Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. The Mine Safety and Health Administration?s (MSHA) Roof Control Division (RCD) collects a variety of geological and engineering information pertaining to mining conditions in surface and underground mines throughout the United States. Recently, lineament analyses, trends of geologic structures, and inferred stress directions based on mapping at mines with problematic ground conditions, have been integrated into a GIS. The incorporation of different kinds of information into the same geographic coordinates and map projection, placed on digital geologic maps, allows site specific data to be evaluated in a regional geospatial context, identifying trends in the orientation of horizontal stress or patterns of structural geologic features. As more information is collected, the GIS will evolve as a tool for district- and basin-wide evaluations of controls on ground instability, and may evolve into a predictive tool for some kinds of geologic hazards. In addition to the geologic and geotechnical evaluations, the GIS also serves as a searchable database of previous mine investigations. The database can be searched for a variety of criteria, and the results displayed in real geographic coordinates to find the locations of previously visited mines or to evaluate mine fatality and injury data. This not only allows old reports to be found, but also places the information in a geospatial context with respect to neighboring mines or geographic areas. The GIS also has the capability to serve as a digital mine map repository, where maps can be stored in digital, georeferenced format for display in relation to each other and various themes of interest. This allows evaluation of multiple seam mining interactions and proximity to other mines, and on a national level could serve as an abandoned mine map database.

Mechanical mining holds great promise for the mining industry. Realizing this promise depends on developing the tools needed to mechanize a mining operation with a reasonable expectation of success. Mechanical mining entered the 1990s with new machines, new operating methods and new ideas for the future. Mechanical mining can provide higher production, increase safety, reduce roof support requirements, create smoother openings for better ventilation, substitute continuous production for cyclical drill-and-blast procedures, and create opportunities for automatic and teleoperated control. The full promise of this important technology still lies ahead. Obstacles include: • Long-term production prediction: Mechanical systems have a high capital cost. Although recouped by lower operating costs, the tradeoffs are not always clear to mine operators. • Cutting tools for hard rock: Rock of more than 103.4 MPa (15,000 psi) cannot be cut by flexible mining machines. • Machine designs: Many machines cannot convert the required power into rock cutting capability. • Engineering: Better use of the machines in the mine is needed.

"Mineral prospectivity modelling of polymetallic nodule deposits has been completed over the Cook Islands Exclusive Economic Zone (CIEEZ) using the GIS based Weights of Evidence modelling technique. Polymetallic nodules, also known as manganese nodules, have been explored as a possible resource for a number of metals including cobalt since the early 1970s. Recent data on the nodule composition and abundance in the CIEEZ has led to a renewed interest in the prospectivity for manganese nodules in the region. The predictive modelling has used the most recently accepted mineral model for polymetallic deep-sea nodule deposition to identify factors that are most likely to map the presence of this type of mineralisation in the CIEEZ.Manganese nodules form on the deep seafloor as concretions formed by concentric layering of iron and manganese hydroxides around a core and they grow at a very slow rate, on the order of millimeters per million years. The available data for the CIEEZ indicates a greater abundance in the area of nodules formed by hydrogenetic processes, which are the result of slow precipitation of metallic components from seawater. The environment in which the nodules are most abundant is at depths between 4,000 m and 6,000 m in areas of low sedimentation rate. Hydrogenous nodules commonly grow on siliceous and pelagic clay sediment, they are less common on other types of sediment."

The 1,280 MW Sir Adam Beck II Hydroelectric Project was constructed in the1950s, at Niagara Falls, Ontario, Canada. The twin intake tunnels total over 17 kilometers in length and pass deep below the City of Niagara Falls. The tunnels were excavated using drill and blast methods, with a top heading and bench approach. The shot rock was loaded with electric shovels and transported to the five shafts with off-highway trucks. The tunnel muck was hoisted to the surface by skip and transported by truck to disposal areas. The volume of underground excavation for the 15.55 meter diameter tunnels and the shafts exceeds 3,500,000 cubic meters, then and now the largest underground civil works excavation by drill and blast in the Western Hemisphere. The lining required over 900,000 cubic meters of concrete. All of this work was completed in three years, remarkable progress, considering the technology of the day, comparing very well with the rapid excavation and tunneling methods of the twenty-first century. Big, fast, and deadly—at least 20 lives were lost in construction accidents.

Slurry and EPB-shield tunnelling have been successfully applied worldwide in recent years. Under extremely unfavourable geological conditions, however, face instabilities may occur. The present paper aims at a better understanding of the mechanics of face failure. For the case of slurry shield, attention will be paid to the time-dependent effects associated with the infiltration of slurry into the ground ahead of the face. Related topics, such as the stand-up time and the effect of the excavation advance rate, will be discussed. In the case of an EPB-shield, a distinction will be drawn between fluid-pressure and effective pressure in the chamber. The effective pressure can be visualized as a “grain to grain” contact pressure between the muck and the ground at the face. The water pressure in the chamber reduces the hydraulic head gradient in the ground and, consequently, the seepage forces acting in front of the face. The face is thus stabilized both by the direct support of the pressurized muck and by the reduction of the seepage forces in the ground. The paper includes normalized diagrams which allow the assessment of tunnel face stability.

In contrast to pyrometallurgy's 6000year history in metals production, hydrometallurgy is of relatively recent origin. The earliest reference to it was in the 16th century, with the first applications to copper in the 17th and 18th centuries. In the 19th century, increased demands for pure metal resulted in the development of electrolytic refining, and early in this century electrowinning. The rapid growth in copper production in the 20th century, particularly in the United States and Chile, stimulated the development of new technology for leaching and for the recovery of copper from leach solutions. In the past 25 years, solvent extraction has become a major factor by permitting novel leaching technology that produces dilute or complex solutions. In addition, solvents other than sulfuric acid, and chemical methods for precipitating copper metal are now of increasing interest. These are trends that should grow in importance with the need to process lower grade and more complex materials. The evolution of copper hydrometallurgy is reviewed. Key factors in recent major developments are presented with details of specific operations and with trends for the future indicated. The relative importance of copper hydrometallurgy is compared with that of pyrometallurgy in the light of probable changes in ore supplies and character.

An environmental management system (EMS) is a key part of a company?s environmental stewardship. Procedures and practices to continually improve environmental performance can provide great benefits in operating the company. Managing site environmental quality data is a key component of this. An environmental data management system (EDMS) is an important element of the EMS for mining and other projects, providing project staff with the information that they need to make decisions that can have a significant impact on public health. Improvements in computers, data communications, and transfer formats have made it much easier to implement an integrated EDMS program for gathering, managing, selecting, and displaying data from the field and the lab. Software now lets users define sampling plans, create files for field data entry, and print Chains of Custody. Laptop and handheld computers facilitate field data entry and may provide automated communication back to the office. Most labs can now create usable electronic data deliverables. QC checks and limit comparisons can be largely automated. The result is organized data that can be efficiently used for reporting, graphing, and mapping, to better understand project issues.

"This article addresses the prevalence of poor public reporting practices of coal exploration results, coal resources and coal reserves in southern Africa. Currently, the reporting of coal tonnage without supporting coal qualities or saleable tonnes and quality is a poor reporting practice that occurs far too often. Not all coal is equal — therefore it is extremely important that investors or potential investors are provided with the full details of both run-of-mine (ROM) and saleable coal tonnage, their associated qualities and other material and relevant information.Competent or qualified persons should note that publicly reported information should be sufficient to enable an informed reader to make a reasonable and balanced assessment of the significance of the information provided. “Companies are encouraged to provide information in their public reports, which is as comprehensive as possible (CRIRSCO, 2013).” However, too often this isn’t the case, and material matters are either not reported or inadequately disclosed.According to the South African National Standard (SANS) 10320:2014 draft document, “tonnage and coal quality that will be available for sale, either in the raw ROM state (raw saleable) at a specified moisture content, or after beneficiation of the ROM coal by processing operations to produce materials at specified qualities, size ranges and moisture contents. The assessments must demonstrate that at the time of reporting, the marketing of the products is reasonably justified. The basis of the predicted practical product yield to achieve the saleable coal reserve must be stated. The moisture basis of reporting shall be stated.” An example as to why coal qualities are so important to the public, the requirements of South Africa’s electric public utility (Eskom) power stations are detailed in the followint paragraphs. The Kendal power station, commissioned in 1988, operates at a calorific value (CV) range of 19 to 20 MJ/ kg, an ash content between 29 and 34 percent and volatiles between 20 to 21 percent. Other power stations, such as Kriel or Hendrina, may require different qualities, such as a CV range of 22 to 23 MJ/kg, an ash content between 20 and 28 percent and volatiles between 22 to 23 percent. Thus, in terms of domestic saleable coal, it is not just about reporting the coal qualities but also informing the investor as to which power station the coal is intended to be sold as “boilers are designed to burn particular qualities of coal” and “it is not always possible to transfer coal between stations because of different quality requirements at each station (Chetty, 2010).” Sulfur content is another important quality with the ideal coal content having a quality of less than 1 percent sulfur."

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

Man has mined in all his time on earth about 3 billion ounces of gold. About one-half of this has been mined in the past 35 years. This gold is roughly in 3 large holdings: one-third held as reserves in Central Banks; one-third held as personal reserves; and one-third is in jewelry or other fabricated products. The world per capita availability of mined gold is increasing and there are many factors and forces shaping gold's future. Currently, gold has a favorable exchange ratio and this is encouraging many new gold-mining developments. Production is increasing and new techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways and gold is again fulfilling its role as a universal money, making gold's future predictable. Currently, man is mining gold at the rate of approximately 44 million ounces annually and is therefore adding to the total supply of gold approximately 1.5% of newly mined gold each year. This current production plays a small role in the pricing mechanisms since a very large part of the 3 billion ounces mined in all of history is available to the market in one form or another.

The Lake Hodges to Olivenhain Pipeline project is part of a 40-megawatt pumped storage project linking two reservoirs as part of the San Diego County Water Authority’s $939 million Emergency Storage Project. Seeking to expedite project completion, the project was advertised as Design-Build, a first for the owner. Awarded to Kiewit Pacific with Parsons as designer, the 1,750m (5,700ft) long, 4.25-m (14 ft) horseshoe tunnel was excavated with conventional drill-and-shoot technique. The mining method was well suited to deal with the shear zones, the very abrasive rock, and 13.3% and19.6% grades. At the apex of the alignment, a 60m (200ft) by 3.6m (12ft) diameter raisebore shaft with surge chamber to protect against pump malfunction was constructed. Upon completion of mining, the tunnel was lined with a 3m (10 ft) diameter high strength steel pipe. Scheduled to come on-line by January 1, 2008, the Lake Hodges to Olivenhain pumped storage project is valued at $108 million, delivering a reliable source of water in emergency situations and electricity-generating capability to meet the growing demands of the San Diego region.

"History can provide many answers with regard to what today’s mining industry looks like and how we got to where we are today. It has always been self-evident that safety has to be given the highest priority and, throughout history, many mine workers have been injured, become ill and have even sacrificed their lives due to the way in which attempts have been made to extract the ore, often due to ignorance of the dangers being faced. In more recent stages of history we have seen certain dangers being compensated by means of higher wages and bonus systems in order to have the work carried out: one example of this is when the rock heating method was employed and the men who first went underground to put out the fires that were burning, were paid extra. The working conditions, to which these people were exposed, with smoke-filled closed spaces, shortened their life expectancy considerably and today we can ask ourselves whether it is really possible to value these efforts just by higher wages. In all mines worldwide the working environment has been improved and many mining companies have a zero vision where work-related injuries and accidents are concerned. Despite this, incidents of varying severity still occur and a continuous improvement process and ongoing training is necessary in order to constantly minimise risks and improve the working environment. Atlas Copco takes this into account in all its development and we not only review our own production units but also the needs of our customers, with regard to the machinery that is produced in order to cater for customers’ safety and production objectives. Underground mining probably started at the beginning of the 11th century when people with modest tools tried to extract ores that were present in the bedrock. Methodology has developed enormously over the years with a strong focus on increased efficiency and higher production. In different parts of the world the development is driven forwards at different rates depending on which controlling factors are regarded as necessary. Political decisions, profit goals and productivity have partly controlled the development, but the greatest factor where improvement is concerned still remains with increased understanding of the totality. During more than 1000 years since underground mining has been conducted, all individuals at all levels have constantly improved their expertise and the human element has been of great importance with regard to the development that has been made, even though technology often occupies a leading role when we describe the improvements made."

For open pits developed in tropical climates the upper portions of the pit walls are often located in residual soils and weathered rock. Due to the presence of relict structures, and the relatively low strength of the residual soils and weathered rock, design slope angles in these materials have to be developed by blending the results of kinematic assessments of geologic structures with rock mass stability analyses and traditional soil mechanics. Background information on the engineering considerations of residual soils are discussed, and the results of geotechnical assessments for proposed pit design of the Brisas del Cuyuni Project, located in southeastern Venezuela, are presented.

INTRODUCTION The entire scope of new facilities for Lake Mead Intake No. 3 includes a sub-merged intake structure, a deep tunnel beneath Lake Mead, a tunnel access shaft, Intake Pumping Station No. 3, and connections to an existing intake and water treat-ment facility, as shown in Figure 1. In March 2008 Vegas Tunnel Constructors (VTC), a joint venture of Impregilo SpA and SA Healy were awarded a $447m Design-Build contract by SNWA for a section of this work (Contract 070F 01 C1), including the 185 m deep tunnel access shaft, the 4.7 km long, 6.1 m diameter tunnel and the submerged intake. Arup, supported by Brierley Associates, is the Design Engineer for VTC. The scope of the work is shown in Figure 2. This paper will describe the design and construction on this contract, with a focus on the access shaft which is the most complete section of the work. The shaft is being sunk using drill-and-blast methods with the finallining placed as excavation proceeds. The shaft passes through a major fault zone, and extensive pre-excavation grouting for water control is required for much of the depth of the shaft.

Phelps Dodge Mining’s Bagdad, AZ copper facility uses a large series of cone crushers and ball mills to reduce copper ore to very fine particles. The solids are mixed with water to create a slurry. Milk of lime is added to this slurry to raise the pH. Small amounts of reagents are also added, including a frother to make bubbles, as well as a collector chemical that causes the copper minerals to stick to those bubbles. This material is pumped to a series of froth flotation cells to concentrate the copper. Air is blown into the flotation cell tank and the pulp mixture is vigorously agitated. Rising bubbles carry the copper particles over the edge of the flotation tank. The bubbles break after they flow over the edge.
