Chemical problems associated with surface mining, such as acid generating materials, are important and well documented. However, reclamation research has shown that poor soil physical condition is the most limiting factor to successful row crop production on reclaimed mined land. Critical to success are selection of the best available soil materials used in soil construction and a material handling method that minimizes soil compaction. Excellent corn and soybean yields have been achieved on low strength soils both in high weather stress years as well as low stress years. Total crop failures have occurred on high strength soils in years of weather stress. Some deep tillage practices have been successful in improving compacted soils, but it is preferable to avoid compaction when the soil materials are handled. Soil strength measurements with a cone penetrometer have proven to be a useful tool in evaluating rooting media and reclamation practices. Research has shown that surface mining can be a short term land use that may be followed by productive farmland, if reclamation is done correctly.

Activities in the mixed sulphides industry, such as mining and beneficiation, cause adverse impacts to the environment due to excavation, treatment and disposal of low-grade ores and tailings containing residual sulphide minerals. The greatest impact is caused by the oxidation of sulphide phases contained in the tailings and waste rock and the subsequent production of leachates characterized by low pH and high concentration of heavy and toxic elements and sulphates, called acid mine drainage, that contaminates soils, surface- and groundwater. Therefore, rehabilitation of these sites is required in order to render these pollution sources inactive and minimize environmental impacts. The calculation of risk, based on acid mine drainage probability and magnitude of consequences at the disposal sites offers engineers, environmental scientists and authorities a valuable tool for the selection and application of the best remediation technology. Several parameters, such as the chemical and mineralogical properties of the wastes, the most probable pathways the contaminants follow, the potential receptors and the exposure scenarios have to be taken into account. Therefore, risk is the most critical parameter in decision-making regarding management of mining wastes and rehabilitation of disposal sites.

In this paper, the compressive strengths, failure modes and acoustic emission behaviors of cubic coal specimens containing bedding planes at various inclinations are considered. Test results showed that the compressive strengths and the modes of failure of coal specimens depend on the inclination of the bedding planes. From the acoustic emission (AE) measurements, the count rate detected through a low-pass window (AE (L)) was compared with that through a high-pass window (AE (H)) in each test. The results of accumulated AE history were compared with AE signatures of others. It is shown that the AE signature of coal depends on the inclination of the bedding planes, and the AE signatures can be classified into three groups. Each group corresponds to a particular mode of failure, namely, slip on the bedding planes, fracture across the bedding planes and fracture extension through the bedding planes. The parameter r, defined as the ratio of AE (L)/ [AE (L) + AE (H)], is plotted against the stress for each test. Test results showed that r also depends upon the inclination of the bedding planes.

Today, after about 30 years of development, computer-based analysis of geoscience data has reached a mature phase. From the tentative early beginnings recorded in the proceedings of the APCOM meetings, geoscientists are now able to emphasize the need for both pertinent mathematical/statistical models and computer hardware and software. From those models that are well understood in the disciplines of statistics and mathematics and for which effective computational methods are available, practitioners select and develop methodology for their particular purposes. Computer hardware is typically assembled from off-the- shelf components now readily available, with particular emphasis, whenever feasible, on microcomputers for reasons of economy and control by the scientific or engineering user rather than by a bureaucratic computer center. Computer software may be written by the user in high level languages such as Pascal, FORTRAN, or LISP. However, more often today geoscientists use routines available in spreadsheets, data bases, or statistical packages. In so doing, they save time and, programming costs and take advantage of routines written and maintained by large, well- established organizations, while losing the flexibility in specifying exact input/output afforded by writing in a high level language.

Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

The methods of burst control treated in the authors' very informative paper have been applied in the Ruhr Coalfield, Germany, for more than 20 years and have proved to be highly effective. It might be interesting here to mention a few experiences: • The symptoms of critical stresses when drilling with small diameters ("test drilling") are essentially the same as described. However, we consider the situation safe if these symptoms occur beyond a certain distance ahead of the face. • That safety distance equals three times the seam thickness plus the daily advance. It is the total seam thickness that counts, not merely the mined portion. • Critical stresses within the safety distance are dissolved by so-called destressing measures: drilling with heavier equip¬ment, blasting, or water infusion. • To avoid bump initiation, the destressing operations should begin at the sides of the stressed zone rather than in the middle. • As to water injection, there are two different principles. If the situation is critical already, high pressures are applied for hydraulic fracturing. If the stresses still allow to drill deep holes, the fluid pressure is kept low and acts for a longer time. This is to make the coal break successively instead of violently - a long-term precaution. • When the stresses are very high, destressing is the most appropriate means. We mostly drill with 95 mm-diam (3.7 in. - diam). The techniques in detail are somewhat complex and sub¬ject to modifications. But the general idea is to accomplish burst prevention by controlling the potential burst situations.

A trend towards the independent verification of sustainable development reporting and assessment using third party certification can be discerned in the global minerals industry. Various codes that provide for the third party assessment and certification of performance against a range of externally developed sustainability indicators are being adopted by minerals companies, and there is also considerable activity in the broader area of third party assurance. Using a sociological approach, this paper examines the reasons why third party certification schemes are appearing in the minerals industry to address sustainable development imperatives in preference to other forms of regulation, and considers the broader implications of this trend. Data are drawn from a series of qualitative, in-depth interviews conducted with some of the key players in the development and adoption of certification schemes in the minerals industry, with executive managers of a range of large mining corporations, with representatives of global non-governmental organizations that are active in mining issues, and with government officers responsible for the regulation of mining corporations in Australia. Factors responsible for the emergence of the new certification schemes include: increasing demands from stakeholders for greater credibility in reporting against sustainable development indicators; broader contextual factors including globalization and neoliberal policies; and issues relating to trust and risk. Using insights from our research, and the work of others in this field, we identify some of the critical features of a credible third party certification scheme, and note some of the challenges for the design and implementation of such schemes. We conclude by discussing some of the broader implications of third party certification as an emerging form of regulation in the minerals industry.

In recent years, diminishing supplies of high grade ores and increasing consumption of mineral and metal products have demanded high efficiencies in extraction processes. The rising cost of energy has influenced plant operating policies. Rather than merely processing as much ore as possible, other process factors are being considered in process analysis, with energy consumed per ton of product produced taking on increased importance. Alternate processes and more efficient plant design may satisfy part of the demand placed on the mineral processing industries. However it is expected that the improvement of existing operatives will be responsible for most of the gains in efficiency in the short term. Even slight improvements in process efficiency lead to significant cost saving. Grinding, for example, is an inherently energy-intensive process. Grinding circuit capital and operating costs are high and it is essential that circuits run as efficiently as possible. In flotation plants, low-grade ores demand optimum recovery of valuables to maintain overall metallurgical efficiency. The use of modern data, treatment methods and systems analysis provide the means to achieve many goals, previously beyond reach. The design of more efficient plants and the evaluation and. improvement of existing plant operations constitute the general area of process analysis. Process analysis can be used to identify the capacity available in a process unit in some cases. In other cases, the goal may be to investigate alternative equipment configurations for an existing plant for possible improvement in efficiency. This goal is virtually impossible to achieve using plant data alone. A simulator of the process units involved can provide an excellent basis for performing the required process analysis.

Introduction The kinetic approach, to understand a process in detail, has been extensively used in the unit operations of many engineering systems. In green pelletization, the kinetic studies have been mainly oriented towards quantifying the growth mechanism (Kapur and Fuerstenau, 1964; Sastry and Fuerstenau, 1977; Capes and Danckwerts, 1965; Kapur and Fuerstenau, 1966; Kapur, 1972) and in a few cases, relating the rate of growth with added liquid content (Kapur and Fuerstenau, 1964; Newitt and Conway-Jones, 1958). Studies on the kinetics of green pelletization, in terms of the order of the kinetics are virtually non-existent. Sastry and Fuerstenau (1970) classified the agglomeration process into "free in-space" (dilute particle system) and "restricted-in¬space" (highly dispersed particle system) and noted that the former is a second-order process while the latter corresponds to a pseudo first-order rate process. The present paper attempts to describe the kinetics of green pelletization, in terms of order of the kinetics, using pyritiferrous shale as the material system. Experimental Pelletization experiments were carried out using -100 mesh pyritiferrous shale, in a laboratory disc pelletizer, at four intervals of pelletization time (15, 20, 25 and 30 min). The green pellets obtained were size analyzed. The size distribution of pellets has generally been represented by a single parameter such as the mean granule diameter, ratio of maximum and minimum pellet diameter, etc. In the present study, the d50 (50% passing size) of pellets has been considered to represent the size distribution of pellet. In the defunct Gorka quarry, there are situated both a waste disposal site of an area of 6.7 ha and containing approximately 1 million ton of high aluminium wastes and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water. The reservoir is fed with the filtrates arriving from the disposal site mentioned, at a rate ~130 m3/day. An alarming phenomenon is the subsidence of the pond bottom and the infiltration of solutions into the Triassic and Jurassic water resources, assessed at ~40 m3/ day. The basic problem related to the effluents in the Gorka pond is their high alkalinity (pH 12-13.4) and variable pollutants whose level increases appreciably with the pond?s depth. The solution offered provides pumping out and treatment of about 500000m3 of effluents retained in the Gorka reservoir in an about yearly time. Effluents would be treated in a reverse osmosis plant, according to a process so far verified on a quarter-commercial scale. The treatment process by-product would be discharged into the Ropa stream. The brine solution (containing about 25% NaCl), whose amount may reach up to100000m3, might be supplied to the Debiensko Mine which produces technological salt from salt-bearing mine waters. Similarly, there would be provided an intake of underflows of infiltrates (by means of deep wells, and possibly girdling ditches) arriving from the high aluminum site, and such effluents would be subject to ongoing dilution in water courses. It would be possible to test the system of underflows reaching the Gorka reservoir by means of geochemical identification, previously performed. The next stage following the pumping, would be the utilization of approx. 50 000m3 of bottom slurry. Highly alkaline slurries would be utilized in the production of self-solidifying mixtures. Slurries would be pumped out and temporarily dumped on drying beds, located nearby the Gorka reservoir, and later on used successively for making self-solidifying mixtures in a plant similar to a concrete making seat. Those mixtures would be applied for sealing the bottom of the Gorka reservoir and the necessary part of the edges of the defunct quarry. An alternative solution is the utilization of slurries in the facilities of the Trzebionka Mining Works and the application of self-solidifying mixtures, made in the Trzebionka Works, for sealing the reservoir bottom.

At East Union, Knox County, Maine, near the shore of Crawford Pond, an outcrop of basic rock has been known for more than a century. The occurrence has been regarded as an unusual type of peridotite-pyroxenite, containing disseminated and massive pyrrhotite with nickel, copper and cobalt in recoverable amounts. From the outcrop, the sulfide body had been mapped more or less continuously for a distance of two miles through geophysical methods of several kinds. This paper describes the methods in sufficient detail to evaluate their significance. A core drilling program has con- firmed the location of the conductor and offers a positive means of correlating the geophysical measurements with the physical properties of the ore body. The history of the exploration offers a unique opportunity to evaluate the method of multiple geophysical methods.

INTRODUCTION The Advisory Conference on Tunneling held in Washington, D.C. in 1970 under the auspices of the organization for Economic Cooperation and Development (OECD) forecast that $54 billion would be expended by member countries on underground construction in the 1970s. Construction activity since the Conference indicates the forecast may have been conservative. Statistics in the report indicated a vast increase in tunneling projects for mass transit, hydro-electric development, railroad tunnels, sewer and sewage retention reservoirs and water tunnels. Development of equipment is required to meet the demands for high speed excavation and provide tunnel driving systems with maximum efficiency and capability to sustain high speed advance rates. BORING MACHINE CAPABILITY During the last decade, use of Tunnel Boring Machines (TBMs) has increased. Where ground conditions and limits of machine design criteria permit, circular tunnel sections are either the only section , or an alternate sections specified in the documents: a TBM is either required or is an acceptable alternate means of tunneling. The purpose of grouting is to modify the permeability and strength characteristics of the subsoil in such a way that the planned structure can be efficiently constructed at a given location. This technique, which originally underwent considerable development in the field of dams construction is constantly evolving and it becomes more and more important in urban zones of intensive underground development for projects such as transport tunnels, stations, car parks, ect. Grouting becomes more and more indispensable whatever the natural characteristics of that subsoil ; such is the case particularly when the planned work runs through cohesionless granular soils, usually water-bearing such as alluvium, sands, disturbed ground, fill material, etc. The selection of the grouting method and the extent of treatment required at depends on two fundamental factors. 1º) nature and behaviour of subsoil to be treated. There is no need to stress the necessary of a good knowledge of geotechnical, hydrological and chemical characteristics of the ground to be treated. At the present time the specialists in these fields have available numerous methods of analysis, either laboratory or field tests, which enable to evolve a suitable treatment.

1 - INTRODUCTION The Canadian Shield is well known as being among the older exposed areas of the earth's surface. Except for local zones, its extent from the Arctic to central North America is characterized by strong and durable crystalline rocks. It is generally regarded as highly competent for tunnelling and underground excavation and, as a result, many openings are excavated in it with minimal temporary support. If hydraulic efficiency is not a factor, tunnels do not usually require continuous concrete linings. A high percentage of the crystalline rocks of the Shield are of metamorphic origin and as such one of the dominant characteristics is their foliation. Zones of sheared or faulted rock are common in the Canadian Shield, particularly in association with foliation. These zones may be created during the late stages of the metamorphic process, leaving shear zones as an integral feature of foliated rock. As foliation is a preferred direction of weakness, deformation and rupture during subsequent tectonism may also create parallel shear zones. These "foliation shear zones", as described by Deere (1973), are an adverse feature of the otherwise durable rocks of the Canadian Shield. The zones may range from faults of major proportions to seams only a fraction of an inch thick. If fault gouge or alteration products exist in the zone the strength of the rock mass may be great1y reduced. As foliation is usually continuous, large unstable wedges of rock may be created if the opening is subparallel to the foliation. The effect on the construction of underground openings in terms of excavations, support and scheduling can be significant.

Foreword In loose ground and soft rock formations, mechanical tunnel boring is necessarily dependent on the adoption of shield machines and the application of adequate support or lining structures. These structures are erected either within or immediately behind the rear portion of the shield and provide the required reaction to the forward thrust. In competent rock formations where systematic support is not a requirement, hard rock tunnel boring machines generally advance by thrusting from a structure gripped against the tunnel walls. These machines may feature a more or less extended cutterhead shield or roof support, but when in weathered, fractured or otherwise weakened ground, or in fault zones filled with soft gouge, the gripper mechanism often cannot provide enough thrust reaction to advance the cutterhead. Under these conditions, early support of the arch and walls is generally required in the form of rock bolts, steel rings and laggings and some times of a primary concrete lining placed in the short section between cutterhead and grippers. INTRODUCTION The U. S. Army Corps of Engineers is developing chemical explosive excavation as a construction technique for use on Civil Works projects. Large chemical charges are being used in multiple charge arrays in a variety of media and topographic situations to achieve actual construction projects. The target is the development of chemical and nuclear explosive excavation as an accepted cost-competitive construction technique. Military research using explosive excavation is also being conducted to apply this technique to military engineering for combat purposes and to military construction. The information gained from both the civil and military research is integrated into the overall development of explosive excavation. This research and development work is being conducted under the auspices of the U. S. Army Engineer Waterways Experiment Station Explosive Excavation Research Laboratory (EERL) located at Livermore, California. This organization was formed in 1962 as the Nuclear Cratering Group (NCG) to carry out the Corps of Engineers (OCE) portion of a joint agreement with the Atomic Energy Commission (AEC) to develop nuclear explosives for construction purposes. The AEC, through the Plowshare Division of the Lawrence Livermore Laboratory at Livermore, California, has been responsible for developing nuclear explosives, conducting nuclear cratering experiments, developing nuclear safety information, and developing methods for predicting the shape of the craters. During the last few years, significant advances continue to have been made in aspects of grouting technologies used for ground treatment in advance of tunnelling. In permeation grouting, fundamental researches have continued into improving the penetrability characteristics of cement-based grouts. The twin advantages of field regrinding normal grouts to reduce cement particle sizes, and incorporating special additives into stable grouts, are now being systematically exploited in major soft ground tunnelling projects in Europe. The methodologies of jet grouting continue to be developed with special attention being paid to qa/qc issues, reducing unit production costs, and improving predictive capabilities for subsequent settlements.

The Balsam Meadow Hydroelectric Project is currently under construction in central California. TMCI Construction, Inc. was subcontracted to perform the shaft enlargement and lining required for the elevator, surge and power shafts. Involved in the initial work was slashing the elevator and surge shaft into a previously excavated borehole. The elevator shaft then required a reinforced concrete lining and structural steel installation. Throughout the course of construction, numerous design changes occurred, necessitating a lining in both the power and surge shafts. These changes caused TMCI to design two underground hoisting systems to install these additional linings. An analysis of the construction methods used is now given. Introduction The Balsam Meadow Project consists of an underground hydroelectric powerhouse designed to provide additional capacity and energy to the Southern California Edison system during critical peak demand periods, and has the capability for pumped storage operation. The project is located in the Sierra Nevada Mountains about 55 miles northeast of Fresno. The project will divert water presently flowing from Huntington Lake to Shaver Lake to power a single 200 megawatt turbine generator. The approach used to the shaft slashing was governed partially by the strict CAL-OSHA requirements, which became more stringent after the recent Helms' Creek accident. A scaled down sinking plant was used to minimize economic risk and to simplify the excavation and lining scheme.

Introduction Bulk commodity prices are ever increasing. This forces buyers and sellers in world markets to look more carefully at methods for obtaining an accurate accounting of commodity transactions in commerce and materials utilization in processes. Weighing and sampling inaccuracies can result in loss of income, product quality, and cost controls. So weighing and sampling accuracies are extremely important. They are the key components of managing the quantity and quality control aspects of bulk materials handling. This article will confine itself to the weighing systems and will deal with various aspects of system design, calibration, and operations. Emphasis will be placed on new developments and requirements in this field. Weighing methods To measure the gravimetric pull on a body being weighed (the load), the gravimetric force must be countered by an opposing force. Measuring this counter-balancing force thus becomes the measurement of weight. The conventional even-arm balance shows the concept of balancing an unknown mass with an equal known counterbalancing mass. But the loads encountered in industry generally range up to many thousands of pounds. So it is obvious that the even-arm approach is not practical. Thus, with the exception of direct load-bearing load cells, most of the weighing equipment uses some form of lever system. This is usually a combination of first- and second-class levers, to gain a mechanical advantage. These levers permit the load force to be counter-balanced and hence measured within a practical range. Lever systems not only perform this force-reducing action, they also serve to focus the load force at a single point, for convenient measurement. They align the force vertically in one direction so that measurement accuracy will not be affected by unrelated side forces. There are five basic methods of gravimetric weight measurements. That is, there are five basic types of opposing forces. • The first is the standard weight counterbalance. It uses a known weight to counterbalance the load directly or through a lever system.
