ignored when discussing adsorption mechanisms of polymers. The concept of “structure breakers” and “structure makers” was first introduced by Gurney, and Frank and Wen who postulated that each ion is surrounded by three distinct regions of water structure [13,14]. In the first layer, water molecules are tightly bound to the ion. The second region extends farther away from the ion and is referred to as the region of structure breaking. Only at larger distances, where the ionic field is weak, water molecules form the “normal” ice-like structure. It is also now recognized that the first layer can be further divided into the primary and secondary hydration shells. Small, strongly hydrated ions reinforce the “normal” structure of water and the region of structure breaking disappears. In contrast, large less-hydrated ions disturb the ice-like structure and generate an extensive region of structure breaking. Experimentally, these two effects can readily be distinguished through viscosity measurements. Increasing concentrations of structure-breaking ions result in a decrease of the viscosity of aqueous solutions. On the other hand, increasing amounts of structure-makers significantly reduce the viscosity of water. Alkali metal cations form a sequence known as the Hofmeister series. The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

The Cortez gold mine is located in Lander County, NR, about 130 km (80 miles) southwest of Elko. Cortez Gold Mines (CGM) is a joint venture between Placer Dome US Inc. (60% operator) and Kennecott Corp. (40%). The claims that supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka counties. These include the Cortez and Horse Canyon deposits, all operated by the joint venture. Other deposits outside the CGM claim area include Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain-Eureka Trend. History Mining in the Cortez district began in 1862 with the discovery of high-grade silver ores. Grades in the hundreds of ounces per ton occurred in an area 7 km (4.5 miles) southeast of the current CGM mill site. Underground mining through the Garrison and Arctic tunnels provided the bulk of the ore production between 1864 and 1895. To a lesser extent, the Mill Canyon area also supplied ore until 1930.

The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. Important topics discussed among the attendees included the price of copper, community relations and education.

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. Current practice in mining frozen, underground placers is to support the mine openings by leaving remnant pillars, which are kept frozen to maintain their stability. These pillars may be partially extracted depending on mining conditions, but this practice may be risky, and roof falls are common. Instead of allowing the mined-out areas to cave, the extracted entries could be filled with waste material, which would then be frozen, using cold ventilation air. A finite difference model for analyzing the effects of various parameters on the freezing of backfill in underground mines in the Arctic has been developed and tested. The model also accounts for properties unique to a frozen rock mass, including those that change with temperature. Examination of the characteristics of ice-cemented mining waste materials as backfill indicates that with proper engineering control, a backfill system can be designed for use in production mines. The system will allow increased extraction ratio while maintaining the stability of underground openings with minimum heat impact on the surroundings. These simulated results establish the relationships among the strength, the temperature, and the freezing characteristics of a given material. When coupled with site observations these relationships will facilitate the optimal design of ore pillar recovery methods.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. The Fairmount Minerals, Inc., Maiden Rock underground sand mine historically delivered air to ventilate diesel-powered equipment at its working faces through high-resistance, 15-inch-diameter PVC distribution lines. In support of plans for expanded production, three new, low-resistance ventilation design alternatives were analyzed. The study determined that adequate ventilation for expanded production was possible with various commercially-available, high-volume/low-pressure fans combined with a systematic layout of control structures. The recommended re-design was implemented in 2001, resulting in a significant increase in flow volumes and a noticeable improvement in the mine environment.

"Within the energy concept of the German government, the operating time of nuclear power plants was initially extended from about 8 to 14 years. It is planned, however, that every power plant will gradually be decommissioned until 2025 and that simultaneously the amount of renewable energies will successively be expanded. According to the political state, nuclear energy is a discontinued model. Looking at the global energy market, though, an obviously opposed development can be observed. At the moment, 443 nuclear power plants are running worldwide and further 62 facilities are being built. These about 500 nuclear power stations have to be supplied with nuclear fuel right now and in the future. The present paper will describe the worldwide use of nuclear energy, the extraction of the nuclear fuel uranium and in detail the available and predicted resources of uranium. The conclusion of the paper is the statement that uranium as nuclear fuel is no scarce resource but sufficiently available."

Caving mining methods that are based on a planned caving of rock above and/or at times surrounding the material being mined can be classified in three broad categories: longwall mining, sublevel caving, and block caving. Each of the three methods involves a distinct technology as well as art of operation. Each requires a relatively large, regular, and predictable ore body. As a rule, the effect of mining results in some form of impact or change on the surface. Operationally, underground caving methods are characterized by high productivity as well as a high percentage of extraction of the mineral being mined. A key element for the productivity of this form of mining is the ability to standardize the various elements of work taking place underground. Therefore, work-men may perform a specialized role rather than function as all-around miners. Further, the nature of the mining methods lend them to a high level of mechanization. Operations and manpower can be centralized into a relatively small area where supervision can be concentrated and therefore be more effective. Productivity as well as safety benefits thereby. The caving method is unique in that the exploitation openings are deliberately destroyed by the process of mining. Rock mechanics principles focus on the ensurance and the propagation of the cave as well as the continuance of the mine openings designed to extract the broken ore. As a rule, production operations are designed to maintain a steady, continuous flow of ore from the extraction areas. This steady flow rather than an intermittent flow tends to promote good caving action as well as reduce hangups.
