On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). According to the classification of water conservation mining in shallow coal seams in China, when the ratio of the impermeable layer thickness to the mining height is less than 18, the mining belongs to the category of special water conservation, and the strip backfilling mining method is employed. This study is based on the geological conditions in northern Shaanxi. By analyzing the stability of the impermeable layer, the stability criterion of the impermeable layer was developed. The study also investigated the compositions and properties of the backfilling materials. The results show that reasonable subsidence of the impermeable layer is allowed during mining under the basic precondition (upward cracks and downward cracks are not connected).

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.

Bench-scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process employed diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used; one contained 21% P205 and 3.2% MgO, and the other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31-33% P205 and 1% or less MgO can be obtained, with P205 recovery of about 80%.

The tailings from beneficiation of Florida phosphate ore contain considerable phosphate values. These tailings are currently discharged into large disposal areas. More than three million tons of P2O5 are discarded with the phosphatic slimes (clays) in Florida each year. These phosphatic clays not only create one of the most difficult disposal problems in the mining industry, but also represent a tremendous loss of P2O5. As the quality and quantity of Florida’s phosphate reserves diminish, recovery of phosphate values from these wastes becomes more vital. This will also significantly lengthen the life of these important phosphate resources. Thus, it is the goal of this study is to recover more than 80% of the phosphate values in phosphatic clays. A systematic study to characterize samples taken from inactive disposal area has been conducted. The data suggest that natural segregation takes place in the settling pond. In other words, coarser particles settle closer to the feeding point of the pond. Flotation tests were conducted using the +325 mesh fraction of samples obtained from sites close to the feeding point (sample# A) and further from that point (sample# B) and (sample# C) which is even further away from the feeding point. The results show the following: Sample# A gives the highest grade and recovery, followed by that of # B and then of # C. There is a great potential to upgrade sample# A where concentrates of high grade (68.9-70.1 % BPL or 31.5- 32.1% P2O5) and recovery (~86.6-95.4 %) can be obtained under the investigated operating conditions (1.0 – 2.0 kg/ton sodium silicate and 1.5—3.0 kg/ton collector mixture of fatty acid and fuel oil). The mineralogical and chemical analysis of all samples is presented in this paper for comparison. Only in this paper, the flotation data of (site # A) are discussed below.

Modern production equipment has been designed with greater productive capacity and higher reliability to meet the rigorous operating demands of the mining industry. These improvements have also made the equipment more complex and challenging to maintain. Whether these equipment enhancements contribute to more effective mining operations depends on the overall quality of maintenance. Maintenance is not a stand-alone activity. Although its quality depends primarily on maintenance, cooperation and support from other departments, coupled with the skillful guidance of mining managers, greatly influence maintenance success. Therefore, maintenance risk management must look beyond maintenance itself. Successful maintenance risk management begins with an assessment of the maintenance-related interactions of all mining departments within the mine’s stated operating strategy.

Based on laboratory structure analyses, a pilot plant investigation was undertaken to evaluate a Michigan conglomerate native copper ore. Comminution or sized feed was accomplished using wet, closed circuit autogenous grinding with and without crushing of the recirculating load. Coarse metallics were concentrated in two stages of jigging with fine metallic copper being recovered in a three-stage xanthate flotation circuit. With a feed averaging 2.09 % Cu, copper recovery ranged from 86-93 % Cu with an average grade of 55.5 % Ca. An evaluation of the processing flowsheet is made in terms of pertinent independent, dependent, and external variables and design factors. Rate equations are developed to describe the grinding and flotation circuits separately as well as the entire circuit as a whole. Performance equations for the overall operation and for the unit operation of autogenous grinding alone are developed in terms of suitable capacity, efficiency and energy consumption terms. Thus, the effects of feed rate, recirculating load and flowsheet design can be rationally evaluated. Energy consumption for various conditions in the pilot plant is compared to the laboratory value. Additionally, size and scale up factors are discussed. Recommendations are made for further studies to be undertaken to further quantify the ore characteristics and the nature of the autogenous grinding operation. However, the feasibilty of beneficiation of this type of native copper ore by means of an autogenous grinding/jigging/flotation circuit is clearly established.

Metropolitan Washington Airport Authority is currently undertaking the first Phase of Metro?s Extension to Northern Virginia. A wide range of tunnel options was considered for the Tysons Corner segment that involves about 20,000 feet of track and four stations. After consideration of many options that involved EPBM single track tunnels, NATM tunnels and large bore tunnel concepts for the entire Tysons alignment, the design now being progressed into construction involves two 520 meter (1,700 feet) long soft ground NATM tunnels with several hundred feet of cut-and-cover construction. The paper discusses the process that led to selection of the short NATM tunnels as the most feasible of the options considered for Tysons.

The 2,408 meter (7,900-foot) long Middle Rouge Parkway Interceptor Extension varies in size from 1.52-meter (5-foot) to 2.36 meter (7-foot 9-inch) inside diameter. Most of the sewer was constructed in tunnel through fine sands and silts. Piping of these soils through the concrete liner eventually resulted in a loss of soil support, settlement and/or severe distress of the sewer, and the formation of several sinkholes. The repair and restoration was generally performed in the sewer and included cast-in-place concrete, shotcrete, cured in place pipe, soil stabilization, cement grouting, dewatering, and chemical grouting. As a part of the work, temporary pump stations and flow diversions were required to perform the work while minimizing discharges to the adjacent Rouge River.

This concept paper is presented in the hope of raising the awareness of mankind on the necessity for its peaceful coexistence with nature. It is a food for thought. It takes compromise and sacrifice of people, who will have to learn to curb their greed and move toward a more organic form of prosperity. A nature-friendly sustainability is first step toward the protection of nature that is critical to the mutual survival of mankind and nature. People need the resources from the finite earth to survive and nature needs the prevention of human destruction in order to continue to regenerate and provide. The contemporary notion of sustainability is self-serving. It serves the interest of industry by camouflaging itself to look like nature?s protector. The ?sustainability? concept presented in this paper aims to extend the longevity of the utilization of the limited natural resources for many generations to come. It is an important, responsible first step in creating a healthy sustainability concept that, when implemented, extends the longevity of mankind by the most efficient use of the finite resources on this limited Planet Earth, all the while taking into consideration the increase in anthropogenic activities due to exponential human population growth. This new definition of ?sustainability? has completely different characteristics than its contemporary versions. Nature has its own destiny, rules and principles. Being a part of nature, human society depends on it for survival and must play by its rules and never the other way round as in its initial pretensions. Society should not try to humanize nature, but rather to respect the rule of the nature in a peaceful way of co-existence. When implemented, this new concept of sustainability aims to affect the designs of engineered structures and revolutionize the recovery methods and processing of natural resources, such as mineral resources in the most efficient manner. Finally, this paper intends to stimulate critical thinking and initiate serious discussions aiming at producing a general consensus for the best definition for human society to not only enrich, but to extend its existence. The DOT Tunneling method combines two conventional earth pressure balance shield machines in an overlapping cylindrical arrangement. The method allows two tunnels to be driven simultaneously with mini¬mum cross sectional area. Two full size trials, one configured horizontally and one vertically stacked, were successfully completed employing the DOT method. The method was then utilized for the new transportation system. The goggle-shaped DOT machine, 9.36 m high by 15.86 m wide, is the largest earth pressure balance shield machine in the world. This paper includes a general description of the DOT tunneling method as well as a history of its development.

The innovative Soil-Cement Mixing Wall Technique, developed independently in Japan, consists of mixing in-place soils with cement grout using multi-axis augers and mixing paddles to construct overlapping soil-cement columns. The applications of overlapped soil-cement columns include cutoff walls for groundwater control and structural diaphragm walls for excavation support. The special features of this technique include water tightness, versatile strength design, and efficient installation in subsurface materials varying from clayey soils to cobbles or soft rocks. Through the introduction of two recent subway projects in Japan, this paper presents the design parameters, construction procedure, quality control and performance of soil-cement wall for excavation support and groundwater control.

The critical surface tension of wetting (?c) of Cu2S, FeS2, PbS, and MoS2 were determined by plotting flotation recovery versus YLV which was arranged by methanol, and Extra-polating to % R = 0. ?c values ranged from 26 dyne cm-1 for MoS2 to 49 dyne cm-1 for PbS and elemental sulfur gave a value of 31.5 dyne cm-1. Minerals exhibiting natural flotability of different extents, could be separated from their mixtures in the absence of conventional flotation reagents, but controlled ?LV. Correlations between non-stoichiometry and degree of natural hydrophobicity for MOS2 are also reported in this paper.

Reflected light microscopy was used to study the mineralogy and textures of experimental reactions of a nickel concentrate with a slag. Such an interaction is an important step in the bath smelting of nickel sulfide concentrate. Concentrate particles in the central portions of the pellets are rounded and develop vermicular SO2 gas porosity. In the outer portions of the pellets, the original minerals of the concentrate, pyrrhotite, pentlandite, pyrite, chalcopyrite, and violarite have agglomerated and reacted to form two intergrown phases: 1) pyrrhotite solid solution (Fe0.75Ni0.18Cu0.01S) and pentlandite solid solution (Fe0.58Ni0.51Cu0.03S). Magnetite formed euhedral crystals, skeletal crystals, and dendrites at the margins of the matte. Prismatic ferrohypersthene and octahedral Mg-Al-Fe spinel crystals and dendrites are present in the glassy slag.

The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam's mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam's leading coal producer.

How did you get into mining; were you from a mining town or mining family? Not at all. I grew up in northwest Kansas. I liked to hunt and fish, so I thought it would be fun to work for a company that made knives or guns. It seemed like metallurgical engineers would be something those companies could use, so I started in physical metallurgy. I got a summer job at the great Climax molybdenum mine near Leadville, CO shoveling muck onto conveyors. I was hooked. I loved everything about mining, so in the fall, I changed majors from physical metallurgy to mineral processing. For many years you actually discouraged young people from studying the mining disciplines. Could that be right? That’s true.

Freeport-McMoRan Copper & Gold (FCX) is committed to preserving and enhancing biodiversity in the areas in which we operate. As a member of the ICMM, FCX is committed to implement the 10 Sustainable Development (SD) Principles throughout our business. FCX is also a member of the Wildlife Habitat Council (WHC), a nonprofit coalition dedicated to protecting and enhancing wildl ife habitat. In alignment with ICMM SD Principle 7 and our Environmental Policy, FCX has set a performance goal to prepare a biodiversity inventory in 2010 and land management plan by end of 2011 for all active mining sites. In 2010 FCX established a Biodiversity Task Force to assist sites in biodiversity management; optimize use of resources around the globe; implement FCX goals and targets; and align biodiversity programs with ICMM principles and guidance. The task force consists of Environment and SD Department management, scientists and engineers from FCX sites, and WHC staff. The Task Force recently issued a biodiversity inventory guidance document to set expectations and provide consistency across the sites when developing a biodiversity inventory and land management plan.

"A reliable supply of non-energy raw materials is a precondition for the functioning of the European economy. In line with its importance, the issue of raw materials supply has become more prominent in the past years, especially owing to turbulent raw material markets. However, these turbulences are not due to depletion of the geological resources but to a missmatch of (expected) supply and (expected) demand, with several interacting factors influencing the markets both from the supply as well as from the demand side. A recent evaluation, published in June 2010 within the framework of the EU Raw Materials Initiative, sought to bring together these two sides of raw material markets and asked the question "which raw materials are critical for the EU?" Herein we present the methodology used by the Ad-hoc Working Group on Defining Critical Raw Materials and the results obtained, complemented by results from the study "Raw Materials for Emerging Technologies"."

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.
