Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Copper production through smelting generates large volumes of material flows. As copper contained in ore becomes copper contained in concentrate to be fed into the smelting process, it leaves behind an altered landscape, sometimes mine waste, and always mill tailings. Copper concentrate, fluxing materials, fuels, oxygen, recyclables, scrap and water are in-puts to the process. Dust (recycled),gases — containing carbon dioxide(CO2) (dissipated) and sulfur dioxide (SO2) (mostly collected, transformed and sold) and slag (discarded or sold) — are among the significant process outputs. This article reports estimates of the flows of these input/output materials for a particular set of smelters studied in some countries. They include Chile (Altonorte, Caletones, Chagres, Chuquicamata, LasVentanas and Potrerillos), Japan(Naoshima, Onahama, Saganoseki,Tamano and Toyo), the United States(Garfield — Fig. 1 — Miami and Hayden) and Europe (Glogow I, Glogow II, Huelva, Norddeutscheand Ronnskar).

Introduction Joints often have profound effects on elastic properties and strength of rock masses and therefore on rock slope stability. In surface mine slopes, joints are usually too numerous to be taken into account individually, so an equivalent properties approach is necessary. Previous work that treats a jointed rock mass as an equivalent composite material of joints and intact rock between resulted in excellent agreement between estimated and true rock mass elastic moduli in case of fully persistent joints (e.g., Pariseau, 1999) Rock mass failure mechanisms on joints and through intact rock were retained obviating the need for an equivalent rock mass strength. Impersistent joints, which are not continuous on a joint plane, can be accommodated (Pariseau, 2003). However, slope stability analysis of a large, deep copper mine indicated a need for computational efficiency even in two-dimensional analysis of vertical sections through pit walls (Puri, 2006). The analyses by the popular finite element method used small elements of bench size near the pit slopes and much larger elements away from the pit walls. The reasons for the graded meshes were numerical quality (small elements) and computational economy (large elements). Small elements contained only a few joints, while the larger elements contained hundreds of joints and led to impractical computation run times (days!). A new modeling procedure that recognizes sufficiently large elements as representative volume elements (REV’s) overcomes this obstacle. A companion improvement recognizes the concept of a representative area element (RAE) in association with joint impersistence and the probability that joint material occupies a considered site. Both are steps towards greater model realism and a practical slope stability analysis procedure. Consider the open pit mine photo shown in Figure 1(a), a companion plan view in Figure 1(b), and the problem of slope stability where high slope angles favor economics but low slope angles favor safety. These competing factors in surface mining generally result in some sections of the mine that have unstable slopes that require monitoring and perhaps mitigating action to improve stability. Although stability of a given section may not be easy to quantify with a single number, useful design guidance can be obtained from a finite element analysis of a proposed mining sequence leading to future pit slopes and profiles. The presence of water from rain and snow melt indicates a need for a coupled analysis that links water pressure, effective stress and total stress (Schmelter, 2001).

President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Currently two of the most important characteristics of construction aggregates are (a) the particle size distribution (psd) and (b) the “shape” of the aggregate particles. The long established test methods and standards for these properties require substantial resources and most suppliers can take samples and conduct tests at intervals measured in days (psd) or even months (shape). Furthermore these tests require time: so the results are available only after material has been stockpiled or shipped. In the rare cases where problems are found the out-of-spec material has often been shipped to points unknown. There are substantial advantages to be obtained if the psd and other geometrical properties could be obtained from the material as it moves through the production processes and if the results could be reported back within seconds or minutes to Plant Control Managers. This paper describes a single on-line system used to evaluate production of crushed material in a production quarry. The system consists of an enclosure (containing the camera and lighting etc.) mounted over a production belt. Images are fed by fiber optic cable to a nearby control room where the data are analyzed; stored; displayed; and made available for integration into a process control system. Numerous forms of display can be created according to the needs of the producer. Once programmed by an automation engineer all functions of operation are fully automated. The system has permitted over 400 tests per hour with a feed back time less than 2 seconds. Sufficient geometrical measurements are made so that many different “shape” factors can be computed on a similar time scale. The paper summarizes the results from approximately 100 shifts of about 8 hours each and compares the imaging method with the current standard hand methods. Study of the data generated showed that, when combined with additional plant information, the system can be used to generate additional useful control information.

The formation in Newmont Mining?s Phoenix Mine near Battle Mountain, NV contains high levels of abrasive quartzite as well as gold, copper and silver. Newmont started mining operations at Phoenix (formerly Battle Mountain Gold) three years ago and the planners knew they were working with a challenging geological formation. But as it turned out, it was more challenging than anticipated. Mine manager Mark Evatz said, ?Anything that touches Phoenix rock wears fast. The rock fights back here.? To contend with the hard conditions, Newmont uses Atlas Copco?s Pit Viper 271 (PV-271) blasthole drill. Because of the hardness of the rock, drilling at Phoenix requires hammer drilling and the mine uses Atlas Copco TD65 hammers with 171 mm (6.75 in.) bits. The mine?s PV-271?s are outfitted with a single 41 m3/min (1450 cfm), 2.4 MPa (350 psi), oil-flooded air compressor. Phoenix has six Atlas Copco PV-271 drill rigs plus an Atlas Copco DML and a DM45 midrange blasthole rig. The mine?s goal is to keep 3.6 Mt (4 million st) of muck in inventory to stay ahead of the shovels and support needed operational flexibility (ore control related). Drilling efficiency has been a continuous point of improvement since operations began at the mine. The single-pass depth capability of 16.5 m (55 ft) on the PV-271 helped with that. Originally, the plans called for 6-m (20-ft) bench heights, supported by 7-m (23-ft) drill depths, and time spent moving from hole to hole was eating up productivity. Drilling on that plan resulted in drilling an average of 14 m/h (47 ft/hour). When depths were changed to 13-m (44-ft) drill depth, supporting blasting of 12-m (40-ft) benches, they were able to use the single pass capacity of the PV-271. Performance increased to more than 18 m/h (60-ft/hour) an hour. Although the drill depth change largely supported the improvement, other aspects of continuous improvement associated with improved knowledge of the Pit Viper drills helped as well.

The Docklands Light Railway (DLR) Extension to Woolwich Arsenal provides a much-needed public transport link to this area of London. The project includes construction of 5.3mID running tunnels under the River Thames, in ground conditions that proved challenging for the Earth Pressure Balance Tunnel Boring Machine (TBM). The project also includes cut and cover tunnel approaches, an underground station, and an emergency shaft on the bank of the river. Major challenges have included tunneling under sensitive infrastructure, and working adjacent to existing operational railways at Woolwich Arsenal. This paper will describe the design and construction of the project and how these challenges were overcome.

Limonite is a general term for a group of amorphous iron oxide and iron hydroxide materials. It is considered as one of the very refractory iron ore types due to its wide variation in chemical composition, iron content, moisture content and easily sliming in the course of comminution. Iron grade of test sample is 25.48%, the iron minerals are mainly limonite; and the gangue minerals consist of quartz and feldspar in majority, secondarily silicate minerals. In this test work, high intensity magnetic separation (HIMS)-cationic reverse flotation and magnetic roasting-low intensity magnetic separation (LIMS) tests were conducted on limonite ore. The test results show that the concentrate with iron grade of 50.97% and recovery of 68.50% can be obtained by HIMS-cationic reverse flotation technique; while using magnetic roasting-LIMS technique, the better concentrate indexes of iron grade of 60.36% and recovery of 89.71% are achieved, and the iron grade of tailing is only 4.42%. Therefore, the magnetic roasting-LIMS technique is a better suitable method for beneficiation of low-grade limonite ore. Studies were carried out to determine whether filtration rate changes observed in an iron ore concentrator were due to variations in particle shape. It was confirmed that ores mined from different locations differed in filtration rates by as much as 60%. However, when image analysis was used to quantify the shapes of the individual particles in the filtration feed, it was found that the particle shapes showed almost no variation, and the shapes did not correlate with the filtration rate. It was also determined that the filtration rate variations were not caused by changes in particle size distribution. These results suggest that the differences in filtration rate are due to factors other than size and shape, such as surface chemistry.

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

Awareness of improvements in diamond cutting technology, operation planning/scheduling, and geotechnical data manipulation/implementation are the keys to success. This paper presents the modern techniques of limestone sawing and quarrying developed and adopted by Indiana Limestone Company, Inc.(ILCI).To fulfill the growing market demands, ILCI’s quarries are committed to deliver planned quantities of all type of stone blocks in a variety of different colors, sizes, and textures. This involves scheduling which quarry ledges should be mined and when in order to minimize unnecessary inventory buildup. Challenges associated with ILCI’s operation are discussed and summarized in the closing of this paper.

The 20th annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Westin La Paloma in Tucson, AZ, on Saturday, Dec. 7, 2002. This year’s inductee, guest of honor and featured speaker is J. David Lowell, one of the preeminent exploration geologists of the past 30 years. Among his most recent discoveries is the world-class Pierina gold deposit in Peru, currently owned and operated by Barrick Gold. As representatives of mining heritage, the Hall of Fame will induct Howard Allen Twitty, Sr., and Bernhardt Rohe. Twitty was a respected public lands attorney. He made significant contributions to the mining industry by representing several major companies in many court cases. He was also the author of numerous papers on mining law. Rohe was managing director of Peñoles. In that position, he helped guide the Mexican mining company for its growth into the international mining company that it is today.

A series of flotation experiments were carried out in a 2.25-dm3 laboratory-scale Rushton turbine cell using hydrophobic quartz particles. Flotation was performed at a constant mean bubble diameter over a range of superficial gas velocities and impeller rotational speeds. The overall flotation rate constant increased linearly with increasing superficial gas velocity (and hence bubble surface area flux). The rate constant also increased linearly with increasing energy dissipation, until a maximum value was reached. A further increase in energy dissipation had little effect on the rate constant. The dependency of the rate constant on energy dissipation is a reflection of the size range and hydrophobicity of the particles used in this study. The flotation rate constant increased with increasing particle size, except at the highest energy dissipation value examined, for which the flotation rate of the larger particles reached a plateau and, in some cases, decreased. Good agreement was obtained between the experimental results and those predicted by a fundamental flotation model using experimentally measured values for mean energy dissipation and the Sauter mean bubble diameter. The bubble velocity was adjusted to obtain the best fit to the experimental data. The inferred bubble velocity, based on the flotation model, was found to increase with increasing superficial gas velocity (and bubble surface area flux) and was found to decrease with increasing impeller rotational speed. While the inferred bubble velocities were significantly lower than experimentally measured bubble velocities, and, except at low superficial gas velocity values, significantly higher than the bubble swarm velocity calculated from gas holdup measurements, similar trends with impeller rotational speed and superficial gas velocity were observed in all cases.

The paper highlights development of tunneling methodology in the UK during the years 1990-2000 using the example of two major tunneling contracts where there solution of difficult tunneling problems during construction has benefited the industry as a whole. The paper deals with specific difficulties on two Contracts. The London Water Ring Main 80 kms (50 miles) long tunnel average internal diameter 2.54 m (9 ft4 in) and the Brighton Stormwater Tunnel 5.2 km (3.2 miles) long tunnel with an internal diameter of 6 m (19 ft 8 in). The results of human endeavour and technological innovations will demonstrate the giant strides made in tunneling methodology in the last decade of the 20th Century.

Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. The Hiddenite District of Alexander County, NC has produced some of the world?s finest large emeralds since the first one was discovered 134 years ago. In fact, North America?s largest emeralds come from the district, making this one of the continent?s most unique gem deposits. In addition to emeralds, the Hiddenite District is also famous as the discovery site for the rare spodumene mineral hiddenite, first identified in 1881. Nowhere else in the world do these two minerals naturally occur together. The emeralds are a unique color variety of beryl (Al2Be3Si6O18) with trace amounts of Cr+3 and V+3 substituting for Al+3. The hiddenite (LiAlSi2O6) crystals also exhibit emerald green color due to traces of chromium. Consisting of three large deposits and numerous prospects, the district encompasses an area of 10 km2 (4 sq miles) centered on the small town of Hiddenite. Operations at the Adams, Ellis and North American Emerald Mines properties have been productive at irregular intervals since the 1880s. Currently, only the North American Emerald Mines property is being mined on a regular basis. Recent activity there has exposed a 3-hm2 (7.4-acre) pit with depths of 25 m (82 ft) that provides the best exposures of unweathered bedrock seen in the district in more than 120 years. Although no official records exist, public and private data indicate that the production of the entire Hiddenite District from 1880 to 2007 is about 70,000 carats of emerald and 20,000 carats of hiddenite. The bulk of the emeralds came from the North American Emerald Mine property (NAEM, formerly known as the Rist Mine) where sustained mining replaced the previous sporadic prospecting in 2000.

"The evaluation of data and information provided by the existing traditional indicators in sustainability assessments is most important. Therefore the Institute of Mining Engineering I from the RWTH Aachen University developed indicators and an assessment system for the mineral raw materials industry on operation, company and sector level on behalf of the Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciences and Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR). In the course of the development of indicators for the raw materials industry quality indicators on different levels of the sustainability assessment procedure have been identified and developed. The following paper describes some of the results focussing on the development and integration of quality indicators into sustainability assessment systems."

U. S. Steel's Oak Grove Mine experienced several top hinge failures on their caving shields. It was determined that all the caving shields needed to be replaced with new caving shields before more thilures occurred. The cost and amount of time needed for several scenarios of caving shield change outs were compared. This paper discusses how Oak Grove Mine decided to and did change 126 caving shields in six specially designed jig stations underground during a longwall move using their own UMWA employees.
